A black Tennessee mayor declared April Confederate History Month while surrounded by white members of the Sons of Confederate Veterans, which says it celebrates the history of the Confederacy while denouncing racism. Livingston Mayor Curtis Hayes, who appears to be non-partisan with no record of a party affiliation, signed the proclamation last week with members of the SCV. It is a Tennessee-based group comprised of male descendants of Confederate soldiers, Overton County News reported. This week we are pleased to present something a little bit new for TFSR listeners. This is a kind of informal round table discussion that co host Scott and I had alongside Vicky Osterweil, who has been on the show before to speak on her book In Defense of Looting; A Riotous History of Uncivil Action. We all sat down to talk about a short and thought provoking article which was published in January of 2022 called “The Interregnum: The George Floyd Uprising, the coronavirus pandemic, and the emerging social revolution” which was published on the Haters Cafe and we will link to it in the show notes for anyone interested in reading it. An interregnum is defined as being a period of discontinuity in a government, organization, or social order, and it typically points to time frames at which there isn't a clear monarch or reigning body in a given place. This article points to the many ways the George Floyd uprising, the covid 19 pandemic, the rise of anti-work, and what the article calls the Great Refusal (a pivot from the ‘Great Resignation' nomenclature of some mass media) have all created the conditions for a possible broadscale social revolution. Stone Mountain was intended by “lost cause” supporters as a confederate Mount Rushmore, including a large bas-relief carving and was maybe the site of the birth of the second KKK in 1915. After that case, they decided to transfer him to a higher security facility across the country. The BOP has a history of setting Eric up to get jumped by white supremacist prisoners at other facilities and the worry is that not only is this move an obvious act of vengeance by the BOP but that he'll be isolated and targeted at USP Lee or whatever facility they stick him in. In today's jam-packed Best of 2021: Sam and Emma host author Clint Smith, staff writer at the Atlantic, to discuss his new book, How the Word is Passed: A Reckoning with the History of Slavery Across America on how the legacy of slavery has been passed down and obscured through generations of storytelling, and the manner in which this manifests in modern society. They walk through the sites that Smith visits in his book – from Monticello, looking at how the stories of Thomas Jefferson perfectly encapsulate the cognitive dissonance of how Americans view ourselves, to Angola Prison as a symbol of modern enslavement literally build upon a plantation – and how the heirloom of ideology is passed down through every element of our society, through education, through infrastructure, and certainly through community policing measures. Smith explores his experiences at a Sons of Confederate Veterans celebration, and the importance of elevating empirical historical facts in making space for activists and organizers to express contemporary racism as carrying the remnants and residues of these systems through all elements of American society. Then Sam sits down with with Harvard history professor Annette Gordon-Reed on her new book, On Juneteenth, which explores the Texas roots and national consciousness of the holiday celebrating the end of slavery in the South. Beginning in the 1500s, Gordon-Reed walks us through the arrival of slavery in Texas with Spanish settlers, and its development as an Enslaver's Republic as it broke away from Mexico and U.S. slaveholders ventured into the state to capitalize on the protection of the industry. Then, they discuss Gordon Granger's arrival in Texas on June 19, 1865, to enforce the Emancipation Proclamation, and the active and direct removal of status from former slave owners and deliverance of autonomy to Black freed folk, before they move into the violence of reconstruction in Texas and the South. Professor Gordon-Reed then walks through the importance of Juneteenth since the arrival of Granger, with the purchasing of what would become Emancipation Park in Houston as a grounds for celebration directly following it, why this day, in particular, took off as a celebration of manumission, and how Juneteenth has come into more widespread popularity. Lastly, Sam and Emma are joined by Jason Myles, co-host of the This Is Revolution podcast, as they dissect his Medium article, “I Was a Teenage Anarchist," on the growth of the punk movement around the concepts of authenticity and deconstruction, how that hindered its growth and ability to alter the mainstream, instead, setting it up to be absorbed by the machine, and what that can teach us about the state of the online left today. A native of East Tennessee, Earl Starbuck is an independent historian and a descendant of soldiers on both sides of The Late Unpleasantness and of Governor John Sevier. His father, who was a member of the Sons of Confederate Veterans, taught him to love history and the South. Starbuck holds a BA in History and Political