Debbie is a hardrock mining policy expert with over 30 years of hands-on expertise with the environmental and public land laws and regulations pertaining to mineral exploration and mine development.She provides environmental permitting and government relations consulting services to mineral exploration and mining clients. She has a proven track record of successfully representing clients in legislative and administrative issues on the state and federal levels and in securing project permits for exploration and mining projects.Since 1993, she has been an active participant in the legislative dialogue to change the U.S. Mining Law. She has provided testimonies at Congressional hearings on the National Environmental Policy Act, on abandoned mine policies, and the state and federal environmental regulatory framework applicable to modern mines. Most recently, she testified on behalf of the Women's Mining Coalition in July 2021 and May 2022 before the House Subcommittee on Energy and Mineral Resources at hearings on the U.S. Mining Law.Her legislative work in Nevada includes playing a key role in repealing a special state tax on federal mining claims, helping persuade legislators to abandon a legislative proposal to tax minerals prior to severance, and convincing legislators not to raise the tax rate on mineral, oil and gas, and geothermal energy production.She is also one of the founders of the Women's Mining Coalition and currently serves on the Coalition's Board of Directors. She is a Certified Professional Geologist with the American Institute of Professional Geologists. Her professional memberships include the Mining and Metallurgical Society of America; the Society for Mining, Metallurgy, and Exploration, Inc.; and the Geological Society of Nevada. She has served twice as a trustee of the Northwest Mining Association (now the American Exploration & Mining Association).

On this episode of The Construction Record Podcast™, digital media editor Warren Frey speaks with Soloway Wright LLP partner Dan Leduc about prompt payment in Ontario and elsewhere in Canada. Leduc said prompt payment is not working the way it should, largely because of contractors not being proactive in pursuing payment. He attributed some of the reticence to traditional relationships, corporate culture and the role of the pandemic in slowing down payments since little work was getting done at the time in comparison to pre-pandemic activity. He advocated for streamlining the invoicing process and acceleration of certification and reminded contractors attending his talk at the recent Canadian Institute for Steel Construction's annual conference in Toronto that if an owner does not provide notice explaining a delay in payment within the prompt payment parameters, adjudication is an option. We also have headlines from the Daily Commercial News and Journal of Commerce including Angela Gismondi's story about how the long-delayed Eginton Crosstown LRT was expected to provide an opening date on September 27 but Metrolinx CEO Phil Verster instead said he can't commit to a solid timeline until issues with the system are ratified. The project began in 2011 and has experienced significant delays since. DCN staff writer Don Wall's also has an article about a sobering session this week held by the Royal Architectural Institute of Canada to commemorate the National Day for Truth and Reconciliation which is held Sept. 30.The session looked at the role of architecture in oppression of Indigenous Canadians over the centuries. Shannon Moneo has a story about Mining Association of Canada president and CEO Pierre Gratton's recent remarks at the Greater Vancouver Board of Trade earlier in the month reminding attendees that with the world in the midst of an energy transition, huge quantities of minerals and metals will be needed. From the west, Warren has a story about clean energy tax credits and how different parts of the industry are split on the use of wage requirements. Progressive Contractors Association of Canada president Paul de Jong said his organization supports the credits, a wage rate requirement gives him pause, and Canadian Labour Congress president Bea Bruske said labour supports the wage conditions as they will protect workers as Canada's energy economy shifts into a carbon-free future. News this week that Ottawa plans to spend C$3.8 billion ($3.02 billion) to support battery metals was welcomed by miners. On Friday mining audiences manager Michael McCrae hosted Kitco Roundtable. The Canadian government announced the funding it its budget. Funds would go to mineral surveying, processing and recycling, as well as tax credits for digging new mines and subsidies for infrastructure. Regulatory oversight, however, would mostly stay the same. "$3.8 billion for minerals and metals, and that's not including other budget items, like the $15B Clean Growth Fund, a piece of which will doubtless support critical minerals. A time for celebrating Canadian #mining and its role in #climateaction," tweeted Pierre Gratton, President and CEO of the Mining Association of Canada, supporting the measure. Guest - Adam Pankratz For generations, mining operations across British Columbia have provided high-paying jobs and economic activity in every region of the province. According to the Mining Association of BC, “mining continues to be vital to the provincial economy and standard of living. BC's minerals and metals are key ingredients in clean energy technologies and are helping the world transition to a cleaner, lower carbon economy.” The Association goes on to point out that “BC's mines and smelters support more than 35,000 workers across the province from Campbell River to Cranbrook, and from Victoria to Vanderhoof.”    BC's Ministry of Energy, Mines and Low Carbon Innovation forecast the total value of mine production in the province to exceed $9.2 billion for 2020 and that was before copper and gold prices rose. The province is endowed with a vast array of minerals and deposits; it is Canada's largest coal producer, a leader in the production of copper and the only producer of molybdenum. As well, there is significant production of gold, silver, lead and zinc – just some of the more than 30 industrial minerals produced in BC.   Adam Pankratz, Adjunct Professor of Strategy and Business Economics at UBC's Sauder School of Business says, “BC isn't home to many world company headquarters except when it comes to mining.” Pankrantz says the province and Vancouver in particular are centres of excellence in every aspect of mining. The Mining Association confirmed this in a recent report, stating, “Most of the major players operating in the province are either BC-based or Canadian companies. The Empire Club of Canada Presents: Critical Role of Transparency in the Fight Against Corruption Featuring Claire Woodside and Pierre Gratton In Conversation With Akaash Maharaj The linkages between resource revenue transparency, improved oversight, and development outcomes from extractive industries. For governments worldwide, mining investment holds promise of change: the opportunity to increase infrastructure and social investments, and a chance to establish broad based economic growth. The past decade has witnessed a dramatic increase in resource development in many countries, particularly in the developing world. However, despite the sudden influx of resource revenues, many countries have struggled to convert this newfound wealth into economic growth and prosperity. Unfortunately, citizens, elected officials, municipal and state governments often remain in the dark about the natural resource revenues received by their national governments from mining activity. This environment can foster corruption, mismanagement and, sometimes, conflict. As a major mining country, Canada is helping to turn this around with legislation which was tabled recently in the House of Commons that would require the mandatory disclosure of payments made by Canadian extractive companies, including mining companies, to host governments. This would result in a source of credible information that citizens can use to hold their governments accountable and fight corruption. Akaash Maharaj, Executive Director of the Global Organization of Parliamentarians Against Corruption, will moderate a discussion between two organizations that have been pushing Canada to implement mining payment transparency legislation a unique collaboration between industry and civil society.
