A note from Talking Taiwan host Felicia Lin: Russia's invasion of Ukraine has put the reality of war on display for the world, especially for Taiwan, which like Ukraine, has been under the constant threat of military aggression of an unfriendly neighbor. Because of the war that's been happening in Ukraine there's been talk of how Taiwan must improve its military defense capabilities and preparedness, but beyond this, there are people in Taiwan wondering what they themselves can do to be prepared, should Taiwan come under attack. My guest on this episode of Talking Taiwan, T.H. Schee, a representative of Open Knowledge Taiwan, is one of those people asking these important questions. We'd like to dedicate this episode to the memories of David Kilgour, who passed away on April fifth at the age of 81 and Peng Ming-min who passed away on April eighth at the age of 98. Mr. Kilgour, who I interviewed recently, was a human rights activist, and a former Member of Canada's Parliament, having served in the House of Commons for nearly 27 years, as Secretary of State for Latin America & Africa from 1997-2002, and Secretary of State for Asia-Pacific from 2002-2003. Dr. Peng Ming-Min was a pro-Taiwan independence/pro-democracy activist. In 1964 he was arrested for sedition for drafting and printing a manifesto advocating for democracy in Taiwan, he served as president of the Formosan Association of Public Affairs from 1986 to 1988, and in 1996 he ran as a Democratic Progressive Party (DPP) candidate in Taiwan's first direct presidential election. MPs rose in the House of Commons this week to table a petition requesting the passage of a bill combating organ trafficking in honour of David Kilgour, a former cabinet minister and renowned human rights advocate.
We realized that we could not just release the report and walk away from the issue to engage in our other activities, of which we had many. To keep the issue alive, we had to keep at it.
David Kilgour, a former Canadian cabinet minister, longtime member of Parliament, and renowned defender of human rights, passed away on April 5 at age 81.

Un rene ne vale invece 160mila (25.000 dollari), un cuore 100mila (15.600 dollari) e un polmone 80mila (12.500 dollari). Per un pancreas servono 50mila yuan (7.800 dollari), come per un intestino tenue, mentre le cornee vengono via a 10mila yuan al pezzo, cioè solo 1.600 dollari.Per il regime neo-post-nazional-comunista è prassi mandare a morte qualche migliaio di prigionieri politici ogni anno, espiantandone gli organi per alimentare il mercato nero dei trapianti. Ma la novità introdotta dal "modello cinese" di Xi Jinping, che diversi vorrebbero importare in Occidente, è la normalizzazione tecnocratica dell'orrore e così adesso arriva anche il tariffario.Come riporta il quotidiano statunitense The Epoch Times, in prima linea nel denunciare gli obbrobri di Pechino, diverse fra province e città della Cina hanno messo in pratica quanto previsto da un'ordinanza diramata in luglio dal governo in tema di parcelle e gestione finanziaria dei trapianti. Entro il 1° settembre, cioè, le amministrazioni locali e le regioni autonome (il nome dietro cui la burocrazia nasconde l'occupazione militare e coloniale di zone come il Tibet, lo Xinjiang e la Mongolia cosiddetta «interna») erano tenute a stilare listini prezzi e così hanno fatto.Nell'Henan, per esempio, cuore storico del Paese, 167mila kmq per 95 milioni di abitanti, se ne sono occupati con zelo sei dipartimenti, tra cui la Commissione Salute, il dicastero delle Finanze e l'Amministrazione per la supervisione del mercato. Sì, perché in Cina un mercato c'è, libero quanto serve allo Stato per incatenare i cittadini lucrandoci, e lo dimostra proprio la predazione di organi. L'Henan e lo Hubei (provincia sempre centrale di 