In Shakespeare's play Henry IV, Part 1, Falstaff declares on more than one occasion, “I am a rogue.” Several exchanges between Falstaff, Henry V, and others like Hostess Quickly and Doll Tearsheet, see characters throwing the word “rogue” back and forth as both an insult and a badge of honor.The term connects to a real form of slang underworld language known as rogue cant. Which was a secret, cryptic lexicon, spoken and understood only by criminals. Falstaff and his companions are the closest depictions of criminals in Shakespeare's works. Their roguish behavior includes gathering at the Boar's Head in Eastcheap to plan their crimes and divide their spoils. For the sake of the holiday, I have made this the November 29, 2025 edition. This is the 333rd day of the year, a fact that may or may not have any significance but sounds like a good thing to say. I'm Sean Tubbs, the publisher of Town Crier Productions and the writer behind Information Charlottesville at infocville.com. Most Saturday mornings I present you with several recent stories in audio form, and this week is not one of the exceptions. Though, this edition begins a process of looking back at this year.In this edition:* Legislators have filed the first bills for General Assembly 2026 (learn more)* A new era for public transportation could be underway with the formation of the Charlottesville Albemarle Regional Transit Authority (learn more)* The Rivanna Water and Sewer Authority finds out how much a pump station failure cost to repair (learn more)* Charlottesville rooting out invasive species on city parkland (learn more)Archive stories:* This being Thanksgiving week, there aren't as many fresh stories, so this is a good time to begin the process of looking back. One of the first important stories of 2026 will be when assessments begin to come out. Here's how that sounded in January 2025 when they went up 5.1 percent.* Meanwhile, property assessments in Charlottesville went up 7.74 percent for 2025. In January, Albemarle Supervisors filled a key vacancy. Here's that story.* Charlottesville had a surplus for FY2024 in excess of $22.4 million and some of that funding would eventually go to pay for things such as an office building intended to be converted to a low-barrier shelter for the homeless. Let's go back to January to hear more about that surplus.* There are a lot of quirks to the area and one of them is the 45 acres or so of land in Albemarle County in the Woolen Mills that can only be accessed via the City of Charlottesville. One more story from January.Meta-information for November 29, 2025I did not work on Thanksgiving and I so wanted that streak to continue into the following day. I had a better time than I thought I would, and made a choice to stay in one place rather than be itinerant. I drove back at sunrise and traveled on U.S. 250 approaching Charlottesville from the west. The roads were empty as the sunlight slowly drifted over the horizon. I thought about the many times I've driven that road and how many stories I have written about places that have been built over the last twenty years. When I first moved to this community, I worked on Ednam Drive near the Boar's Head. I would travel there from northern Albemarle by the airport. The house I lived in was torn down to make way for the North Pointe development. Nothing up there looks the same anymore. I wrote stories about the roundabout at U.S. 250 and Route 151. I was part of a collaboration with the Daily Progress where four of us were assigned a stretch of the roadway as it goes from Nelson to Zion Crossroads. All of these forgotten stories flashed through my mind including different places I've been to as a catering server or a friend. There was no traffic but me so I was able to drive slow and go at my own pace. The fight over the Restore-n-Station. The storage unit at the corner with Old Trail. The people who died at the Harris Teeter. The landscaper who had to fight the county to use property just outside the growth area as a business. The construction of another roundabout now underway. That place where my friends used to live off of Gillums Ridge Road. That woman's house in Ivy who hired me to do transcription for a documentary she was making. The fact that I've never been to Duner's and probably never will. The recovery hospital UVA built that I wrote about at a time when I had no idea what happened in places like that. Now I am older and have spent a lot of time with my parents in similar spots. And then an explosion of thoughts as I drove past the Boar's Head where I spent a year and a half in my first real production job. My entire life changed working at that spot. It was too dark to see the renovations at Birdwood. I thought about stopping at the Bellair Market but it may not have been open. I remembered being