The LWV is the 103-year-old organization that formed just before the 19th Amendment was ratified, and women won the vote. That was on August 26, 1920. While every year that date is marked as Women's Equality Day, for the second year, the LWV is declaring it Women's Inequality Day because of the historic challenges women and allies currently face. In the 15 years from 2005 to 2020, one quarter of the newspapers in the U.S. shut their doors. The closures left 1,800 communities without a newspaper -- so called news deserts. Here in Washington, three daily newspapers and more than two dozen weeklies have shuttered since 2004. And there have been consolidations and buyouts. Today, six of Washington's newspapers are owned by hedge funds. These are among the findings of a lengthy report from the League of Women Voters of Washington on the decline of local news and its impact on democracy. The report examines the crisis, the impacts, the response and looks to the future. Host Austin Jenkins sits down with Lunell Haught, who teaches at Gonzaga University and is the immediate past president of the League of Women Voters of Washington. And Dee Anne Finken, a former reporter for McClatchy newspapers who teaches journalism at Clark College and who co-chaired the local news study.

Huntington kicked off the first session of the 2023 class of Leadership West Virginia. Celebrating 32 years, LWV was created in 1991 by the West Virginia Chamber of Commerce to cultivate leaders in the state. The program has graduated more than 1,450 alumni who have gone on to various leadership positions in government, business, charities, nonprofits and more. A lengthy list of improvements can be attributed to the city's leadership. The city secured a $3 million grant in 2017 by winning America's Best Communities Competition. Once labeled the nation's most obese city, Huntington was able to reduce its obesity rate by more than 15 percentage points thanks to a renewed focus on fitness and healthy eating.  The city has tackled an opioid epidemic by creating quick response teams to help overdose victims and focusing on new treatment options. In Florida, Republican Governor Ron DeSantis recently vetoed the legislature's Congressional District map so he could move forward his own. The DeSantis map disassembles a predominately Black district in northern Florida. The lawsuit argues that the map, approved by the legislature just last week, violates the Fair Districts amendment to the Florida constitution, and is biased toward Republicans. In New York, an appeals court overturned a trial court decision upholding Congressional voting maps the Democratic legislature drew, bypassing New York's citizen-led independent redistricting commission. The appellate court said the legislature's maps were biased toward Democrats. The case was heard April 26 in the New York Supreme Court and a decision is pending.In Kansas, a state trial court judge threw out that legislature's Congressional map, deciding, in a 200 page opinion, that it was an extreme partisan gerrymander that would give Republicans all four Congressional seats, and dilute minority voting strength. The State seems to be having a hard time acquiring personal protective equipment (PPE), and that has led to some...questionable purchase decisions and a forthcoming audit of the state Department of Health. Also, it looks like the state budget will be $800M-$1.3B short next year...but why can't the legislature and Governor's office agree on how much? SHOW NOTES Announcements  Civics Con registration is now open! CivicsCon.com (http://civicscon.com) Overview of what happened this week Today is May 1st and, as I’m sure all of our listeners are aware, effective today the state has relaxed some of its ‘safer at home’ rules and allowed certain businesses to reopen. Cities followed suit, albeit somewhat begrudgingly.  The state has reportedly received $1.2 Billion in federal funding to fight the coronavirus pandemic, and this week we got some more information about how that money is being spent.  On Thursday Governor Stitt announced a new mobile testing program for underserved areas (https://nondoc.com/2020/04/30/state-announces-mobile-testing-underserved-areas/) and expanding testing to “anyone who wants it,” even those without symptoms, at any of the state’s 80 drive-thru testing locations.  Health Department Commissioner Gary Cox said their goal is to test 90,000 Oklahomans during the month of May. They are also dramatically expanding the number of contract tracer staff, from 150 to more than 1000.  How is this going to affect Oklahoma’s response to the pandemic? Not all the news about COVID expenditures has been positive.  On Tuesday reported (https://oklahoman.com/article/5661110/coronavirus-in-oklahoma-state-cancels-ppe-buy-from-company-under-fbi-scrutiny) that the state had canceled a $9.5 million purchase of N95 masks because the FBI was investigating the seller. (This sounds like a bad ebay review.) Basically it sounds like it was a “half now, half on delivery” situation. The FBI said the company possibly had “fraudulent activity” involving Chinese ventilators and that Oklahoma had been specifically identified as a potential victim.  Also on Tuesday, also reported (https://oklahoman.com/article/5661180/coronavirus-in-oklahoma-attorney-general-asks-for-audit-of-health-department) that Attorney General Mike Hunter has requested the state auditor’s office to conduct yet another investigation of the State Department of Health, specifically related to how they’ve been handling COVID-19 related purchasing decisions. How are they making these decisions? Who's the person making most of these decisions? Aside from the FBI-investigated company , what are some other questionable purchasing decisions have been made? Is this really the state’s fault, or is it just because every country in the world is trying to procure these items and most are made in the one country where this all started? In other financial news, the state legislature is expected to reconvene next week to get pass a budget for next year. The problem, of course, is that the state is expected