This week, we're looking at corporation tax, which was introduced 60 years ago. Across the decades there have been no shortage of predictions that corporate tax revenues will decline, and yet the tax is forecast to raise record amounts in the coming years. To pick all of this apart, and to see how Donald Trump and tariffs play into the story, IFS Director Paul Johnson is joined by Amanda Tickel, Head of Tax & Trade Policy for Deloitte UK and Helen Miller, who is Deputy Director at The IFS and leads on our tax work. Felicity Evans and Elliw Gwawr are joined by Helen Miller of the Institute of Fiscal Studies to dig deep into the changes to inheritance tax for farmers announced in the Budget and attempt to get a number for how many Welsh farms could be affected. And BBC Wales political correspondent Rhodri Lewis looks back at the Welsh Labour party conference in Llandudno - which saw farmers protesting outside and the FM Eluned Morgan DJing inside
In the recent budget, the Chancellor, Rachel Reeves, announced a £40 billion tax increase, pushing tax as a share of national income to an all time UK high.Just 6% of that came from an increase in inheritance tax, and just a small fraction of that will come from farmers. And yet it is the tax increase on farmers that has dominated the news headlines. But beyond the change to agricultural reliefs, there were some other big reforms as well - to pensions and business reliefs. So to discuss how inheritance tax actually changed in the budget, who will be affected and whether it was a good idea, Paul is joined by Helen Miller and David Sturrock, colleagues at the IFS.Become a member: https://ifs.org.uk/individual-membershipFind out more: https://ifs.org.uk/podcasts-explainers-and-calculators/podcasts Hosted on Acast. Ben Riley Smith of The Daily Telegraph looks back on the week in Westminster. In the week of the election of Donald Trump as the next US President, Ben discusses the implications of the result with Stewart Woods, Labour peer and former adviser to Gordon Brown and Sir Liam Fox, the former Conservative Defence Secretary - and International Trade Secretary during Donald Trump's first presidency. To discuss the impact of the changes to inheritance tax on farms Ben is joined by Liberal Democrat MP Sarah Dyke and the Deputy Director of the Institute for Fiscal Studies, Helen Miller. The former Universities Minister and Conservative peer, Jo Johnson, discusses the government's announcement, earlier this week, that tuition fees for students in England would rise next year. And, as the new Conservative party leader, Kemi Badenoch, faced Sir Keir Starmer for the first time at Prime Minister's Questions, Quentin Letts, political sketchwriter for the Daily Mail and Jessica Elgot, Deputy Political Editor of the Guardian give us their verdict.

In our first ever live episode, we're going to look at how Rachel Reeves can make her first Budget a success. It will have been 117 days since Labour took power before we finally hear what is in the Budget - in that time we've heard about £22bn 'black holes' and the difficult economic situation the UK faces. We're going to think a bit about some of the challenges facing the Chancellor, what she can learn from previous Budgets and how she can navigate these complexities.Paul is joined by colleague Helen Miller, Deputy Director at IFS, Lord Stewart Wood, a Labour peer and former member under Tony Blair's government of the Chancellor of the Exchequer's Council of Economic Advisers, and Stephen Bush, associate editor and columnist at the Financial Times.Become a member: https://ifs.org.uk/individual-membershipFind out more: https://ifs.org.uk/podcasts-explainers-and-calculators/podcasts Hosted on Acast. Sign up to our live event: https://ifs.org.uk/events/ifs-zooms-live-how-make-your-first-budget-successThere's been lots of speculation that Chancellor Rachel Reeves is looking to raise Capital Gains tax in her upcoming budget. Capital Gains tax raises around £15 billion a year, which is less than 2% of total tax revenue, and it's paid by less than 1% of the adult population. But it's important for both the fairness and efficiency of the tax system. In this episode, we'll explore why CGT reform is necessary and how changes could make the tax system fairer, more efficient, and better aligned with long-term economic growth. We'll also ask what Rachel Reeves would need to do if she wants to raise significant additional revenue from taxing capital gains. To explore that, Paul is joined by IFS Deputy Director, Helen Miller and Dan Neidle, a tax lawyer and founder of Tax Policy Associates. Over the summer we're bringing you a series of briefings on the key challenges and policy options facing the new set of government ministers. Today we're turning to the tax system and we'll answer the questions that the Chancellor has almost certainly been asking Treasury officials in recent weeks: how could more tax revenue be raised and how could tax reform boost growth.Rachel Reeves has ruled out tax rises on 'working people', saying that there will be no increase of income tax, VAT, National Insurance or Corporation Tax. What areas of tax does this leave to fill the shortfall in the public finances? Which taxes could be reformed to boost growth? To tackle those questions, Paul is joined by Dan Neidle a tax lawyer and founder of Tax Policy