O conhecido crítico britânico de restaurantes Giles Coren escrevia, no “The Times”, a maior ofensa que um português pode ouvir. A reação dos leitores portugueses foi semelhante a um tsunami de ódio, deixando insultos e até ameaças de morte. No Twitter, Coren até perguntou se havia algum dispositivo para silenciar, naquela rede, um país inteiro, tal a dimensão viral da indignação. Cinco anos depois, quando o jornalista Ricardo Dias Felner escreveu, aqui no Expresso, um texto com um título provocatório: “E se a cozinha portuguesa não foi a campeã do mundo?”. De forma racional, desapaixonada e rigorosa, ajudava a desmontar alguns mitos sobre o que comemos. E, acima de tudo, sobre o que os estrangeiros acham do que comemos. Sim, é verdade, não adoram. A maioria acha a nossa gastronomia apenas moderada ou razoável. Poucos veem a Portugal por causa dela. Muito acham pouco variada, sensaborona, pouco atrativa. A aproximação da comunidade internacional à Síria com a visita do secretário-geral das Nações Unidas, António Guterres, e pela deslocação do Presidente francês a Damasco, alimenta expectativas de recuperação, mas a reconstrução continua condicionada pela pobreza, falta de financiamento, desconfiança nas novas autoridades e instabilidade política e territorial. O investigador Tigrane Yegavian analisa os principais desafios de um país que tenta reerguer-se após mais de 13 anos de guerra. Num momento em que Síria vive uma fase de reconstrução, multiplicam-se os gestos de aproximação internacional e surgem alguns indícios de abertura económica e persistem obstáculos que comprometem qualquer recuperação sustentada de um país devastado por mais de uma década de guerra. Começam a surgir investimentos, sobretudo de empresas turcas no norte da Síria, registam-se novas ligações aéreas entre Damasco e cidades do Médio Oriente e da Europa, incluindo a Alemanha. Ao mesmo tempo, vários países ocidentais admitem levantar progressivamente as sanções económicas que continuam a pesar sobre uma economia fragilizada. Apesar destes sinais, o investigador franco-arménio Tigrane Yegavian, especialista no Médio Oriente, que se encontra em Alepo, no Síria, considera que a realidade continua marcada por uma profunda falta de confiança. A partir de Alepo, onde acompanha a evolução política e social, descreve um país onde as necessidades básicas continuam longe de estar satisfeitas. Segundo o investigador, a prioridade continua a ser a reconstrução das infra-estruturas essenciais. A rede eléctrica, o abastecimento de água, a agricultura e os serviços públicos precisam de investimentos, enquanto as sanções económicas agravaram durante anos a degradação das condições de vida. A maior dificuldade não reside apenas na escassez de recursos financeiros, mas também na reduzida credibilidade do novo poder político. Tigrane Yegavian sublinha que existe um contraste entre o discurso oficial, que procura tranquilizar as minorias religiosas e étnicas, e a realidade no terreno. Os episódios de violência contra comunidades alauitas e drusas nos últimos anos deixaram um clima de receio que continua presente entre a população. No entanto, a substituição em massa de funcionários ligados ao antigo regime de Bashar Al-Assad criou dificuldades na administração pública. Muitos quadros experientes foram afastados e substituídos por elementos das antigas zonas controladas pela oposição, sem experiência administrativa para assegurar o funcionamento do Estado. Esta perda de competências é visível em cidades como Damasco e Alepo. Influência crescente da Turquia Outro dos aspectos destacados por Tigrane Yegavian é o reforço da influência turca, sobretudo no norte do país. A Turquia consolidou uma forte presença económica, comercial e de segurança na região de Alepo, considerada a capital económica da Síria. Além dos investimentos industriais e das ligações económicas, a utilização da moeda turca em algumas transacções comerciais e a crescente integração económica mostram a forte influência. Segundo o investigador, Ancara parece apostar numa presença duradoura na região, enquanto outras potências, como a Arábia Saudita, procuram reforçar a sua influência política e económica em torno de Damasco. Apesar da crescente abertura diplomática, os efeitos na vida da população permanecem limitados. Tigrane Yegavian estima que cerca de 90% dos sírios vivem abaixo do limiar da pobreza. A inflação continua elevada e o acesso a bens essenciais, como trigo, gás, electricidade e água, tornou-se um dos principais problemas da população síria. A estabilidade é outro desafio. Embora algumas cidades tenham um maior controlo das forças de segurança, persistem problemas em várias regiões do país. Damasco continua vulnerável, enquanto o litoral e o sul registam focos recorrentes de tensão. Tigrane Yegavian refere que o actual Presidente enfrenta uma crescente impopularidade e permanece sob forte protecção dos serviços de segurança, num contexto em que o Estado continua sem capacidade financeira para garantir plenamente a ordem pública e consolidar a paz civil. Segundo o investigador, subsistem zonas onde o Governo enfrenta resistência, entre comunidades drusas e nas áreas controladas pelos curdos. Tigrane Yegavian manifesta preocupação com o desaparecimento progressivo da comunidade cristã. Antes de 2012, a Síria contava com cerca de 1,3 milhões de cristãos. Actualmente, estima que permaneçam apenas cerca de 200 mil, consequência da emigração provocada pela guerra e pela instabilidade. Além da fragmentação territorial, o próprio núcleo do novo poder continua dividido entre diferentes correntes políticas e ideológicas. Entre elas encontram-se antigos membros da Hayat Tahrir al-Sham (HTS), um movimento islamista armado que teve origem na antiga filial síria da Al-Qaeda e que, apesar de se ter afastado formalmente da organização e procurar apresentar-se como uma força mais pragmática, continua a suscitar desconfiança devido ao seu passado jihadista. A estas juntam-se sectores ligados aos Irmãos Muçulmanos, organização islamista com uma longa tradição política na região, e outras facções salafistas, que defendem uma interpretação rigorosa do Islão e contam, em alguns casos, com o apoio de potências regionais. Esta diversidade de actores, com agendas e visões distintas para o futuro da Síria, dificulta a consolidação de uma liderança unificada e compromete a estabilidade necessária para lançar um verdadeiro processo de reconstrução nacional.