to have between $800M - $1.3B less than this year...but they’re not sure how much. Thats a big variance, and #okleg isn't happy with the Governor’s office. Big cuts to education coming? It took a century long struggle for American women to “win” the right to vote in 1920. And win does not accurately reflect a struggle in which women were jailed and beaten in pursuit of that right. This victory led suffragist Carrie Chapman Cott to establish the League of Women Voters (LWV), a non-partisan champion of voting rights. Now, LWV is convening national conversations about issues from the census to voting to the environment and immigration. And LWV is vigilant about local threats to voting access and rights. It works to prevent gerrymandering, the intentional dilution of political power by one party over another and by majorities over minorities. The LWV is making the structural changes needed to remain powerful and relevant into the future. It is retooling itself into a more inclusive and diverse organization and Alma Couverthie, the new National Organizing Director, is an important part of its evolution. A longtime community organizer, Alma is opening doors to new participants while honoring the contributions of veteran members. When you hear her, you will want to head to LWV.org and get involved. A new study put out by the League of Women Voters finds the vast majority of schools taking in students receiving vouchers are teaching a biblical worldview. Many of those schools are using what's called the Abeka Curriculum, which teaches students the earth was created 6,000 years ago, that climate change is a hoax, and refers to media as the "liberal press," according to study author Bonnie Bechard. She spoke with BPR's Jeremy Loeb. The legislature started the Opportunity Scholarship Program in 2013. It provides taxpayer-funded scholarships to allow children to attend private schools. Critics argue the money should be put towards public schools and not towards private schools that aren't required to adhere to any state standard. The LWV study indicates many of those schools aren't complying with any state standard, and many are pushing a biblical or even political view. Lawmakers are vastly expanding the Opportunity Scholarship Program by $10 million per year, putting its cost over a billion dollars over its 15 year lifetime unless changes are made.

Be sure to check out episode 3: value of nonpartisanship and episode 1: advocacy versus lobbying. Program planning is the first in the process to create an action agenda. For example, Campaign to Make Democracy Work For All from 2016 National Convention. Short summary of the League’s Public Policy Positions and LWV's Impact on Issues 2016-2018. What is the difference between "Program" (positions, action, advocacy) versus hosting programs like events or forums? What is Voter Service? Activities that include educational tools and events that help grow the electorate and help voters make informed decisions at the polls. It is the most sacred nonpartisan work we do. It can include creating voter guides for elections, voter registration, Vote411.org, hosting candidate and issue forums. What is Calendaring? Creating a plan for the year. In Episode 5, we discuss fundraising in the League of Women Voters in this first part of a two-part series, and we share an activist alert and a book recommendation.  League Lingo Moment What is LWV Council? The work of the 2017 council was to help refine the “blueprint” for the League’s organization-wide transformation to strengthen the League of Women Voters’ role in the American elections process by 2020. We discuss the Fundraising Pyramid: Occasional Gifts, Annual Gifts, Major Gifts, Planned Gifts The Art of the Ask: It can feel difficult to make the ask, but having a plan helps ease anxiety.  We need to remember donors are investing in us. We talk about Board Giving. If you serve on a nonprofit board, including the League of Women Voters, give a gift that is meaningful for you. When asked to join a board, be sure to ask what is expected of you in terms of board giving. Fundraising is Relationship-Building. It can feel easier to ask corporations and foundations for money because it is transactional. But time needs to be spent cultivating relationships.  When you ask someone to give, you are inviting them to invest their money to making a difference with League of Women Voters. League of Women Voters volunteers Melissa Currence and Amy Hjerstedt host the What Would Alice Paul Do? Podcast. In this episode, we talk about the difference between advocacy and lobbying. See the Public Policy Positions of the League of Women Voters: http://lwv.org/content/summary-public-policy-positions Lobbying is about supporting or opposing specific legislation. Tips include having facts with you so they can be shared and taken back to convince other legislators join in. The cost of these activities are usually covered by a League of Women Voters "general funds" (a.k.a. 501c4 money). Advocacy include educational opportunity to gain awareness around an issue. Activities can include forums on topics the community cares about. Funding for this type of activities are typically covered by tax-deductible funds (a.k,a., 501c3 money). All eyes are on the upcoming presidential election, but in this week's Politics Ohio we've got more of a local focus. The League of Women Voters of the Greater Dayton Area has several initiatives underway in the next few weeks to help voters get informed. Today we hear from Ana Crawford, Programs Director, with the league to talk about those initiatives. Upcoming Events provided by LWV: 27 Sep: National Voter Registration Day , 10 am - 8 pm, Dayton Metro Library. 27 Sep: Electoral College panel discussion , 6:00 - 8:00 pm, Wright State Univ. Student Union, Rm 186. 11 Oct: Voter registration deadline for fall election . Additional information from the League about voter registration: Over 32,000 voters in Montgomery and Greene Counties were purged from the voter rolls last year, a process allowed by the National Voter Registration Act of 1993 to clear the databases of inactive voters.
