The Government could run a second retirement income scheme alongside NZ Superannuation as part of a transition to a new system, but according to Andrew Coleman, this couldn't be done without an increase in taxes on older people, or more general tax increases.Fresh from his 13 part interest.co.nz series on NZ's government retirement income system and associated taxes, Coleman spoke to myself and Terry Baucher on a combined episode of the Of Interest podcast and the New Zealand Tax Podcast.Coleman is currently a visiting professor at the Asia School of Business in Kuala Lumpur while on extended leave from the Reserve Bank. He has also worked for Treasury and the Productivity Commission. The views expressed are his own.Coleman says the urgency for making change isn't just down to an ageing population and the increasing taxes he says young people will have to pay. It's also because those under 45 are inheriting a very costly system, which might not be what they like or want.He uses an analogy of a 22 year-old who recruits help from their father or uncle to buy a car."And he says, 'oh, cars, I'm good at cars. You know, when I was a kid we had these great Holdens and you could put six people in them, everyone in the whole family would fit in them. And they had a big six litre engine'... And you say, 'oh, well that's maybe not what I wanted.' But he says 'oh look, I'll go and get you the car, just give me the money and I'll get you the car.' And so you give him ten grand and [he] comes back [with an] old Holden, which is a gas guzzler and not particularly safe.""And you've only got a girlfriend or a boyfriend and no kids and it's nothing like the car that you want and yet you've paid for it. And it's got these high ongoing costs because it's chewing down the petrol," Coleman says."You wanted a little hybrid or electric car or maybe just a Toyota Corolla, which was quite small and fits in your little parking place. And it's a bit like that. Young people today are inheriting a [retirement income] system designed in the seventies when Holdens ruled. And it may not be what they want and it's very costly."In his series Coleman suggests a new pension system, which he calls KiwiSaver 2.1, which would be a shift from pay-as-you-go funded pensions to save-as-you-go funded pensions. I asked him whether a transition could be made to the new system for those under 45, with the current system kept in place for older people, without higher taxes on older people which he suggested in his series would be required to change to a new system."There's no reason why you can't have two systems going. And one of the reasons is that your entitlement would depend on your birth date...that's very straightforward. We would just at some point introduce the second system for people under 45 and build it up and keep old people on the current system," says Coleman."Can we do it without an increase in taxes on older people, or more generally? No.""There is a transition issue. It's like digging a hole. Once you've dug the hole, if you want to get out of the hole, you have to do some work to fill it in again. And so when we adopted a pay as you go system or expanded it significantly back in the 1970s, it meant that to reverse it, some future generations are going to have to be worse off than they otherwise would have been. And that's the political difficulty here. It's like there's this beautiful thing that you want over there, a beautiful island that you can go to, but you can't get there for free.""But there's goodwill out there. I think a lot of people my age... recognise that young people are paying a disproportionate amount of the costs and that if we can find a way of increasing taxes on ourselves in order to make the system better for younger people, that's something that a lot of people would be prepared to do now. It won't have to be a permanent increase in taxes. It's a transitory phenomenon," Coleman says."Once we've got the new system up and running, taxes would come down and we would have a much better tax system. There should be, if we do this, a statue to the unknown 75 year-old who paid a few more taxes so that all the young New Zealanders of the future could be better off and have a better system."In terms of what tax(es) are used, Coleman says a transitional social security tax on older people is an option. Sam's away, but Zooming with DRIVEN carries on! But, somehow, with no less talk of Sam's muscles... Anyway, in Episode 121 David and Damien tell us of their trip to Hamilton to check out the new ride of Police dogs around the country - the Skoda Superb Police Dog Unit. The Superb is rolling out around the country to replace the old Holdens (currently a mix of VF Commodore utes and Equinox SUVs) and is a very high-tech replacement indeed, with full temperature monitoring and automated systems to keep the doggos cool and comfortable, as well as a very clever feature that lets the handler remotely release