Tolu Minerals Ltd (ASX: TOK) managing director and CEO Iain Macpherson joins Jonathan Jackson in the Proactive studio to discuss the start of an airborne mobile Magneto Telluric (MT) survey program over its Papua New Guinea (PNG) gold, silver and base metal projects, starting with the Tolukuma Mining Lease. The survey, conducted by Expert Geophysics Limited (EGL), aims to provide electrical resistivity imaging to a depth of 1 kilometre and near-surface conductivity information to define geological structures related to mineralisation. The Tolukuma survey will cover 2,500 square kilometres, followed by a 200 square kilometre survey over nearby Ipi River EL2780. EGL will then survey the Mt Penck EL 2662 on New Britain, covering 185 square kilometres. The program will assist in identifying new geophysical targets, enhancing Tolu Minerals' database of technical information. Resistivity data from the airborne MT will be modelled to guide drill targets' depth and location. Tolu expects to interpret new targets requiring ongoing geological mapping, sampling and drill testing. Macpherson expressed satisfaction with the survey's commencement, highlighting its role in defining new gold and copper targets and informing the company's evolving exploration strategy. Higher free cash flow, higher recovered grades, higher production and higher received gold price have been reported by Harmony Gold in its operational update for the three months ended September 30, the first quarter of the JSE-listed gold mining company's 2024 financial year. Group operating free cash flow in the quarter rocketed by 278% to R3 236-million on higher recovered grades at the Mponeng and Moab Khotsong gold mines in South Africa and by a strong quarter at Hidden Valley in Papua New Guinea (PNG). "The first quarter saw a continuation of the strong operating performance across all our operations," Harmony stated in a release to Mining Weekly on Monday, November 13. High-grade South African underground operations contributed 53% towards group operating free cash flow and the PNG mine 22%. The initial quarter of Harmony's new financial year has been sufficiently buoyant to give confidence that annual guidance of 1 380 000 oz to 1 480 000 oz will be produced in the full year. All-in sustaining costs (AISC) below R975 000/kg and underground grade of 5.6 g/t to 5.75g/t are forecast. Highlights for the three months ended September 30 include a 17% increase in total quarterly gold production to 425 130 oz, compared with 363 336 oz the same three months of corresponding period of Harmony's 2023 financial year. AISC for the quarter was $1 404/oz was 7% improved and quarterly gold revenue was 33% higher at R14 781-million on an 18%-higher rand gold price received of R1 127 208/kg. Underpinned by the high-grade Mponeng and Moab Khotsong mines were 18% higher recovered grades to 6.29 g/t from 5.35g/t. owing to entry into the high-grade 'Big Red' part of the orebody. Silver production from Hidden Valley jumped by 55% to 993 914 oz and the average silver price received rose by 35% to $23.59/oz, taking revenue to R433-million. Production of uranium, a by-product of the gold extraction process at Moab Khotsong, leaped by 50% to 154 420 lb and uranium sold by 116% to 205 000 lb. Year-on-year, the average uranium price received increased by 24% to $58.21/lb, resulting in uranium revenue of R223-million for the quarter. Harmony's key gold projects in execution include the tailings storage facility expansion at Mine Waste Solutions and the Zaaiplaats project, which is the life of mine extension at Moab Khotsong. Harmony looks forward to working with Newmont as it continue with the permitting of Wafi-Golpu in PNG. Sustainability is informing the updating the feasibility study for the Eva Copper project in Australia, where a key project consideration is to include the supply of renewable power in the project plan. The sequencing of capital expenditure is expected to remain largely unchanged, with comfortable levels of capital intensity alongside a robust balance sheet. Regarding health and safety, Harmony is deeply saddened by three colleagues - Amahle Nodangala, a rock drill operator and Luvuyo Sangeni, a development team member, both from Kusasalethu in Gauteng, and Mlandelwa Zide, a scraper winch operator from Tshepong North in the Free State - losing their lives in two separate fall-of-ground events.

