Good afternoon, I'm _____ with today's episode of EZ News. Tai-Ex opening The Tai-Ex opened up 68-points this morning from yesterday's close, at 21,255 on turnover of $3.8-billion N-T. MND Earmarks NT$4.9 billion to Boost Backbone Network The Ministry of National Defense has earmarked about 4.9-billion N-T to acquire backbone subnetworks for faster and more stable battlefield data transmission. The budget request is pending legislative review. It approved it will fund 213 backbone subnetworks, 179 microwave transmission subsystems, power generators and fiber channels to facilitate data transmission to command centers and weapons launch platforms across different services of the armed forces. According to the defense ministry, the planned systems are expected to boost the survivability (生存能力) of critical military command and control systems during wartime by establishing a round-island fiber optic communication system and a high-capacity data transmission network. They are also expected to ensure uninterrupted data transmissions between command and control centers, harbors, airports, and joint intelligence, surveillance, and reconnaissance systems. Some 59-million N-T has been earmarked for the design and planning of the systems and on-site evaluations for next year. The project will take place from 2025 to 2030. FDC Hotel Chain Tests 4-Day Workweek at Sun Moon Lake Jotel F-D-C International Hotels has announced that it's become the first company in Taiwan's hospitality industry to implement a four-day workweek on a trial basis. The hotel and restaurant operator says it began a trial run of the new system at the Fleur de Chine Hotel near Sun Moon Lake on September 1. The move means employees get three days off a week. The trial will last six months. F-D-C says the four-day workweek policy will not impact the quality of the service customers receive and the company is continuously monitoring and evaluating the impact of the new system. According to F-D-C Chairman Sheng Zhi-ren, he believes having three days off every week can improve employees' job satisfaction and enhance (提高) overall work efficiency and creativity. US Hunter Biden to Plead Responsibility in Tax Evasion Trial Hunter Biden, son of US president Joe Biden, has offered to plead responsibility in his tax evasion case to avoid a potentially (潛在地) embarrassing trial. The plea would mean he maintains his innocence but accepts punishment for avoiding more than a million dollars of taxes. US correspondent Nick Harper reports. France Macron Names New PM President Emmanuel Macron has named EU Brexit negotiator Michel Barnier as France's new prime minister after more than 50 days of caretaker government. Thursday's appointment of the 73-year-old Barnier follows weeks of intense (激烈的) efforts by Macron and his aides to find a candidate who might be able to build loose groupings of backers in parliament and survive promised attempts by Macron's opponents to quickly topple the new government. Barnier is the oldest of the 26 prime ministers that have served modern France's Fifth Republic. He replaces the youngest, Gabriel Attal, who was 34 when he was appointed just eight months ago. GUEST OVERVIEW: Roger Tattersall, also known by his online persona “Tallbloke,” runs Tallbloke's Talkshop, a skeptical blog set up in November 2009, around the time of the first release of hacked e-mails from the Climatic Research Unit (CRU) at the University of East Anglia. Tattersall was the former web content editor at the University of Leeds, a position he appears to have held until 2016. He also appears to have run an IT service at tallbloke.net entitled “Stress free I.T.” although the website no longer appears in operation. Tallbloke's Talkshop was one of four blogs to receive a comment by “FOIA” in November 2011, which linked to hacked e-mails obtained from the University of East Anglia's Climatic Research Unit (CRU) – popularly dubbed “Climategate.” According to his LinkedIn, Tattersall worked for a number of groups pushing for Britain to leave the EU (Brexit), including Assistant Director at Leave.eu and Regional Campaign Executive at Grassroots Out. Tattersall is also listed as the Chief Executive of Clexit (Climate Exit), a group formed shortly after the UK‘s decision to leave the EU. According to Clexit's founding statement (PDF), “The world must abandon this suicidal Global Warming crusade. Man does not and cannot control the climate.” Notable climate change deniers serving on the “Clexit Committee” include Christopher Monckton (President) and Marc Morano (Vice President).