Associates and Helen Miller, Deputy Director at the IFS.Become a member: https://ifs.org.uk/individual-membershipFind out more: https://ifs.org.uk/podcasts-explainers-and-calculators/podcasts Hosted on Acast. In this episode we look briefly at Robert's father, William - Then a Farm called Mossgiel - Roberts turbulent private life and a book called 'Poem Chiefly in the Scottish Dialect'. His father passes away in 1784, they need to move to a new farm, Mossgiel, and as Robert is the eldest son, he is now the head of the family. This responsibility does not sit well on his shoulders and he needs a lot of help from his brother Gilbert. At this point in his life he is very interested in women and we talk about four in particular. Labour is promising voters not to raise a raft of taxes, not to borrow to fund day-to-day spending and not to return to austerity with major cuts to public services. How will it manage this? Shadow chancellor Rachel Reeves insists economic growth will square the circle. The FT's Whitehall editor Lucy Fisher asks economics editor Sam Fleming, who interviewed Reeves this week, whether her plans to increase UK output stack up. Income tax and National Insurance Contributions are our biggest taxes. Together they raise almost half of all tax revenues. National Insurance Contributions were cut at the start of the year, but we're in the middle of a multi-year freeze in tax thresholds that will amount to a tax rise of over £40 billion by the time it's finished. And these are just the latest in a string of changes in how we tax personal incomes. From cliff edges and personal allowances, to Scotland's 6-band income tax system and The Beatles' scheme to minimise their tax, we cover all things income tax.To do that, we're joined by Helen Miller, Deputy Director at IFS and head of our tax sector, and Dan Neidle, a tax lawyer and founder of Tax Policy Associates.Find out more: https://ifs.org.uk/Become a member: https://ifs.org.uk/individual-membership Hosted on Acast. Welcome to the weekend! This is Stephen Schmidt from the Gazette digital news desk and I'm here with your update for Saturday, February 18, and Sunday, February 19.We're going back to sunny, warmer, and mostly boring weather in a good way for this weekend. According to the National Weather Service it will be mostly sunny with a high near 39 degrees on Saturday in the Cedar Rapids area. On Sunday it will be partly sunny, with a high near 41 degrees. It looks like it will hover above freezing for highs through most of next week, although there may be some snow toward the end of the week. The head of Iowa's Department of Education, which sets standards for K-12 schools and oversees the state's community colleges, is stepping down next month to pursue other opportunities, the Iowa Governor's Office announced Friday.Ann Lebo leaves the department shortly after Republican state lawmakers and Gov. Reynolds approved a new $345 million private school financial aid package, and with dozens of public education-related bills swirling through the Iowa Legislature.Lebo's resignation from the $150,300-a-year job is effective March 14, almost three years to the day since she became the state's director of education, according to the governor's office.Reynolds' office and Department of Education did not respond by Friday evening to questions from the Gazette regarding who would lead the department following Lebo's departure. They also did not immediately respond to requests for a copy of Lebo's resignation letter.A former Iowa Board of Parole member is suing the state, Gov. Kim Reynolds and a former chair, alleging the board made illegal decisions to release people from prison.Kathleen Kooiker, of Osceola, who served on the board from 2018 to 2021, said in the lawsuit she was wrongfully discharged from the paid position when she complained to the governor about former chair Helen Miller's decision to let alternate board members make parole decisions.Kooiker took her concerns to John Lundquist, an attorney with the Iowa Attorney General's Office, who instructed her to call the Department of Corrections and stop those parole proceedings and explain what happened, the suit states.According to the suit, Miller refused to tell the Corrections Department or the parolees about the error and instead ordered vice-chair Norm Granger to help her retroactively add their votes to the decisions made by the illegal panels.Kooiker wrote to Reynolds in July 2020 to report Miller's alleged actions, but did not hear back. Reynolds did not reappoint Kooiker when Kooiker's term expired in 2021, despite reappointment being common among other board members, the suit states. Kooiker again wrote to Reynolds in March 2021, but there was no response.Kooiker is asking the court to require the state to pay her damages equivalent at least to three times the annual wages and benefits she received as a board member. Kooiker's salary for fiscal 2020 was $84,365.Two people were injured in a shooting Friday morning in Cedar Rapids, according to a news release from the Cedar Rapids Police Department.Police were called to the 3000 block of J St. SW at 4:32 a.m. Friday, where they found one man and one woman with gunshot wounds. Both were treated on-scene and taken to the hospital for further care. The conditions of the victims are not currently known, the release states.

