Table Mountain National Park has been ravaged with wildfire in the Silvermine section of the Park. The fire is said to have intensified significantly due the wind direction speed. Some individuals in both the east and west sections of Silvermine were asked to evacuate the area. The fire is now actively spreading down the left flank toward Tokai and Zwaanswyk, and the right flank is also moving in the direction of the Noordhoek and Clovelly area. Michael Stachowicz of he Edinburgh Fire Service in Scotland. A report published this week by HM Inspectorate of Constabulary, Fire and Rescue Services confirms that police actions such as ‘taking the knee' or wearing rainbow lanyards are causing confusion amongst police officers and undermining public confidence. The review also suggested that police officers have been recording trivial matters such as non-crime hate incidents (NCHIs) because of worries about getting into trouble. We briefly touch on an article by Labour MP Graham Stringer in The Sun that highlights how the Higher Education (Freedom of Speech) Act has shocked MPs of all political stripes before moving on to the murky world of government statistics. The Times reported this week that 2021 census figures claiming there are 262,000 transgender people in England and Wales have had to be formally downgraded. The Office for National Statistics admitted that there was “potential for bias” in answers to the question: “Is the gender you identify with the same as your sex registered at birth?”. Yet, as we discuss in the episode, reliable statistics are the essential building block for informing public debate, especially when the underlying issue is so culturally taboo that there are repeated attempts to shut down debate. Finally for this week, we dip into an excellent article by Greg Lukianoff in Quillette. Appointed to the FDNY in August 1979, assigned to Engine 10 on Water Street.Engine 10 and Ladder 15 were housed together. Spent my first year on Water Street before moving to Liberty Street across from WTC. In August 1981, I was transferred to Ladder 149 (Castle on the Hill) in Dyker Heights. It was one of the last companies I put on my transfer, and I knew nothing about it. Two of the officers in Engine 10 had been fireman there and said it was a great house. The job of being a firefighter started there. Did not do a lot of work but had a great lieutenant in Steve King. I cut my first roof in Ladder 149, made my first grab, and had my first Rescue sucks encounter. In 1984, it was announced that a new Rescue would be put into service on Staten Island. Rescue 5 had been in service previously on Staten Island but was disbanded. I saw this as an opportunity and put in my transfer. I got to Rescue 5 in August 1984, and was now amongst some great guys who still wanted to work. Steve Casani and Jack Pritchard were the officers I worked with most, and I learned so much. I was studying, and in May 1986, I took the lieutenants test and did terribly in relation to everyone else. A short time after the test, it was reported that there had been cheating. Sometime in the fall, a 2nd test was announced. In October 1987, I was promoted to lieutenant and assigned to the 7th battalion in the 3rd division. The first vacation spot I covered was Ladder 21. Rescue 1's quarters were being rebuilt, so they were being housed with Engine 34 and Ladder 21. It is where I started to meet some of the guys from 1. My first fire was in Ladder 21, and Captain Kennedy kicked me out of the elevator in Ladder 4. Vinny Dunn became my savior. In May 1988, I covered my first spot as a rescue officer in R-3, which was almost the beginning and end of my career as a rescue officer. I stayed covering in Rescue Services then SOC for the next six years. There was a lot of chatter on who would be the officers transferred into SOC.had the opportunity to work in every area of NYC. Then, after Tommy Williams died in 1992,I was given R4 UFO. Going to SOC Captain when a lieutenant spot opened did not go well. I had no plan to study for Captain; however, six months before the Captains test I was told I would be doing a UFO spot in Marine 1. It was our penance-like Rescue school. It was a learning and studying experience working in Marine 1. The next few years, before being promoted to Captain, were great, and something happened in the last six months of covering that changed everything for me. I got promoted to Captain on the same department order Ray Downey was promoted to chief. I wanted to go back into SOC, so I went to see the two chiefs in charge of SOC within the first few weeks of getting promoted. I was assigned to Division 5 as a Captain. I could not ask for a better place. By now, Squad 41 was back in SOC, so there were 11 companies, including the marine