There's warnings significant change is needed, as Oranga Tamariki continues to fall short. The Independent Children's Monitor's fourth annual report to July - shows the Ministry still isn't meeting National Care Standards, formed in 2019. It's not facilitating enough social worker visits and more children are being abused or neglected under its watch. Monitor head Arran Jones says state care still needs an overhaul to reduce incidents. "Kids that are coming into youth justice residences are more likely to be care experienced - and what we're saying is, unless you're actually doing right by these kids who are coming from broken homes, who've suffered abuse and neglect themselves - unless you're doing the right thing to care for them, what you'll see is negative outcomes." The Children's Minister has set out five new reporting instructions for Oranga Tamariki going forward.  How the ministry is performing across these new criteria will be publicly reported every quarter starting from the 2024/2025 financial year. These include frequency of visits to children in care, timeliness around Reports of Concern, caregiver reports, complaint management and addressing youth offending. Minister Karen Chhour says data from the Independent Children's Monitor says the ministry has failed to meet these standards. You might be thinking the revelation that at-risk kids in New Zealand are no safer than they were three years ago, when a 5-year-old boy was beaten, burned and murdered by his carer, has nothing to do with you. But think again.  Where this has all come from, is a report by the Independent Children's Monitor as to whether the care system in this country has improved since Malachi Subecz died after being abused for months by his “carer”, Michaela Barriball.  She's in prison. When she was sent away, she was told it would be for, at least, 17 years.  And when that Malachi's story emerged, there was a lot of the tut-tutting and ‘this can't happen again” talk. But it has happened again. More kids have been injured, more kids have been killed.  The Chief Children's Commissioner Claire Achmad said on Newstalk ZB this morning that an urgent response is needed, But based on past performance and experience, I don't think that will happen.  Because, if we were really serious, we would have done something before now.   We would have done something before this report came out, telling us that at-risk kids are no safer than they were when Malachi was murdered. No safer, despite all the reports and the words and the reassurances that things will change and the serious faces. No safer.  And one of the reasons for that, is the so-called care and protection system in this country.   After Malachi was murdered, a review was done and it came up with 14 recommendations to try and improve things and make kids safer. Guess how many of them have been acted on? One. The other 13 are gathering dust.  If I was to summarise what those recommendations were, a lot of them were about getting all the different government departments and agencies working better together, sharing information, and making sure kids like Malachi don't fall between the cracks.  And let's face it, that was never going to happen.  I don't know if you've had experience of how government departments work —I have— and the last thing they do is share information and co-operate with other government departments. They protect their patches and their budgets and all they care about is jumping when the government minister in charge of them says jump.  In recent years they've been banging-on about this thing they call an “all of government response”. Probably one time that actually came close to working was during COVID, rest of the time: if it's not their department, it's not their department.  Which is why I have very little faith that our care and protection system is going to get any better than it is now. Where we have, as the Chief Children's Commissioner said this morning, one child on average dying every five weeks from homicide.  But the system isn't the only problem. You and I - we have to up our game too.  Because we treat care and protection of at-risk kids the same way we treat pretty much everything else in this country. We get someone in to do it, we contract it out. Out of mind, out of sight.  You know: “We're too busy dealing with our own stuff. We don't have time to sort out deadbeat parents and caregivers.” That's the attitude, isn't it?   But if we keep on having that attitude - that it's up to the State to sort it; and if the State continues to completely fail these poor little kids; then we can write as many reports with as many recommendations as we like, but nothing is going to change. See omnystudio.com/listener for privacy information.

Oranga Tamariki doesn't know whether it has been implementing basic health checks for the children under its care, according to a new report from the Independent Children's Monitor. The review reveals a lack of compliance and poor record-keeping for doctor and dentist visits. The chief executive of the Independent Children's Monitor, Arran Jones, says the message is simple: caregivers must note down whether the child has been to the doctor - and if not, get them there. Jones spoke to Corin Dann.

