DiPersio, an internationally recognized leader in hematopoietic stem cell transplantation and acute leukemia and past president of ASTCT (2019) is interviewed by Dr. Roman Shapiro. About Dr. John F. DiPersio John F. DiPersio, MD, PhD is deputy director at Alvin J. Siteman Cancer Center, director at Center for Gene and Cellular Immunotherapy and chief of the division of oncology at Washington University School of Medicine in St. Louis and the Virginia E. and Samuel J. Golman professor of medicine. His research focuses on mechanistic and translational aspects of leukemia and stem cell biology. He has played a key role in the clinical development of plerixafor as a mobilizing agent for stem cell transplantation. DiPersio has played a key leadership role in the team-science work at Washington University that has defined the genetic and epigenetic factors that contribute to clonal evolution and relapse in AML. He has served in leadership roles for the American Society of Hematology (ASH), multiple NIH, CIRM, LLS, and CPRIT Study Sections, and has served on NCI's Board of Scientific Counselors. He is an elected member of ASCI and AAP, and past president of the American Society of Transplantation and Cellular Therapy (2019). About Dr. Roman Shapiro Roman Shapiro, MD is a physician working with the bone marrow transplantation group at the Dana-Farber Cancer Institute. His main clinical and academic interest is the prevention and treatment of malignant disease following stem cell transplant. His contributions to science include optimizing the use of natural killer (NK) cell therapy, including cytokine-induced memory-like (CIML) NK cells, for the prevention and treatment of post-transplant relapse of myeloid disease. Trong khuôn khổ dự án Một vành đai một con đường, Bắc Kinh dùng thương mại, đầu tư và kể cả quân sự để chen chân vào Kazakhstan, Kirghizistan, Ouzbekistan, Tadjikistan, Turkmenistan vốn được coi là sân sau của nước Nga. Vùng đất giàu tài nguyên này trở thành cái gai trong quan hệ hữu hảo giữa Nga và Trung Quốc ? Tháng 10/2021, Douchanbé thông báo cho phép Trung Quốc xây dựng một căn cứ quân sự tại biên giới giữa Tadjikistan với Afghanistan. Sự kiện này làm dấy lên nghi vấn xung khắc lợi ích giữa Nga và Trung Quốc tại một khu vực mang tính chiến lược cao mà cả Mỹ lần Liên Hiệp Châu Âu cùng không mấy quan tâm.   Năm 2017 chủ tịch Trung Quốc Tập Cận Bình long trọng tiếp đón các nguyên thủ quốc gia và thủ tướng chính phủ tại Bắc Kinh chung quanh dự án Một vành đai một con đường kết nối Trung Quốc với năm châu. Kazakhstan, Kirghizistan, Ouzbekistan, Tadjikistan, Turkmenistan trải rộng trên diện tích 4 triệu km2, với chưa đầy 70 triệu dân cư. Ouzbekistan là quốc gia lớn nhất chiếm tới 2/3 diện tích của toàn khối 5 nước Trung Á này, một vùng kẹt giữa Iran, Nga và Trung Quốc chịu ảnh hưởng về văn hóa của Thổ Nhĩ Kỳ (4 trong số 5 quốc gia trong vùng nói tiếng Thổ). Từ thập niên 1920/1930 Trung Á đặt dưới vòng kềm tỏa của Liên Xô và đã giành được độc lập vào năm 1991 khi chế độ cộng sản Xô Viết sụp đổ. Matxcơva luôn xem 5 nước Trung Á là « một mắt xích chiến lược » về « an ninh và đối ngoại ».    