units to cover. In May or June 97, Spillane got promoted out of Squad 41, and Banker was placed in the spot UFO. I was covering a vacation when the spot opened, so I continued to cover. In September 1997, I was assigned to Squad 41. The rest of my career went on from there. Retired Jan. 2003 We can't wait to hear the Captains stories as he has a lot to talk about! Dr Katherine Lamb is a respected authority on the training and assessment of Incident Command and crisis decision making. Katherine worked as an accomplished research academic before joining the Fire Service in 2004. During her Fire Service career, Katherine served in Birmingham, Manchester and Oxfordshire Fire & Rescue Services, her final post was Lead Officer for incident command training and assessment. In 2015, Katherine developed Effective Command, a behavioural marking system for the assessment and recording of incident command competence. This development tool is accredited and endorsed by several professional bodies and academic institutions, and it is used Internationally as the Best Practice methodology to train and assess incident command competence. On Friday, May 27th, at Waterford Airport, an event took place to recognise 20 years of CHC Ireland providing Helicopter Search and Rescue services on behalf of the Irish Coast Guard out of Waterford. Simultaneously Winchman Sarah Courtney, the recipient of a 2021 National Bravery Award, was presented with the CHC Excellence Service Award by Eugene Clonan, acting Director of The Irish Coast Guard.CHC has provided Search and Rescue Services to the Irish Coast Guard for 20 years and has four bases in Ireland at Waterford, Dublin, Sligo and Shannon. They employ over 140 professionals in their Irish operation. For 70 years, CHC Helicopter has provided reliable, cost-effective helicopter service in some of the most remote and challenging environments worldwide. Saharai “Sada” Salazar has been working professionally with canines for over 18 years. Saharai's education in domestic animal and wildlife biology with an emphasis on canine studies included behavior, anatomy and physiology, genetics, evolution, and diseases at the University of California, Davis. Saharai's passion in working with Fear, Anxiety and Stress (FAS) in dogs, especially fear-based aggression, was cultivated in the Isolation Ward of a county animal shelter. For several years, she successfully rehabilitated and placed numerous red-listed dogs slated for euthanasia. Behavior modification presented its own special challenges in a shelter environment, which equipped Saharai with a unique set of skills and the knowledge needed to straddle the rescue and behavior worlds. A major review of policing has concluded that violence against women and girls should be considered as much of a priority as counter terrorism. Following a spike in reports of domestic abuse during lockdown, Her Majesty's Inspectorate of Constabulary and Fire & Rescue Services found a "staggering variation" in how forces dealt with the issue across England and Wales. It is now six months since the murder of Sarah Everard, the fallout of which saw thousands of women reveal their own stories of rape and sexual assault that had gone unprosecuted. One woman shares her experience of abuse with Nick Robinson, who then speaks to the author of the report, Zoe Billingham, and the Assistant Commissioner of the Metropolitan Police, Louisa Rolfe. Nick also asks the Labour MP Harriet Harman, who is chair of parliament's Joint Committee on Human Rights and a former Secretary of State for Equalities and Minister for Women, for her views on how much impact this report will have.

The organization works with partners like the American Red Cross and county emergency services to help evacuate pets in disasters like wildfires. They discuss health and wellness education in fire departments and what they are doing to help firefighters understand health risks. Gamaliel talks about the challenges he’s faced when trying to promote health education. Until recently firefighters didn’t make learning about cancer and cardiovascular disease in the fire industry. The Howard County Department of Fire & Rescue is a combination system of nearly nine-hundred career and volunteer providers operating from thirteen stations across the County. The department is statutorily responsible for the administration of the affairs for the county in fire suppression and prevention, fire training, arson investigation, rescue services and emergency medical services. The bottom line is that health and wellness in the fire service needs to be a priority going forward. Data collection now will be paramount in saving the lives of fire service members in the future. Essential firefighting equipment is being stolen from high-rise