a volunteer for the Charlottesville Track Club picking up supplies left in Ednam Forest for an organized marathon training.But once I got east of the bypass, suddenly so much change. I remembered the medical building torn down to build another medical building. New buildings on one side of the road constructed close to traffic with a new sidewalk. And then the cinderblock stairwell towers that will make up the Blume, followed quickly by a great expansion of the University of Virginia. The Karsh Institute of Democracy is coming along and the new student housing buildings are coming out of the ground. The Virginia Guesthouse will open up for the first guests next year and UVA awaits funding for the arts center approved earlier this year. Thanksgiving was two days ago, but I want to thank you all again for reading this newsletter and especially thank those who are paying me to keep writing stories. I'm grateful to be able to do this work. I could reminisce all day but I have new stories to write. For this edition, I did begin the process of looking back at 2025. In December I will produce a series of editions from stories from this year. I do this as a way of seeing what loose ends I have to tie up and what I have to look forward to in the next year. There are various ways of referring to the old way of telling time used in Japan that was based on the 12 animals of the Chinese Zodiac. The two most common terms are kojikoku (古時刻) and jūnijishin (十二時辰). Much of the information this episode was based on was gathered from the Japanese-language sources below. Jūnijishin (十二時辰) This is the Japanese-language Wikipedia entry. 昔の時間の古時刻・十二時辰とは？初刻や正刻の鐘の意味は This is an in-depth article focusing on the old system used in Japan for telling time. Although it is not as thorough as the Japanese language articles above, the Japan Times article below does give some general information on the old Chinese Zodiac based system of telling the time that Japan used to use. Telling time with animals In the Chinese Zodiac-based way of telling time the day would start with the hour of the rat (ne no koku) and end with the hour of the boar (i no koku). Below you can see the terms used for all 12 animals/time divisions) and what two hour block each corresponds to. Also it should be noted that both English and Japanese-language sources are unclear on when exactly each two hour block of time begins. In general sources go with wording like "between 11 and 1," thus I have been unable to determine with 100% certainty if, for example,  the last minute of the hour of the rat is 12:59 (which seems more likely) or 1:00. Ralph devotes the entire program to challenging the “official” count of 60 thousand fatalities reported so far in the genocide Israel, aided and abetted by the United States, has perpetrated on the Palestinians in Gaza. First, Dr. Feroze Sidhwa, who volunteered twice in Gaza hospitals, presents the various studies that revise estimates into the hundreds of thousands. Then weapons expert, Professor Theodore Postol, backs that up with his knowledge of the destructive power of the weapons being used and the photographic evidence of the rubble.Dr. Feroze Sidhwa is a trauma, general, and critical care surgeon. He has volunteered twice in Gaza since 2024 and three times in Ukraine since 2022. He has published on humanitarian surgical work in the New York Times, Politico, and the Journal of the American College of Surgeons.I've made my point clear month after month that I believe the death toll is now well over 500,000. And it's important to have an accurate death toll to respect the Palestinian dead and to intensify diplomatic, political, and civic pressures from around the world (and particularly from the White House and Congress) to cease fire, to let the humanitarian trucks that are already at the border in (with food, medicine, water, hospital supplies), and to make sure that this conflict is resolved safely.Ralph NaderIt certainly seems that every single international expert on the topic does think that this is a genocidal attack, so I don't see any reason to disbelieve what they're saying. If you're deep in the rubble heap, your chances of surviving are near zero.Professor Theodore PostolNews 8/15/25* New Bureau of Labor Statistics Consumer Price Index data shows Trump's new tariff regime has resulted in significant increases in tariff-sensitive staple consumer goods. Some startling price spikes include a 38.9% rise in the price of vegetables, 14.5% increase in the price of coffee and an 11.3% increase in the price of beef and veal. Beyond food, electricity is up 5.5%, rent and shelter is up 3.6%, and health insurance is up 4.4%. These increases are sure to be politically unpopular, as Trump campaigned on bringing down inflation and the price of groceries. The reporting of this data also raises questions about Trump's response, given his response to the recent negative BLS data reporting on new job creation.