This is a special episode featuring a competition winner from a primary school who won the chance to make an episode of Jonny Gould's Jewish State. I ran it for Year 6 pupils at North West London Jewish Day School and was delighted when 11-year-old Bella Bolot stepped up to the plate and secured us an interview with Bill Browder. Bill is a London-based American-born financier, the CEO and co-founder of Hermitage Capital Management, once the largest foreign portfolio investor in Russia. On discovering that taxes he was paying to the Russian exchequer were being stolen by middlemen officials, he started to expose large scale systemic corruption in the country. With his Russian lawyer Sergei Magnitsky, he took on large companies like Gazprom and Sidanco. But as they confronted faceless power, the consequences were fatal. In retaliation, in November 2005, Bill was refused entry to Russia, deported to the UK, and declared a threat to Russian national security. But Sergei was tortured and murdered in prison for testifying on Bill's behalf. He takes responsibility for this terrible crime and it totally changed the trajectory of his life, both private and commercial. Bill now heads the Global Magnitsky Justice Campaign. He gives us a snapshot of what Russia's become under Vladimir Putin and how life isn't just made up of comfortable decisions. Sometimes we have to take a stand. Since then, Mr. Browder has sought justice outside of Russia and started a global campaign for governments around the world to impose targeted visa bans and asset freezes on human rights abusers and highly corrupt officials. The United States was the first to impose these targeted sanctions with the passage of the Sergei Magnitsky Accountability Act in 2012, followed by the Global Magnitsky Human Rights Accountability Act in 2016. Since then, Canada, the United Kingdom, the Baltic states, the European Union and most recently Australia have passed their own versions of the Magnitsky Act. Mr. Browder is currently working to have similar legislation passed in other countries worldwide including New Zealand and Japan, to name a few. Following his expulsion, the Russian authorities raided his offices, seized Hermitage Fund's investment companies and used them to steal $230 million of taxes that the companies had previously paid. When Browder's lawyer, Sergei Magnitsky, investigated the crime, he was arrested by the same officers he implicated, tortured for 358 days, and killed in custody at the age of 37 in November 2009. Since then, Browder has spent the last 5 years fighting for justice for Mr. Magnitsky. The Russian government exonerated and even promoted some of the officials involved so Browder took the case to America, where his campaigning led to the US Congress adopting the ‘Sergei Magnitsky Rule of Law Accountability Act' in 2012, which imposed visa sanctions and asset freezes on those involved in the detention, ill-treatment and death of Sergei Magnitsky (as well as in other human rights abuses). This law was the first time the US sanctioned Russia in 35 years and became the model for all subsequent US sanctions against Russia. Browder is currently working to have similar legislation passed in Magnitsky's name across the European Union. From 2007-08 Putin came to believe that the West would offer no resistance to his expansionist aims. It's at that moment he pronounced a more assertive Russia, and started to act accordingly on the world stage, and in relations to neighbouring countries, with the invasion of Georgia in 2008, and Crimea in 2014. NATO provocation is one excuse given for Russian aggression but it's unlikely he saw NATO as a threat and must have known they had neither the intent nor capability to directly threaten Russian territory. This series of miscalculations have led Russia into a disastrous war and may have led Putin's kleptocratic system to the edge of collapse. William Felix Browder is an American-born British financier and political activist. He is the CEO and co-founder of Hermitage Capital Management, which at one time was the largest foreign portfolio investor in Russia. The Hermitage Fund was the best-performing fund in the world, and the primary investment strategy of Browder was shareholder rights activism. Browder took on large Russian companies such as Gazprom, Surgutneftegaz, Unified Energy Systems, and Sidanco, but this led to retaliation, and eventually he was refused entry to Russia, deported to the UK, and declared a threat to Russian national security.

