District Attorney Andrew Womble said Tuesday that the deputies who fatally shot Andrew Brown Jr. last month were justified in using deadly force, citing a North Carolina State Bureau of Investigation probe. Womble said the shooting, "while tragic, was justified because Mr. Brown's actions caused three deputies to reasonably believe it was necessary to use deadly force to protect themselves and others." It often takes a tragedy to start a conversation around reform in this country. So when two Black men, Duante Wright and Andrew Brown Jr., were killed by police last month as officers were attempting to serve arrest warrants, calls for warrant reform joined the chorus of other demands for change. Last week, Minnesota lawmakers began the process of trying to answer those calls and put forward a bill that would replace arrest warrants with a written warning system for most misdemeanor offenses. Ferguson, Missouri may offer lessons about warrant reform to other cities. Reforming the warrant system became a priority in 2015, after the Department of Justice released their report on Ferguson in the wake of Michael Brown's killing the year before. The report noted that in 2013, Ferguson courts issued nearly 33,000 warrants for arrest, in a city of 21,000 people. The overwhelming majority of warrants were for Black residents. ArchCity Defenders, a legal advocacy organization, helped push for warrant reform in the St. Louis region in 2015 and continues the work today. The CDC issued new outdoor mask guidance for people who are fully vaccinated, allowing them to unmask in small outdoor gatherings and while eating outside. Unvaccinated people are encouraged to wear masks if they are in similar situations. The federal agency said even vaccinated people should still avoid large gatherings. Dr. Peter Hotez is the Co-Director at the Center for Vaccine Development at Texas Children's Hospital. He tells AC360 whether or not he thinks the new guidelines are too conservative. Plus, CNN obtained new surveillance video that a source says shows sheriff’s deputies arriving in a pickup truck to serve a warrant on Andrew Brown Jr., moments before he was fatally shot. Despite cries for transparency, authorities have yet to release any of the body camera video to the public. A North Carolina judge ruled Wednesday that video from four body cameras associated with the shooting of Andrew Brown Jr. will not be released publicly at this time. The judge went to grant, in part, a petition from the Pasquotank County Sheriff's office allowing the disclosure of the body cameras to Brown's family and one of their legal representatives. The disclosure means the family and an attorney can view the videos but will not be given their own copies or allowed to make recordings.