 今日は「サプライチェーンの脆弱性」というお話しをさせていただきます。 原材料や部品の調達から、製造、在庫、販売を経て、顧客の手元に届くまでの全体の流れのことを供給連鎖=サプライチェーンといい、それを効果的、効率的に管理することをサプライチェーン・マネジメントということは、このモーニング・ビジネススクールでも何度か説明をしています。ただそれは、なんとなく個人というよりも企業、産業の分野のことと、一般的に理解されているのではないかと思います。  最近国内でも、台風、集中豪雨、洪水などの自然災害が多く起きていますが、例えば2011年の東日本大震災や2016年の熊本地震で、半導体や自動車部品メーカーが被災したために、自動車産業をはじめとして様々な製造業に影響を与えたということがありました。メーカーが長期間にわたって、生産停止に陥ったといったことがありました。   熊本の地震では、被災地の熊本にある企業だけではなく、そこから供給されている部品が止まって、全国の製造業に影響があったということがありましたね。ただそれは、やはりメーカーとか企業の問題と考えていました。 確かに消費者のみなさんが、自分で購入される食品や様々な商品がどこから、どのような経路で運ばれてきているのかということは、なかなか意識をされることはありませんので、個人にはあまり関わりがないと思われているのは無理もありません。  ただ野菜の価格が大きく変動する際に、異常気象や天気などの天候不順だからとか、収穫量などの需要と供給のバランスだとか、ガソリン価格などの輸送費用の高騰だとかが影響しているといえば、それは納得されるのではないかと思います。これもサプライチェーンの安定性に関することといえます。  「地産地消」という言葉があります。「地域で生産されたものを地元で消費すること」という主に農作物や水産物などに関することです。ただかつては、家電製品を含めて多くの商品も国内で生産されて、国内で消費されていたわけですが、今は当然ながら、それらの供給は、地元だけで行われることはむしろ稀であり、遠隔地からあるいは国境を越えるグローバルな規模で展開されるサプライチェーンによるものです。  最近そのサプライチェーンの安定性が脅かされていることについて、ニュースなどで取り上げられることが時々見られます。たとえば、英国ではガソリンの供給が間に合わなくて、ガソリンスタンドの長蛇の列を並んでも、ほとんど手に入らないというというニュースです。あるいは、米国からの原料の大豆の供給が追いつかなくて、日本のお豆腐の価格が高騰しているといった報道です。  英国のケースはBBCの報道によると、9月末に英石油小売協会に加盟する英国内のガソリンスタンド5,500軒のうち3分の2でガソリン在庫が底をついていて、残りの店舗でも間も無くなくなるということでした。日本の1970年台のオイルショックの頃を思わせる光景が、TVで放送されていました。  この報道を聞くと、英国では全国的にガソリンが足りないのかと思いますが、興味深いことに、シェル、エクソンモービルなどの大手の石油会社の供給量に変化はなく、ガソリン不足は発生していないとのことです。ところが、ガソリンを輸送するタンクローリーの運転手不足が原因とのことでした。  大型トラックや重量物運搬車の運転手不足は、ヨーロッパ全体で起きているそうですが、英国では特に深刻で、10万人以上のトラック運転手が足りないとされているそうです。その理由は英国がEU欧州連合から離脱したBREXITや新型コロナのために、EU出身の運転手の多くが母国に戻ったことで、余計に不足が顕在化したようです。   今日のテーマからいえば、ドライバー不足でガソリンのサプライチェーンが機 能していないということになります。もちろんこのドライバー不足は、ガソリンの供給だけに留まらず、スーパーマーケットなどの食品、日用品などさまざまな業界に影響することになる可能性があるようです。 また、この話は対岸の火事ではなく、日本でも同じようなことが起こる可能性もあります。トラック・ドライバーが恒常的に足りないのは、日本も同じです。以前から国内のトラックドライバーの高齢化や過重労働から労働力不足が進行しており、右肩上がりで増加する通販などのe-コマースの成長に、とてもついていけなくなるのではないかと指摘をしてきました。 現在はコロナ禍の雇用問題で、一時的にドライバー不足の問題は落ち着いていますが、「2024年問題」とも呼ばれている時間外労働の上限規制に関する改正が2024年に予定されており、いわゆる残業時間が制限されると、ただでさえ深刻なドライバー不足が、国内のさまざまな輸送で顕在化する可能性があります。  それでは、今日のまとめです。 原材料や部品の調達から、製造、在庫、販売を経て、顧客の手元に届くまでの全体の流れのことをサプライチェーンといいます。この安定性を阻害するのは、自然災害などの大きな障害だけでなく、ドライバー不足によって流通が止まる可能性があるというサプライチェーンの脆弱についてお話ししました。 明日は、別のニュースを取り上げながら、サプライチェーンの脆弱性に関する課題を取り上げたいと思います。

今日は、コロナ禍の中での国際輸送というお話をしたいと思います。まだまだ世界では、厳しい情勢が続きますが、その中でも少しづつ期待のできる動きも、出てき始めているというお話です。コロナウイルスはまだ収束まで時間がかかりそうですし、なかなかこの状況は回復しそうにありません。以前にこの番組で、世界が時間をかけてボーダーレス化の方向に向かっていたにも関わらず、急速にそれに逆行する動きが出てきたことについてお話ししました。つまりボーダーレスの反対のボーダー=国境を意識せざるを得なくなったということです。 もちろんその最大の原因は、新型コロナウイルスの世界的な蔓延で、国境を超える人の移動が、厳しく制限されていることです。コロナウイルスの拡大の防止策や、ワクチンの投与などの対応策も、国の単位で考えられています。それ以外にも、2つの世界大戦の悲劇の経験から、ようやくヨーロッパがひとつの地域としてまとまったEUから、BREXITとして英国が離脱したことも、そんな動きのひとつといえます。