Taxing multinational corporations more fairly is often presented in the media is a no-brainer - an open goal for government to increase tax revenue and cut down on tax avoiding behaviour. But what seems like a simple policy is in fact incredibly complicated, requiring the navigation of complex international laws and fundamental questions over types of property and where intangible assets exist. In this episode, Paul speaks to Helen Miller, IFS tax expert, and Dan Neidle, a tax lawyer specialising in corporate taxation, to get a sense of how successful international efforts to tax multinationals are.Support the IFS: https://ifs.org.uk/donate See acast.com/privacy for privacy and opt-out information.

**This is a rerun from September 2020. The government announced some tax increases in Budget 2021. We discuss those here: https://ifs.org.uk/budget-2021**The financial support given to individuals and businesses and the costs of managing the pandemic have left us with the biggest peacetime deficit in British history. As the economy reopens, and the coronavirus begins to have less of a hold on our lives, the government will need to start thinking about how to return the deficit to a more sustainable level. Many have suggested that the Chancellor might think about raising taxes in the near future to tackle this deficit. In this episode, recorded last autumn, our resident tax expert, Helen Miller, helps pick apart the options for raising taxes - and whether they are effective.Support the IFS: https://www.ifs.org.uk/about/membership/individual See acast.com/privacy for privacy and opt-out information.

It’s time to cover some recent cases which have yet to be resolved. On February 22, 2021, 14-year-old Claire Miller called 911 and told them that she’d killed her sister, 19-year-old Helen Miller, in Manheim Township, Pennsylvania. On March 12, 2021, 6-year-old Grace Ross was murdered, and an unnamed 14-year-old neighbor soon told police that a shadowy man had made him do it.On Mother’s Day, May 9, 2021, 13-year-old Tristyn Bailey went missing and was later found, and her 14-year-old neighbor Aiden Fucci has been charged with the crime. We thank Apostrophe skincare for sponsoring this episode.Music:We Talk of Dreams For sources, visit:

Business rates are charged on non-domestic properties, such as shops, offices, pubs, factories and warehouses, and raise around 3% government's revenue. At the start of the COVID pandemic, the government waived business rates for most businesses in the retail, hospitality and leisure sectors. But the tax will start again from summer. As the high street reopens, we ask what effect business rates have on our high streets, whether they should be reformed, and whether we need a new tax on online retail to level the playing field. This week, we speak with Helen Miller, IFS tax expert, and Helen Dickinson, CEO of the British Retail Consortium.Support the IFS: https://www.ifs.org.uk/about/membership/individual See acast.com/privacy for privacy and opt-out information.
"I stabbed my sister!" These were the words repeated over and over by Claire Miller, the 14-year-old who allegedly stabbed her sister Helen to death and posted the video on Tik Tok. In the first case, Amy breaks down the bizarre, yet tragic details behind this ongoing case. Claire regularly posted videos on Tik Tok consisting of violent anime and other disturbing imagery. In late February, Claire admitted to stabbing her older sister Helen, who was wheelchair-bound due to cerebral palsy. Tik Tok removed an account that many believe belonged to Claire, who might've posted the murder on the platform. Although details are slowly emerging, we do know that Claire is being charged as an adult for the murder of Helen Miller. For the second story, Chris details how the disappearance of Sky Metalwala closely mirrors an episode of the long-running television series Law & Order. On November 6, 2011, Julia Biryukova claims to have been driving her children to a nearby hospital when her car ran out of gas. She says she pulled the car over and took her daughter to go to a gas station, while leaving Sky in the car. But instead of getting gas, she had her friend pick them up and return to her parked car. When they arrived back to Julia's car, Sky was missing and hasn't been seen since. Chris discusses the details that don't quite match up with Julia's account of events and how they are identical to an episode of Law & Order that she had watched previous to Sky's disappearance.Go to Hellofresh.com/tcr12 and use code tcr12 for 12 free meals, including free shipping!Send your true crime suggestions to hello@truecrimerecaps!Support the show AND listen ad-free here!: https://truecrimerecaps.supercast.tech/Follow TCR on YouTube here!Follow TCR on Instagram here!Follow TCR on Facebook here! In this episode I speak with Helen Miller, Deputy Director at the Institute for Fiscal Studies about why alignment of taxation between employees and those who are self-employed/business owners will make the country fairer, more prosperous and more productive. Why wouldn't you choose to change tax in this way? We explore the challenges in making the leap towards greater equality in tax of those in work and Helen shares her views on why it's the right choice to make.