186mila kmq per 58 milion di abitanti) sfoggiano prezzi diversi, diversi anche per organi di bambini e di adulti.Il che però aumenta lo sgomento: se gli organi predati agli adulti vengono dai prigionieri politici giustiziati, da dove vengono quelli dei bambini? La domanda, angosciante, fa parte del mistero persistente dei trapianti cinesi. Il numero degli organi disponibili è infatti enorme e i conti non tornano, come documentano il «China Tribunal», svoltosi a Londra dal dicembre 2018 all'aprile 2019 e conclusosi con un atto di accusa di oltre 560 pagine. [...]La Red Cross Society of China dice ufficialmente da sempre che gli organi disponibili sarebbero frutto di donazioni volontarie. Ma la Red Cross Society of China non c'entra con la Croce Rossa Internazionale e dipende dal governo cinese. Parlando al Circolo della stampa di Bruxelles il 27 ottobre, Hamid Sabi, consulente del «China Tribunal» citato da The Epoch Times, ha ricordato come il database delle donazioni di organi, gestito dal Partito Comunista al potere dal 1949, sostenga di ottenere da ogni singolo donatore volontario ben 2,8 organi: il che è letteralmente da Superman, essendo la cifra 180 volte superiore a quanto fanno Europa e Stati Uniti.Ma anche fosse, non si arriverebbe lo stesso ai 10mila trapianti vantati annualmente dalle stime ufficiali. Del resto è dal 2006 che David Kilgour (ex segretario di Stato canadese per l'area indo-pacifica), l'avvocato canadese David Matas e il giornalista Ethan Guttmann, oggi ricercatore sulla Cina della Victims of Communism Memorial Foundation di Washington, aggiornano studi e statistiche parlando di una forbice tra i 60mila e i 100mila trapianti reali l'anno.Cifre da capogiro, ma c'è un aspetto ancora più raccapricciante. Il tariffario del regime non è solo un distillato di cinismo: serve anche a puntellare la bugia. Cosa di meglio se non "legalizzare" l'abuso attraverso una regolare prezzatura della merce? È ciò che dice a The Epoch Times il dottor Wayne Shih-wei Huang, chirurgo, direttore di IRCAD Taiwan, il maggior centro di formazione per la chirurgia non-invasiva di tutta l'Asia.Una finzione colossale per fingere domanda e offerta. I costi per gli organi dei bimbi dovrebbero infatti essere più alti, e non inferiori, di quelli degli adulti, e non ha senso che un rene abbia un costo maggiore di quello di un cuore, più difficile da prelevare, conservare e trasportare. Formed in 1978, the trio of David, Hamish and Robert Scott (he of later and continued acclaim with The Bats, Magick Heads, etc.) boldly blazed the avenues of DIY-rock for their native land and its Flying Nun imprint which foisted the trio into national charts and eventual international awareness. Truly one of my favorite bands on the planet, The Clean created a color-soaked pastiche of psychedelia, post-punk, classic and futuristic moves despite their sporadic (yet ongoing) years of activity, and created a template for countless bands to follow then and now. Composer John Gibson has set himself a pretty big task - conveying the power and dominance of the Catholic Church in Renaissance Europe through sound and music. Rather than relying on existing sound effects for the Auckland Theatre Company's upcoming production of Berthold Brecht's The Life of Galileo, John's been out recording bells and the Auckland Town Hall Pipe organ himself. He's also asked his friend, Clean guitarist David Kilgour, to come up with riff to play over a 1610 mass. Having composed the soundscape, John Gibson has taken it a step further. He's going to convert the ASB Waterfront Theatre into surround sound so the audience feels like it's in a cathedral. For more than 3 decades John's been composing for theatre, dance, TV and also film - most recently for upcoming NZ feature Coming Home in the Dark.