さらには、米中間の緊張関係や、韓国と日本の関係を見ても、人の意識が国境を強く意識していることを悲しく思います。 あれほどクルーズ船が来ていた福岡に、ぱったり動きがなくなりましたし、すっかり市内で外国人の観光客を見かけることがなくなりました。人の動き、もの動きを見ても、今までグローバルな規模でビジネスが展開されていたのが、この状況の中で大きく影響することを心配していました。実際に、2020年の第2四半期には、世界の貿易量は一年前に比べて、27パーセントの減少と大幅な落ち込みを見せました。ところが、そろそろ回復基調にあるというのは、心強い動きです。 人の動きは回復していないにも関わらず、ものの動きは回復してきていると言っても良いのではないかと思います。昨年10月に、アジアから北米に輸送されたコンテナの貨物量は、194万TEUと、全長20フィート=6メールの小型のコンテナに換算すると、194万個が輸出されたことになります。この輸送量は、過去最高を記録したようです。このアジアと北米を結ぶ北米航路は、例年8月ごろから10月ごろが、もっとも荷動きが活発になり、輸出が増える傾向にあります。その理由は明確で、米国のクリスマス商戦向けの商品が、中国や香港で大量に買い付けられて、出荷されるからです。 アジアから北米向けのコンテナ貨物の6割に当たる119万TEUが、香港を含む中国からです。具体的に何が輸出されているのかを見ると、家具や寝具、機械、洋服などの繊維、玩具やスポーツ用品といった商品になります。まさにクリスマス需要なのかなと思います。米中間の貿易戦争で、中国から米国への輸出に厳しい制限が課せられているのではないのかなと思っていたのですが、他の航路についても見てみると、アジアとヨーロッパを結ぶ欧州航路も、2020年9月発のコンテナ貨物は、146万TEUと、過去最高ではないもののかなり高い水準にあったようです。こちらも活発な荷動きが戻ってきたといえます。 世界の貿易における日本のプレゼンスが、年々低下しているのは残念ですが、少し日本発の貨物輸送についても、みてみたいと思います。2020年10月の日本からの航空貨物の輸出量は、79万6千トンで、新型コロナウイルス前の一年前の同月の79万3千トンをわずかに上回りました。これは、複数の荷主の貨物を合わせた混載貨物というものですが、輸入貨物は、まだ昨年同期比83パーセント程度に留まっているものの、航空貨物も回復してきていると言えるかもしれません。 航空貨物は、大型の貨物専用機で輸送されるものと、通常の旅客機のベリーと呼ばれる胴体部分に搭載されるものと2種類あります。貨物専用機で言えば、ボーイング747のジャンボの貨物専用機であれば、130トンを上回る貨物を一度に輸送することができますが、この運航はコロナウイルス禍でも活発です。旅客機でも、例としてボーイング777の場合では、約30トンの貨物を搭載することができます。最近旅客機を使って貨物を運んでいるというニュースを聞きますが、胴体のベリーと客室を使って貨物を輸送しているようです。エミレーツ航空では、このボーイング777の客席を取り外して、最大50トンの貨物を輸送しているようです。それで、旅客機が飛んでいないのに、航空貨物も回復しているということなのです。 今日のまとめです。世界的なコロナウイルスの蔓延や厳しい国際関係で、ボーダー=国境を意識せざるを得なくなったのは残念ですが、グローバルなビジネスは少しづつ回復基調にあります。今日は、過去最高を記録した北米航路のコンテナの輸出や、前年の輸送量を上回った日本発の航空貨物の例から、回復への期待のお話しをしました。 早くコロナウイルスが収束しますように。

Fishing has been at the centre of the EU Brexit negotiations for months now. As the deadline to reach an agreement grows ever closer, talks are continuing behind closed doors and it’s understood negotiators are discussing a phased change to any new fishing rules. Anna Hill finds out more about the biggest sticking points. A committee of MPs has been looking into seasonal agricultural labour after Brexit. Could putting farming on the school curriculum solve the problem?! The government's due to launch a second consultation on its manifesto commitment to ban live animal exports for slaughter - but it's likely breeding animals would be exempt. Only 1% of sheep that we export live are for breeding purposes, but those animals can be sold for high prices. We hear from a sheep breeder about the value of the trade. And Northern Ireland's agriculture minister, Edwin Poots, has been giving more details about the future of subsidy payments after Brexit. 昨日は、ビジネス環境としての脅威と機会について、お話しました。今回のコロナウイルスという多くの企業にとって脅威と捉えられる中でも、その逆風を正面から受けることなく、なんらかの創意工夫で機会に変えようという動きもあります。脅威と機会は表裏一体であり、ぜひ脅威を機会に変えていただければということでした。 