The loss of a loved one is always devastating, but when that loss comes in the line of duty, it leaves an enduring impact on families, colleagues, and communities. This is the story of Reserve Deputy Mark Alan Whitehead, who was killed in the line of duty while serving with the Multnomah County Sheriff's Office in Oregon. His father, Jim Whitehead, shares his journey of grief, resilience, and commitment to honoring his son’s legacy. I just received word on 02/25/2025 that Jim Whitehead passed away just a few days before this was released. The Tragic Night On February 26, 1993, Reserve Deputy Mark Alan Whitehead and Reserve Sergeant Scott Collins were on patrol when tragedy struck. A drunk driver, traveling at an estimated speed of 105 mph, lost control of his vehicle on I-84 just east of 181st Street. The car went airborne, crossed the center divider, and crashed into their patrol car, shearing off the roof. Both deputies, along with the intoxicated driver, who had a blood alcohol content three times the legal limit, were killed instantly. A Father’s Grief and Mission Jim Whitehead, Mark’s father, still vividly remembers the moment he received the heartbreaking news. The loss of his son turned his world upside down. Over time, Jim channeled his pain into purpose. Today, he dedicates his time to helping other families who have suffered similar tragedies through his volunteer work with Oregon Concerns Of Police Survivors (C.O.P.S.). Through this organization, Jim supports families of fallen officers, offering guidance, comfort, and resources to those coping with loss. He understands the deep sorrow that comes with losing a loved one in the line of duty, and he strives to ensure that no family grieves alone. Honoring Their Sacrifice In 2014, 21 years after Mark and Scott’s deaths, a roadside memorial was erected along I-84 near the Fairview Parkway exit. This tribute, made possible through the efforts of the Sheriff’s Office, the Collins and Whitehead families, and state legislators, stands as a solemn reminder of their sacrifice. Each year during National Police Week, the Multnomah County Sheriff's Office holds a memorial service to honor those killed in the line of duty. With bagpipes, gun salutes, and heartfelt speeches, officers and families gather to remember the fallen, ensuring their legacy is never forgotten. The names of 11 officers, including Mark and Scott, are permanently engraved on a plaque outside the Sheriff's Office, a lasting tribute to their service. Every year, nearly 10,000 Americans lose their lives in alcohol-related crashes. Fortunately, thanks to stricter laws, increased awareness, and law enforcement efforts, drunk driving fatalities have decreased by more than a third over the past three decades. In Oregon, DUI citations have significantly dropped since the mid-1990s, a testament to ongoing efforts to prevent similar tragedies. It's only fitting that we air this podcast with Dr. David Dalu and Capt. Scott Collins the same week as the 2022 Gold Cup Tarpon Tournament. In 2008, Scott and David won all three major tarpon tournaments; The Gold Cup, The Don Hawley and The Golden Fly. It was the first time anyone had pulled off the triple crown in one year. It was also a confirmation that their wins in the previous year's Gold Cup and Don Hawley were no fluke. They knew their methodology of catching sensitive ocean side tarpon swimming in clear water was under everyone else's radar (which would soon be blow wide open). The key elements to this recipe was actually formulated by a few earlier moving parts before it got to Dalu and Collins and because of the significance of their success, history deserves to know how it all unfolded and by whom. Bring in steelhead/tarpon angler Neil Light, Capt. Albert Ponzoa, inventor Carl Anderson and Key West fireman, Carl Wagner, all adding to the success of what Collins and Dalu perfected. Who knew what and when? And what about all the refined techniques of their little secret that blew the common tarpon techniques deep into the history pages. With their newfound information, Dalu won five tournaments in three years, and Collins has one of the greatest records of any guide with 8 tarpon wins, 5 permit wins and a bonefish victory in 9 years.... On Saturday, Republicans who attended a convention at Hampden-Sydney College in Prince Edward Category overwhelmingly selected incumbent Bob Good of Campbell County to seek a second term. According to a raw vote count, incumbent Bob Good received 1,115 of the 1,303 votes cast. Of the 24 localities with Republican committees, challenger Dan Moy of Charlottesville performed best in Albemarle County where he got votes from 43 of 128 convention delegates and in Charlottesville where he received 15 out of 28 votes. However, the convention used a weighted system which gave Good 1,488 votes to Moy’s 271. (view the vote tally)Democrat Josh Throneburg got straight to work with a press release pointing out that the number of votes cast in the convention were less than 0.02 percent of the population of the Fifth District.  