South Africa's Harmony Gold on Thursday expressed excitement at the prospect of working with the Newmont team as its new Wafi-Golpu Joint Venture (JV) partner in Papua New Guinea (PNG). Denver-based Newmont closed its roughly $15-billion acquisition of Newcrest Mining on Monday, ending a nearly year-long effort to buy the Australian gold mining company. "As the largest gold mining company in the world, Newmont is an excellent partner with great credentials," Harmony investor relations head Jared Coetzer commented in response to a Mining Weekly request. "As it relates to the permitting of Wafi-Golpu, nothing has changed and we now look forward to working with Newmont to ensure that this project is brought to fruition, creating value for all stakeholders. "Until now, we have not been in any operating partnerships with Newmont but we will continue the close working relationship we established with Newcrest through the JV. "It is encouraging that ex-Harmonites and many South Africans are working at Newmont. Their CEO, Tom Palmer, is familiar with South African mining, as he worked in South Africa for close to six years, and Alwyn Pretorius, who was recently announced as country manager for PNG by Newmont, was the COO at Harmony from 2008 to 2015," Coetzer added Mining Weekly understands that with the takeover of Newcrest, Newmont will operate 20 mines in 11 countries. The move reportedly boosts the company's gold output to an estimated 8.5-million ounces a year while significantly increasing its exposure to copper. "Our attention now turns to safely, efficiently, and responsibly integrating Newcrest's assets and people into Newmont's proven operating model, so we can accelerate the delivery of our value-focused strategy for all our stakeholders," said Palmer, following this week's takeover announcement.

Gold mining company Harmony estimates that it will achieve total cumulative net present value savings of R3.6-billion from its three solar power projects, one of them already generating 30 MW of clean, green energy. To reduce its carbon footprint, the JSE-listed Harmony, headed by CEO Peter Steenkamp, has been building and commissioning renewable energy projects at its South African operations since May 2022. Harmony's decarbonisation strategy is guiding operations to net zero greenhouse gas emissions by 2045 along a transition pathway that includes energy efficiency, portfolio re-engineering, electricity mix, improvement adaptation and decarbonisation of the transportation sector. Within host communities, Harmony, chaired by Dr Patrice Motsepe, is working with the Federation for a Sustainable Environment to build a resilience to the impacts of climate change. The savings from the phased introduction of these projects is detailed in Harmony's latest Environmental Social Governance Report, which shows a total of 223 MW solar power over three phases being augmented by 140 MW of wind power in a fourth phase. A 30 MW solar plant commissioned for Tshepong, Nyala and Eland in May at a capital cost of R5-billion, is expected to save R340-million over 15 years as it takes 62 000 t/y of carbon out of the air. The construction of the second-phase 137 MW solar project under way for supply to Moab Khotsong, Great Noligwa and Noligwa gold plant in 2025 at a capital cost of R2.5-billion, will save R2.5-billion over 15 years. Capital of R1.7-billion will be invested for the first 100 MW, and the remaining 37 MW will be allocated to an independent power producer to collectively eliminate 4.6-million tonnes of carbon over 25 years. Funding for its decarbonisation strategy is facilitated by Rand Merchant Bank, African Clean Energy Developments, African Infrastructure Investment Managers, Mahlako Energy Fund, Absa and Nedbank. The facilities, amounting to R4-billion, include a R1.5-billion green loan for the second phase of the renewable energy programme. Harmony's current assets are predominantly deep underground mining operations, which are more energy intensive than surface mines and account for 89% of the group's total electricity consumption in its 2023 financial year. In South Africa, energy accounts for about 19% of operating costs. PAPUA NEW GUINEA More diesel power than grid power is being used at Hidden Valley in Papua New Guinea (PNG) following a drought constraining PNG Power's hydropower capacity. Water in Yonki dam, serving the Ramu hydropower station, was critically low for most of the year and smaller run-of-river hydropower plants were also restricted to 30% of normal supply to the Ramu grid. This led to intense loadshedding until the hydropower generation recovered. However, commissioning of the 11.6 MW Baime hydropower plant owned by PNG Forest Products in March augmented PNG Power supply. In Australia, Harmony is assessing alternative power supply options and mixes for Eva Copper, including the integration of renewables into project design and future opportunities related to the Queensland government's CopperString project. The May 2020 Eva Copper feasibility study and December 2021 update, prepared before Harmony acquired the copper asset, proposed gas-fired power as the life-of-mine solution for the project. However, in keeping with its climate change commitments, Harmony is revisiting its power source and energy mix as part of a detailed review and optimisation study. Alternative power supply options and mixes are being