Bill Browder is one of the most influential human rights activists in the world today, working to hold human rights abusers to account. Browder architected and spearheaded the campaign to pass The Magnitsky Act, a federal law that allows for sanctions, freezing assets, and visa bans on foreign nationals who've committed human rights abuses. Browder, the founder of hedge fund firm Hermitage Capital Management, was once the largest foreign investor in Russia, where he took an activist investing approach by exposing high-level corruption among company managers and officials. He was expelled from Russia in 2005 and declared a threat to national security. Police later raided his Moscow offices, and those officials used the seized documents to commit a complex and massive fraud. This $230 million fraud was discovered by Browder's friend Sergei Magnitsky, a 37-year-old Russian lawyer. Magnitsky, a married father, was tortured and ultimately beaten to death while in a Russian prison in 2009. Magnitsky's murder changed Browder's life. From that day, he vowed to put aside his business and dedicate all his time and resources to exposing the corrupt Russians responsible for Magnitsky's death. When Russia's President Vladimir Putin ordered the invasion of neighbouring Ukraine in February 2022, he plunged his country and his citizens into an ongoing period of economic decline and global isolation. On day one of the war, he ramped up Russia's propaganda machine and began conducting country-wide crackdowns on signs of protest and dissent. Russia's invading forces have bombed targets in Kyiv, Kharkiv and elsewhere in Ukraine, prompting fears of rising civilian casualties and growing questions as to whether the west could step up military, economic or other efforts to help. Vladimir Putin has told the French president, Emmanuel Macron, that Ukrainian intransigence means “the worst is yet to come” in Ukraine, in a 90-minute call in which the Russian leader also said Moscow was aiming for “full control” of the country by diplomatic or military means. Bill Browder is the founder and CEO of Hermitage Capital Management, the largest foreign investment fund in Russia until 2005. He grew an initial investment of $25mm to over $4 billion while challenging violent oligarchs. Bill eventually ran afoul of Vladimir Putin, kicked out of the country, and declared a “threat to national security." That was just the beginning. Russian police officials took over his companies, used them to steal $230 million from the Russian treasury, framed Bill, and eventually arrested and killed his lawyer, Sergei Magnitsky. Today Bill lives under threat of retaliation and spends his time fighting to honor Sergei’s memory. In Episode 33 of Hidden Forces, Demetri Kofinas speaks with Bill Browder about how his wealth was plundered by Russian oligarchs and placed in the hands of Vladimir Putin. This is the story of Bill Browder and the end of glasnost. It stands as a microcosm of how the USSR attempted, and failed, to reform itself. However, in order to truly tell the tale, we must begin with another man: Mikhail Gorbachev. Mikhail Gorbachev came to the stage at the end of the 1980s with a policy of glasnost, which can best be translated and explained in English as “openness.” Practically speaking, the policy was focused on ending the nation’s endemic corruption by making the government transparent. Or at least, by making the government a little more transparent. Gorbachev hoped that such a policy would thwart the schemes of the bureaucrats who enjoyed complete control of the economy and redistribute power more evenly. Unlike his predecessors, Gorbachev also had a far stronger focus on noninterference. Ultimately, these policies led to the thawing of the Cold War, the fall of the Berlin Wall, and the decline of the role of the Communist Party in government. These are also the policies that led to the dissolution of the Soviet Union. As a result, saying that Gorbachev changed politics in Russia would be a dramatic understatement. By the time he left office, he’d revolutionized global power dynamics. However, the promises of openness and noninterference quickly died in the Russia state and reform was never realized. Instead, Gorbachev’s destabilization of previously entrenched power structures quickly led to the traumatic redistribution of wealth into the hands of a tiny kleptocracy. This is where Bill Browder enters the story, and where the tale of the plundering of Russian industries and resources truly begins. That year, he was refused entry into the country and had $4.5bn in assets liquidated. The reason? According to Browder, the government was attempting to punish him for exposing corrupt practices. Then, in 2009, his lawyer, Sergei Magnitsky, died in prison after he uncovered a $230 million fraud committed by officials in the Russian government. That is was when Bill Browder went to war. Over the last decade, he has been leading a campaign to expose, and ultimately end, Russia’s endemic corruption and excessive human rights abuses. His work led to the passage of the "Magnitsky Act" in the United States and, since that time, many countries have passed similar legislation. The work also made him an enemy of Vladimir Putin and the Russian state, which has issued several warrants and placed him on Interpol's arrest list. Russia's economy became mired in sanctions back in 2014. First it was those from the West as a result of Russia's involvement in the Ukraine conflict. Then, exactly two years ago this week, Russia fired back with sanctions of its own. The idea was partly to boost domestic agriculture by replacing foreign imports with Russian ones. It has helped some local cheese-makers. But many consumers are not happy with the loss of foreign goods and general spike in food prices. We also look at the wider economic crash in Russia's economy, with the help of two experts - Alex Nice, an analyst with the Economics Intelligence Unit, and Bill Browder, CEO and a co-founder of the investment fund, Hermitage Capital Management. He was once Russia's most prominent foreign investor before falling out with President Vladimir Putin, and fleeing into exile in 2006.