the hounds. Sorry, but you knew we were ALWAYS going to slip that one in somewhere... Anyway, moving on from the bad jokes and Good Boys, Dean tells us about how there are now 50 more awesome Honda Civic Type Rs available after it initially sold out in record time, and that the latest ballot for the next wave of 50 equally-awesome Toyota GR Corollas has opened as well! David then segues smoothly into his visit to the recent Toyota Festival held at Highlands Motorsport Park in Cromwell, where he got to revisit the GR Corolla (we were lucky enough to already have played with it on track, which you can read about here) and see the GR Sport Hilux for the first time (which, incidentally, Toyota has just revealed pricing for). Damien then takes us into the virtual world with a spin around the block (well, many, many times around a wide selection of race tracks, at least...) in Gran Turismo 7 using Sony's new PlayStation VR2 - which is utterly spectacular - and news that Skoda New Zealand has become the first territory outside Europe to adopt the company's virtual reality showroom that allows customers to check out different colours, options and even body styles on cars they are interested in, but that a dealer may not have on hand. It's being trialed with the new Enyaq iV all-electric SUV and you can head to your nearest Skoda dealer to try it out for yourself. We then round things out with a rant from Dean about Formula One tracks and a confusing game of "Easter Rebate Road Trip" where all three had to choose a car that would get a rebate under the Clean Car scheme to go on an Easter road trip in, using the rebate money to fund the holiday. Growing up Marco wasn't exposed to Porsches, it was mainly Aussie cars – Fords and Holdens. As Marco explains ‘Porsche snuck its way into his life through Matchbox.' A 911 cabriolet matchbox that Marco still has. His first car was a hand me down Ford laser, a car Marco loved and a car that taught him ‘Whatever you have take pride in and love.' When it came to buy his first real and exciting car Marco overlooked the Japanese “fast and Furious' trend at the time as he really loved German cars. This was the beginning for Marco. He purchased a VW MKIV Golf, a new car at the time. This was the start of his VW and air-cooled journey. Although Marco always thought his first Porsche would be an ‘80s air-cooled he end up with a 2012 Cayenne S. This Porsche was more about family priorities. Mid last year Marco decided that the time was right for a 911. Marco loves the 993 generation 911, but turned down a 993 cabriolet. Nonetheless, Marco ended up with something very special. A well looked after, low mileage example of the 996.1 generation Porsche 911 turbo in iconic speed yellow. As soon as Marco saw it, he knew he couldn't walk away from this one. The police have unveiled the newest addition to their vehicle fleet. The Skoda Superb will slowly replace the Holdens which have patrolled our streets for many, many decades, with the full roll out happening over the next five years. Twenty-seven new car options were put forward for consideration, and 12 were eventually tested by the police. The Czech automaker ended up securing pole position on the police's check list. Police deputy commissioner Jevon McSkimming took reporter Ben Strang and camera operator Dom Thomas out for a spin in the new car.
General Motors has made a lot of changes over the years, even dropping some brands along the way. They also have had several partnership and manufacturing facilities around the world. In fact, a very popular vehicle down in Australia is, was, the Holden. There are several models include one called a UTE, or utility vehicle. Here in the states, we called the Chevrolet mode an El Camino or maybe the GMC version a Sprint.As we were sitting up the broadcast, we saw a bright white with blue trim Holden UTE roll into the Tailpipes & Tacos event. It was the first one any of us have seen in the wild, but here in Houston, we have one on the streets, complete with right-hand drive. Dean Oliver and he and his family's early holdens Overdrive's artist in residence, Dean Oliver also comes from a family that has had its passion for Holden cars. We chatted about those early years and Dean as a young man with a passion for cars but not the financial responsibility that some would have liked, DB Dean, your family did have some Holden's how far back to the go. DO Yeah. Thanks, David. Yes. Our family had a fairly small collection of Holden's, but nonetheless a good one. My parents originally came through from a 1950s Austin A40 tourer, but my father used to deliver newspapers in. And then the big move was a 1962 EK Holden's special. It was a station wagon and it had the two speed, hydromatic gearbox, which was brand new, and Dad used it to deliver newspapers around Shellharbour and that area of the south coast. DB Now, that's the reflection of the times, because when the first Holden came