ウイルスの蔓延という意味では、コロナウイルス以前にも、2002年~2003年に重症急性呼吸器症候群というSARSや、2012年ごろからの中東呼吸器症候群のMERSもありましたし、世界規模の金融危機を引き起こしたリーマンショックもありました。これらは世界のビジネスに大きな影響を与えましたが、今日お話したいのは、企業のグローバル展開の脅威となるボーダーレス化とその逆行という話です。 この10年間にも様々なビジネスの足かせになるようなことが、世界で起きてきました。一方で、1989年にベルリンの壁の崩壊、1991年のソビエト連邦の崩壊による共産圏の解体、1992年のE Uの統合と、いわゆるボーダーレス化が進められた結果、人の交流、貿易、投資が着実に加速してきたわけです。 従来は、それぞれの国が、国境=ボーダーで厳しく隔てられていたのが、相互に自由に往来したり、E Uのように同じ地域圏の中であれば教育や労働や居住に関しても、かなりの自由が認められるようになってきました。ボーダーレス化の進展です。これはビジネスにとっても好都合と言えます。 E Uの中では、他の国に行くのにパスポートも不要です。ヨーロッパの空港で表示を目にしますが、シェンゲン協定という条約で、ヨーロッパの国家間においては、検査を受けることなく国境を越えることが認められているようです。既にヨーロッパの20数か国では、国境の検問所も撤廃されているようですから、まさにボーダーレスですね。 ところが、そのようなボーダーレスの人的交流であり、投資や貿易といったボーダーレス・エコノミーに逆行する動きが、近年続々と生じてきています。最近ニュースなどで、改めて国と国、国境ということを意識することが少なくありません。例えば大国の覇権主義がそのひとつです。米国のトランプ大統領は、America 1stという考えを強く持っていて、大統領就任前からメキシコとの国境に高い壁を築くと言われていました。カナダ、米国、メキシコの三国は、NAFTA北米自由貿易協定が締結されて、貿易の促進が期待されていたはずなのに、再び国境を意識することになったわけです。 中国も同じく、1国2制度を認めてきたはずの香港への影響力を強めようとしていますし、台湾に対しても、西太平洋においても、権益が強く主張されています。2つの世界大戦の悲劇の経験から、ようやくひとつの地域としてまとまったEUから、BREXITとして英国が離脱してしまいました。関係の緩和が期待された北朝鮮と韓国、そして韓国と日本の関係を見ても、ボーダーレスどころか、ボーダーを強く意識せざるを得ないのは、本当に悲しいことです。 世界で共通認識を持つということが、国の単位で考えるという方向に戻り始めたということだと思います。今回のコロナウイルスが蔓延する前には、国連の提唱するSDGs=持続可能な開発目標に向けて、どのように連携するのかということが、様々なニュースはセミナーでも取り上げられていました。企業では対応策を考えながら、ジャケットにカラフルなSDGsのバッチを付けている人がたくさん見られましたよね。 つまりグローバルな視野で考えるという動きが、今回のコロナウイルスの中で、急速に自国中心に考えて、海外に対して国境を閉ざすという視点に変わってしまいました。北欧のスウエーデンとデンマークという最も平和な隣国同士でも、入国が厳しく制限されています。 今回のコロナウイルスで、海外が本当に遠くなってしまいましたし、やはり国境は厳然と存在するのだなと思い知らされる気がします。コロナウイルスはいつか終息していくのかと思いますが、人の意識は元に戻るのでしょうか。人の交流、貿易、投資、企業のグローバルなビジネスのどれもが、再び高い国境で隔てられないことを祈っています。 今日のまとめです。様々な経験を経て、世界がボーダーレス化の方向に向かっていたにも関わらず、最近は急速にそれに逆行する動きが見られます。今回のコロナウイルスの世界的な蔓延も、国の単位で対応策が考えられており、人の意識が国境を強く意識するようになることを危惧しています。

France joined Germany on Thursday in challenging British Prime Minister Boris Johnson to show he can come up with a better alternative to the main sticking point in the stalled Brexit negotiations, giving him a month to prove he can break the deadlock on the Irish border question.Johnson tried to exude confidence and charm in Paris as he pressed French President Emmanuel Macron to accept his request to reopen Brexit negotiations. He called Macron by his first name, spoke at times in French, even casually put his foot on Macron's coffee table in a bid to appear relaxed.But like German leader Angela Merkel the day before, Macron just smiled indulgently and dampened British expectations, stressing "we have to respect what was negotiated.""In the coming month, we won't find a new deal that would be far away from what we have," Macron said.Macron also reiterated what the EU has been saying for months — that it won't