buildings, with police in Vancouver reporting more than 60 cases of theft. Standpipe connections are attached to high-rise buildings and are used to feed water to upper floors during fires. Police believe they're being stolen because of the valuable metal component. Sarah Russell had been working as a Control Room Officer for only 9 months before the Grenfell Tower fire. The inquiry heard how she spent almost an hour on the phone with 12 year old Jessica Urbano Ramirez who died on the 23rd floor. The London control room was unable to handle all of the 999 calls made on the night of the fire. Control room officers from Surrey, Kent, and Essex Fire and Rescue Services who helped answer overflow calls also gave evidence. In this episode of CRR Radio we talk with West Midlands FIre Service Chief Officer Phil Loach about the research project being undertaken in the UK to develop evidence-based methods for evaluating the impact of CRR (or as they call it, Integrated Risk Management). Phil Loach is Chief Fire Officer for West Midlands Fire Service, the largest UK Fire & Rescue Service outside of London. Alongside this, CFO Loach is also the Vice Chair for the National Fire Chiefs Council (NFCC) which is made up of Chief Fire Officers from all 50 UK Fire & Rescue Services. Within the NFCC, CFO Loach is Programme Executive for the Community Risk Programme which has been set up to develop a comprehensive, evidence based and accredited risk analysis toolkit that is endorsed by the NFCC to assist UK fire and rescue services in developing their community risk management plans, while also being available to inform the understanding of Government departments around approaches to community risk management. The Programme is currently carrying out a Research Project that will include reaching out across the world to understand the approaches taken internationally when it comes to Community Risk Management. I’m headed to Milan and it’s a perfect day for a road trip. It’s sunny and warm, and everything is starting to turn green. As I get older, the winters get harder to take. Everything is just so drab. But if it weren’t for the winter that I have come to despise, I probably wouldn’t appreciate the spring and summer. In doing my research on this case, I’m amazed at the amount of criminal activity that seems to permeate West Tennessee. And it’s not just here. This is everywhere. I begin to realize that maybe I was somewhat sheltered growing up. And I start to appreciate even more, my childhood years. Not everyone had it so good. My destination is a house in the somewhere between Milan and Jackson, Tn, the town where I grew up. As I travel the winding back roads of West Tennessee, I can’t help but think about all the secrets held in this area for over twenty years. And just by looking at it, with rolling pastures and well kept homes, you’d never know that there are some really bad people in this world. And some of them are our neighbors. A couple of days after Episode One came out, I received a message from a woman named Dawn who wanted to meet with me. She said she knew Cayce and the family, and was very involved in the search efforts when Cayce went missing. She also wanted Cathy, a long-time friend of the family, to join us to help fill in any blanks. Dawn told me to carve out two days for interviews because there was just so much information. We didn’t need two days, but we did talk for over six hours. I’m Brandon Barnett. And this is Searching For Ghosts. Cayce was at an age when a lot of kids start to rebel. It happens. For many, it’s a rite of passage. Everything that has been made public about Cayce from friends and family over the years, might lead one to believe that she was immune to any teenage rebellion. As far as I’m concerned, there are three possible explanations for this: 1) People might be concerned about soiling her reputation, which might affect people’s opinion of her and their interest in the case. Don’t think for one moment that the image of the innocent beauty queen that was Jon Benet Ramsey didn’t fuel the public’s fascination with that case. 2) Cayce showed a certain side of herself around some, and then a totally different side to others. That’s what teenagers are best at. 3) She wasn’t going through a rebellious stage. It has happened. My parents were my best friends throughout my teenage years. I never really went through that phase. I was either fishing, playing basketball or holed up in my room with a guitar in my hands. I was pretty much a straight arrow. But the summer Cayce disappeared, both Dawn and Cathy noticed a drastic change. And while in 2017, the Goth look seems pretty tame, in 1996 in rural West Tennessee, this was a pretty big deal. If nothing else, it was a definite departure from the Cayce of just a