Throneburg became the nominee by default when all other candidates failed to qualify for the primary ballot. The two Chambers will convene at 10 a.m. according to the Legislative Information System.One of the major pieces of business left to complete is the state budget and a slate of legislators from both Houses have been seeking to work out a compromise to reconcile both versions.  There are also several bills that passed both Houses but also have to be reconciled before it can be sent to Governor Glenn Youngkin for action. These include a sales tax exemption for food and personal hygiene products, changes to the make-up of the State Board of Elections, and the establishment of a Virginia Football Stadium Authority.  City Council holds public hearing on trail connectionA new partnership has formed between the City of Charlottesville and an entity that secures open space easements in Virginia, and that will slightly increase the cost of land transactions. “We have a property owner that we’ve been negotiating with and we have a granting agency in the Virginia Outdoors Foundation that’s providing the funding which has already been appropriated,” said Chris Gensic, a planner in the Parks and Recreation Department. When complete, the transaction will trigger a $3 fee for recordation of most deeds to go toward a pool of money to allow the Virginia Outdoors Foundation to purchase more land. Gensic said most localities of Virginia already have this arrangement but the city has yet to record an open space easement within its borders. The property in question would allow for the 250 Bypass Trail to continue on an already paved trail in the woods to the south of Charlottesville High School toward the Piedmont Family YMCA to the east“The parks department has been working diligently over the past few decades to acquire pieces of property to stitch together a trail network per the Comprehensive Plan,” “We’ve been discussing this particular acquisition that’s on the western end of McIntire Park.” The public hearing was held to move the transaction forward, but Council took no action. That will come when the deal is nearing completion. Rex Linville of the Piedmont Environmental Council said the parcel in question was significant. “It is a crucial link in the multiyear effort to create a shared-use path that will connect McIntire Park, the YMCA, and Charlottesville High School to Hydraulic Road,” Linville said. “This parcel is also a vital part of a larger four-mile loop that will connect these public resources to Michie Drive, the Greenbrier neighborhood, and the John Warner Parkway.” No city funds will be directly used in the transaction, according to Linville. Council approves action plan for federal HOME and CDBG fundsCity Council has approved an action plan for federal funding from the U.S. Department of Housing and Urban Development for the next fiscal year. Staff had suggested making some changes to the process in order to meet HUD’s guidelines, but some groups pushed back on some of those proposals. (read the staff report)“Staff will no longer request that the task force be changed to staff advisory,” said Deputy City Manager Sam Sanders. “Instead we’re going to focus on identifying income eligible participants to ensure that the diverse voice is always available.” Sanders said the city cannot use federal funds to pay participants to sit on that task force, but local funding can be found for that purpose should Council want to ensure participation by low income individuals. Charlottesville will also stop the process of designating a neighborhood to receive funds for three-year periods at a time. In recent years, projects in Belmont received those funds despite an influx of wealth. “Instead we will continue to work to identify projects that prioritize investment in those areas for the targeted low-income population to benefit from,” Sanders said. A project that had been recommended by the task force was $186,376.16  in funds for sidewalk improvements in the Ridge Street neighborhood, the current priority neighborhood. That will no longer be part of the action plan due to a concern that the project would not be completed in time to meet HUD’s deadline. Instead funds for project will be returned to the pool to allow for other proposals from the community to be funded for the Ridge Street neighborhood.  