Science from Carson-Newman University and an MA in History from Liberty University. He has no connection to the coffee company. Neil Kumar is a Republican candidate for U.S. Congress, representing Arkansas's Third District. He is a member of the Sons of Confederate Veterans and Sons of the American Revolution, with blood that has been Southern since the 17th century. Kumar, who is a graduate of the University of Chicago and a native Arkansan, has written for numerous publications, including the Abbeville Institute, American Renaissance, Identity Dixie, The Political Cesspool, Clyde Wilson's Reckonin', and VDare. (Virginia Department of Education Map) The Virginia Department of Health reports another 836 cases of COVID-19 this morning, and another two deaths. The seven-day average for positive tests has dropped to 7.5 percent down from 7.7 yesterday. There are another 13 cases in the Thomas Jefferson Health District, with eight from Charlottesville, three from Albemarle, one from Fluvanna and one from Greene. The district-wide percent positive rate dropped to 6.4 percent from 7.1 percent reported yesterday. The University of Virginia COVID-19 Tracker was updated late Monday afternoon and the official tally increased to 227 positive cases reported since August 17, with 186 of those listed as students. There were 18 positive test results reported for September 4, two for September 5 and six on September 6. Numbers for September 7 were not available at production time. *Efforts to bring more passenger rail service to Charlottesville came one step closer last week. The Virginia Department of Rail and Public Transportation and other governmental entities completed paperwork for the expansion of a bridge that crosses the Potomac River. “Currently, there is insufficient capacity, resiliency, and redundancy to accommodate the projected demand in future railroad services,” reads the executive summary for the Final Environmental Impact Statement for the Long Bridge Project. “The Project is needed to address railroad service demands and to ensure the Long Bridge Corridor continues to serve as a critical link connecting the local, regional, and national transportation network.”A series of recent transportation projects known as the Route 29 Solutions initiative included funding for a second daily train to come through Charlottesville on its way between Roanoke and D.C., but the current crossing cannot handle additional traffic. That has delayed the start of that services. The new structure will be owned by the state of Virginia and will carry two tracks adjacent to the existing bridge. The project also includes a new bike and pedestrian bridge. (Long Bridge FEIS)*While work continues on the long-running update of the Charlottesville Comprehensive Plan, the city is launching a review of the Strategic Plan, a document that guides “decision and policy-making” in city government. “The City Manager evaluates the performance of each department against their specific objectives, performance measures, and initiatives,” reads a press release announcing a series of five public meetings where the update of the current plan will be discussed. The current plan has five goals, one of which is to be an “inclusive, self-sufficient community.” Each goal has a series of metrics to see if the goal is being met. A dashboard for the current plan indicates the city is not meeting its goal to create more subsidized affordable housing units. The Comprehensive Plan is a different document that is mandated by state law that is more about government overall. “The Comprehensive Plan guides decision-making processes for matters related to land use, community facilities, housing, transportation, environment, economic sustainability, historic preservation, urban design, and more,” said city Communications Director Brian Wheeler in response to a question. “The two plans work together and the goal for increased affordable housing is a good example,” Wheeler added. The firm Rhodeside and Harwell is currently overseeing a review of the Comprehensive Plan while also drafting a new zoning ordinance and affordable housing strategy. That process is known as the C’Ville Plans Together initiative. City Council will hold a six-hour work session on the strategic plan next Tuesday from 11 a.m. to 5 p.m. *But first, City Council will meet tonight beginning at 6:30 p.m. for a long meeting that includes a public hearing on the issuance of $27 million in bonds, a rezoning for a car wash off of Long Street, and a resolution to prohibit firearms on city property. There’s also a special use permit for a nine story building at 218 West Market Street that was deferred by the last City Council at their penultimate meeting in 2019. In Albemarle, the Architectural Review Board will consider a proposal that involves a car dealership replacing the Hardee’s at the southwest corner of Rio Road and U.S. 29. This project went before the Places29-Rio Community Advisory Committee late last month and Scott Collins is its engineer. “The applicant is looking to move his dealership over to this site and utilize a lot of the existing facilities on the site but make some improvements,” said engineer Scott Collins at the August 27 meeting of the Places29-Rio Community