How can we cut corruption in government, procurement that generates kickbacks for local politicians? We could hire officials on merit. Across the developing world, many governments now do exactly that. So why do public contracts still go to political friends? In this week's VoxDev Talk, Sarah Brierley (LSE) tells Tim Phillips why merit-based hiring is not enough. If politicians cannot choose who gets the job, they can often control what happens next: where officials work, and whether they are promoted. This power may be sufficient to co-opt them. In Ghana, where she did much of her research, nearly half of senior local officials say contracts in their district go to firms that fund the ruling party. The research behind this episode:Brierley, Sarah. 2026. The Co-opted State: How Politicians' Control Over Bureaucrats' Careers Threatens Governance. Cambridge: Cambridge University Press. Open access. To cite this episode:Phillips, Tim, and Sarah Brierley. 2026. "How politicians co-opt bureaucrats.” VoxDev Talks (podcast).About the guestSarah Brierley is Associate Professor of Comparative Politics in the Department of Government at the London School of Economics and Political Science. Her research spans the state, corruption, bureaucracy, and election campaigns, with a focus on sub-Saharan Africa. She holds a UKRI Future Leaders Fellowship for a project on political finance in Africa.Research cited in this episodeClientelism. Politicians hand out public resources, such as schools, jobs or contracts, in return for votes. Most research assumes that officials simply do what politicians ask. Sarah argues that officials have real control over who gets what, so politicians must first win them over.Hiring on merit. Sarah checks whether senior local officials in Ghana are hired on merit in three ways: expert surveys, a survey of the officials themselves, and staff records. Of those hired between 2010 and 2016, 67% sat an exam. When the governing party changed after the 2008 election, the kind of people hired into professional jobs did not change. The kind of people hired into low-skilled jobs did.Randomised response technique. A way to ask survey questions that people would rather not answer. Each person rolls a die where the interviewer cannot see it. On one number they must say "yes", on another "no", and otherwise they tell the truth. Nobody knows what any one person meant, but the odds of each roll are known, so the true share of "yes" answers can be calculated across the whole survey. Using this method, Sarah found that 46% of 864 senior officials in 80 local governments say contracts go to firms that fund the ruling party.Career control tools. Sarah's name for the ways politicians can shape an official's career after hiring: promotions, the work they are given, and where they are posted. Transfers are the main tool in Ghana. Officials who think their mayor can easily move them are more likely to report corruption. In a second survey question, 58% of officials said that exposing misconduct would likely get them transferred.Whistleblower protection. Ghana's Whistleblower Act, 2006 (Act 720) protects people who report wrongdoing from punishment, including unwanted transfers, and can pay them a reward. But in a small local office it is almost impossible to stay anonymous, so the protection counts for little in practice.Local electoral competition. Competition between parties at national level is usually good for reform. Sarah finds that close contests at local level have the opposite effect. When seats are won and lost on small margins, campaigns cost more, and politicians have more reason to get money out of public contracts.India and Indonesia. Both countries hire senior officials through competitive exams. In India, members of the Indian Administrative Service change jobs on average every 16 months, and transfers become more likely when state leadership changes (Iyer and Mani 2012). Proposals to set a minimum time in post have not been adopted. In Indonesia, politicians also interfere in promotions.Promotion panels. In Ghana's local government service, promotions are decided by panels that include professional officials, so politicians rarely use them as a threat. Sarah suggests using similar panels to approve transfers, so no single politician can move an official at will.Campaign spending caps. Limits on how much candidates can spend. Many countries in sub-Saharan Africa have none. India has them, but candidates routinely spend far more (Chauchard 2018). Sarah points to the UK's Corrupt and Illegal Practices Act of 1883, which set strict limits that were enforced in court. Total campaign spending fell by 40% between the 1880 and 1885 elections (Rix 2008).More VoxDev Talks episodesWhy civil service reform fails (and what actually works).

