Peter Lewis, Francois DeJohn and Trevor Large join Santa Barbara Talks with Josh Molina to talk about the proposed Community Benefit Improvement District. The proposed CBID would enhance safety and cleanliness on State Street. The purpose of the proposed Community Benefit Improvement District (CBID) is to ensure the future economic vitality of downtown. This initiative aims to assess property owners within the proposed district to independently fund and direct special benefits to address cleanliness, safety, beautification, maintenance, identity, and placemaking, beyond what the City currently provides. The Downtown Organization of Santa Barbara, the Santa Barbara South Coast Chamber of Commerce, and the CBID Steering Committee are putting forward this important initiative. Formation of the CBID would provide property owners and business community members in the district with a unified voice to advocate for the district, collectively liaise with the City, and independently manage the use of funds to their benefit. Assessments on real property within the proposed district will fund enhanced benefits to attract new customers, businesses, residents, and appeal to visitors throughout downtown. Huge amounts of money have been allocated by the government under the Infrastructure Law as well as the Inflation Reduction Act. So how do local recipients ensure that the funds actually benefit the local community – and not just provide wages for out-of-town workers who swoop in to build a project and then move on to follow the money? Community Benefit Agreements are one tool to make sure these funds are equitably distributed. Annie and Jay Warmke of Blue Rock Station are joined by Natalia Rudiak of ReImagine Appalachia in a discussion of how the region can “win the win” when these funds are allocated.

How can we go beyond self-reflexivity in our research and deal with our inability to directly impact the living conditions of our interlocutors? Our interlocutors often request our assistance with daily tasks and have their own agendas regarding collaboration. But in many cases, they may not want us to intervene in any public way. Therefore, we must not enforce our agendas of “social justice” and “activism,” assuming that the project could transform their situation. Kazubowski-Houston explains how the layer of fiction in her work allows Romani women to share issues of concern in a carefully edited, curated, and anonymized way due to fear of community reprisal. Instead of always approaching activism as a social movement or a protest, we should consider the potential of such improvisatory practices and the subtle, slow ways in which activism plays out in everyday life. Established in 2003 with a service area encompassing an entire metropolitan area, the Urban Land Conservancy has become a major player on Denver's real estate scene. An integral part of its success comes from the organization's adoption of key features of the CLT, including permanent ownership of land, long-term ground leasing, and permanent affordability of housing and other buildings located on its land. More than most CLTs in the USA and elsewhere, ULC has taken advantage of the model's versatility to move beyond homeownership –and beyond housing. ULC has supported the development of over 1000 units of multi-family rental housing, while also helping to develop 700,000 square feet of non-residential space for nonprofit partners. It has recently incubated the Elevation CLT, a new organization that (unlike ULC) will focus on the development and stewardship of resale-restricted owner-occupied housing.