The Spring 2021 Budget will be the first one since the UK entered a series of lockdowns and Great Britain left the EU's Single Market and Customs Union. The Chancellor has immediate decisions to make over many aspects of the emergency support packages that will otherwise expire soon. In addition there is a clear need for policies to help the economy to recover and to adjust to a post-Covid, post-Brexit world in which we are moving towards Net Zero. In this episode, Paul speaks with IFS Deputy Directors, Carl Emmerson and Helen Miller to explore the kinds of things the Chancellor should be thinking about.Support the IFS: https://www.ifs.org.uk/about/membership/individual See acast.com/privacy for privacy and opt-out information.

The coronavirus pandemic has brought new and severe pressures on the UK economy. The challenge now facing Her Majesty’s Treasury will be how to balance the need for increasing revenues through taxes with stimulating much-needed economic growth. This week, our host and IFS Director Paul Johnson speaks to Helen Miller, Deputy Director of the IFS and expert on tax policy, to discuss how the Treasury might raise revenues in the future and how our current tax system can be reformed. Another round of Brexit talks gets underway amid heightened concern about rising virus cases. Liz Saville Roberts, Plaid Cymru's Westminster leader, tells Bloomberg Westminster's Roger Hearing and Sebastian Salek why she's concerned about plans to centralise government. And can Rishi Sunak have his cake and eat it? Helen Miller, deputy director of the Institute For Fiscal Studies, explains how the Treasury can deal with economic impact of the coronavirus without raising taxes.
In this episode, I talk with my aunt, Helen Miller, about her former job as a State Representative in Webster County, Iowa. We discuss a wide range of things, from how a girl from Newark, New Jersey went on to hold elected office for 16 (!!!) years, all the way to life after politics. She informs the audience on how to run for office, what it's like once you're in, how to learn when and when not to compromise, as well as how to best fight for the needs of the people. Last week - in the Summer Economic Update - the Chancellor announced another significant spending package. In normal times, even in times of recession, this package would have been seen as huge. But, of course, these are not normal times and this is no normal recession. Joining us this week to discuss the spending package is Helen Miller, Deputy Director at the IFS and Chris Giles, Economics Editor at the Financial Times. The government has offered unprecedented support to workers since the start of the lockdown in March. Chancellor Rishi Sunak has announced multiple schemes to tackle the economic impacts of the lockdown, including the JRS (Job Retention Scheme) for employees and the SISS (Self-Employment Income Support Scheme) for self-employed workers. In this episode, IFS Director Paul Johnson speaks to Helen Miller, Deputy Director of the IFS and head of our Tax sector, and Xiaowei Xu, a senior research economist in the Income, Work and Welfare sector. We ask about the government intervention, whether the schemes are extensive enough and what role the benefit system can play in plugging any gaps. But listeners asked - is it that surprising that it was the warmest when the date fell so late in April? We crunch the numbers supplied by the Met Office. Insectageddon Insects live all around us and if a recent scientific review is anything to go by, then they are on the path to extinction. The analysis found that more than 40% of insect species are decreasing and that a decline rate of 2.5% a year suggests they could disappear in 100 years. What caused the last financial crisis? Some commentators suggest some of the blame can be placed on a male, testosterone-fuelled environment, but author Cordelia Fine says that ignores the real problem – bad decision making. Journalist Angela Saini says gender balance in science is not such a problem globally as it is in the west, which she says sounds paradoxical. But because modern science took off later elsewhere, in countries which already had votes for women, more women take part as a matter of course. Tax is a good topic when it comes to choice. Is how we think about fair shares of tax influenced by who we think about when it comes to tax avoidance? Yes, says Helen Miller of the Institute of Fiscal Studies.
