House and Senate Democrats, led by Sen. Bernie Sanders (I- Vt.), chair of the Senate Health, Education, Labor, and Pensions Committee, introduced the Raise the Wage Act, which would gradually raise the federal minimum wage to $17 by 2028, or more than double the current federal minimum wage of $7.25. The legislation would also seek to eliminate the tipped sub-minimum wage over the next seven years (and eliminate the tip credit for workers with disabilities over the next five years).

The Legacy of the Subminimum Wage The devaluation of Black lives and women's work is at the heart of the subminimum wage. Until the 1850s, restaurant workers were white men who were unionized and were tipped on top of a living wage. But business owners started hiring women and black people for free, making them rely on tips to make their living. This means that the customer—instead of the employer—is responsible for paying the worker. A century and a half later, the subminimum wage has increased to only $2.13. Tipped Work in the Pandemic The COVID-19 pandemic exposed how precarious tipped work is. Full time tipped workers, such as in bars or restaurants, often did not qualify for unemployment benefits because their tips were never reported, and it made them look ineligible for not having worked enough hours or earned enough pay. We have an opportunity to get rid of the subminimum wage by advocating for the Raise the Wage Act, supporting restaurants that pay their workers a livable wage, and demanding the same from businesses that don't. Who Gets Paid Subminimum Wages? The restaurant industry makes up a big piece of the work force, but it's not alone. Nail salon workers, car wash workers, parking attendants, sky caps at airports all work for tips. Subminimum wage laws also take advantage of a subset of people who are deemed ineligible for a proper minimum wage. Incarcerated workers are often paid even below the subminimum wage per hour; teenage workers produce the same work as adults but get paid less; and people with disabilities also perform the same as other workers but do not get paid the same amount. The federal minimum wage has been a hot topic this year and was debated during discussion of the 2021 Raise the Wage Act before Congress. The wage has been $7.25 an hour since 2009, and proponents of an increase say it is not adequate given the rising cost of living. Opponents argue an increase will place an undue burden on businesses, especially small businesses just coming out of the pandemic. Many businesses have set higher minimum wages and 29 states and Washington, D.C., also have rates above the federal minimum. On the podcast to discuss the topic are Dave Cooper, a senior economic analyst at the Economic policy Institute and an expert on the minimum wage. Also on the show is Saige Draeger, an NCSL policy expert. Cooper, whose organization did research that informed the legislation, discussed who earns both the federal and state minimum wage and how raising it might affect public benefits and small businesses. He also talked about pros and cons of state legislators setting the minimum wage for their states. Draeger explained how states have taken action regarding the minimum wage.   Resources Economic Policy Institute Increasing the Minimum Wage, NCSL LegisBrief NCSL Labor and Employment Homepage OAS Episode 131 Transcription State Minimum Wages, NCSL Your Guide to the Ongoing Minimum Wage Debate, State Legislatures magazine

The federal minimum wage of $7.25 an hour hasn’t changed since 2009. Workers in 21 states make the federal floor, which can be even lower for people who make tips. And at $7.25 an hour, a person working full time with a dependent is making below the federal poverty line.States such as California, Florida, Illinois and Massachusetts have approved gradual minimum wage increases to reach $15 an hour — so is it time to do it at the federal level? On Wednesday 20 senators from both parties are set to meet to discuss whether to use their influence on minimum wage legislation.Economists have argued for years about the consequences of the hike, saying employers who bear the costs would be forced to lay off some of the very employees the minimum wage was intended to support. A report by the Congressional Budget Office on a proposal to see $15 by 2025 estimates the increase would move 900,000 people out of poverty — and at the same time cut 1.4 million jobs.On today’s episode, we debate the fight for $15 with two people who see things very differently. In this episode of Who Belongs? we look at the impacts of minimum wage increases with Michael Reich, a Professor of Economics and Chair of the Center on Wage and Employment Dynamics at UC Berkeley. The federal minimum wage has been frozen at $7.25 an hour since 2009. That's an annual income for a full time worker of just $15,000. But a few weeks ago Senator Bernie Sanders and other progressive legislators introduced the 2021 Raise the Wage Act, which would gradually increase the federal minimum wage to $15 an hour by 2025. After 2025 the minimum wage would continue to increase to keep up with inflation without having to introduce new legislation every few years. The lawmakers had been trying to get this act included in the coronavirus relief package so it could be passed with a simple majority, but on Thursday we learned that's probably not going to happen because of an archaic Senate rule, meaning it would need to be introduced as a standalone bill and require 60 votes to pass, which is unlikely. Our guest Michael Reich is a leading expert on minimum wage research and has published extensively on the topic, including a recent study on how minimum wage hikes reduce racial wage gaps between black and white workers. So we'll discuss that, as well address some of the common critiques of minimum wage increases. Check back for a link to a transcript of this interview.

GOP House Leader Kevin McCarthy Distorts Job Loss Estimates For $15 Minimum Wage Hike