Això representa que aquesta prova pilot ha evitat el malbaratament de més d’una tona d’aliments (1.046 quilos exactament) i ha generat un important estalvi ambiental i econòmic. El projecte va arribar al municipi de la mà de l’AFA de l’escola Àngels Alemany, amb l’objectiu de conscienciar sobre la importància de reduir el malbaratament alimentari i donar una segona oportunitat als excedents del menjador escolar. La regidora de Medi Ambient i Salut, Vereda López, en fa una valoració molt positiva i recorda que l'escola Àngels Alemany i la seva AFA fa temps que treballen d'una manera molt responsable en el seu menjador. “Haver pogut enllaçar aquest projecte amb aquesta base social i que al final tota la ciutadania s'aprofiti d’aquests aliments que estan en perfecte estat, que a més són boníssims i que segueixen una alimentació súper equilibrada, crec que és tot un cicle tancat”, ha afegit la regidora. “És una escola que ha treballat des de fa molt temps amb un ús responsable al menjador, per intentar malbaratar el menys possible, amb tot un treball pedagògic darrere i això ha estat la culminació de tot aquest projecte”Vereda López Recordem que a través de Rexcatering, s'aprofiten els àpats cuinats que han sobrat del menjador escolar, que estan en perfecte estat per al consum i s'ofereixen a la ciutadania a través d’una màquina expenedora. El personal de cuina els envasa i, amb la col·laboració de l’alumnat, s’etiqueten abans de dipositar-los a la màquina expenedora, situada a l’exterior del centre educatiu. D’aquesta manera, es promou un consum més responsable, es redueix el malbaratament alimentari i s’impulsa l'economia circular. A més, els resultats de la prova pilot també evidencien un important impacte ambiental. En aquests mesos de funcionament s’han evitat 14.053 quilos d’emissions de CO₂, a banda de generar un estalvi econòmic estimat de 32.430 euros. Durant aquesta primera prova pilot, les racions s’han distribuït de manera gratuïta. De cara al curs vinent, el preu serà simbòlic, d'un euro per àpat. A més, hi ha la voluntat d'anar aplicant el Rexcatering en altres escoles i també diverses entitats que hi puguin estar interessades, tot i que s'haurà de fer de mica en mica. “S'ha de fer a poc a poc, perquè requereix d’una inversió i de molts factors que s’han de lligar i hem de preparar-ho tot molt bé, perquè surti tan bé com ha sortit aquesta vegada”. “La intenció és ampliar-ho a altres escoles i altres entitats, perquè som conscients que a altres escoles evidentment també sobra menjar”Vereda López Quan es va posar en marxa el projecte, el setembre passat, Lloret de Mar es va convertir en el segon municipi de Catalunya a adherir-se a aquesta iniciativa, impulsada per la Fundació Residuo Cero i coordinada per la plataforma Aprofitem els Aliments, amb la col·laboració i el finançament del Departament d’Agricultura, Ramaderia, Pesca i Alimentació de la Generalitat.

