Te gast zijn Miriam Op de Beek en Bob Coenraats en we spreken over de onderwijskundige en pedagogische doelen van Oracy en hun boek Oracy, de kracht van spreken, denken en luisteren.In Engeland is aanvullend op de aandacht voor literacy en numeracy, geletterdheid en gecijferdheid, ook aandacht ontstaan voor oracy, mondelinge taalvaardigheid. En als je dat in een woord wilt vatten, dan is dat zelfsprekendheid in de dialoog met anderen. Miriam en Bob hebben oracy leren kennen in een ontwikkeltraject bij hun werkgever CPS. Vanaf hun kennismaking met oracy in het Engelse basisonderwijs zijn ze verkocht aan het belang van oracy, ook voor het Nederland onderwijs. Hun doelen met oracy zijn zowel onderwijskundig als pedagogisch van aard. Onderwijskundig draagt oracy bij aan leeropbrengsten voor literacy en numeracy. Oracy is namelijk niet alleen leren spreken, luisteren en communiceren, zelf en samen met anderen, maar is ook leren over spreken, luisteren en communiceren in verschillende contexten, zoals vakgebieden. Ook het in Engeland ontwikkeld raamwerk oracy geeft aan dat oracy niet alleen bijdraagt aan de fysieke en sociaal-emotionele ontwikkeling van kinderen, zoals zelfvertrouwen om in groepen te spreken, maar ook aan hun linguïstische en cognitieve ontwikkeling.Voor Miriam en Bob zijn de pedagogische doelen van oracy misschien wel belangrijker. Kinderen leren door oracy van jongs af aan dat hun eigen stem van belang is in dialoog met de leraar en met andere leerlingen. Twee jaar nadat Nederland het strengste asielbeleid van Europa zou krijgen is Nederland juist een achterblijver geworden. Hoe dat komt? Al die lobby's samen zijn machtiger dan de uitslag van verkiezingen, zegt hij. Bovendien kunnen die pressiegroepen (zoals VluchtelingenWerk, asieladvocaten, universiteiten, uitzendbureaus, grote bedrijven) gebruik maken van internationale wetgeving en rechters die genegen zijn extra immigratie te steunen. Daar komt nog eens bij dat zowel linkse als christelijke lobby's met name asielmigratie en illegalen door dik en dun steunen, zowel in als buiten het parlement. Al met al kan de bevolking wel minder immigratie (en vooral van asielmigranten) willen, maar de lobbycratie blijkt sterker dan de democratie. Daar betaalt Nederland een hoge prijs voor, stelt Jan van de Beek. Want als Nederland geen koploper maar een achterblijven is qua asielbeleid, lopen asielzoekers buurlanden voorbij en gaan ze naar Nederland. En wat is het geval: het strengere België heeft al wel minder asielzoekers, Nederland niet. En het kabinet-Schoof werkte niet goed en het kabinet-Jetten is niet overtuigend qua inperking van immigratie. Die verlamming maakt Nederland wel tot koploper, maar dan van extra immigratie, vooral van mensen uit verre landen zonder veel vooruitzichten op integratie en werk. Van de Beek voorziet diverse scenario's. In Noord-Europese landen hebben kiezers migratiekritische partijen aan de macht gebracht. In Nederland gaat het ook die kant op, juist omdat regerende politici niets bereiken. Maar andere scenario's zijn ook denkbaar, zoals overheden die zich nog minder dan nu al het geval is van de bevolking aantrekken.
