Im Gegensatz zu Brüssel schreibt keine Behörde vor, wie groß und krumm Gurken sein dürfen. Staat und Partei greifen erst ein, wenn das Handeln der Unternehmen zu Entwicklungen führt, die nicht im gesellschaftlichen Interesse sind.Diese Eingriffe werden oftmals in westlichen Medien zu Skandalen aufgebauscht, ohne die Überlegungen darzustellen, die zu diesen Entscheidungen führten. Als der große chinesische Immobilienentwickler Evergrande strauchelte, war sofort die Rede von verfehlter Wirtschaftspolitik. Die Partei hatte den Zugang zu weiteren Krediten verbaut. Die Partei war nach den Worten von Xi Jingping der Meinung:„Häuser sind zum Wohnen da, nicht zur Spekulation“ (1).Das bedeutet aber nicht, dass westliche Kritik immer nur auf Missgunst zurückzuführen ist. China ist sich über die Schwächen der eigenen Wirtschaft weitgehend im Klaren. Die überschüssigen Produktionskapazitäten im eigenen Land beeinträchtigen die Ertragskraft der Wirtschaft. Man weiß auch, dass dafür nicht alleine die amerikanische Zollpolitik verantwortlich ist. Sie sind aber auch nicht das Ergebnis einer von der Partei diktierten Wirtschaftspolitik, deren Ziel es sein soll, westliche Unternehmen auf dem Weltmarkt auszustechen.Vielmehr ist die Entstehung der Überkapazitäten gerade weitgehend auf die freie unternehmerische Betätigung der chinesischen Wirtschaft zurückzuführen. Das enorme Wachstum aufstrebender Industrien mit ihren fortschrittlichen Technologien bescherten den Städten, in denen sie angesiedelt waren, willkommene Einnahmen. Andere Städte oder Regionen zogen rasch nach und förderten den Aufbau jener erfolgreichen Industrien in ihrem Zuständigkeitsbereich.„Der wiederholte Bau ähnlicher Industrieparks hat zu einer enormen Produktionsmenge und schließlich zu Überkapazitäten geführt“(2).Von staatlicher Gängelung kann da keine Rede sein.So lange der Weltmarkt für Solarpaneele beispielsweise wuchs, wuchsen auch Produktionsanlagen in China. In etlichen Städten entstanden ganze Zentren für Solartechnik. In anderen wurde die Autoproduktion, in den Hafenstädten der Schiffsbau massiv entwickelt oder unterstützt. Dabei handelt es sich um nichts anderes als um Standortentwicklung, so wie in Magdeburg die Ansiedlung von Intel oder in Schleswig-Holstein der Bau einer Batteriefabrik von Northvolt mit Milliarden an Zuschüssen, Subventionen und Bürgschaften gefördert wurde. Celle-ci parle d'un incident isolé, mais cette attaque a eu lieu le jour anniversaire du début de l'invasion de laMandchourie par le Japon en 1931 et survient 3 mois après l'attaque en juin d'un autre enfant japonais et de sa mère à unarrêt de bus.Elle s'insère dans un climat de dégradation des relations entre les deux pays. Le sentiment antijaponais en Chinea toujours été vivace, nourri de l'héritage de la Seconde guerre mondiale. Depuis un an on observe un regain des tensions et,le 26 août dernier, pour la première fois un avion de reconnaissance de l'Armée chinoise est entré dans l'espace aérienjaponais. Il est vrai que le rapport de force entre les deux Etats a considérablement changé en ½ siècle : à la fin des années1960 le Japon était la troisième puissance économique mondiale – derrière Etats-Unis et URSS, grâce à une croissanceéconomique spectaculaire, deux fois plus rapide que celle des autres pays occidentaux. À l'époque la Chine était un paysfermé, vivant au rythme des révolutions maoïstes, isolé dans la communauté internationale et dont les habitants vivaientpauvrement. En 2010 le PIB de la Chine a dépassé celui du Japon alors N°2. Depuis, la Chine ambitionne d'être numéro 1 dans tous les domaines, développant des ambitions maritimes, elle inquiète le Japon, surtout depuis l'arrivée de Xi Jingping au pouvoir en 2013 menant une politique plus autoritaire et plus agressive. Que peut faire le Japon ?Dans sa Nouvelle histoire du Japon, l'historien Pierre François Souryi écrit en 2023 : « Méprisé par son principal allié les Etats-Unis, à peu près ignoré par les Européens, incapable de s'entendre avec son voisin russe sur une frontière communémentadmise, suscitant toujours autant d'antipathie chez son voisin sud-coréen et menacé de ses fusées par Pyongyang, tenu àdistance par une Chine prompte à raviver les cicatrices de la guerre, le Japon est pour ainsi dire inaudible sur les grandsproblèmes du monde contemporain ».Le bilan est-il vraiment aussi accablant ? pour un pays qui possède pourtant maints critères de puissance ?
