In 2020, pathologist Caroline Muirhead swiped right on a gamekeeper from the Scottish Highlands. Her whirlwind romance with Sandy McKellar led to a quick proposal. But before the wedding, her fiancé confided that years earlier, he and his twin brother killed a man and hid his body. Muirhead was torn between her love for McKellar and her duty to turn him in. Her work with police to gather evidence only drew her further into their drug-and-booze fueled relationship. In this episode of the Dover Download podcast, Deputy City Manager Christopher Parker chats with Planning and Community Development Director Donna Benton and Housing Planner Abby Muirhead about Dover's ongoing housing efforts following their recent City Council presentation. Muirhead reports that Dover permitted over 500 housing units in 2024 and 159 in 2025, highlighting the city's Transfer of Development Rights (TDR) ordinance, which has produced 109 HUD-restricted units. Benton notes that without TDR, Dover would likely see only a handful of new units annually given how built out the city already is. The conversation acknowledges that while the city can encourage density and waive certain fees, market forces drive most costs, with construction running at least $300 per square foot and quarter-acre residential parcels averaging $234,000.Benton and Muirhead discuss the recent accessory dwelling unit workshop, which drew a standing-room-only crowd and covered ADU basics, permitting, construction considerations, and financing. Dover currently has about 80 permitted ADUs, with 13 already filed in 2026. They also touch on Dover's role as a statewide leader on innovative land use policies, partnerships with the Workforce Housing Coalition and Home for All, and the Dover Housing Authority's role as the largest provider of affordable housing locally. Turning Tragedy into Transformation with Patricia Muirhead is a truly inspirational episode of the Business Awards Show. Eve Muirhead OBE is one of the world's most successful curlers, who became Olympic Champion as skip for the British team at the Beijing Winter Olympics in 2022 having carried our flag at the Opening Ceremony.Eve went on to become World Champion in the Mixed Doubles later that year before announcing her retirement from curling as current Olympic, European and World Champion. She was awarded an OBE in the Queen Birthday Honours. Nicola Muirhead is a documentary photographer and visual storyteller from the island of Bermuda, who focuses on long-form projects and portraiture. Her practice is rooted in exploring the lived stories of individuals and communities as they exist in a time and place investigating how we as people construct our own narrative from collective memory, personal traumas, and historic events. Each body of work is undertaken with its own unique approach, incorporating a range of visual tools to convey the complexities of the human experience and the imprint of our stories on the world stage. Her projects are research-led and collaborative in approach, drawing from experts and testimonials of a community to narrate their story and their truth. Moorhead finished her Masters in Documentary Photography and Photojournalism at the University of Arts London in 2017 and is based between London and Bermuda freelancing as a photographer for editorial, portrait and reportage assignments - as well as a visiting lecturer in photography. She is a member of London Creative Network, and Women Photograph, and part of a team of professional photographers running a supportive bi-monthly networking event called Photo Scratch.