Advisory Committee. “The building itself would be reused with some minor modifications such as removing the drive-through canopy and removing the refrigeration on the back.”Buffering and landscaping appear to follow elements of the Rio Road Small Area Plan, which seeks to guide the redevelopment of Albemarle’s commercial strip area. On Saturday, September 12, the Confederate markers in Court Square will come down. At 5 p.m. today, the Albemarle Board of Supervisors will meet to select an entity that will receive the statue, the cannon and the stack of cannonballs. “To date, Albemarle County has received offers from the Shenandoah Valley Battlefield Foundation, the Petersburg Federal Correctional Complex, a private citizen, Gordonsville Grays, Isle of Wight County Historical Society, Sons of Confederate Veterans, Civil War Museum at the Exchange Hotel, Trevilian Station Battlefield Foundation, and Hampstead Farm,” reads the staff report for the item. “A final list will be provided to the Board on September 8.” This is a public episode. Protests ignited in cities large and small across North Carolina this weekend over the death of George Floyd. BPR was at a vigil in Sylva. A large crowd gathered at the bottom of the Jackson County Courthouse steps for a candlelight vigil around the fountain on Sunday evening. The event was organized by the local NAACP chapter and Indivisible. The group stood in silence for 45 minutes. Then Pastor Jo Schonewolf from Whittier United Methodist Church gave a benediction focusing on the children at the vigil. "And may we all go forward from this place working, so that the future that they live in is not the present that we inhabit right now," says Schonewolf. Throughout the vigil, a small group stood in the middle of the steps surrounding a Confederate monument inscribed with the dedication to: "Our Heroes of the Confederacy." There was a rumor that the vigil attendees might try to pull down the statue of a Confederate soldier - other similar statues were defaced across the country this
The COVID-19 pandemic has scrambled post-graduation plans for international students who want to find jobs in the U.S. The cost of the pandemic will lead the UNC System to seek millions of dollars in additional state funds. A judge has ordered the Sons of Confederate Veterans to return most of the money UNC paid as part of a shortlived legal settlement over Silent Sam. Many students who went home after UNC closed its campus have to keep paying rent for their empty off-campus apartments. Some North Carolina manufacturers have quickly pivoted to making emergency supplies. The stay-at-home order has prompted some students to pick up new hobbies.
A judge this week reversed a settlement between the UNC System and the Sons of Confederate Veterans, making the fate of the mangled Silent Sam statue again uncertain.

Question to Donna Martinez and Brad Crone – The Daily Tar Heel, the student newspaper for UNC Chapel Hill has filed a suit against the UNC Board of Governors to overturn the Silent Sam Settlement. Their suit contends that both the agreement to pay the Sons of Confederate Veterans $75,000 as well as the $2.5 million payment violated the North Carolina Open Meeting Law and both actions should be overturned. What’s your reaction to this lawsuit?
The University of North Carolina at Chapel Hill faced criticism this week for its decision to pay the Sons of Confederate Veterans $2.5 million, and hand over the Confederate monument Silent Sam which was erected during the Jim Crow era and loomed over the school's campus until it was toppled in August, 2018.

I was pleased to host Harry Watson, Professor of History at UNC Chapel Hill and James Ward, Sons of Confederate Veterans to discuss the controversy surrounding the removal of "Silent Sam" or "Soldier Boy" statue. This monument was toppled by students and others on August 20, 2018. Harry, James & I discussed the depth of the controversy - stemming back to its deepest historical roots in slavery, The Civil War, Jim Crow Laws, Confederate and Southern Cultural history, and present feelings that this statue (as well as others) have stimulated in students and others. We explored both sides of the issue in depth, including the options explored and being discussed as to how to best resolve the placement of "Silent Sam" also known as "Soldier Boy," which is his preferred title assignment by the UDC United Daughters of the Confederacy, that originated the statue's commission.

Charlottesville: “What happens to a dream deferred” wrote Langston Hughes in the poem Harlem. Hughes was referring to the frustrations of African-American life 90 years after the Emancipation Proclamation. Does the deferred Dream explode, the poet asked. What happens, ironically when the deferred dream is that of white supremacy and the Confederacy risen? Does it also explode? Charlottesville is the latest detonation in a process that has been left unaddressed for decades, for more than a century and a half really. Arguably since the founding of the United States. This piece from the FRDH archive is from 1995 is based on an evening I spent with the Sons of Confederate Veterans in Natchez Mississippi which nearly ended in a fistfight over the meaning of the Constitution.