O mega incêndio na Gironda, em França, continua a lavrar, estando há dois dias estabilizado, mas ainda não controlado. Já arderam 42 mil hectares, cerca de 200 mil pessoas foram evacuadas e terão ardido dezenas de casas. Esta é uma "catástrofe nunca vista" na região de Bordéus, como descreve Vítor Santos, radialista português, ali radicado. Há mais de 70 anos que Bordéus não via um incêndio destas dimensões. Há uma semana que o fogo lavra na Gironda, departamento que engloba a cidade de Bordéus, uma das maiores metrópoles de França, tendo já destruído cerca de 42 mil hectares de floresta. Este é um incêndio que afecta especialmente cidades turísticas, muito frequentadas durante o Verão pelas famílias francesas, o que levou à evacuação de quase 200 mil pessoas. O incêndio está estabilizado desde terça-feira, mas hoje as temperaturas vão subir em França, estimando-se que podem chegar a 42 graus na zona onde o fogo ainda está activo, com ventos fortes. Para Vítor Santos, motorista e radialista português - que apresenta as emissões da rádio online Radio Os Latinos 33, a partir de Bordéus - esta é "uma catástrofe nunca vista" na região. "Eu acho que os bombeiros fizeram o máximo que eles puderam. E em termos de bombeiros, protecção Civil, acho que estiveram muito bem nas evacuações. E na parte do combate a nível do fogo, não sei, não posso dizer e precisar bem se houve logo reacção imediata ou não. Mas que o fogo tomou proporções que nunca ninguém imaginou, tomou e inclusive há portugueses ali naquela região, são cerca de 3.000 ou 4.000, e as empresas foram muito afetadas e tudo mais. Eu acho que foi mesmo uma catástrofe. Nunca se tinha visto uma coisa assim", explicou o radialista. Há uma semana, no dia 22 de Julho, enquanto conduzia nas estradas da região, Vítor Santos lembra-se de ter visto o início deste incêndio na floresta, longe de imaginar que o fogo tomasse estas proporções. A velocidade com que o fogo se propagou, aliada ao calor, fez com que se criasse um fenómeno de "tempestades de fogo" criando nuvens que originaram um micro clima que foi alimentando ainda mais o incêndio. Haverá agora cerca de 5 mil bombeiros e pessoal da Protecção Civil a combater este emga incêndio no terreno. O fogo chegou a estar a 15 quilómetros da cidade de Bordéus, originando muito fumo que fez com que habitantes preferissem confinar-se nas suas casas. "Há muita gente a usar máscaras na rua. Eu como fiquei bloqueado, sem poder ir trabalhar, fiquei em casa, não saí e fui só às compras comprar as coisas do dia, o pão e essas coisas normais. Mas não saí. Fiquei em casa. Optei por ficar em casa, pelo menos estou melhor do que na rua", descreveu o português radicado em Bordéus. A "incerteza" marcou o quotidiano de milhares de pessoas nos últimos dias, retiradas das suas casas, sem saberem o que encontariam ao regressar. Terão ardido algumas dezenas de casas e estima-se que o fogo esteja a impedir 130 mil pessoas de trabalhar. Muitas empresas terão sido afectadas pelas chamas, com Vítor Santos a temer o impacto na economia da região. "Foi mesmo por causa disso que esteve aqui o senhor Presidente da República, Emmanuel Macron, e vamos ver o que é que eles vão fazer a nível dessas ajudas para essas empresas. Acho que para já muitos trabalhadores estão em lay off. Muitos funcionários que estão ali não podem trabalhar e caberá ao fundo de desemprego encarregar-se das pessoas, mas as empresas são muito mais que os funcionários. Há empresas que estão a fechar e que perderam tudo e ficaram sem nada. Agora vamos a ver como é que eles vão abrir linhas de crédito. Como é que vão fazer para essas empresas funcionarem? Mas já se sabe que este ano, para estas empresas, está tudo morto e não vejo um bom futuro. para estas empresas e essas pessoas que ficaram sem casas", concluiu.

O texto recebeu 44 votos favoráveis e 18 contrários. A proposta ainda passará por uma Comissão Especial antes de seguir para votação no plenário. Para ser aprovada, precisará alcançar o quórum exigido para mudanças na Constituição. O Senado aprovou um projeto que cria uma linha especial de crédito para produtores rurais afetados por eventos climáticos extremos e crises geopolíticas. A medida será financiada com recursos do Fundo Social do Pré-Sal e pode movimentar até R$ 140 bilhões nos próximos anos. O objetivo é aliviar dívidas e ampliar o acesso ao crédito no setor agropecuário. O governo, porém, aponta limitações fiscais para custear integralmente a iniciativa. O INPI reconheceu o Pix como marca de alto renome, tornando-o a primeira marca ligada ao governo federal a receber essa classificação. A decisão garante o mais alto nível de proteção previsto na legislação de propriedade industrial. Com isso, o nome e os símbolos associados ao sistema ficam protegidos em todos os setores da economia. O reconhecimento será publicado oficialmente no dia 16 de junho. O papa Leão XIV participou de uma cerimônia histórica na Basílica da Sagrada Família, em Barcelona, e abençoou a nova Torre de Jesus Cristo.
