We know that climate change disproportionately affects those of us who are already struggling. But can climate mitigation and adaptation policy be designed in a way that promotes environmental justice? And if so, how? We speak with Anna Shipp, Principal Policy Associate, and Joseph Schilling, Senior Research Associate, from the Urban Institute's Research to Action Lab about Justice40 — a Biden-era initiative that directed 40% of federal climate spending benefit equity-deserving communities. The Urban Institute, a nonprofit focused on equity and social mobility, has studied climate justice in depth, including the challenges of implementing Justice40. Although the initiative was repealed under the Trump administration, it remains one of the most ambitious attempts to embed environmental justice into federal climate policy — and offers valuable lessons for future efforts. With plans for a new cell tower in Lake Forest, Illinois, concerns about safety and 5G radiation are on the rise. In this video, inspired by The Action Lab's scientific approach, we address common questions and debunk myths surrounding 5G and cell tower radiation. In The Action Lab's demonstration, we see how RF levels are significantly higher when holding a phone close to your head compared to standing near a cell tower (watch here: • Is the 5G Radiation From Your Phone K... . Using a 5G radiation detector, they highlight the difference between harmful ionizing radiation and non-ionizing radiation, like that in 5G technology, which WHO classifies similarly to everyday items such as coffee. America's housing crisis is rapidly getting worse. Across the U.S., it's estimated there's a shortage of 4 to 7 million affordable housing units. Both renters and buyers are faced with uncertainty while navigating the unbalanced market. Renters typically need to meet stringent requirements, including making at least three times the monthly rent. Meanwhile, people wanting to purchase a home have a limited selection of housing options due to low housing inventory and high home prices. Research suggests the struggle to maintain stable housing can take a toll on one's mental and emotional health. Many people experience heightened anxiety, depression or other mental health issues. Asandi Conner's journey with the Detroit Equity Action Lab and Wayne State University is one that unfolded in ways she never anticipated. Iqbal Dhaliwal, Global Executive Director of MIT's Abdul Latif Jameel Poverty Action Lab (J-PAL), and Vikrant Bhargava, Founder of Veddis Foundation, join Alberto Lidji to discuss the power of evidence, the ASPIRE partnership and the innovative Emissions Trading Scheme. We also explore how philanthropists should decide what to fund, where and how to fund; why evidence is so important in driving forward policy change; and why policy itself should be a key focus in the philanthropic space. The ASPIRE partnership (Alliance for Scaling Policy Impact through Research and Evidence) is a coalition of governments, philanthropic organizations, civil society groups, and research institutions. The Emissions Trading Scheme (ETS) is a flexible, market-based approach to solving the air pollution problem in India. It works by capping emissions for a particular pollutant, like particulate matter, in a particular area. It allows sources of the pollutant, such as industrial plants, to trade emissions permits among themselves. The capping ensures emissions targets are met while trading allows this to be achieved cheaply. The Abdul Latif Jameel Poverty Action Lab (J-PAL) is a global research center working to reduce poverty by ensuring that policy is informed by scientific evidence. Anchored by a network of more than 900 researchers at universities around the world, J-PAL conducts randomized impact evaluations to answer critical questions in the fight against poverty. J-PAL co-founders Abhijit Banerjee and Esther Duflo, with longtime affiliate Michael Kremer, were awarded the 2019 Nobel Prize in Economics for their pioneering approach to alleviating global poverty. Veddis Foundation invests in organisations working at the intersection of technology, policy, and impact. It can be tempting to conflate the opioid epidemic and Portland's homelessness crisis, but researchers say homelessness has a lot more to do with housing costs than addiction. Zach Siegel is one of our most respected and prolific journalists on addiction and drug policy. He is also a thoughtful, introspective soul who thinks deeply about his own history of opioid addiction. In his many writings, he has often referenced that personal history, but he's never really had the chance to tell his own addiction story from start to finish. Until now! Listen to this episode of Flourishing After Addiction to hear Zach's origin story, plus a deep dive into his recent cover story in Harper's magazine about surgery for opioid addiction.Zach and I talked about some enlightening moments along his path, including the role of Suboxone in his treatment, anti-medication stigma, as well some big questions about identity: what does it mean to say you're in recovery, and how does Zach make sense of that idea in his own life?We also focus in on his recent, fascinating Harper's story: a feature about deep brain stimulation surgery for addiction. Erinch Sahan is Business and Enterprise lead with the Doughnut Economics Action Lab. Doughnut economics is a new economic theory that pitches the idea of two visualised rings that represent planetary boundaries and social foundations. The theory advocates for an economic model that takes account of both, ensuring that we produce a strong enough economy to meet the social needs of society, without exceeding the ecological ceiling of our planet and its resources. For his policy changes, Sahan chose to transform the ownership and governance of businesses so they are regenerative and distributive by design, to redesign the financial system so it is in service of wellbeing for all and our living planet, and to design policies that fosters businesses that create a new green economy. For his personal changes, he discussed speaking to family and friends about the new green economy, and reducing flying and meat in his diet.

A few weeks ago, we announced a series of five core campaigns we're going to be focusing on over the next few years at Strong Towns, including ending highway expansion, encouraging transparent local accounting, advocating for safe and productive streets, legalizing incremental housing development, and ending parking minimums. None of these are new issues for us, but we'll be placing a special focus on them and providing a ton of resources and action steps you all can take in your cities to make these Strong Towns visions a reality. Today's guest, Jonathan Curth, is here to talk about that last campaign issue: ending parking minimums. He's the development services director for the city of Fayetteville, Arkansas—one of the first U.S. cities to eliminate commercial parking minimums. These are laws that mandate the amount of parking spaces a business needs to provide. They're on the books in many U.S. cities and they reach a point of absurdity—an overreach of government that harms local businesses, small-scale developers, home owners, and renters. Luckily, a growing movement of cities is smashing these outdated laws, and you can see the full list on our map of cities that have ended parking minimums. Jonathan talks a lot more about why these regulations are a problem and why Fayetteville decided to put an end to them, not only because they were harming business opportunities, but also because they were leaving important historic buildings downtown vacant or at risk of destruction, simply because those places were built before cars or parking minimums were a thing. Jonathan also talks about the slow, but important, results that have come about since minimums were eliminated in Fayetteville, including new restaurants opening, vacant lots getting filled, and city staff having a much quicker process to approve new permits for developments and business start-ups. At the end of the day, eliminating parking minimum requirements is about getting rid of a law that's unnecessary. Let the market, business owners, and property owners decide what parking is needed, otherwise you'll end up with empty lots instead of productive places. In most medical centers, physicians hold routine “morbidity and mortality” conferences, where they analyze cases where patients died or were seriously injured while under medical care. In today's episode of The Strong Towns Podcast, otolaryngologist and surgeon Ryan Crane discusses how these morbidity and mortality conferences are a chance for medical practitioners to learn, through peer review, where they may have gone wrong in caring for a patient. “Was there anything that we missed? Was there something about the patient that we didn't identify? Did we fail as surgeons?” Says Dr. Crane, “When I pick a patient to operate on and something goes wrong, or I hurt them, they come back to my office and I have to look them in the face and tell them: This is what happened, and I'm sorry.” Where is that sense of accountability in the engineering profession, when people die in car crashes? The medical field certainly isn't perfect, but perhaps engineers should take a leaf from the doctor's book and start asking themselves: When people die on our roads, did we fail, as engineers?