assessed, including integration of renewables into project design and future opportunities related to the Queensland government's CopperString project. Gold mining company Harmony Gold on Tuesday announced a programme to improve the human dimension of safety and productivity by combining cultural transformation with technological advancements. The target of the Safety 300, or S300, programme is to safely lift the output per mining crew from the current average of 260 m2 per crew per month to 300 m2 per crew per month. (Also watch attached Cramer Media video.) Investing in grade is also poised to drive down costs over time, with Harmony's experience in operating in higher inflation environments allowing an 8% cost inflation level for planning amid experiencing a below-inflation 6% rise in fixed wages in its 2022 financial year. As a percentage of South African cash costs, the labour cost has fallen 2%, from 60% to 58% in the 12 months to June 30. To manage higher Eskom electricity tariffs, Harmony has an initial 30 MW solar project under construction in the Free State and a far larger 130 MW renewable energy plant on the way. Mines affected by the higher diesel prices are very much in the minority – Hidden Valley in Papua New Guinea (PNG), and in South Africa, the opencast Kalgold mine and mechanised Target 1 mine. The margins from the large underground Moab and Mponeng mines as well as the surface operations provided a production profit of R9.5-billion. The once-troubled underground Kusasalethu mine returned more than R800-million in free cash, and additional controls at Hidden Valley have reduced the risk of another conveyor belt failure. “In addition to investing in our grade, investing in our people is delivering meaningful returns,” said Harmony CEO Peter Steenkamp during the company's dividend-yielding presentation of results for the 12 months to June 30. A final dividend of 22c a share on top of the interim dividend of 40c a share took the total for the financial year to 62c a share. “There is a clear link between execution excellence and productivity. Some of our crews are already mining at 700 m2 per crew per month, so there's a significant opportunity to improve overall productivity. “S300 is humanity at work. It's about developing the human part of our business to achieve the art of the possible,” said Steenkamp. During question time, Nedbank market research head Arnold van Graan requested that the S300 programme be outlined in practical mining terms and asked how the 10% to 15% increase in productivity would be achieved. In response, Harmony COO South Africa Operations Beyers Nel elaborated on the company's detailed plans to optimise output at the rockface, fine-tune shift cycle, and implement appropriate technologies in narrow-reef underground mining environments. “Productivity improvement is identified as a clear aspect of our business that we are looking to improve. In a growth environment, productivity is a fairly cheap improvement if you can realise it,” said Nel. “At the moment, our run rate is about 260 m2 per crew per month and we're looking to improve that to S 300, or 300 m2 per crew monthly. “We've got a well-resourced business improvement platform now going in Harmony in the South Africa exco office,” added Nel, referring to the slide displayed showing facetime optimisation, shift cycle optimisation and the responsible use of technologies. Faster drilling rates are being targeted to increase safe, quality blasts per day. “So it's not rocket science. It's real practical mining stuff, and if you look at our output per crew, although their average is around 260, you've got crews doing 200 and crews doing 700, so it's basically moving that mean to the 300 through well-resourced, well-equipped and safe work. “A crew in good environmental conditions is a productive crew and we're working really hard on the South African operations to grow the business in the South Africa context around productivity improvement and driving the costs down with some higher grades that we're also targeting,” said Nel. Harmony Gold, which met its yearly production guidance in the 12 months to end June against strong odds, is continuing to “mine with purpose”, which includes leaving a cleaner and healthier planet. Harmony CEO Peter Steenkamp said headwinds had again been turned into opportunities, with the “phenomenal grit and perseverance” displayed in financial year 2022 (FY22) placing the company in a “strong position” to create further value for all its stakeholders. Delight was expressed about Phase 1 of the renewable energy programme being underway, along with the securing of a R1.5-billion green loan for the rollout of Phase 2, which is linked to being net-zero by 2045, de-risking operations and improving margins. “Not only did we meet our annual production guidance, but we took a bold step forward on our decarbonisation journey, and finished this financial year on the front foot, confident and with good momentum,” stated Steenkamp, who expressed confidence that the company's brownfield and greenfield project pipeline, alongside the renewable energy projects, would ensure continued value creation for shareholders and stakeholders. The JSE-listed gold mining company described itself as managing costs aggressively while progressing key brownfield projects. A comprehensive update on capital expenditure is scheduled to be released