Oranga Tamariki looks to have fallen short of its responsibility for children's health checkups. The National Care Standards require Oranga Tamariki to annually check medical and dental needs, when a child comes into care. But a new report has found Oranga Tamariki has failed to properly keep track - and not all children had regular checkups. Independent Children's Monitor Chief Executive Arran Jones says they are vital for improving long-term health outcomes. "It's of utmost importance that the state, acting as the parent, does everything that they can to look after them. Tomorrow the high-profile role of the Children's Commissioner will officially be disestablished, replaced with a board of three to six members - a move many fear will significantly weaken the power of the role. The Oversight of Oranga Tamariki System Act 2022 splits the office's advocacy role from its monitoring function, creating a new entity called the Independent Children's Monitor, which will be housed within the Education Review Office. The change has been highly controversial and was opposed by all political parties, apart from Labour. Of the 499 public submissions, only eight expressed their support, with an overwhelming majority strongly opposing the bill. Opponents were concerned the change would dilute the office's role as an advocate and would lose its independence, ultimately leading to worse outcomes for tamariki. Kathryn speaks with Judge Frances Eivers, the current Children's Commissioner, who follows Judge Andrew Becroft, Russell Wills, John Angus, Dame Cindy Kiro, and the late Ian Hassall, who have all been powerful advocates for children.

Oranga Tamariki is still not meeting minimum standards for children in care, according to a report by an independent watchdog.The Independent Children's Monitor, Aroturuki Tamariki says there has been no meaningful improvement since the last report, and the agency is still failing to meet the basic needs of tamariki in state care. The report found Oranga Tamariki was not able to provide data to show whether a child's education and health needs were being met. It did report that only 53 percent or children are registered with a GP or medical practice, down from 60 percent the year before. The Experiences of Care report also found only 65 percent of children in care were visited by a social worker in the last year. Oranga Tamariki has custody of more than 6000 children and is supposed to meet minimum standards of care that came into force in 2019. This week on the show, single mum Kimberley shares Part 6 of her story.  Please note that these contain sensitive topics on domestic abuse and violence. It is recommended you listen to Parts 1 - 5 prior to listening to Part 6, but here's a short recap of the past episodes. In Ep 263 - Part 1, Kimberley talked about growing up in a single mum household and the relationship she had with her own father, the night she met her husband, and how (what she thought was going to be) a one night stand turned into a very toxic and abusive relationship. She shared the story of the early days of their relationship, up until the birth of her daughter, and the red flags and abusive tendencies that started appearing. In Ep 264 - Part 2, Kimberley's story continued. She talked about how the abusive tendencies started escalating and she shared her experience of what she would later find out was known as the cycle of domestic violence. She also talked about how she gained the courage to leave him, though it was the first of many attempts she made to leave the relationship, and how six months later he wormed his way back in. In Ep 267 - Part 3, Kimberley shares the further violent and abusive outbursts of her ex, and the safety measures she started taking to protect herself (and how she perceived this as being normal), the financial abuse that had started getting worse, the isolation he inflicted on her and separating her from her friends and sister (her biggest support), his gambling and consequent debt that kept increasing, and his paranoia that kept getting worse. She also shares what happened when he moved out and back in again a couple of times. In Ep 268 - Part 4, Kimberley started sharing what happened in the final six months of them living together, which is what she allowed because she wanted to protect her kids. She shared all the crazy things he did and beliefs he held and how she always felt like she was walking on eggshells around her ex. And then how one day, he started telling her how easy it would be to kill her - that all he had to do was come over and strangle her. And then he taunted her – repeatedly walked towards her and then away. And then the next day - raping her. In Ep 269 - Part 5, Kimberley explains how she felt completely stuck with nowhere to go after calling the Police for advice and being told she could take an AVO out that would protect her, but not her children. She talks more about his violent outbursts and his sexist attitudes and tells us about the suicide threats he would make to their children. Kimberley also shares the details of the night the nightmare she was living finally came to an end and what happened after that. In this episode, Kimberley shares the final part of her story. She talks about how the kids had no interest in seeing their father (and still don't 7 years later after the police took him away), how she had no sleep for two years as he continued to breach court orders and she lived on high alert. She also talks about the court process and the supervised visits and phone calls that were ordered for the children to spend time with their dad. And how he would continue to use these phone calls as a way to torment Kimberley and even do things like bark at her. She also talks about what it was like at the contact centre for supervised visits and about the Independent Children's Lawyer that was provided. Kimberley also talks about finding out about her ex's new partner and their two children and the emotions that came along with that. And finally, Kimberley shares how she gained her freedom and the empowerment that has come from sharing her story.  