This edition of Code 3 is a little different than most.It's about a Fire Chief who lost his job after he incurred the wrath of the UnionLocal's officials and, ultimately, the IAFF. Scott Freitag was the chief of the Central Arizona Fire and Medical Authority, orCAFMA. The agency was created under Scott's leadership when two fire districts combined undera JMA to form CAFMA in 2015.CAFMA covers 365 square miles of territory of Yavapai County, Arizona. And it servesabout 100,000 residents from 12 stations.One day in August 2024, a press release showed up in email inboxes saying that theIAFF had censured Scott Freitag by a vote of 2,520 to 0. Iwas pretty startled to get this news because I know Scott Freitag to be anhonest, decent Fire Chief who was genuinely concerned about the welfare of hisfirefighters.As you'll hear, the no-confidence vote led to Scott's firing after 11 years asFire Chief in September 2024.How this all went down depends on whose story you believe. It may well have hadlittle to do with firefighting and much more to do with politics and a healthplan.

Sure, the department is an arm of the County Government, but the IAFF Local 1563 is the Union that collectively bargains for their pay and benefits, makes sure that they are staffed safely, and they are getting the support they need. After all, they see some pretty horrid things in the course of their duty! Today, we speak with Joe Addivinola, the long-time President of IAFF Local 1563, to see how the union plays a role. And, it is a lot larger than I imagined! From literacy campaigns to coat drives, our Firefighters, EMTs, and Paramedics go all out for the community when they are not working that 24 on 3 off shift! During her time at AFR, Emily has served as an officer in both the Paramedic and Fire Suppression Divisions, served on the AFD Safety Committee, taught in the EMS Training Division, and coordinated both the Professional Development and Firefighter Health and Wellness programs, served at the chair of the Operations Planning Committee for ACS, and serves on the board for the Mental Health Response Advisory Committee. Massachusetts Gov. Maura Healey signed into law a bill that would phase out the use of PFAS, a group of toxic industrial compounds, in firefighters' protective gear. The chemicals—associated with health problems including several types of cancer, such as breast, kidney and testicular cancer—are used in gear to repel water and other substances when fighting a fire. Connecticut is the only other state with a similar law regarding firefighters' protective gear. "It's one thing to run into a fire, you can see the blaze and feel the heat," Healey said moments before signing the bill at the statehouse. But it's another thing, she said, to face the threat of "forever chemicals"—a silent killer that has been threatening the health of firefighters and others for years.  Starting January 2025, under the new law, manufacturers and sellers of personal protective equipment containing PFAS, or perfluoroalkyl and polyfluoroalkyl substances, will be required to provide written notice to the purchaser at the time of sale that firefighting equipment contains PFAS chemicals. They're also mandated to provide a reason for why the equipment contains PFAS. Beginning in 2027, manufacturers and sellers of personal protective equipment for firefighters will be prohibited from knowingly selling gear containing "intentionally-added PFAS" chemicals—referring to PFAS chemicals or products that break down into PFAS chemicals that are added to the product during manufacturing. The multilayered coats and pants worn by firefighters have become the latest battleground over PFAS, which are found in everything from food packaging to clothing. In 2023, the Environmental Protection Agency for the first time proposed limits on the chemicals in drinking water. Richard MacKinnon, president of the Professional Fire Fighters of Massachusetts, said the new law will help curb occupational cancer. "This is the strongest language in our nation," he said of the new state law. "This next generation of firefighters—their lives will be saved." The International Association of Fire Fighters or IAFF has said that cancer has replaced heart disease as the biggest cause of line-of-duty deaths. Firefighters have been shown to be at higher risk than the general population of getting several types of cancer. This article was provided by The Associated Press.