re-open the Brexit divorce deal negotiated with Britain's previous prime minister, Theresa May.The sticking point remains the question of Ireland and its border with Northern Ireland, which is part of the U.K. Border checkpoints there were a flashpoint for sectarian violence in the past and some fear their reintroduction could damage the hard-won peace in Northern Ireland.The Brexit deal includes an insurance policy known as the Irish backstop, which but would keep the U.K. closely aligned in trade with the EU. Johnson is strongly against having any checkpoints on that border and does not want Northern Ireland to be treated differently than the rest of the UK.Macron described the backstop as indispensable, but cracked a window in saying that if Ireland could be safeguarded, some movement would be possible, joining Merkel in raising the possibility that a negotiated departure from the EU may still be possible if Britain comes up with alternative plans that would safeguard the Irish border.Merkel even went a bit further Thursday, suggesting that the idea of a 30-day deadline was a guideline. She told reporters during a visit to the Netherlands that "it would be better to say one can achieve that by Oct. 31."Macron said he agreed with Merkel that "something clever" could be found within that period. Both also stressed that it wasn't just up to them: the negotiations led by the European Commission have to be accepted by all 27 EU member states.It was clear that such concessions did not reach to substantially changing the hard-won Brexit deal. But it was also clear that everyone involved would prefer some sort of Brexit deal rather than the likely economic distress that a no-deal exit will bring."The no-deal will never be the choice of the EU," EU Brexit negotiator Michel Barnier told The Associated Press on Thursday. "Never."In Brussels, senior EU officials said the bloc wants to hear details of any alternative backstop plan that Johnson might have and hoped that they won't have to wait 30 days for that.Johnson is seeking concessions from the EU to win support in the British Parliament, which has already rejected the Brexit agreement negotiated by May three times. Johnson became prime minister last month when May stepped down after failing to secure parliamentary approval for the Brexit divorce deal.The EU has twice delayed Britain's departure date, which is now scheduled for Oct. 31. Johnson says Britain will leave the EU on that date, with or without an agreement, raising concerns about the economic fallout on both sides of the English Channel. Other EU nations make up Britain's largest trading partner.