In this episode of the XS Noize Podcast, Mark Millar is joined by Clint Boon to discuss his autobiography, Manchester Chronicles: True Tales of Music, Madness and Mayhem 1976–2006, the rise of Inspiral Carpets and the remarkable highs and lows of his life in music. Clint recalls seeing the Sex Pistols at Manchester's Electric Circus in 1976—the night that convinced him he could form a band. He discusses joining Inspiral Carpets, introducing the Farfisa organ that helped define their sound and building the band independently through homemade recordings, merchandise, visuals and their own studio. Clint also reflects on Noel Gallagher's journey from auditioning to become the Inspirals' singer to joining their touring crew, what Noel learned from watching the band at close range and when his songwriting with Oasis became impossible to ignore. He also remembers recording "I Want You" with Mark E. Smith and reveals what remains on the unfinished fifth Inspiral Carpets album. The conversation becomes more personal as Clint recalls going from Glastonbury and Top of the Pops to signing on, hiding from bailiffs and relying on milk tokens to support his young family. He explains why he continued writing hopeful songs during that difficult period and how surviving a terrifying motorway crash changed his life. Clint also discusses Mani's place in Manchester Chronicles, what success means to him now and what his 17-year-old self would make of the extraordinary life that followed that first Sex Pistols concert. Finally, he looks ahead to Burn Like the Sun, the first new Inspiral Carpets studio album in 12 years. Kultūras rondo kopā ar mākslas zinātnieci, izstādes kuratori Veltu Raudzepu un mākslinieku Mārtiņu Heimrātu ieskatāmies izstādē, kas veltīta Latvijas tekstilmākslas skolas izveidotājam Rūdolfam Heimrātam. Māksla un ideoloģija – kādas bija iespējas un nodevas? Līdz 22. novembrim Dekoratīvās mākslas un dizaina muzejā skatāma izstāde “Rūdolfs Heimrāts 100. Mantojums”, veltīta izcilā tekstilmākslinieka, Latvijas Mākslas akadēmijas profesora un Latvijas tekstilmākslas skolas izveidotāja Rūdolfa Heimrāta (1926–1992) simtgadei. “Es labprāt sēdu stellēs un aužu. Viss tas periods līdz tam paiet vienās šaubās un mokās. Mani apstāj dažādi varianti, un tā es varētu bez gala, bet, kad esmu stellēs, varu no sirds teikt, ka esmu laimīgs. Gatavojos tam kā rituālam, sakārtojis visus materiālus, izraugos skaņu plates, un tā, skanot izvēlētai mūzikai, aužu pavedienu aiz pavediena. Kājas un rokas kustas nepārtraukti, tikai galva kā tiek priekšpusdienā noliekta, tā paliek līdz vakaram, un esmu laimīgs,” kādā vēstulē rakstījis Rūdolfs Heimrāts. Izstāde parāda Rūdolfa Heimrāta daudzpusīgo radošo mantojumu, izgaismojot viņa ievērojamo ieguldījumu Latvijas tekstilmākslas attīstībā 20. gadsimta otrajā pusē. Līdzās gobelēniem, dekoratīvajām tekstilijām, keramikai, audumu apdruku dizainiem no dažādu muzeju kolekcijām apmeklētāji varēs iepazīt mākslinieka dzīves laikā nerealizētas ieceres, ko glabā ģimenes arhīvs.

Josh sits down with Sean Josephs, founder of Pinhook Bourbon and the new subscription-only Old Joseph's, for a conversation that traces two decades in restaurants and spirits. Sean didn't find the industry until he was 30, after five directionless years in fashion and beauty account management, before landing as a food runner at Tia Pol, the Chelsea restaurant his wife Mani opened in 2004. From there he trained under master sommelier Roger Dagorn at Chanterelle, then went on to build Char No. 4 in Brooklyn, Maysville, and Kenton's in Manhattan, all before relocating to New Orleans. Along the way he became one of the earliest people to treat bourbon the way sommeliers treat wine, pouring small tastes at a time and eventually founding Pinhook, a brand built around buying young barrels on lineage and being transparent about where the whiskey actually comes from. The conversation moves through the mechanics of the bourbon industry that most drinkers never think about: why big brands dilute their whiskey down to 80-86 proof and chill filter it to hide inconsistency between barrels, how scarcity turned Pappy Van Winkle into a cult bottle despite sharing a mash bill with Weller 12, and how vintage bottles that sold for $58 a decade ago now go for $10,000. Sean and Josh debate what connoisseurship actually means, identifying quality even in something you personally dislike, argue about when homemade beats store-bought (can you really beat Heinz), and dig into why bourbon barrels aging in Kentucky have tripled since 2012, helped along by private equity speculation. It closes on Sean's bet for what comes next: the best bourbon hasn't been made yet, and it won't come from a single distillery.Links and Resources

20 years of housewives and no shortage of things to talk about. Join Mani and Chantel as they don't just recap Real Housewives news and episodes, but mix it up with real life stories, shady observations, and context across the franchises. The two take on RHOA news with Kim Zolciack Biermans' son's arrest for unspeakable crimes, Boz from RHOBH taking the cast to Ghana for the first african cast trip on BH, and even the boring episodes of RHOC in vegas where Vicki is insufferable and Shannon is always suffering. In this episode of the Oxford Policy Pod, MPP students Isabella Notarpietro and Diego Peñaranda sit down with Professor Anandi Mani, Professor of Behavioural Economics and Public Policy at the Blavatnik School of Government, University of Oxford. Drawing on her influential research on poverty and cognitive function, Professor Mani answers why people sometimes make decisions that seem to go against their own interests, and how poverty itself changes the way we think and make choices. The conversation explores what behavioural economics can teach us about poverty, the timing and design of cash transfers, the additional constraints faced by women, the role of identity in shaping economic behaviour, and how these insights can lead to better policy design.

20th Anniversary of real housewives literally calls for an epic Real Housewives Ultimate Girls Trip across the country and through the housewives! What a reunion--Between Tom and Mani! Fresh off his podcast rebrand (Dumpster Dive Pod), longtime friend to the show Tom Hamlett is back in the Mix for what is important: the first part of the Real Housewives of Atlanta season 17 reunion! The two talk about the current cast, the rumors, Andy Cohen's role in it all, and if there is a path forward with this cast or if some other women need to come back to the fold. Before diving into the legendary performances of the peaches in this first part, Tom and Mani also touch lightly on RHUGT premiere (more coverage to come!), WWHL, the ladies in the media, and how Tom is liking RHOC and the return of Vicki to the fold. And a shocked Mani takes reconciles with a housewife Tom has come to be fond of that just...she didn't see coming. Welcome back to the Mix in The Box where we drag some housewives laugh with others and judge all their antics.
