Joe Powell was surrounded by an addiction-filled world from a young age. He was born and raised in Harlem, New York. Joe recalls that his parents had eight children—seven boys and one girl. All of them worked as performers. He recall tap dancing with The Jackson 5, Sammy Davis Jr., and Frank Sinatra. When he was four years old, he appeared on television. The Ted Mack Amateur Hour was a program that aired on CBS. Of course, there is a lot of drinking and drugs in the entertainment industry. His father would get drunk and do his entire act. Being raised in a home with an alcoholic father and experiencing that kind of trauma affected him long term.

Joe Powell has purchased the old Leonard Auto Parts building at the corner of Jackson Street and Main Street in the middle of downtown Grove Hill. He's been renovating the building, painting the front and interior and Tuesday, glass installers were there putting in new windows. Powell said he isn't quite ready to say what the building will be used for but said it would be an asset to the town. He said he will reveal more details as the project progresses. After looking at Rialto Fire departments stats, Joe realized they had to do something different. At Rialto Fire, they have committed to the ‘wheel of survival’ which is a regularly evolving set of steps designed to maximize the interventions of EMS personnel with their patients who are experiencing cardiac arrest. Their stats on cardiac survivability have improved significantly since implementing this and they have multiple studies published in JEMS.