Pak tedy je Klausův výrok v rozporu s jejich politikou. Hlasy voličů Klause ml. jim budou chybět,“ hodnotí spisovatel Benjamin Kuras výrok, který stál Klause ml. místo v ODS. Jelikož již několik let žije střídavě v ČR a Británii, může zhodnotit i plánovaný odchod Británie z EU: „Brexit je tragédie, protože se rozeštvaly dlouholetá přátelství i rodiny. Parlament zradil vlastní zákon, ve kterém se psalo, že vystoupí z EU klidně i bez smlouvy. To se už nestane, ve třetím hlasování nezískají dostatek hlasů. I kdyby teď vystoupili, EU je stále bude držet za nohu. 52 % obyvatel je pro Brexit, ale protože většina poslanců je proti, poslanci zmařili vůli lidu. Směřuje to ke konci britské parlamentní demokracie,“ myslí si. Benjamín Kuras, známý svými knihami o sexu, nedávno napsal novou: „Myslel, že už k sexu nemám co říct, ale pak, po zvolení Trumpa, vyšly do ulic bláznivé feministky, to bylo absurdní. Pak přišli transgenderisté, kteří napadli agresivní feministky, že tím svým agresivním feminismem podporují patriarchát. A to mi přišlo tak absurdní, že jsem to musel dát na papír a vzniklo K. O. sexu: Jak blaho vymýtit, ve kterém popisuji 3 vlny feminismu. Ta poslední vlna si řekla, že vůbec nechtějí, aby muži existovali, protože jsou to krutí násilníci. K tomu Me Too a všechny ty herečky, které si před lety šukly s ošklivým producentem, aby dostaly dobrou roli a teď to začaly vytahovat,“ myslí si. „Asi se potvrdilo, že Jackson byl pederast a že obtěžoval mladé chlapečky. Vždycky kolem sebe měl malé kluky. Pokládají to za důkazy, protože tam jsou výpovědi svědků, kteří to tvrdí. Mně to ale připadá stejné jako s Weinsteinem. Zase si někdo vzpomněl po letech. To, že se uvažuje, že Michaelovy písničky nebudou vydávat je absurdita,“ vyjádřil se Kuras ke kauze Jackson. V dvoudílném dokumentu Leaving Neverland byla odhalena nová svědectví o jeho údajném zneužívání dětí. Jaký má názor na Brexit? Co si myslí o událostech na Novém Zélandu? Co si myslí o feminismu? In this week's Chopper's Brexit Podcast we get reaction to the Telegraph's exclusive report that British and EU negotiators have reached a deal over the so-called Brexit bill, landing on a figure somewhere between €45bn and €55bn. Craig Mackinlay, a Conservative member of the Commons’ Brexit committee, tells our Chief Political Correspondent Christopher Hope: “I can just about stomach £20billion but beyond that I have some personal difficulties. “You can’t extend that into ‘hope to spend in 10 years time on an unknown road in Romania’ where the turf has not been turned yet. “These seem to be ‘hope to spend in the future’ costs. 