Trả lời đài truyền hình Pháp France 24 nhà nghiên cứu Michael Levystone, Viện Quan hệ Quốc Tế Pháp IFRI, tác giả cuốn sách mang tên Nga và Trung Á trước một sự lựa chọn lựa -NXB L'Harmattan, giải thích về tầm quan hệ đặc biệt lâu đời của Nga với từng nước khu vực này :   « Có nhiều cách tiếp cận khác nhau : Kazakhstan là một đối tác kinh tế không thể thiếu của Nga tại Trung Á. Noursoultan cũng là một đối tác về năng lượng dưới nhiều khía cạnh : Kazakhstan vừa là một trạm trung chuyển dầu khí của Nga, vừa là một đối tác then chốt trong lĩnh vực năng lượng hạt nhân. Thêm vào đó, với căn cứ không gian Baikonour, Kazakhstan và Nga hợp tác chặt chẽ trong lĩnh vực không gian. Ngoài Kazakhstan, thì Ouzbekistan và Turkmenistan tỏ ra thận trọng với Nga. Tuy nhiên Matxcơva đang khởi động lại quan hệ với hai đối tác này : với Ouzbekistan là từ 2016 còn với Turkmenistan là từ 2018. Riêng trong trường hợp của Kirghizistan và Tadjikistan, đối thoại chủ yếu liên quan đến vế an ninh đặc biệt là trong tình hình bấp bệnh tại Afghanistan hiện nay ».  Nga không giàu như Trung Quốc Từ khi Liên Xô tan rã, Matxcơva luôn đưa ra những sáng kiến để « giữ » Trung Á trong tầm ảnh hưởng của mình như việc thành lập Liên Minh Kinh Tế Á Âu năm 2014 hay trước đó năm 2002 qua Tổ Chức Hiệp Ước An Ninh Tập Thể CSTO. Nga vẫn duy trì căn cứ quân sự trên lãnh thổ Kirghizistan và Tadjikistan đồng thời vẫn còn ít nhất hai đơn vị thường trực của quân đội Nga đồn trú tại Kirghizistan. Về mặt kinh tế, các tập đoàn dầu khí của Nga vẫn « kiểm soát một phần lớn các khâu khai thác, lọc và chuyên chở đưa năng lượng cảu Trung Á đến thị trường châu Âu »    Tuy nhiên thực tế không thể chối cãi là Matxcơva không có phương tiện tài chính hấp dẫn như Trung Quốc. Kazakhstan, Ouzbekistan và Turkmenistan có nhiều dự trữ về dầu khí cần được khai thác, trong lúc quặng mỏ, khoáng sản là những điểm mạnh để Kirghizistan và Tadjikistan thu hút đầu tư Trung Quốc.  Trong bài nghiên cứu đăng trên trang mạng tạp chí Areion.news tháng 1/2020, giáo sư Olga V. Alexeeva đại học Quebec UQAM và giám đốc khoa địa chính trị đại học Laval của Canada, Frédéric Lasserre ghi nhận : những nỗ lực của Nga nhằm duy trì đối thoại với các nước Trung Á từng thuộc Liên Xô cũ chỉ « hành công nửa vời » do Matxcơva eo hẹp về tài chính. Về phía Bắc Kinh, từ 2001 Trung Quốc đã bắt đầu quan tâm đến các quốc gia giàu tài nguyên này. 2001 cũng là thời điểm Tổ Chức Hợp Tác Thượng Hải ra đời và đó là điểm khởi của nhiều dự án đầu tư Trung Quốc vào Trung Á từ xây dựng đường ống dẫn dầu đến đập thủy điện hay hệ thống xa lộ. Hợp tác toàn diện với Trung Quốc Năm 2001, Trung Quốc chiếm 3 % tổng trao đổi mậu dịch của toàn khối 5 quốc gia Trung Á này. Năm 2013 khi ông Tập Cận Bình lên cầm quyền, tỷ lệ đó đã chiếm đến 25 %. Trong mắt nhà nghiên cứu Niva Yau, thuộc Tổ Chức An Ninh và Hợp Tác Châu Âu- OSCE, dự án Một vành đai một con đường là một bước ngoặt trong quan hệ giữa Bắc Kinh với Trung Á. Trong thập niên cuối thế kỷ XX, đầu tư Trung Quốc tập trung vào các công trình xây đường ống dẫn khí đốt của Turkmenistan, vào công nghiệp khai thác dầu của Kazakhstan và hệ thống cầu đường tại Kirghizistan, hay Tadjikistan. Từ 2013 trở đi các chương trình đầu tư của Trung Quốc mang tính toàn diện hơn theo mô hình BOT –Build-Operate-Transfer : mà ở đó kỹ sư Trung Quốc thiết kế công xưởng, đào tạo người lao động địa phương, khai thác nhà máy trong ít nhất 5 năm trước khi trao lại chìa khóa cho nước chủ nhà. Với những dự án này, Trung Quốc làm chủ từ các nhà máy phân bón của Kirghizistan đến ngành công nghiệp luyện kim của Kazakhstan…   Nhà nghiên cứu Michael Levystone viện IFRI đánh giá về hiệu quả của đầu tư Trung Quốc vào Trung Á :    « Đối với Trung Á, những hiệu quả tích cực rõ ràng được trông thấy ngay lập tức. Đó là công luận chú ý đến một khu vực bị gạt ra bên lề tiến trình toàn cầu hóa. Đây là nơi không có thị trường chứng khoán, không có cửa ngõ ra biển trong lúc phần lớn giao thương quốc tế là bằng đường hàng hải. Thoạt đầu Nga, tuy không trực tiếp nói ra nhưng không có thiện cảm với dự án con đường