in, the biggest selling car was the A40 Austin Devon. DO Well, yes, he certainly fitted that theory really well. But the old English |Austin was just no match for the rough potholes of the roads of country, New South Wales. DB How did your father feel with that change? Because it was going to a bigger car, a more powerful car, and a more rugged car. Was he proud of that? DO It was the pride of the family, David. There were photographs of the family standing beside it, beaming, smiling, and it was a spectacular looking thing compared to the old Austin. The Holden was bright blue and a strip down the side and the EK had those wonderful tailfins on the taillights which looked very American. DB It was that era of the excess of the Cadillac reflecting the space race, really, wasn't it? It was trying to look like it was a rocket. DO Yes. But NASA rockets probably didn't overheat with quite the same problem as the Holden did, especially on our trips up to Sydney. DO Mom always packed a thermos and some sandwiches because the Holden would get pretty warm going up Mount Ousley from Wollongong and dad always had a race with himself to see if he could get over in third gear with changing back down to second. About 50 percent of the time. DB That's another whole story of the hills in every capital city under which people tested their car or even in your cases, you're saying some of the more rural roads, if you can get up the hill, then you know you're doing well. Did they continue with Holdens? DO Yes. And after almost ten years, the old EK gave way to a 1972 HQ Kingswood and it was a 253 V8. And I think my poor old dad might have got done over by the salesman at the Holden dealership. It was pretty well out of character for him to go for a smooth V8, and especially the HQ was the clour was Chateau Mauve, which was a metallic purple colour. It started rusting from the day we bought it. DB You then continued your first car, I think was a Torana, but it came with an unsolicited recommendation for financial prudence. DO Well, I've got my first job and I was pretty keen on Holdens and the Holden Dealer Team and the Bathurst race and all that sort of thing. I had a job. I was getting a regular income and so it had to be a Torana. There's no way I could have got an XU1 because insurance was just totally impossible for a young bloke in his early 20s. So my new car was a GTA Torana. A 1973 LJ model and it was wonderful and I bought it with a bank loan and I got a stern lecture from the bank manager about responsible financial management. And in hindsight, I think I borrowed about $2000. The car was about $3,400 new and I borrowed $2000 which dollars at the day was an enormous amount of money. So the bank manager was, I think, pretty horrified.
Some have romantic memories of old Holdens: Terry Thompson is ever the realist but loves them all the same. Terry Thompson is a director of the ARDC, and has a long history in many things to do with cars and motoring, including the New South Wales Road Safety Advisory Council and a whole pile of motoring clubs, including the 48 and FJ. Holden Owners Club. We chatted to him about the history. You can listen to the interview here Terry has been the owner of a number of old Holdens including a couple of sedans and a panel van. When he used to take them down the street, he said a common response was "Hey mate I had one of these It was the best bloody car I've ever had" to which he would screw up my nose and think “Oh, my God. What have you been driving since you got there?”. I asked him as delicately as possible what he use to use the panel van for, was it similar to the types of things we did in later, larger, versions of this sort of car. I was thinking of going camping or the like. He noted that there use to be a sticker on the back of panel vans and utes that said “Yes. This is my ute and no, I'm not helping you move”. While the first Holden came off the production line nearly seventy-two years ago there are still a considerable number of car clubs dedicated to the early models. Terry noted that some are for the keeping the purity of the original cars including things like vacuum run windscreen wipers while others were not adverse to some modern electrics and other features on the old cars. The encouraging point he made that these car clubs are not just a bunch of old men. He said: “A whole new tribe of younger people coming in to take over the cars and look after them”. One of the great features of the early Holdens was “three on the tree”. These were the manual models with a column change and three forward gears. Terry took one of his to the Bathurst races one year and let radio and television personality Clive Robinson drive it around the track. Actually Clive only drove it the very last section down Conrod Straight because he didn't know how to drive a manual. Mike Raymond, the track commentator at the time said that he thought Terry was a very brave man.