PolitiFact California

Play Episode Listen Later Feb 11, 2021

By Chris NicholsWould raising the federal minimum wage to $15 per hour “destroy up to 3.7 million jobs” in the United States? That’s what GOP House Minority Leader and California Rep. Kevin McCarthy claimed in the headline of a press release on Tuesday as Democrats in Congress began debating the move. On Twitter the same day, McCarthy wrote the wage hike “could put nearly 4 million Americans out of work.” This is a screen shot of the headline from McCarthy’s press release. The Biden Administration last month proposed raising the federal minimum hourly pay from $7.25 to $15, with increases of about $1.50 every year for five years. To make that happen, Congressional Democrats introduced the Raise the Wage Act of 2021 last month and began considering the legislation in the House Committee on Education and Labor this week. Here’s what McCarthy said in the body of the press release: “At this critical point, the Democrats’ big, creative response is to raise the federal national wage to $15 an hour — a move the nonpartisan Congressional Budget Office previously found could cost nearly 4 million workers their jobs.” President Joe Biden initially included the proposal to raise the minimum wage to $15 per hour in his $1.9 trillion COVID-19 relief bill. But he predicted last week it would be left out due to opposition from Republicans and centrist Democrats. Given the debate over raising the wage and its impact on jobs, we decided to take a closer look at McCarthy’s claim in this fact check. Our Research In his press release and tweet, McCarthy linked to an analysis of the wage proposal by the Congressional Budget Office published on Monday. The CBO, a nonpartisan research service, predicted the wage hike would eliminate jobs, but would also raise wages for an estimated 17 million people and lift 900,000 people out of poverty. It doesn’t say anything about destroying an estimated “3.7 million” positions as McCarthy claimed. Instead, the CBO said “the average estimate is that employment would be reduced by 1.4 million workers.” The report goes on to say there’s a “one-third chance” the loss will be between 1 million and 2.7 million workers, still far less than McCarthy’s number. “Young, less educated people would account for a disproportionate share of those reductions in employment,” the report adds. A spokesperson for McCarthy did not respond to questions. Deborah Kilroe, a spokesperson for the CBO, said McCarthy likely got his figure from a July 2019 CBO report that also examined raising the minimum wage to $15 per hour. That older analysis predicted the “median estimate” for job losses would be 1.3 million. Meanwhile, it said “there is a two thirds chance that the change in employment would be between about zero and a decrease of 3.7 million workers.” That last figure lines up with McCarthy’s statement of “nearly 4 million workers,” but it comes from the high-end of an old report and ignores what the CBO published this week. Last month, FactCheck.org found Kentucky Republican Sen. Rand Paul also distorted the facts on this topic. The senator told Fox News that “the government estimates are close to 4 million people will lose their jobs,” if the minimum wage hike goes through. FactCheck.org examined the July 2019 CBO report [the current report had yet to be published] and found Paul cherry-picked the high-end of that report. Our Ruling Republican House Minority Leader Kevin McCarthy claimed raising the national minimum wage to $15 per hour “would destroy up to 3.7 million jobs.” McCarthy appears to be citing a Congressional Budget Office analysis from 2019 that said, at the high-end, 3.7 million jobs could be lost from the wage hike. But in his statement, he linked to the CBO’s new analysis published this week which found an average estimate of 1.4 million jobs would be lost, a figure he omitted. The new CBO report added there’s a “one-third chance” the loss will be between 1 million and 2.7 million workers, still far less than McCarthy’s claim. In the end, we found McCarthy cherry-picked a figure from an old report while ignoring current data on the topic that tells a different story. We rated his claim False. FALSE – The statement is not accurate. Source List Rep. Kevin McCarthy, press release and  tweet. Feb. 9, 2021. Here’s another resource from the archive that will help you wade through the loud and often misleading coverage of the Raise the Wage Act.  Not all minimum-wage studies are equal. Some of the most headline-grabbing negative reports on the effects of the minimum wage were commissioned and promoted by right-wing organizations looking to legitimize trickle-down policies that hurt workers. How can you spot studies that aren’t worth their salt? Economist Ben Zipperer joins Nick and Jasmin to reveal some of the tricks that economists pull, and to help us understand how some studies can conclude that raising wages will kill jobs—even though, as we know, the opposite is true.  Ben Zipperer is an economist at the Economic Policy Institute. His areas of expertise include the minimum wage, inequality, and low-wage labor markets. He has published research in the Industrial and Labor Relations Review and has been quoted in outlets such as The New York Times, The Washington Post, Bloomberg, and the BBC.  Twitter: @benzipperer, @EconomicPolicy Show us some love by leaving a rating or a review! On July 18, the Raise the Wage Act passed the U.S House of Representatives, a bill that would double federal minimum wage by 2025. Members of Congress who support the bill believe it will increase pay for 27 million workers and lift over one million people out of poverty, but those opposed to the bill say it would cause millions more to lose their jobs. Dave Hebert, professor of economics at Aquinas College, joins the podcast to dispel some of the biggest misconceptions of raising federal minimum wage and what real effects the bill would have. Just a week before the Democrat-controlled House of Representatives is due to vote on its Raise the Wage Act, the non-partisan Congressional Budget Office (CBO) calculated its possible impact on the economy. The bill, if enacted into law (highly unlikely), would gradually raise the minimum wage in the country from its present level of $7.25 an hour to $15 an hour by 2024. Read the article here!

This podcast will place an emphasis on the implications of the Raise the Wage Act of 2019 within the greater context of poverty and inequality. The Economic Policy Institute states that this act is intended to raise the federal minimum wage to $15 an hour by 2024. The current federal minimum wage is $7.25, which implies that this policy will more than double the minimum wage and have large economic impacts within the domestic marketplace. While we have not yet covered the poverty and inequality section of this course, we believe that the Raise the Wage Act is of the utmost importance and very relevant to other topics we have already reviewed in class. Rather than seeing certain states enforce different minimum wages than others in contemporary society, this act would set an unprecedented standard at the national level. Bearing in mind that the policy is currently under evaluation in Congress, and has not yet been federally mandated, our aim in this podcast is to explore both positive and negative outcomes of the Raise the Wage Act. To facilitate this analysis, we have consulted Professor Sylvia Allegretto, labor economist and co-chair of the Center on Wage and Employment Dynamics at the University of California, Berkeley, and Professor Nardos Beyene, Visiting Instructor in Economics at Colgate University.