tơ lụa mới của Trung Quốc. Nhưng rồi, Matxcơva cho ra đời Liên Minh Kinh Tế Á Âu năm 2014, với Kazakhstan, Kirghizistan, Ouzbekistan đã thúc đẩy tiến trình hội nhập. Kế tới, Tadjikistan cũng xin gia nhập khối này. Năm 2015 một thỏa thuận giữa Liên Minh Kinh Tế Á Âu với con đường tơ lụa mới được ký kết và đây là hậu quả từ sau đợt phương Tây trừng phạt Nga xâm chiếm bán đảo Cirmée của Ukraina, đồng thời tố cáo Matxcơva gây bất ổn ở miền đông Ukraina. Nga tập trung nhiều hơn vào sườn đông, trong đó có Trung Quốc và các nước Trung Á. Đđó là một cột mốc quan trọng trong chính sách đối ngoại của Kremlin ».  Michael Levystone, tác giả cuốn Nga và Trung Á trước một sự lựa chọn giải thích thêm : với những mức độ khác nhau, Trung Á đã dễ dàng mở rộng vòng tay với Trung Quốc.    « Trung Quốc trở thành đối tác thương mại quan trọng nhất của hầu hết các nước Trung Á, ngoại trừ Kazakhstan. Bắc Kinh cũng là nguồn đầu tư lớn nhất vào khu vực vốn được xem là sân sau của Nga. Trung Quốc đứng dầu trong số các nhà đầu tư nước ngoài đầu tư vào Turkmenistan, Tadjikistan và Kirghizistan. Nhưng đối với Ouzbekistan và Kazakhstan thì Nga vẫn là điểm tựa quan trọng nhất. Bắc Kinh chủ yếu đầu tư vào cơ sở hạ tầng tại các quốc gia trong vùng và tiêu biểu nhất là qua các dự án xây dựng đường ống dẫn dầu và khí đốt, đưa thẳng năng lượng khai thác từ Turkmenistan, hay Kazakhstan đến tận Hoa Lục ».   Hệ quả về chiến lược ? Trong trường hợp của Tadjikistan chẳng hạn quốc gia này có biên giới chung 400 cây số với Trung Quốc, Douchanbé bật đèn xanh cho Trung Quốc xây dựng căn cứ quân sự. Trung Quốc là bạn hàng và là nhà đầu tư quan trọng nhất của Tadjikistan. Hơn thế nữa Bắc Kinh nắm giữ hơn một nửa tổng số nợ của chính chính quyền Douchanbé.  Còn đối với Matxcơva, hơn một triệu người lao động Tadjikistan làm việc tại Nga và số này gửi tiền về nước giúp đỡ gia đình. Khoản ngoại tệ đó tương đương với 1/3 GDP của Tadjikistan. Những con số nói trên cho thấy, Trung Á bị chịu ảnh hưởng rất lớn của cả phía Nga lẫn Trung Quốc.   Câu hỏi kế tiếp là ảnh hưởng kinh tế lớn mạnh Trung Quốc kéo theo những hậu quả nào về phương diện địa chính trị ? Hai nhà nghiên cứu Canada, Alexeeva và Lasserre trên mạng Areion 24.news cho rằng Bắc Kinh và Matxcơva cùng muốn bảo đảm vùng Trung Á được ổn định. Bắc Kinh bác bỏ mọi ý đồ lấy đầu tư và thương mại để cạnh tranh thậm chí là qua  mặt Matxcơva nhưng rõ ràng là Nga không có phương tiện như Trung Quốc. Kremlin đứng trước một thách thức mới mang tên Một vành đai một con đường. Tuy nhiên như chuyên gia Pháp, Michael Levystone vừa phân tích, dưới sức ép của các biện pháp trừng phạt phương Tây ban hành Matxcơva đã chọn giải pháp xích lại gần với Bắc Kinh. Kremlin kỳ vọng Nga cũng thu hút được nhiều đầu tư Trung Quốc. Tuy nhiên trước mắt Bắc Kinh mới chỉ chú trọng vào một vài lĩnh vực như dầu khí của Nga, dự án khai thác tuyến đường biển đi ngang qua Bắc Cực hay dự án đường xe lửa xuyên Siberie để đưa hàng Trung Quốc sang châu Âu và trong chiều ngược lại đưa dầu khí của Nga vào lãnh thổ Trung Quốc. Có điều như hai đồng tác giả bài tham luận mang tựa đề Trung Á, tâm điểm hiềm khích bá chủ của Nga và Trung Quốc đăng trên mạng Areion24.news tháng 1/2020, trước mắt Bắc Kinh chậm thông báo giải ngân các dự án đầu tư hàng tỷ đô la vào Nga để thực hiện các công trình nói trên. Từ sau thông báo năm 2015 , nối nhịp cầu giữa Con Đường Tơ Lụa Mới và Liên Minh Kinh Tế Á Âu, sau bài diễn văn gây chú ý của tổng thống Putin tại Bắc Kinh năm 2017, đối thoại Bắc Kinh-Matxcơva về hợp tác tại Trung Á ít có tiến triển cụ thể. Điều đó cho thấy không một bên nào dễ nhượng bộ bởi vì lợi ích cả về kinh tế, chiến lược cùng quá lớn.