A second reading and vote on this year’s spending will be on Council’s agenda on June 6. City changing mechanism for property tax relief City Council will hold a work session with the Planning Commission this afternoon but before the joint session on transportation matters gets underway, there will be a second reading of an appropriation of $1.5 million in city funds to be used as grants to low- and middle-income property owners. This would replace the long-running program Charlottesville Housing Affordability Program (CHAP) that the city had been using to provide tax relief. Todd Divers is Charlottesville’s Commissioner of Revenue. “We’ve kind of scrambled to put together a program that I think is going to get us close to what we were doing,” Divers said. Divers said the previous tax relief program had been justified by the City Charter, but now a second avenue to justify the program will be used instead. “The Director of Social Services as the local Social Services board will be the official administrator of this program though I will be working in a cooperative agreement with her and we’ll still be effectively managing the program the way we always have,” Divers said. The move also allows the city to increase the threshold for eligibility for participation to a home value of $420,000, which is the average assessed value of a residential parcel in the city. The income threshold will be increased to $60,000. “This a grant program,” Divers said. “This is a grant for needy folks and the way that we are defining that is folks who make less than $60,000 a year and who own a home in the city of Charlottesville.”Divers said he estimates an additional 100 people will be eligible. The second reading is being held today to speed up the process to allow the process moving forward for this year. Shout-out for an ACHS program on the Fields of Honor This year, the Albemarle Charlottesville Historical Society has been working with a group called the Fields of Honor to identify soldiers who were killed in action in the Second World War. Since February, ACHS researchers have helped locate several photographs of the fallen, including that of Private Clarence Edward McCauley who was tracked down through high school records. There are 18 remaining photographs to be found, and on Thursday, May 26 at 7 p.m. the ACHS will host Debbie Holloman and Sebastian Vonk of the Fields of Honor Foundation to talk about how you can take part in their volunteer efforts honoring the service and sacrifice of US WWII service members buried or memorialized at US war cemeteries in Europe. That’s Thursday, May 26, at 7 p.m. via Zoom or Facebook Live.Site plan meeting held for Belmont Condominiums projectOfficials with Riverbend Development have offered details on a proposal to build dozens of condominiums on undeveloped land in Charlotteville’s Belmont neighborhood. “I know on this site in particular I have been working with the neighborhood off and on for at least five years regarding this site and we’ve owned it for well over a decade now I believe,” said Ashley Davies with Riverbend Development.A previous submission that looked more like neighboring City Walk Apartments had gone to a site plan review conference in 2018 but that version did not move forward. “A lot of the feedback that we got from the neighborhood from that time is just that it felt like these two buildings were too big compared to what you see in the rest of the neighborhood,” Davies said. This development would include 130 total units and it needs city approval on three applications. Both a major subdivision and a site plan can be approved by staff, but a third requires endorsement by elected officials.“A critical slope waiver due to impacts to critical slopes requires a City Council action,” said city planner Matt Alfele said. “This means that application will go to the Planning Commission for a recommendation and then City Council for a final decision.” No date has been set for that Planning Commission meeting and a public hearing is not required. The six acres of property span many parcels which would be combined in the major subdivision. Since 2003, the zoning has been for Neighborhood Commercial Corridor which allows for mixed-use. Most of the buildings would be constructed in a form known as a two-over-two. “It looks like a townhouse style unit on the outside but once you go into the unit it actually has two units each two floors tall and there’s garages on the backside that have parking internal to those units,” Davies said. Davies said Riverbend has built these types of units at Brookhill in Albemarle County and they have proven to be popular. Eight of the units would be designated as being sale to households and individuals at a certain income level. The property is currently being used for automotive repair. One neighbor asked if the site needed to be remediated due to potential contaminants in the soil. Scott Collins is an engineer working on the project “As far as contaminants, they’ll be testing the soil as well when the asphalt and concrete is removed and checking the consistency of the soils and making sure it’s not contaminated and if it is, there are remediative measures that have to be in place,” Collins said. The site plan must be approved by staff if it meets all of the technical requirements. Staff has not yet completed the comment letter that will go to