few months before. It’s been about two months since I stopped by the Milan Police Department to ask for any reports about Cayce that are open to the public. I was told that the initial report should be available for me to read. I’ve had friends and family of Cayce ask for those reports as well. But it appears that we’re being stonewalled. And the daily paper out of Jackson, Tn, The Jackson Sun, is going through their archives to find articles about the case. But this will take some time. So the Milan Mirror Exchange has been my main source at this point to try to piece this thing together. It is a weekly paper, so I have to do a little estimating on the exact timing of certain findings. While looking through these reports, it appears that by September 2, 1996, police had a sketch of a possible suspect. After a little digging around, I discovered that the sketch came from a witness who alleges that Cayce was seen with this man at The Gibson County Fairgrounds in Trenton, Tn, a town about fourteen miles away from Milan. This sketch is floating around the internet, but like so many things about this case, it is never mentioned again. So I started asking around, and the word is that the source was deemed not credible. Not one person that I talked to said that they believed she was ever at the fair in Trenton. And given that all the descriptions of Cayce by law enforcement had her in her bed clothes with no shoes, I felt that it wouldn’t make sense for her to be walking around the fair a couple of days later. So I made note of this, but pretty much dismissed the sketch myself. But then I found an article just one month later in the October 1st edition of The Mirror-Exchange about a world-famous search and rescue dog named Valorie who came to Milan to search for Cayce. The headline read: “Cayce Left On Her Own Free Will, Smart Dog Says." Her own free will? Again, why would Cayce leave on her own free will in boxers, a tee shirt and no shoes. The no shoes story is one of the few things in this case that keeps being repeated year after year. I needed to know more about this smart dog and her findings. It just so happened that I was sitting at the kitchen table of one of the people responsible for bringing Valorie to town. Dawn and her husband had even video taped the search. Valorie had found ten people in the Oklahoma City bombing the year before. At the time, she had flown 40 times to find missing persons, had been involved in 600 cases So I desperately wanted to read the official report of Valorie’s findings. That would definitely be something that would’ve been given to law enforcement at the time, seeing how there was at least one report in the media about it. But I wasn’t going to get it from the Milan Police Department. I finally received word from Milan PD that they were not going to release any reports whatsoever pertaining to the Cayce McDaniel case. Damn. So I decided to look up Valorie’s handler at the time, Harry Oakes. Valorie has passed on, but Oakes is still doing search and rescue with his organization International K-9 Search and Rescue Services. In 1996, he was working under the name Mountain Wilderness Search-Rescue-Recovery-International Response Team. In 1996, Oakes and Valorie were brought in to Milan by Dawn and others with private funds. So I hoped that Oakes would be able to help me seeing as how this mission was not sanctioned by local law enforcement. According to a 1998 article in The Tennessean, Billy Hale was with The National Missing Children’s Locate Center. At this time, I am having trouble finding any footprint on the internet of Billy and his organization. I only pray that the organization didn’t die with Mr. Hale. And to be honest, it blew my hair back. And this story, in my mind, might piece together the things we’ve discussed in this episode. There are rumors that Cayce made a phone call from the church rec center pay phone the night she went missing. Who would she have called? Her mother didn’t have a phone at the house. The grandmother reportedly never received a phone call. Her best friend was at the church social with Cayce. Did Cayce call someone to arrange for them to pick her up after the church party? Was Cayce going through the teenage rebellion stage that so many have denied? Did the police investigate this alleged phone call? The fire which has destroyed about 13 structures at Simons Town in False Bay in the Cape Peninsula has been contained. But Cape Town Fire and Rescue Services say while the situation has been brought under control for now, changing wind direction could again see the blaze flare up. Over 300 personnel including Cape Town Fire and Rescue Services, Disaster Risk Management and the Navy, among others, were deployed contain the flames. Corbin August reports...