on August 30, as part of the presentation of FY22 financial results. Regulatory approvals are in hand to proceed with the Kareerand tailings expansion project at Mine Waste Solutions, in the Vaal river area as the low-risk South African surface retreatment business continues to contribute meaningfully to production and cash flow. Operational plans for FY23 include weighing up investment in lower-risk assets to be able to realise meaningful returns in the current economic environment. Harmony's risk-based approach to creating a sustainable company through responsible stewardship, operational excellence, value-accretive acquisitions and capital allocation has improved the quality of its portfolio and diversified its revenues across: South African underground assets; South African surface low-risk, high-margin, long-life assets; and international Papua New Guinea (PNG) operations. Harmony's Hidden Valley mine, in PNG, has resumed full production after the overland belt failure in January 2022, with good prospects for FY23. CLOSURE OF BAMBANANI MINE The closure of Harmony's over 50-year-old Bambanani mine, near Welkom in the Free State, has highlighted the company's deployment of environment, social and governance, or ESG, principles as jobs were maintained and wealth distributed to the surrounding communities by extending its life-of-mine by more than 20 years. In the end it was seismic risk and safety taking precedence over production that eventually brought Bambanani to a close. Job and skills retention will be brought about by highly skilled Bambanani crews being deployed elsewhere within the group. The embrace of a culture of safety across all operations is underpinned by a humanistic approach integrated into an optical character recognition system, work note tool and missing person's locator, to ensure that high-quality data, controls and the right safety culture are deployed across the group. Changing the hearts, actions and minds of all employees to avoid complacency and proactively derisk is being emphasised to achieve zero harm. “We have achieved some extraordinary safety milestones as a company and indeed as an industry,” Steeenkamp stated in a release to Mining Weekly. This is a special Women in Politics  series for the  Australia-PNG Network, in which the Lowy Institute's Jessica Collins sits down with prominent women from Papua New Guinea (PNG) to discuss the deep-seated challenge of women's political representation in PNG. In this fifth and final episode of the series, Jessica speaks with Dame Carol Kidu, about the discrimination and disadvantage experienced by indigenous Papua New Guinean women as they seek to get elected. Carol is one of seven women who served in PNG's National Parliament. She also managed to get re-elected twice, despite half of all politicians losing their seat at every election. Carol's tenure as a politician is remarkable, but she said her husband's legacy and her European background helped secure ongoing community support. She often heard from her community, “We don't mind you being here, but we don't want our own women here [in parliament].” Carol talks us through the issues that are increasingly disadvantaging women during campaigns, such as bloc voting and tribal intimidation, campaign or cell houses, violence, and financial barriers. Anneliese Austin is an environmental science graduate from Southern Cross University who is currently working with Bees for Sustainable Livelihoods, conducting her PhD research on gender equity in beekeeping in Papua New Guinea (PNG) and Fiji. She was motivated to pursue a career in agricultural research for development after being offered an opportunity as an undergraduate student to be a part of an ongoing Australian Centre for International Agricultural Research (ACIAR) project. This ongoing project aims to support rural smallholder beekeepers, government, and development agencies to create more sustainable, equitable, productive, and profitable Pacific honey bee industries. Family is the basic foundation for social and economic development across the world, and particularly in Papua New Guinea (PNG). However, this foundation is often challenged by family and sexual violence (FSV). In order to support policymaking that fosters healthy, safe and secure families, research was conducted in Lae in 2018 and 2019 to better understand men’s and women’s perspectives of FSV. Joshua Goa and Dunstan Lawihin of the University of Papua New Guinea discuss the research findings including men’s perspectives of the effects of FSV on their families; how men’s and women’s access and responses to recently established services and laws differ; men’s roles in addressing FSV and its effects on school children; and the strategies men have used for a harmonious home. Papua New Guinea (PNG) has 8 million people, 800-plus languages and over a thousand cultural groupings. Understandably, running the PNG state can be more than difficult, amplified by a swelling resource sector and huge challenges around health, education and security. But not all is an uphill battle. Over the years I’ve been enthusiastic about economic growth in PNG and the opportunities that it can deliver. From the unusual benefits of PNG’s Westminster system to skirmishes on the Indonesian border, and property rights to Bougainville independence, I hope you enjoy this primer on an interesting nation close to home.