DB: Alan Finlay is a great friend of the program and is a respected traffic engineer and transport planner. His family has had twelve Holdens over the years with a predominance in the early part, I believe. DB: Alan, I looked at your first six cars, the first five from an FJ to an EH were Specials and the next one at H.K. was a premier. Were you the rich family in the street we all envied? AF: No, not at all, though. We were very much a middle-class family, but something I don't know what it was in 1969, probably with a bit of goading from me, convinced my father that he should go up a level and get the premier for his next car. The other thing I remember about that car is that I talked him into the more powerful 186S six-cylinder motor rather than just the one eight six. DB: The S was it a performance car. AF: Absolutely not. I mean, the FC Holden, I remember well, which was my mother's car, which was bought secondhand. I think when I was about 4 years old, I remember some very cold trips in that car going up to the Blue Mountains in winter with no heater and of course, no radio. And we all had to take blankets and other stuff to keep us warm. DB: And that was the special. Now, you raced an E H. Holden was their great success with that. AF: I wouldn't say great success. It was a bog-standard, Holden EH1 7 9 manual, so it had a large 179 cubic inch motor and manual transmission. It was not the much-coveted S4, which was a special Bathurst edition that Holden put together to try and win us, which had slightly better brakes and a few other things. But I wouldn't say it was greatly successful. But in its class, which I think was in 2000 to 3000 cc category for standard production cars on a good day, I could be up in the sort of second or third place, get a situation. DB: Did it have a 179 badge on the back? They were special. AF: They were. Yes. And thankfully, mine stayed on the back of the car and didn't become a belt buckle, which happened to a lot of other 179 batches. DB: The EH that you raced went out with a bang? AF: Yes, it did. I was competing at a hill climb at Amaroo Park in the early 70s and trying to better my times. It was towards the end of the day. And I think I'd had about six runs and I was going for a really good time on what would have been my second last run. And as I revved the car to its limit in first gear, I heard an almighty bang and I thought the worst. I thought I'd blown the motor. But as it turned out, the bang was created by one of the fan blades coming off the fan and actually almost piercing right through the bonnet. The fan blade was actually sticking out through the bonnet, and thankfully the rest of the motor in the car was alright. So the solution was to actually remove the whole fan blade assembly and then another frame friendly and helpful competitor managed to have a hacksaw in his tool kit and so we sawed off the other half of the blade that was still attached to the assembly and put it back on the car. So I limped home with a two-bladed rather than a four-bladed fan. Thankfully, didn't get stuck in heavy traffic, so didn't overheat. DB: You did that for balance, didn't you? AF: Yes, absolutely. Because otherwise, it had three blades on the fan and of course, one of them was completely offset by not having its mate on the other side of the hub. So it would have been a very noisy and vibrating sort of operation of the engine if we hadn't taken the other blade off. DB: Alan lovely to talk to you. Thank you very much for your time. AF: Thanks, David. Always, always happy to talk. DB: That's Alan Finlay, a person who came from a family of devout Holden owners for a while until final reality settled in with times that were a-changing.

Adam talks with Sara Pascoe and Richard Ayoade, (two British comedians who have also read and written, more than one book) about J.D. Salinger's classic 1951 novel 'The Catcher in the Rye'.SYNOPSIS: The story begins with 17 year old Holden Caulfield recuperating following a breakdown. The rest of the book is an account from Holden's point of view, of the events that lead to that breakdown, which took place the previous Winter in the days following his expulsion from Pencey Prep, a private school. Holden's roommate is a meathead called Stradlater who has sexy plans for Jean Gallagher, a childhood friend of Holdens who he feels protective of. A a fight ensues after which Holden spends two days killing time in New York before he has to face his parents and inform them of his expulsion. We learn that things have been difficult for Holden since the death of his younger brother Allie when Holden was 13. From time to time Holden dwells on the memory of Allie's old baseball glove on which his little brother had written poems to read during boring baseball games. Now Holden entertains hopes of moving in with his older brother DB, a WWII vet who has become a successful screenwriter in Hollywood. During his visit to New York, a lonely Holden visits a jazz club and spends much of his remaining cash buying drinks for three older women, after which he arranges an abortive liaison with Sunny, a teenage prostitute and falls foul of her thuggish pimp Maurice. Later Holden arranges a meeting with an old girlfriend, Sally Hayes, and is briefly looked after by a well meaning teacher Mr Antolini.