Nos arrière-petits-enfants ne pourront plus admirer ce qui fait aujourdʹhui la carte postale helvétique. Sur les 1400 glaciers que compte encore la Suisse, seuls 50 subsisteront dʹici la fin du siècle en très haute altitude. La fonte des glaciers génère des risques concrets: problèmes dʹapprovisionnement en eau, en électricité et risques dʹéboulis plus fréquents. Mais elle nous force aussi à redéfinir notre lien affectif, identitaire et patrimonial à ces symboles du territoire alpin. Dr. Maria Millan, MD, is the President and CEO of the California Institute for Regenerative Medicine (CIRM - https://www.cirm.ca.gov/), an organization that was created in 2004 when voters initially approved a state Proposition which allocated US$3 billion to fund this fascinating area of medicine, and which recently received an additional US$5.5 billion in renewed funding. Dr. Millan is a physician-scientist who has devoted her career to treating and developing innovative solutions for children and adults with debilitating and life-threatening conditions. After receiving her undergraduate degree from Duke University where she started her focus on immunology research, Dr. Millan obtained her MD degree and then went on to complete her surgical training and post-doctoral research at Harvard Medical School – Beth Israel Deaconess Medical Center. After a transplant surgery fellowship at Stanford University School of Medicine, Dr. Millan began her academic career with a pediatric and adult transplant surgery practice. In parallel, she continued her bench research at Stanford and became associate professor and director of the Pediatric Organ Transplant Program. Dr. Millan served on multiple leadership teams including the Faculty Senate and the Dean's faculty committee at Stanford University School of Medicine and served on the Children's Hospital operations committee. She has published in the areas of cell biology, immunology and clinical organ transplantation. Dr. Millan also ventured into the private sector in 2006 to join StemCells, Inc., one of the earliest stem cell organizations and the first to enter into an FDA-regulated clinical trial with a stem cell treatment for children with a fatal neurodegenerative disease. Dr. Millan then joined CIRM in December 2012 where she led the formation of the Alpha Stem Cell Clinics Network, a network of California medical centers that specialize in rigorous and high-quality clinical trials and top-tier medical care for patients participating in these trials. This clinical network is successfully supporting over 45 clinical trials and was recently expanded to include 5 programs composed of 7 medical centers and their affiliated hospitals.

In November, voters approved a new $5.5 billion bond measure that extends the life of the California Institute for Regenerative Medicine. The measure passed with far less fanfare than the original proposition that established the institute in the midst of a national controversy over embryonic stem cell research. With the passage of the new measure, the institute is expanding its work in emerging areas of regenerative medicine including cell and gene therapies and increasing its focus on translational research and clinical development. We spoke to Jonathan Thomas, chairman of the Independent Citizens' Oversight Committee, which oversees the California Institute for Regenerative Medicine, about the progress CIRM has made to date, what the new funding will enable, and how the institute hopes to help shape the future of regenerative medicine.
