Cain writes about the ways that technology is upending our lives, communities, governments and businesses. His work takes him to the world's most authoritarian and far-off places, from inside North Korea to the trans-Siberian railway across Russia, from investigations into genocide in Cambodia to experiments in technological surveillance in China. Cain is sought out as a consultant on government, business and technology, having advised the World Health Organization, Open Government Partnership, the United Nations humanitarian affairs office, and major multinational corporations and hedge funds. A Fulbright scholar, he holds a master's with distinction from London's School of Oriental and African Studies and a bachelor's at The George Washington University, which he attended on a music scholarship. He is a term member of the Council on Foreign Relations and a senior fellow at the Foundation for American Innovation, a tech think-tank. President Biden just signed into law a bill forcing the sale of TikTok by its Chinese parent ByteDance—or else face an outright ban. The measure was included in a bill providing a $95.3 billion foreign aid package for Israel, Ukraine, and Taiwan.  Proponents of the bill cite privacy and national security concerns. TikTok, like all social media giants, collects piles of user data—and if requested by the Chinese Communist Party, ByteDance is obligated by law to share that user information. Critics also worry about political influence operations on the platform—a dictatorial foreign adversary turning our kids into little Manchurian candidates. Opponents of the bill argue that forcing a TikTok sale under the threat of a ban is a blow to users' free speech rights and represents an overreach of government authority. They insist that the government should not dictate which apps Americans can use, especially on opaque grounds of national security.  Today, a debate: Is American national security at risk from an Orwellian app ultimately controlled by a totalitarian regime? Or is this just McCarthyism in digital form, a government-created moral panic fueled by dubious threats of misinformation?  Arguing that the TikTok bill is a logical extension of our current laws—and a necessary countermeasure to authoritarian meddling—is Geoffrey Cain. Cain is the author of The Perfect Police State and senior fellow at the National Security Institute of George Mason University.  On the other side, arguing that the bill is a dangerous overreach justified by flimsy evidence of an alleged threat, is Walter Kirn. Samsung is a company that is too big to fail. It's business categories represent more than 20% of Korea's GDP, and close to 30% of Vietnam's. The Samsung that we know, Samsung Electronics is made of the consumer electronics segment (50%), semiconductors (30%), displays (10%) and connected home systems (10%). But Samsung is actually a massive business empire, owned by a mysterious Lee family who is now at its 3rd generation of leaders. The Lee family, part of Korea's elite chaebols, had been a boon for authorities in the last 60 years and yet they are often creditted for Korea's phenomenal rise. Samsung was founded by Lee Byung-Chul or B.C. Lee in 1938, and eventually the empire would grow so huge that it fracture into 4 other entities - Saehan, Hansol, Shinsegae and the CJ Group. But it would be the world of consumer electronics that they are most known for, eventually beating the likes of Sony in TV, possibly Apple in the smartphone, and broker deals in software with Google. In this episode of Big Tech, Taylor Owen speaks with Geoffrey Cain, author of The Perfect Police State, about the technology enabled in China's Xinjiang region to oppress its Uighur population. Through a network of surveillance systems, social credit scores, algorithm-driven pre-crime computer software and a society where people are now fearful of their neighbours, China has built a chillingly real Orwellian police state. In their conversation, Taylor and Geoffrey discuss how these technologies are used to identify, detain and brainwash the Uighur people in what may be the first genocide in history driven by big data and artificial intelligence (AI). However, one of the most powerful aspects of this surveillance system has nothing to do with the advanced technology. “It's a crude system that is designed to keep people on their toes, to, you know, turn them against each other. … If my good friend might be snitching on me, well, I'm going to snitch on him first, and hopefully he'll be taken to a camp. And then my ranking with the government rises and maybe the AI and the computer systems won't take me away,”Cain explains. With no transparency in the system — no one knows how it functions or decides who's a threat, or what computer code might determine their fate — an entire population lives in constant uncertainty and fear.