前回は残留派と離脱派がどのような構図で分かれたかというお話をしました。 今日はイギリスのEU離脱問題について、イギリスの政治家をめぐる動きと国民投票についてお話をします。 イギリスではEU離脱問題のことを「ブレクシット」と呼んでいます。イギリス(ブリテン)がEUを出る(エグジット)でBrexitブレクシットとなります。 前回お話した残留派と離脱派の構図について少し整理しておきます。地理的要因でみると大都市対地方、人的要因でみると知識人対庶民、政治的要因でみるとイングランド、ウェールズ、スコットランド、北アイルランドについて挙げました。そして収入面、年齢層についても挙げました。以上の要因について、いくつか少しだけその理由をお話したいと思います。まずケンブリッジで非常に残留が多かった要因としては、知識人が多いからというのはもちろんのこと、EUから離脱することで教育に回ってくるEUからの補助金が来なくなるため、大学関係者が大変慌てているという話を聞きました。それからこれはよく言われていることですが、移民が入ってくることにより、自国民である自分たち(イギリス人)が働く機会を奪われてしまうことを危惧し、今のEUの枠組みにいることに危機感を抱いている人々が離脱派になりました。この職業が奪われるという切迫感は収入の少ない人々や一般庶民の方に多い傾向があり、こういった人々が離脱派に回りました。しかし、離脱をしたとしてもヨーロッパ内では様々な移民の枠組があるので移民がイギリスに入ってくることがなくなるというわけではありません。年齢層の面で言えば、例えば大都市部のロンドン等で残留が多かったのは比較的若者が集まっている所だからという事も理由としてあると思います。以上のようなことを受けて「EU離脱」という結果になったのではないでしょうか。さらにもう1つ理由として挙げられるのは、政府という多数のエリートを擁する組織があまりにも離脱に反対し、抑え気味にしていたとは言っているものの、強く残留を推すキャンペーンを張って庶民の反発を買ったこともあります。政府とは違う方向に投票しようと考えた人達もいると、現地の人々が何人か取材で答えてくれていました。イギリスでは内閣の4分の3は残留派だったため、今回の「EU離脱」は非常にショックな結果だったと思います。しかし、今後はこの結果に沿って政治を進めていかなければならないので大変な事だろうと思います。 なぜ、このEU離脱問題Brexitが国民投票になったのかという事は前回少しお話をしましたが、保守党の中で、この問題について国民投票に掛けなければ離党するという人々が出てきたため、キャメロン前首相もやむを得ず国民投票を行ったということになります。 イギリス国内では前ロンドン市長のボリス・ジョンソンのように離脱派と残留派を行き来する人がいて、まさか離脱派が票を取るとは思わなかったでしょう。ボリス・ジョンソンは元々離脱派ということで動いていましたが、現地の人たちが言うには元々大陸との繋がりが深かった人なので本当は離脱派が勝ったらいいと思っていなかったかもしれないという風に話していました。このように元々複雑なところがある問題ですが、財務大臣になれたので政治的にはボリス・ジョンソンは勝ったと言われています。しかし、先日、9月5日には彼が提言した移民制限策をメイ首相に拒否されてしまい、その辺の力関係も1、2年は先が見えない、政治的には興味深い状態になっています。 今回のイギリスでの国民投票で非常に危険を感じた事があります。イギリスでは今回はEUを離脱するか残留をするかという選択肢でしたが、例えばこれを日本国憲法の改正に当てはめて考えてみると、9条を変えるか・変えないかという聞き方であれば、どのような変え方をするのかという提案もなく、変えるかどうかの投票をするということはおかしいことではないでしょうか。個々では考えている事が違うのに、変えるということでは意見が一致している人々が全員「変える」方に投票することになります。離脱か残留かということで国民投票を行うと、離脱ならば、その後について提言するべきですし、残留に反対する人でも個々に意見があるので、現地の学者を中心に、この国民への問い方は本当はおかしいのではないかと言う人達が結構いました。ですから、今回の国民投票自体、もちろん法的拘束力を持たないうえに、実際問題としてもおかしいという人もいます。ですから、今回の国民投票の結果を覆したい・覆せるのではないかと思う人達も多くいます。そして種々の利益について、それらを代表する人達が、離脱か残留かで各々の損得があります。大学については先に述べた通りですが、農業や漁業については、補助金がEUから来ているのでこれらに関わる人々は割と残留派が多いということも言われています。懸念される問題としてはヨーロッパ統一市場からの孤立や関税の問題が挙げられます。また、イギリスのEU離脱に係り、産業がどうなるかという問題もあります。EUとの貿易の関係がどう変わっていくかという事も見えてきません。ですから、離脱の形はとるかもしれませんが実際問題は影響が少なくて済むような枠組みをまた新たに作り直すという事も言われており、今後どのような形に落ち着くのかがこの2年間で注目に値するのではないかと思います。