In the latest episode of the Insurance Post Podcast, titled ‘Multi-occupancy buildings insurance after Grenfell', Laura Hughes, general insurance policy manager at the Association of British Insurers, said through the risk-sharing scheme the industry is playing its part in making tower blocks safer and cheaper to insure.Hughes added: “One of the real problems we have seen with some of these buildings is the fact that the capacity, or exposure, insurers are willing to take on is relatively limited and, therefore, we have seen layering of different insurers providing cover for a certain level of that building.Associated costs“We have seen [that] some of the associated costs of that layering type scheme has seen significant cost for the insured, and, ultimately, the leaseholders who then see those cost premiums passed on. What the scheme is doing is looking to increase the capacity so there is no longer that need for the layering of capacity for each building.“I am not going to lie to you – it is a significant market intervention, and it has been extremely hard work. Our members have been consistently throughout the past year working hard to get this scheme up to speed.“We have been working with McGill & Partners that are leading the development of this specialty scheme. It is important to know that it is only going to be a short-term, time-limited scheme."Ultimately, we are looking to create a sticking plaster while remediation work takes place.“It has been complex. There has been a lot of competition law we have needed to take into account, but we are really pleased with the way it has been developing.”Hughes is joined on the podcast by Matthew Connell, director of policy and public affairs at the Chartered Insurance Institute, who reflects on whether HM Treasury and the Financial Conduct Authority could shake up the rules for how insurance brokers get paid as a result of concerns about the cost of buildings insurance to residential leaseholders and other property owners of multi-occupancy buildings. I remembered that one spring when we were up in Santa Fe visiting family and out on a hike it seemed there was a spotted towhee noisily foraging in every shrub. Noisily! Sometimes you will hear them rustling around before you see them and like all towhees they are busy rascals! The genus name Pipilo for towhees was created by Louis Jean Pierre Vieillot in 1816 when he described the eastern species. I've found his name associated with a bunch of bird species. He was an early birder…ha, ha. The 2 legged back hop scratch is little more difficult than some of my other dance moves like the twist or the jitterbug, but I'm getting it. I think I will shorten the name to “the towhee.” I'm already visioning folks circling me and shouting “Do the towheee, Petey. Do the towhee!” Oh, and the photo is by Laura Hughes. Thank you to her!

Unless we can figure out how to shift cultures and the stories that shape them, it's going to be tough for us to find ways to move forward together. That's why I'm so excited to have Laura Hughes join me for this episode. As a senior policy analyst in the Alberta clean energy program at the Pembina Institute, she leads the organization's files on women in the energy transition, the Alberta Narratives Project, and nature-based solutions. She also works with municipalities to support their transitions to renewable energy. In this episode, Laura walks us through the details of the Alberta Narratives Project – an incredibly successful initiative run with Alberta Ecotrust and Climate Outreach to help everyone move past the polarizing stories that were holding them back and find common ground to start creating a better future together. She outlines what they did, who they worked with, what challenges they faced, and – importantly – what they found in their evaluation. She also talks more broadly about the value of taking a narrative approach to policy development, as a key strategy in creating the cultural momentum necessary for any successful change project. With competing stories and ideologies tearing apart families, communities and nations, learning how to find common ground to tackle tough issues is a critical skill we all need to develop.
