In the decade that followed the Great Financial Crisis, inflation rates remained low and steady, and in some cases even threatened to turn negative, as economies around the world struggled to recover. This era came to an abrupt end in recent years following the double economic shocks of the COVID pandemic and Russia's invasion of Ukraine. Many central banks and senior policymakers were caught on the back foot as inflation rates soared to levels not seen for nearly half a century in some countries.Although rates have since come down from those highs, they're still proving tricky to completely get under control, causing concern among some observers. This week on The Inquiry, we explore what inflation is and where it comes from, what's been happening in recent years, and what the outlook might be.Presenter: Tanya Beckett Producer: Ben Cooper Researcher: Katie Morgan Technical producer: Richard Hannaford Production Co-ordinator: Liam Morrey Editor: Tara McDermottContributors: Stephen D. According to the U.S. Bureau of Labor Statistics (BLS), careers in STEM (Science, Technology, Engineering, and Math) are expanding faster and pay better than other careers. STEM opportunities abound in Utah, one of the top 10 states for tech job growth, net tech employment concentration, and net tech employment job gains in 2020. Yet, despite the abundance of STEM opportunities, Salt Lake City was ranked 43rd among other metro areas for “STEM-Friendliness,” a metric that, in part, considers the gender disparity in STEM field occupations and degrees. Nationally and locally, fewer women obtain STEM-related college degrees and work in STEM-related occupations, and they leave STEM careers once employed at disproportionate rates compared to men. Hence, the US and Utah STEM workforce remains predominately male.Recently, the Utah Women & Leadership Project published a research snapshot on Utah women and STEM. The report explored first, current STEM employment data; second, possible reasons for the STEM gender gap; and third, ongoing efforts to increase diverse participation and success in STEM fields. Dr. Susan Madsen, Founding Director of the Utah Women & Leadership Project, is joined by Rebecca Winkel, lead author on the report and Senior Economic Advisor at American Petroleum Institute (API).Support the show

The impact of Evan's career at the FCC was recognized last year, when he was awarded the 2021 Paul Volcker Career Achievement Award for pioneering the use of spectrum auctions. To get an idea of what Evan has accomplished and to introduce the discussion, let me read the first couple of paragraphs from the citation. “During more than three decades as a Federal Communications Commission economist, Evan Kwerel has been a key driver of America's wireless revolution, establishing the first-ever competitive auctions to allocate public airwaves for the transmission of sound, data, and video across the country while raising billions of dollars for the government. The market-based FCC auctions of electromagnetic spectrum, the radio frequencies that carry voices between cell phones, television shows from broadcasters and online information from one computer to the next, were conceived and implemented by Kwerel based on many of the theories of 2020 Nobel Prize-winning economists Paul Milgrom and Bob Wilson. Since the early 1990s, a total of 107 FCC spectrum auctions have generated more than $200 billion in revenue for the government. After winning the Nobel Prize, Milgrom wrote that ‘Evan's individual contributions were so major that it would have been appropriate for him to share this prize.'”

The New Zealand Initiative has released a report on climate change called the Pretence of Necessity. It's been written by a bloke called Matt Burgess who used to be Bill English's Senior Economic Advisor for 4 years and has a long history working on public policy, competition, governance and network industries including electricity, gas and telecommunications and infrastructure for both the government and private industry. In it, he says that at May's Budget, the government will commit $4.5 billion to new spending on climate change, more than $2,000 per household and it will not reduce our emissions at all. His argument is we already have a cap-and-trade framework. We cap the total emissions and then we trade the spare with the Emissions Trading Scheme. So, if we launch a new policy to reduce a specific emission then the credits earned will then get transferred to other emission sectors. Meaning that overall, we get no gain at all. James Shaw will join me later to dispute this but the claims ring true with me. After all, so far nothing has worked and New Zealand emissions have increased year after year after year. I'd like to see emissions lowered. We have a finite world and we don't need to fill it full of exhaust. But I also know the whole world is run on energy and apart from hydro and wind it all comes from burning stuff. So, when we cap emissions, we're asking somebody to burn less stuff. But ever since the Emission Trading Scheme emerged as the world-wide tool to lower emissions, I've realised that it's a failed scheme, a market dreamt up by academics, a scheme that doesn't reduce emissions just moves them around a bit. Along with offsets it's created Never Never Land. A world where people make themselves feel good by transferring their energy use to someone else. The mindset hit its nadir when Coldplay announced their last world tour would be the world's first carbon-neutral concert tour. Which meant that the band still jetted around the world in their aeroplanes, consuming vast amounts of electricity at each show, while showering confetti over a hundred stadiums but claim it's all good for the planet because they plant forests all over the show. There's only one way to cut emissions and that's to cut emissions. And the only way to cut emissions and keep the planet working is to develop a clean way to power it. Everything else is virtue signalling and blame-shifting.

The gender wage gap is the difference between what women and men earn for performing full-time, year-round paid work. In Utah, women earn approximately 30% less than men, ranking close to last in most state comparisons. In October of 2021, the UWLP published a research snapshot on the gender wage gap in Utah, updating the original report that was released four years ago. This episode explores some of the highlights of the report with Dr. Susan Madsen, Founding Director of the Utah Women & Leadership Project; Rebecca Winkel, Senior Economic Advisor for American Petroleum Institute; and Dr. Emily Swensen Darowski, Assistant Librarian in the Lee Library at Brigham Young University. Managing the airwaves is arguably the FCC's most important function. Nearly every commercial device that transmits a wireless signal on a radio frequency, from AM radios to satellites to 5G cell phones, must comply with our rules, from licensing to interference. The way the FCC manages and licenses the radio spectrum has changed dramatically since the agency's inception in 1934. And while today's spectrum auctions may seem logical and obvious to many, that wasn't always the case. How has spectrum management evolved over time and what has that meant for consumers and the development of technology in the U.S. and around the globe? Evan is joined by Evan Kwerel, Senior Economic Advisor in the FCC's Office of Economics and Analytics. (Disclaimer)

Part 1 of 3 Mini-Episodes UPDATED INTRODUCTION Since this episode and the subsequent two episodes (Episodes #12, #13, #14) were recorded in March 2nd, 2020, the COVID 19 crisis has accelerated dramatically internationally and especially in the United States. The context of these interviews are "pre-crisis" and the ideas discussed regarding real estate markets and business in a relatively "normal" economy. The current environment basically puts most of this, other than historical perspective, "on hold." If Spencer and I were to rerecord this series of interviews, the content and perspective would be significantly impacted. Nevertheless, the overall concepts and suggestions made are worthwhile considering with the idea that much will be reconsidered. To add some contrast, I am adding a link to CBRE's recent webcast called "COVID-19 Impact on Commercial Real Estate" . This addresses the impact, as of March 18, 2020.