She also talks about the impacts the whole experience has had on her, from a mental health perspective and otherwise, and how she feels about it now. Her husband Stanley is Stanford University professor of physics and together three daughters: Susan (CEO of YouTube), Janet, a Fulbright-winning anthropologist, epidemiologist and an Assistant Professor of Pediatrics and researcher, and Anne (co-founder of 23andMe). In the short discussion during the Webit festival in Sofia, Bulgaria, Esther talked about how we learn, changes in the way we interact due to technology, the role of parents in education and of course 23andme, a little bit of politics and how the US healthcare system affects society. Esther holds an honorary doctorate from Palo Alto University (2013) and from Rhode Island School of Design (RISD) 2016. Merrilee Boyack loves life and loves every season of life--especially this one!  She enjoys hanging out with her hubby, four sons, daughter-in-law and two grandchildren and discussing politics.   She is an estate-planning attorney preparing trust, wills and powers of attorney and her law practice covers Utah and California.  Merrilee is also a professional lecturer and speaks all over the country, featured for many years at BYU Education Week and Time Out for Women, and a published author.  She loves to travel and meet people all over the world.  Her perfect day is camping in a tent, reading a good book, taking a perfect hike, and eating FREE food. Her current passion is working with Family Watch International as President for Utah.  She is working to protect the family and children at the international level at the United Nations and in supporting governments around the world to institute measures to protect families.  Merrilee also has created the Empowered Families Coalition of pro-family organizations in Utah to support family and traditional values.  She is a passionate community activist working to protect traditional values and liberties. She is the author of several books and talks, including The Parenting Breakthrough, Strangling Your Husband Is Not an Option; In Trying Times, Just Keep Trying. and her most recent, “The Mismatched Nativity.” I have owned Merrilee's book, The Parenting Breakthrough since I was a newlywed. I think it was part of a bundle that was giving out at a conference because it was a new book.  I loved reviewing its contents in preparation to talk to the author.  It is a very inspiring book that is a guidebook for parents to give their children life skills.  There is even a list of what skills children should learn by what age.  Merrilee has so many amazing tips for preparing her kids for adulthood, and she includes them all in that book. There are so many great tips and tools in this interview, from how to know when your kids are ready to learn a new skills, to money management, to preparing your kids for the workforce by lining them up with internships while they are teenagers!  So many incredible tips and tools here! To be clear, Merrilee is not so supportive of "free range parenting."  Her perspective is about being supportive and training our children up to be independent by mentoring, coaching, training, teaching, and nurturing.  Depending on your interpretation of free-range parenting, this does not include selfishness or simply dumping your child out into the world and expecting them to figure it out! We all know the story "The Emperor's New Clothes." It's meant to illustrate the vanity of human desires and the problem with excessive pride. In our daily lives we may experience a moment when we realize our boss or, heaven forbid, we are not wearing any clothes. We believe something that isn't real. We believe the idea for a new business marketing plan is great, but it's really a waste of time. We believe that perfect couple is perfect, merely from a social media post. We know the truth. But no one wants to admit it. Children will. Children can be uncomfortably truthful (the younger the more so). Why does it take a child to point out how obviously nude the emperor is? And how can we nurture that independent thinking, truthfulness, and connection to reality as a child matures and becomes more socialized? That's the subject of our conversation today. Jesse McCarthy, author of the upcoming book Montessori Education, is an expert in child development. He received his B.A. in psychology from the University of California, Los Angeles (UCLA) and his Montessori teacher's diploma for 3- to 6-year-olds from the Montessori Institute of San Diego (MISD). Jesse has worked with thousands of children, teachers, and parents through the years, as an elementary & junior-high school teacher, as a Head of School overseeing programs for infants to 8th graders, and as an executive helping to lead a group of over a dozen Montessori schools.