Riverbend. People still have until June 15 to make a comment about the site plan or to ask a question. But Council will have to approve a critical slopes waiver and one Councilor who attended the May 18 site plan conference did not like what he saw in the current project, taking his cues from a speaker from the Piedmont Environmental Council. Michael Payne said he preferred the previous approach Riverbend had taken. “I just would say that I’m pretty disappointed at where this has ended up,” said Michael Payne. “I feel like where this ended up is the worst of all worlds in terms of as Peter Krebs [of PEC] said the most impervious surfaces, the least compact and clustered development. And also the least affordable development. It seems like its the most sprawled version which will have the most expensive units and I think this project just would have been much better off to be more clustered and have more apartments similar to the Belmont Lofts project or City Walk for that matter.”  One neighbor suggested the city make a swap with the developer.“Wouldn’t it be lovely if the city could do an exchange with the owners of Belmont Holdings and give them the existing Clark School which is a gorgeous building with high ceilings and let them turn that into condominiums and turn this site into either a school or a park?” commented Deb Jackson. This is not likely to occur. Crews were called to the 1000 block of Cherry Avenue to a structure fire. According to a release, firefighters rescued one person who was trapped. That person and two others who escaped were taken to the University of Virginia Medical Center, and one died soon after arrival. This afternoon the Fire Department reports a second person has since died and the third occupant is still hospitalized. The Fire Marshal’s office is investigating. Time to catch up with activities this month from the Charlottesville Planning Commission, who met on July 13. I previously reported two other items from the meeting in the July 16 installment of this newsletter. Now it’s time for the rest. (download the agenda packet for details)Commissioners got details on an alternative version of the Future Land Use Map that is part of the Cville Plans Together initiative. If you’re unfamiliar, check out previous coverage:Charlottesville Planning Commission gets first look at draft Future Land Use Map (April 13)May: A busy month for Charlottesville to plan together (May 9)Oversight group discusses Cville Plans Together initiative; Democratic Council candidates offer their views (May 25)Charlottesville Planning Commission briefed on public comment for Cville Plans Together initiative (July 12)The idea for an overlay district for affordable housing stems from members of the Housing Advisory Committee, one of whom is the executive director of the Piedmont Housing Alliance.“The proposal we are going to discuss tonight reflects our effort to distill the common ground from the spectrum of insights, concerns and hopes that we have heard,” said Sunshine Mathon. “Consistently across all of the discussions we’ve heard the following. We’ve heard common praise for protecting and preserving historically Black and low-income neighborhoods. We’ve heard common support for addressing affordability broadly across the city and that mostly everyone is okay with future affordable housing in their neighborhoods. And lastly we’ve heard concern that density for density’s sake alone doesn’t serve anyone well.”The proposal suggests creation of a new low-intensity residential category that would limit density in historically Black and low-income neighborhoods like Fifeville, 10th and Page, and Rose Hill. “This land use would be the base land use for historically Black and low-income neighborhoods to reduce development pressures by essentially keeping in place the existing density allowances in these neighborhoods,” Mathon said.One of three recommended adjustments to the Future Land Use Map that has been discussed by the city’s Housing Advisory Committee. Proposed high-intensity areas are in dark brownA second concept is that the rest of the city would have the General Residential land use category which as described by the consultant would allow three units per lot. “Recognizing that growth has been historically accommodated on the backs of low-income neighborhoods, this would shift growth patterns to higher income areas,” Mathon said. “To some extent.”The third concept would be to only allow higher-intensity residential to developments that kept a portion of the units below-market. “This proposal recommends that medium-intensity residential be a by-right use in all parts of the city if and only if affordable housing is part of a proposed development,” Mathon said. “This recommendation privileges affordable housing and guides density with purpose in all neighborhoods.”Mathon said acceptable practical constraints include topography, lot sizes, and infrastructure. He said the revised maps that have been developed are not final and also need to be refined. “Our proposal is intended to establish common principles that set the stage for the next level of detailing,” Mathon said.  