Mr. Dujakovich's professional career began when he joined the Kansas City, Missouri Fire Department and became a member of the International Association of Fire Fighters (IAFF) Local #42 in 1987. He received many promotions in the Fire Department including driver in 1991, captain in 1995 and eventually battalion chief in 2001. Upon being promoted to battalion chief, he became a member of IAFF Local #3808 and was elected as secretary and treasurer of that local in 2002 and president in 2004. Mr. Dujakovich retired from the Department in 2016 with more than 30 years of service and remains a member of the IAFF. Mr. Dujakovich holds a number of civic and philanthropic positions including board membership on the United Way of Greater Kansas City Board of Directors, Working Families' Friend Board of Directors and Jackson County Employees' Pension Board. Appointed to FDNY: 1/9/82 Assigned to L-163 Woodside, Queens Ladder Chauffeur School in late 1983 1984, Transferred to HMC1 as a charter member. 1986, Fire Service Instructor I in FLTSP in order to instruct in HM courses. 1991, Promoted to Lt, assigned to the 35 Battalion 1992, Detailed to Fire Academy (HazMat Command request) to develop 1 st FDNY HM Ops training program. Joined later by Capt. Pete Stuebe and Lt. George Meyers. Worked in same room with then Lt. Mike Weinlein and FF John McConnel who were working on the initial Rescue training program. Selected & amp; trained 12 officers to deliver HM Ops to the members in 4 sites. 1993, Detailed to HMC1 as the 4th Lt. 1994, Promoted to Capt. Assigned to the 13th Division Contracted by the IAFF to deliver HM programs. Apr 94-Jan 95 UFO Captain Eng 303 1995, Covering Captain 13th Division 1996, Assigned Captain, E-273 1997, Detailed to Fire Academy at the request of BC Fanning to Develop and organize HM Training School for Technicians, Mission Specific companies in Building 8. Assigned to be the Radiation Safety Officer for the FDNY at this time also. Assumed responsibility for continuing to train CPC ladder companies Assumed responsibility for continuing to train ALS/BLS HazTac personnelWith Chief Fanning and Operations, planned “ICE” (Interagency chemical exercise.) With Chief Fanning and Con Edison VP for Emergency Operations Dick Morgan, developed the Joint CBRNE program with Con Edison for their WMD Response Team. 1998, Assigned as Executive Officer to BC Fanning, HM Operations. From 1996-2001, Chief Fanning and I made many trips to DC to work with the DOD in the Pentagon to support the NGB development of urban response and in return they provided the first WMD training to FDNY. This training focused mainly on chemical weapons. Under Chief Fanning, with Capt. Doherty (now Tech school Commanding Officer) worked with Operations and SOC to train newly formed Squads 18, 61, 252, 270, 288 in HM capabilities. 1998, FC Ven Essen ordered the training of Rescues 1. 2. 3. 4, and new members of 5 in HM capabilities. With Chief Fanning and Operations, planned citywide “BAD” (Biological Agent Drill) With Chief Fanning, Capt. Doherty, we all became charter members of the IAB, The Interagency Board, implemented by then attorney General Janet Reno, and co-chaired by the DOJ-FBI and DOD-NGB to enhance coordination between federal agencies and local responder organizations to combat WMD attacks. 1999, With Chief Fanning and Operations, planned citywide Maritime Radiation exercise. 2000, Promoted to BC Assigned as Executive Officer to Assistant Chief Cruthers, The Executive officer handled issues from Chiefs Downey (Rescue), Fanning (HM), and Guido (Marine) while Chief Cruthers was off duty. During this time, I worked with Chiefs Cruthers, Fanning, and Downey on the FDNY/NYPD Matrix for managing Special Incidents meeting regularly with NYPD Chief of SOD and others. Sept. 11, Was in my office when the 1 st plane hit the North Tower. Responded with Chief Ganci and the 7th floor staff, Incident Command at the down ramp to the WFC when the 2nd plane hit the South tower.Sept 12-Oct 12 Worked with Vinny Doherty to establish the US&R base camp at the school yard. Served as the H&S Officer of the WTC site. Took command of HM Operations. Worked with Chief Norman when he assumed command of Rescue Operations to equip and manage rescuers from SOC. Maintained my duties as the Executive Officer of Special Operations under Chief Cruthers. Oct 12-Jan 1, 2002, Moved out of the WTC H&S role and worked with Chief Tom Purtell of NYPD SOD to establish and manage “White Powder Teams” until NYPD took control of 911 and cut out the FDNY member position on Jan 1 2002. Nov 2001 Responded to the Plane crash in the Rockaways. Dec. 2001 Responded to the 1 NY Plaza titanium chiller explosion. Testified before the Senate Science & Technology Committee Jan 1-Sept 1, 2007, Commanded/managed the rebuild of HM Operations Capabilities. Re-organized HM Operations to manage grants, capital budgets, equipment Developed Managing 25-50 LD FFs and Officers (9/11 related) in HM Operations Developed HM Battalion over several years bringing in 5 additional BCs Trained & equipped HM Tech Engines 44, 250, 274, and 165. This week offer up my conversation with Andy Pantelis. Andy is the District Four vice-president for the IAFF. For those of you who are non-fire related listeners the IAFF is the international association of firefighters. Andy he was elected to his position in 2016 and he represented the local affiliates at Delaware, Maryland, Pennsylvania, Virginia, West Virginia, and DC.  