* Speaking of job creation data, while the U.S. only reported the creation of 73,000 new jobs in July, Mexico, under left-wing economic nationalist president and AMLO successor Claudia Scheinbaum, created over 1.26 million new jobs in the same month, according to Mexico News Daily. Furious about the jobs report, Trump forced out the head of the Bureau of Labor Statistics and is now seeking to install right-wing economist EJ Antoni. According to the BBC, economists have said his “economic commentary [is] rife with basic mistakes.” Antoni, kowtowing to Trump, ​​has proposed ending the monthly jobs report. Antoni would need to be confirmed by Senate Republicans, who have expressed some trepidation about his appointment, but whether that will be enough for them to stand up to Trump on this appointment seems unlikely.* In more domestic economic news, Jacobin reports corporations are experimenting with a new method of worker exploitation – so-called “stay-or-pay” contracts. According to this article, millions of employees – from nurses to pilots to fast food workers – are, often unwittingly, being “inserted into…restrictive labor covenants [which] turn employer-sponsored job training and education programs into conditional loans that must be paid back — sometimes at a premium — if employees leave before a set date.” These contracts, known as Training Repayment Agreement Provisions, or their acronym TRAPs, have become a major new battleground between corporate interests and groups fighting for labor rights, including unions and regulators. However, with Trump administration efforts to rollback even the modest labor protections promulgated under the Biden administration, the possibility of any federal intervention on behalf of workers seems remote.* In more Trump-related news, the occupation of Washington, D.C. has commenced. Trump has deployed federal agents, including officers with the Department of Homeland Security and Drug Enforcement Administration, as well as National Guard troops, to patrol the streets of the capital. Some of these deployments seem to be mostly for media spectacle; feds have been seen patrolling tourist areas like the National Mall, Union Station and Georgetown, but others have been going into District neighborhoods and harassing District residents for smoking on their own property. Moreover, while Trump has said "Our capital city has been overtaken by violent gangs and bloodthirsty criminals, roving mobs of wild youth, drugged-out maniacs and homeless people," the Justice Department has in fact announced that this year violent crime in Washington has hit a 30-year low, per NPR. Trump is restricted to a 30 day takeover of the District by law, but is seeking to extend this window through Congress.* As usual, even as Trump claims to be cracking down on crime, his administration treats corporate crime with kid gloves. Despite major news of corporate misconduct this week – including the reopening of a Boar's Head facility shut down earlier this year due to a listeria outbreak despite ongoing sanitation issues and an explosion at the Clairton Coke Works in Pittsburgh that left at least two dead and ten injured – a new Public Citizen report shows the extent of the administration's soft-on-corporate-crime approach. According to this report, “the Trump administration has already withdrawn or halted enforcement actions against 165 corporations of all types – and one in four of the corporations benefiting from halted or dropped enforcement is from the technology sector, which has spent $1.2 billion on political influence during and since the 2024 elections.”* Turning to Gaza, the Financial Times reports, “Israel has killed…prominent Al Jazeera correspondent [Anas Al-Sharif] in Gaza and four of his colleagues…in an air strike targeting them in a media tent.” This report notes the Israeli military “took credit” for the strike after “months of threats and unproven allegations that [the journalist] was the head of a Hamas cell.” The Committee to Protect Journalists called these claims an attempt to “manufacture consent for his killing.” The network called this move a “desperate attempt to silence voices in anticipation of the occupation of Gaza.” Anas Al-Sharif was a prominent journalist in the Arab world and was part of a Reuters photo team who won a Pulitzer Prize in 2024. Israel has already killed six Al Jazeera reporters in Gaza prior to this strike.