日本と関連させて言えば、EU離脱問題に係り、英国の国力が衰退することで、英国進出を考えている日本企業への影響も懸念されます。 これからも一連の動きをみていきたいと思っていますが、皆さんも楽しみに見ていてください。 それでは今日のまとめです。 新しいブレクシット、つまり英国のEU離脱問題は今後2年間目を離す事が出来ない状態にあります。今回はブレクシットに係り、現地で取材をしてきました。現地の専門家の方・庶民の方が見た事を皆さんに御報告しました。どうぞ今後の御参考にされて御自分のビジネスに活かして下さい。仮に今回の国民投票の結果通り、離脱という選択肢が確定しても何かしらの妥協案はあるかもしれません。しかし、離脱派においても残留派においても方針決定後の具体的プランがないため、しばらく混乱は続くかもしれません。EU離脱問題後に控える政治的課題に関して言えば、イギリス議会で加盟当時のECに合わせてイギリスで制定された人権法の廃止についての議論が注目されます。

私は毎年、夏に学術研修の引率でケンブリッジ大学に3週間滞在します。今回はその際に、最近起こったEU離脱問題(英語ではBrexit)について現地で色々な人に話を聞いたりしながら考えたことについてお話をしようと思います。 2016年6月23日に国民投票があり、EU離脱派が残留派に勝利しました。パーセンテージで見ると51.9対48.1となりました。その結果、残留派だったキャメロン首相が辞職し、新しく首相になったメイ氏は再投票を実施しないと言っています。EUの方は早期の離脱を求め、混乱を早く収束し、巻き返しを図りたいと考えています。これに対してイギリスの方では、来年になってから手続きをすると主張しています。現地ではいつトリッガーするかというような言い方をしています。 国民投票といっても日本の国民投票とは異なります。日本は議会を通過したものを国民の1/2がOKすると憲法改正が出来る形になって法的拘束力があります。ところがイギリスの場合は法的拘束がありません。今回のEU離脱は議会も何も通っておらず、いきなり投票にかけられました。そこが日本と違うところです。イギリスは政府としても、キャメロン氏が残留派だったので残留派の立場でした。政府名義のパンフレットでは、残留派に投票して欲しい旨を記して全戸配布しています。これを日本で憲法改正の時にすれば大変なことになります。そこが日本とイギリスの大変違うところです。イギリスは今回を含めて国民投票を過去3回しか行ったことがありません。1回目は今回と似ていて、当時のECを離脱するかどうかという時に圧倒的に残留という結果になりました。今回のEU離脱については僅差で離脱という結果になりました。私たちからすれば分かりにくいことですが、本当のところ、法的束力はないのでこの結果がなかったことにしてもいいはずです。しかしメイ首相がもしそのようなことをすればおそらく彼女の政治生命はそこで終わりということになってしまいますのでそれは事実上できない選択肢だろうということになっています。今回は一般の人たちはイギリスのEU離脱についてどんな風に考えているのかということを現地に赴いて受け止めて来ようと思いました。実は色々な人に聞いてみると、離脱派も残留派もどちらも今回の離脱決定という結果を予期していなかったと、全員が口を揃えて言っています。 また次回お話をする際にもこの話を続けられればと思いますが、キャメロン氏も実際は離脱派ではありませんでしたが、離脱派が党内にいて、その人たちを治めるために今回投票となりました。つまり、離脱派の人たちは、EU離脱についての可否を投票にかけてくれなかったら党を辞めるというくらい強硬だったので、党を守るためには仕方がなかったという側面がありました。そしてその離脱派の人たちも本当に離脱になってしまったら、その後政治的に一体どうしたらいいのかというシナリオをきちんと描き切れていなかったようです。残留派も離脱派もこの後のシナリオが分からないということになっています。どういうプランにしていくのかという政治的にも非常に微妙な問題であると言えます。国民にとってもこれは同じで、実は国民の多くの人たちについても、EUとは何なのかということをそもそも知らない人たちもいて大変でした。Googleの検索で"EU"が急上昇したそうです。相当数の人たちが調べていたと言えます。 離脱に賛成を投じた人も、訳がわからないうちに投票してしまったというところが正直なところだったのではないかと思います。投票をひっくり返そうとして今は頻繁にデモ等が起きており、イギリスでよく報道されています。デモをしている人たちは議会に離脱に対するような動きを取るようにと訴えています。それが上手くいくかは分かりませんが、それが望みの綱というところです。その結果について色々分析がありますが、色々と細かいところも出てきたのでレポートをしたいと思います。私が行っていたケンブリッジは学園都市ですから知識人が多いところですが、残留派が73%でした。いくつか残留と離脱でどういうふうに分かれるか、誰が、どういう人たちが残留に票を入れてどういう人たちが離脱に票を入れるかということで、5つほど軸があります。今のケンブリッジの例で言うと、知識人の方と一般の方がずれており、大都市と地方でもずれています。それから4大地域です。イングランドとウェールズは離脱、スコットランドと北アイルランドでは残留という図式があり、その他は収入が多い人が残留、収入の少ない人が離脱という軸もあります。その軸がどうしてそうなるのかという話から次回はしたいと思います。 それでは今日のまとめです。 今日は英国のEU離脱問題について私が今年の夏に行って来たケンブリッジで現地の人たちに聞いてきたことをご報告しました。イギリスでは日本人が考えているよりも大騒ぎになっています。