Today’s episode is with Fernando Pujals, the Senior Director of Communications and Clean Operations for the TLCBD (Tenderloin Community Benefit District). This episode is a follow-up to our previous episode with chef Joanna Karlinsky, who has been directly feeding the unhoused on the streets of the Tenderloin and other encampments around the city. When I interviewed Joanna, she revealed folks have been asking her for water due to diminished access—she’s been filling containers and buying water for them on her own. It was a distressing piece of information, and led me to connect further with the TLCBD about what to do. I’m so grateful I was able to speak with Fernando for today’s episode, who offers us some perspective on the crisis happening on the streets of the Tenderloin during this pandemic, how the city is responding, all the ways the TLCBD organization works with the neighborhood, and how we can support the Tenderloin restaurants and food businesses that are still open. Be sure to listen to the very end, when Fernando talks about a grant program On the Fly listeners can donate to and DOUBLE the aid going to restaurants and food entrepreneurs. You have until noon on Sunday May 3rd, 2020, for the match, but if you’re getting to this later, you can always email info@tlcbd.org and mention tablehopper and they’ll make sure your donation directly supports Tenderloin food businesses (it doesn't seem you can leave a note in PayPal when donating directly via the TLCBD website button).   Bio Robert Phillips (@rphillipsalluma) leads the strategic direction, fiscal stewardship, daily operations, and overall management of Alluma as CEO. A healthcare advocate and philanthropist, Robert joined the Board of Alluma (then Social Interest Solutions) in 2006, and became President of the Board and CEO in 2017. Robert has been acting on his commitment to improve the health and wellbeing of communities in the U.S. and California for over 25 years. He played a crucial role in strategic philanthropic and advocacy efforts to improve the health of children and youth of color, expand health coverage to all children in California, modernize enrollment into public programs using technology solutions, and implement electronic health records in community clinics. His leadership at Alluma builds from experience at the California Endowment, Sierra Health Foundation, PolicyLink, AFL-CIO, SEIU, and Kaiser Permanente’s Community Benefit and Strategy. Decade after decade he has been proactively gaining the tools to lead changemakers in building what we need to achieve the economic well-being we aspire to as a society.  Resources Alluma News Roundup   Sharing economy implodes as people stay home  The sharing economy has imploded amidst sharply reduced demand for things like ride or apartment-sharing as Americans shelter in place. Lyft announced that it would be laying off 17% of its workforce, with more layoffs to come. Uber’s Chief Technology Officer stepped down as the company announced that it would be laying off some 20% of its workforce. And Axios reports that Airbnb took on two, separate, $1 billion loans in April alone. Study: Sextortionists netted some $500k in five months  Sextortion has been on the rise according to a new report from cybersecurity firm Sophos. The company found that so-called sextortionists – criminals who blackmail people for thousands of dollars in exchange for not revealing their online porn habits and sexual predilections – have raked in some $500k. Interestingly, most people didn’t fall for the scheme which involved paying into a bitcoin wallet set up by the perpetrators, just .5% of targets paid into the wallet, according to the report. Still the amount of money these criminals raised from such a low response rate was enough to raise some red flags. Hate groups and tech  Technology continues to enable hate speech and white supremacy as some investors have become unwitting funders of companies owned by white supremacists. The Tech Transparency project found about 125 militant groups on Facebook promoting a second Civil War, or “boogaloo”, as they refer to it. Also, Softbank has apparently invested in surveillance firm Banjo whose CEO, according to OneZero, apparently admitted to helping a KKK member shoot up a synagogue. According to the report, Damien Patton admitted to being involved with the Dixie Knights of the Ku Klux Klan. Pretty sobering when you think about the fact that this is a surveillance firm he’s running. Banks and consumer advocates want a limited return to robocalling         Banks and some consumer advocates, usually foes in their lobbying efforts, are both advocating for an exception to the general ban on robocalling Congress passed last year. The exception would allow robocalls in cases where the robocalls are designed to inform the public about financial relief. I think we can all anticipate the can of worms that would be opened there – give banks an inch and they’ll take a yard. Pretty soon banks will be calling you for any reason at all. Abortion via telemedicine Pam Belluck of the New York Times wrote a piece on pregnant women seeking abortions via telemedicine. A company call TelAbortion, which the F.D.A. has approved to run during the Trump administration, serves as something of a middleman between doctors and patients by facilitating telemedicine appointments and the mailing of abortion medication. Lots of questions regarding conflicts of law issues as each state has different abortion regulations. But you can find the story in the New York Times and we’ve linked to it in the show notes. Federal judge approves Baltimore spy initiative A Republican judge appointed by George W. Bush gave the greenlight to the City of Baltimore’s aerial surveillance program citing a “highly relevant” amount of violence “afflicting the city of Baltimore”. The ACLU had sued the City of Baltimore back on April 9th for the spy plane program arguing that it is an unconstitutional invasion of personal privacy and the 4th Amendment guarantee of freedom from unreasonable government searches. More in Baltimore Magazine. Democrats push to increase broadband access in next stimulus The Hill reports that Democrats in both chambers of Congress are pushing for more funding to improve broadband for people who can’t access internet service that’s fast enough to do things like participate in remote work or distance learning. Senators Blumenthal and Markey, as well as Congresswoman Nydia Velazquez, participated in a livestream with several advocacy organizations arguing for lower broadband prices. The 12 organizations hosting the livestream also circulated a petition containing 110,000 signatures urging guaranteed access to broadband as part of the next stimulus. Fox News fires Diamond & Silk Fox News has fired controversial commentators Diamond & Silk, whose real names are Lynette Hardaway and Rochelle Richardson, from their Fox Nation streaming service. The rabid Trump supporters have repeatedly promoted unsubstantiated conspiracy theories such as the claims that the World Health Organization is able to turn the coronavirus on and off at will, that Bill Gates is hiding the vaccine as a way to control the population, and that 5G causes the coronavirus to spread.

Over the past few years hundreds of millions of dollars have been invested in Chattanooga. But how do we ensure that money is actually benefitting our neighbors, employing our local construction workers, improving our community, and not simply contributing to unjust outcomes in the years to come? Community Benefit Agreements, or CBAs, are one tool that communities are utilizing to make sure development has large scale community improvement outcomes. To walk us through CBAs and how they can improve life in Chattanooga I have two guests, Austing Sauerbrei of the Chattanooga Area Labor Council and Sean Paul Kimball of the local Iron Workers Union. Like our previous discussion on Area Plans, CBAs are another tool for our community to build a more sustainable and resilient future. But like Area Plans, CBAs require our engagement in order to improve our community, they require you to get involved. Hopefully this conversation will inspire just that.