* Meanwhile, in Egypt, President Abdel Fattah El-Sisi last Tuesday issued his harshest criticism of Israel thus far, accusing the nation of prosecuting “a war for starvation, genocide, and the liquidation of the Palestinian cause.” Yet, according to Drop Site News, Sisi's comments came just days before an announcement that an Israeli company will begin supplying Egypt with vast amounts of gas. This $35 billion deal between Egypt, neighbor to Israel and Palestine and the largest Arab nation, and Israeli energy company NewMed is the largest export agreement in Israel's history. This deal adds a new dimension to other comments Sisi made in those same remarks, wherein he defended Egypt against criticism for “not opening the Egyptian side of the Rafah border crossing to allow in aid.” It remains to be seen whether the genocide comments represent a new chapter of Egypt-Israel relations, or whether they are just a smokescreen to cover Egypt and Israel's increasing economic interdependence.* In Palestine news from the homefront, Semafor reports the Democratic National Committee will consider two dueling resolutions on Gaza at their meeting this month. According to Dave Weigel, one, introduced by DNC Chair Ken Martin would “[urge] a ceasefire and a return of hostages held by Hamas,” along with a reaffirmation of the increasingly far-fetched two-state solution. The other, introduced by a DNC member on the progressive flank of the party, calls for “suspension of military aid to Israel” and recognition of a Palestinian state. The latter resolution has drawn the ire of Democratic Majority for Israel, a political organization that aims to keep the Democratic Party firmly in the pro-Israel camp. DMFI's president, Brian Romick, is quoted saying that resolution would be a “gift to Republicans” and would “embolden Israel's adversaries.”* In more positive foreign affairs news, Jeremy Corbyn's new party in the United Kingdom appears to be gaining steam. A string of polls indicate the party could win the seats currently held by several high-profile Labour Party MPs, including Health Secretary Wes Streeting and now-resigned Homelessness Secretary Rushanara Ali. Most shockingly, it seems they could even win Holborn and St. Pancras, the seat currently held by Labour Party Prime Minister Keir Starmer. If this Corbynite wave does ultimately crest, it would be a stunning reversal of fortune after the Starmerite Labour Party expelled the former Labour leader in 2023.* Finally, AOL announced this week that they will end their Dial-up internet service in September, Ars Technica reports. AOL launched their Dial-up service in 1991, helping to usher in the era of widespread internet adoption. While this may seem like a natural step in terms of technological advancement, US Census data from 2022 shows that approximately 175,000 American households still connect to the Internet through dial-up services. As this article notes, “These users typically live in rural areas where broadband infrastructure doesn't exist or remains prohibitively expensive to install.” In effect, this move could leave these rural communities completely without internet, a problem compounded by the Trump administration's decision earlier this year to “abandon key elements of a $42.45bn Biden-era plan to connect rural communities to high-speed internet,” per the Guardian. Kate Ames is the Owner and Operator of Baller Foods. Chef Kate grew up foraging, fishing, and camping in Terrace, British Columbia. From a young age, she was drawn more to the arts than the sciences. In high school, she took “easy” academic classes like English and French correspondence during the summer to free up her schedule for the subjects she loved most—foods, choir, band, art, yearbook, and theatre.Kate began cooking at a young age after moving out and getting married at just 18. Over two years, she vended at community events, music festivals, weddings, and schools, eventually expanding into a full-fledged food truck operation.Since then, it's been “balls to the wall.” From May to October, Kate focuses on contract events, travels to northern B.C. music festivals—including Valhalla and Riverboat Days in Terrace, Midsummer in Smithers, ArtsWells near Quesnel, and Robson Valley Music Festival in Dunster—and serves outlying communities such as Quesnel, Vanderhoof, and Mackenzie. She also continues to grow retail sales, with products now available at PG Urban Shroomery and soon at Blackwood Gifts.To improve visibility, Kate has partnered with CO-OP and Superstore and has a regular setup at the Chevron Cardlock in the BCR site. She posts her monthly event schedule and weekly updates on Facebook and Instagram, encouraging followers to set alerts so they never miss where she'll be parked.In the off-season (October to May), Baller Food shifts its focus to hot lunch programs at local schools, event catering, and hot-and-ready meals. This fall, Kate will also launch cooking classes for kids at the South Fort George Family Resource Centre, continuing her mission to nourish and inspire the community through food.