But what is life really like under such invasive conditions? In The Perfect Police State, Asia-based reporter Geoffrey Cain shares intel from inside China's surveillance network in the country's westernmost province of Xinjiang. Informed by first-hand testimony and Cain's own investigations into China's “effective and enduring technological dystopia,” Cain argues that China has indeed created a perfect police state. Geoffrey Cain is an award-winning foreign correspondent and author. He was formerly a correspondent at The Economist and is a regular contributor to the Wall Street Journal, Time, The New Republic, CNN, MSNBC, BBC, and Bloomberg. He is a term member of the Council on Foreign Relations and a security fellow at the Truman National Security Project. South Korea Geoffrey gives a great visual description of both North and South Korea in this episode. He lived on and off in South Korea from 2009 to 2016 and have visited North Korea as well for two weeks as a reporter. He further describes how South Koreans practice their right to assemble to petition about issues such as powers of major corporations, labor unions, and the like. He relates South Korea to the French who have massive protests, too.  “Korean democracy is quite young, it was only 1987 that Korea became a democracy. It wasn't until many years later that it really became a full democracy. It was a corrupted democracy for a long time. The fascinating thing was the fact that I'm standing in the Square, and I could turn north and look north and I would realize that about 45 minutes or an hour drive away from me, is the border of North Korea.” - Geoffrey Cain North Korea On the border of South Korea lies what they call the DMZ or the Demilitarized Zone. It is one of the most heavily mined places on Earth. Former President Bill Clinton even visited and said: “its the scariest place on Earth.” South Korea (SK) is described as orderly but with bustling cars and noise, he describes the DMZ in North Korea as barren land. There were no lush trees like in SK and the whole vibe of Pyongyang, the capital was similar to a dystopian sci-fi movie.  Miracle in Han River The unexpected growth of South Korea is often called as the Miracle in Han River. He lived on and off in South Korea from 2009 to 2016 and have visited North Korea as well for two weeks as a reporter. He further describes how South Koreans practice their right to assemble to petition about issues such as powers of major corporations, labor unions, and the like. He relates South Korea to the French who have massive protests, too.  “Korean democracy is quite young, it was only 1987 that Korea became a democracy. It wasn't until many years later that it really became a full democracy. It was a corrupted democracy for a long time. The fascinating thing was the fact that I'm standing in the Square, and I could turn north and look north and I would realize that about 45 minutes or an hour drive away from me, is the border of North Korea.” - Geoffrey Cain North Korea On the border of South Korea lies what they call the DMZ or the Demilitarized Zone. It is one of the most heavily mined places on Earth. Former President Bill Clinton even visited and said: “its the scariest place on Earth.” South Korea (SK) is described as orderly but with bustling cars and noise, he describes the DMZ in North Korea as barren land. There were no lush trees like in SK and the whole vibe of Pyongyang, the capital was similar to a dystopian sci-fi movie.  Miracle in Han River The unexpected growth of South Korea is often called as the Miracle in Han River. The country was able to come out of nowhere and take on the world. The Democracy Index published by the British magazine The Economist ranks South Korea as a “full democracy”, ahead even of countries such as France or Spain. The CIA World Factbook also lists South Korea as a “fully functioning modern democracy”. Yet many experts and activists denounce what they consider to be a rise in authoritarian tendencies within the current Park Geun-hye administration, including: attacks on free speech, crackdowns on dissent and a general stalling of the process towards more liberties as well as better public management and stronger government transparency and accountability. At the same time, South Korea is party to the Open Government Partnership (OGP), an international membership organization of more than 60 governments that have pledged to improve their democracy and transparency. Our guest for this episode, Geoffrey Cain heads the Korea research team of the OGP and kindly agreed to talk to us about the state of Korean democracy, improvements that should be made and Korea’s commitments within the framework of the OGP. In addition to his duties at the Open Government Partnership, Mr. Cain is an award-winning journalist focusing on Asian affairs and the two Koreas in particular. He is senior correspondent for GlobalPost and has written for various outlets including The Economist, The Wall Street Journal, The New Republic, Far Eastern Economic Review, TIME and Foreign Policy. His reporting was a finalist for a 2015 Society of Publishers in Asia (SOPA) award. A former Fulbright scholar, Mr. Cain holds an MA (Distinction) from the School of Oriental and African Studies in London and a BA from The George Washington University, which he attended on a music scholarship.