David Kilgour is the former minister for Latin America and Africa (1997-2002) and Asia-Pacific (2002-2003) in the cabinet of Prime Minister Jean Chretien. He represented south-east Edmonton in the House of Commons from 1979 to 2006 during eight Parliaments. Smokescreens - "I Love Only You" from the 2020 album A Strange Dream on Slumberland Records. With their melodic, jangle-pop sound, you might mistake Smokescreens for a New Zealand band. But it's no surprise this Los Angeles-based band's music is infused with the classic "Flying Nun" sound, when David Kilgour, of legendary Dunedin band The Clean, is behind the production on their latest full-length A Strange Dream, out October 30th via Slumberland Records. "The Clean are one of my favorite bands of all time and David is definitely someone I greatly admire which makes this album so special to me," the band enthused on Facebook. Recorded with engineer Kyle Mullarky (Allah-Las, Little Wings), the band come into their own on this third album, combining buoyant guitar lines with dulcet vocals. And with a trippy painting by Kilgour used as the album artwork, this is one record you'd be OK to judge by its cover. He served as an MP in the Canadian parliament for nearly 30 years, held the position of Secretary of State for Africa and Latin American, and subsequently for Asia. A lifelong practicing Christian, Kilgour has worked on issues such as inter-faith dialog, personal freedoms, and democratic government throughout his career. In Parliament, he was active in prayer groups while at venues and publications across the country he has spoken specifically on religious themes and politics. Commonly, his topics have been on global religious and political persecutions. With David Matas, Kilgour coauthored "Bloody Harvest: Organ Harvesting of Falun Gong Practitioners in China (2009)". For his international activism on human rights and religious freedom, he was nominated for the Nobel Peace Prize for 2010. Joining the show today is none other than human-rights activist, author, former lawyer, and Canadian politician. He is also a Senior Fellow to the Raoul Wallenberg Center for Human Rights. Mr David William Kilgour himself for an hour long interview, and look into the travesty going on in the world with human trafficking, and organ harvesting. David Kilgour graduated from the University of Manitoba in economics in 1962 and the University of Toronto law school in 1966. From crown attorney in northern Alberta to Canadian Cabinet minister, Kilgour ended his 27-year tenure in the House of Commons of Canada as an Independent MP. Upon retirement, he was one of the longest current serving members of parliament and one of the very few who had been elected under both the Progressive Conservative and Liberal banners. Kilgour was originally elected as a member of the Progressive Conservative Party in 1979. However, his first attempt at election, in the 1968 federal election in the riding of Vancouver Center as a Progressive Conservative was unsuccessful. He ran again as a Tory in the 1979 election in Edmonton, and was a member of parliament for about 27 years. In October 1990, he, along with Pat Nowlan of Nova Scotia and Alex Kindy of Calgary, were expelled from the Tory national caucus in protest over their vote against the Goods and Services Tax. He sat as an independent for several months before joining the Liberals. In 2006, allegations emerged that a large number of Falun Gong practitioners had been killed to supply China's organ transplant industry. With David Matas he released the Kilgour-Matas report, which stated "the source of 41,500 transplants for the six-year period 2000 to 2005 is unexplained" and "we believe that there have been and continue today to be large-scale organ seizures from unwilling Falun Gong practitioners". In 2009, they published an updated version of the report as a book. They traveled to about 50 countries to raise awareness of the situation. While being a lifelong practicing Christian, Kilgour has worked on issues such as inter-faith dialog, personal freedoms, and democratic government throughout his career. In Parliament, he was active in prayer groups while at venues and publications across the country he has spoken specifically on religious themes and politics. Commonly, his topics have been on global religious and political persecutions. Currently, he serves as a fellow of the Queen's University Center for the Study of Democracy; a director of the Washington-based Council for a Community of Democracies (CCD), and co-chair of the Canadian Friends of a Democratic Iran, and has recently hosted an Iran pro-democracy rally attended by approximately 90,000 in France in 2009. His personal religious beliefs landed him in the news in 2003 when he abstained from the same-sex marriage bill and was reprimanded by then Prime Minister Chrétien. In 2012, State Organs: Transplant Abuse in China, edited by David Matas and Dr. Torsten Trey, was published with essays from six medical professionals, Ethan Gutmann, David Matas and an essay co-written by Kilgour. Ethan Gutmann interviewed over 100 witnesses and estimated that 65,000 Falun Gong practitioners were killed for their organs from 2000 to 2008.

David Kilgour graduated from the University of Manitoba with a B.A. in Economics, and received his L.L.B from the University of Toronto in 1966. From 1972 to 1979, he served as a senior agent of the Attorney General and a constitutional advisor to the Government of Alberta – a position he held until being elected to the House of Commons in the spring of 1979.He has served as Deputy Speaker and Chairman of the Committees of the Whole House, and was appointed Secretary of State for Latin America and Africa and, later, Secretary of State for Asia Pacific. In April 2005, he chose to become an independent Member of Parliament.From 1990 1994, Mr. Kilgour served as the Chair of the Canadian chapter of the International Committee for a Free Vietnam, and he continues to shed light on the plight of political prisoners in Vietnam. In December of 1994, his efforts to promote human rights in Vietnam were acknowledged by the Committee for the Release of Political Prisoners in Vietnam.