CIPE Country Coordinator in Papua New Guinea Eli Webb discusses the challenges facing women in Papua New Guinea (PNG) and the work being done to empower women from all levels of society. Web talks about efforts being made to bolster women’s rights in the country where she says 98 percent of women have been victims of gender-based violence. She discusses legal reforms and development programs that address the issue. Webb also talks about “good news” stories of positive achievements that are being made. Creating economic opportunities for women is another key element of development work in the country. During his recent confirmation hearing before Congress, Secretary of State Rex Tillerson noted the importance of women’s empowerment programs in Papua New Guinea. Webb discusses the international community’s focus on PNG and the work that CIPE is doing to help women succeed by supporting establishment of a women’s chamber of commerce and a women’s business resource center. Webb tells inspiring stories of women being helped by the Center, including illiterate women who are brought to the Center by their husband’s to access training opportunities.

Dominic and Cymene talk Trumpism vs. Reaganism and whether we are somehow cycling back to the "culture wars" on race, gender and sexuality from the 1980s. We drop a (conspiracy?) theory about climate denial and then (16:15) share our recent conversation with J.C. Salyer and Paige West about their work in Papua New Guinea (PNG). J.C. is a lawyer and anthropologist who works as the Staff Attorney for the Arab-American Family Support Center and as an Assistant Professor of Practice at Barnard College, Columbia University. His legal practice focuses on immigration and his research focuses on migration and human rights. Paige is the Claire Tow Professor of Anthropology at Barnard College and Columbia University, she has conducted research in Papua New Guinea for twenty years and is the co-founder of the Papua New Guinea Institute for Biological Research. Paige talks to us about her latest book, Dispossession and the Environment: Rhetoric and Inequality in Papua New Guinea (https://cup.columbia.edu/book/dispossession-and-the-environment/9780231541923), in which she explores how rhetoric of the PNG's alleged "savagery" operates as a mode of dispossession in domains like tourism, conservation and resource extraction. We discuss how racism and imperialism impacted PNG historically and how some of these ideas filtered into classic anthropological theory. Paige explains how the arrival of the natural gas industry in PNG helped prompt her to write the book and how gas has helped transform PNG's capital, Port Moresby, into one of the most cosmopolitan cities in the world. Then we turn to their current collaborative research focused on Australia's (insane) plan to divert asylum seekers to the Manus Regional Processing Centre in PNG. They explain how this plan activated the long history of colonial relations between Australia and PNG but also miscalculated the extent of PNG's contemporary connectivity to the rest of the world. We talk about the blurring distinction between different causes of migration (war, economy, climate change) and they argue that the Manus plan should be viewed as an experimental venture that reveals how states like Australia intend to handle increasing refugeeism in the future. J.C. & Paige discuss their sense of why it's important to develop new categories and ways of thinking for engaging the Anthropocene and the teaching projects they've developed to accomplish that goal. We close on the networks and projects needed to move climate action forward in the Trump era even as we grapple with the genealogies of dispossession and racism that have formed white working class America.