Andy is also the president of Local 1619 Prince George's county, Maryland, as well as a battalion chief in Prince George's county. He's been with his department since 1997.  We spent about an hour and a half, one morning speaking via zoom. The conversation ranges from mental health to retirement, to cancer prevention, with a few other topics scattered in there. This kind of conversation is helpful, but not exhaustive. We could've spent an episode alone on each topic. Perhaps a deeper dive into a few subjects is warranted in the future. The NIOSH multi-year firefighter cancer study identified that fire fighters have a 9% greater chance of being diagnosed with cancer and a 14% greater chance of dying from cancer than the general U.S. population. At the 2022 IAFF Fallen Fire Fighter Memorial, almost 75% of the names added to the wall (348 out of 469) were members who had died from occupational cancer.  Overall, the IAFF reports that cancer caused 66 percent of the career firefighter line-of-duty deaths from 2002 to 2019. If these statistics don't get your attention…they should. This episode Justin White sits down with retired Driver Engineer Dan Knox as he humbly describes his journey with cancer from diagnosis to treatment to recovery to retirement. Driver Engineer Knox also discusses how his actions (or inaction) may have contributed to his diagnosis and what you should do to decrease your risk of being diagnosed as well. You are never alone.  As a retired law enforcement professional of many years I saw things on a daily basis that eventually started to bother me. Most first responders do and your emotions will come out sooner or later. As a police officer I was in my bubble. Surrounded by other cops all the time. But, as time went on and as I became friends with other members of the first responder community: paramedics, firefighters and dispatchers I started to realize and learn that we are all suffering from the same things, if we are suffering. Isolation, depression, addiction issues and suicidal ideation were reoccurring themes.  My next guest is going to bring you the Fire Fighter / Paramedic perspective on health and wellness for our brave heroes in the fire fighting / paramedic communities.  Jason Smith is on the show. Jason is the President of IAFF Local 4321 for Broward County FL. President Smith joined Broward County Fire Rescue in 2003 and has served county residents and visitors in every service area. He began his career as a  Firefighter/Paramedic and then rose through the ranks as an Acting Driver, Lieutenant, Captain, Battalion Chief and even Assistant District Fire Chief. Since the beginning of his career, President Smith has been diversified in all areas of the county, including Port Everglades, Fort Lauderdale Hollywood International Airport, and the Special Operations Command. President Smith has also been the Planning Section Chief at the Sheriff's Emergency Operations Center as well as being part of Presidential details.   President Smith started his union involvement in 2001, when he joined the IAFF local 3080. As a dues paying member in good standings, he attended meetings and was a part of the union body process. In 2003, he joined local 3333 and in 2005 was assigned his first position as Sergeant of Arms. This position allowed him to mentor, engage, and watch the union executive board (eboard) conduct business. After the resignation of a staff representative, President Smith was voted through the eboard to hold that vacant seat. Since then, he has held all positions within the eboard. In 2019, President Smith decided to run for President and ran unopposed.  As Vice President, he was able to represent members in various cases including internal affairs, grievances, union negotiations, and labor management. President Smith oversaw the FIRE OPS 101. This opportunity allowed him to demonstrate to elected officials what the fire service is about. In his continuing devotion to serving the community, President Smith has also been on education advisory boards and is currently on the Florida Retirement System (FRS) committee as a union representative in hopes of achieving reinstatement of benefits to members affected in 2015.  President Smith is also a licensed pilot.