Mathon also said the proposal does not currently define affordability but he set out what needs to be known. The minimum percentage of affordable units in a particular developmentThe depth of affordability of units The length of time those units must stay affordableDan Rosensweig, the executive director of Habitat for Humanity of Greater Charlottesville, said there are areas of the city where it should be easier for developers to build a lot of units.“There may be areas of the city for example that don’t want to be general residential, but they are really the areas of the city, and I’m not going to name specific places but we know, a lot of people know where they are,you really don’t want to put the extra restrictions on them, where you just want density, intensity, and volume to happen,” Rosensweig said. Commissioner Rory Stolzenberg said he supported the suggested framework because it builds upon language from other documents such as the recently adopted affordable housing plan. “In the affordable housing plan it says explicitly under the multifamily by-right zoning ‘establish a mandatory inclusionary zoning as part of any revision to the multifamily zoning,’” Stolzenberg said. “To me I think it does make a lot of sense to add that directly into our descriptions in the map.”Stolzenberg also supported the idea of more density throughout the city if below-market housing is required. A reminder that medium-scale would allow between eight to 12 units per lot. “I also think it makes a lot of sense to allow that possibility of medium-scale apartments everywhere with that requirement for affordability,” Stolzenberg said. “And that saves us a lot of kind of fine-grained picking out of things in the map versus letting that go to the site plan level requirements in making sure that for lots where that is proposed the infrastructure is actually in place and the physical constraints and that is doable.” Stolzenberg said this way decisions about infrastructure would be made at site plan level. He did suggest a name change from “low-intensity” to “sensitive neighborhood.” Rosensweig said the goal was to create more affordable housing.“You can’t do a mapping exercise without thinking about the history of the map and the intentionality of the zoning map to calcify what had been put in place with restrictive covenants,” Rosensweig said. “To me, what is really important as somebody who is a champion of affordable housing and who has also tried to develop affordable housing is that it should be available, opportunities for affordable housing should be available throughout the city. A family’s zipcode shouldn’t be their destiny. I think one of the primary purposes of this map is to create the conditions by which affordable housing can happen in every neighborhood.”Commissioner Jody Lahendro said he liked the idea, but still has concerns about the map provided by Rhodeside & Harwell. He posed several questions as the concept continues to be shaped. “Who establishes whether a development is compatible within the context?” Lahendro asked. “What are the benchmarks? What are the requirements? Is it done on a project by project based on the context directly around that project? Or is it done by a zoning district, or a district of some kind?”Commissioner Chair Hosea Mitchell offered these comments to the consultant.“Density for the sake of density is dumb,” Mitchell said. “Density with a purpose, density that is smart, density to borrow from Sunshine, density that privileges affordability is good and the overlay as it has been presented does just that, it provides density with a purpose, the purpose being affordability.”City Councilors were also on the call. Commissioner Michael Payne said he supported the framework. “It’s a good framework for addressing some of the concerns a lot of people have over ensuring that density is actually promoting affordability to the maximum possible extent,” Payne said.However, Councilor Payne had concerns the regulations aren’t too restrictive that developments can’t work out financially. “I just want to make sure we don’t end up in a situation where projects don’t pencil out and we have a de facto downzoning for some neighborhoods that have racial covenants and redlining,” Payne said.  “And then likewise, how do we ensure that we’re actually monitoring and keeping units affordable as part of the requirements of any overlay.”Commissioner Stolzenberg said many of the details about affordability can be answered while the next phase gets underway. But he said the proposed overlay will help guide that conversation. “Clearly the real details of levels and all that needs to be pushed to the zoning ordinance rewrite where we’ll have the map done,” Stolzenberg said. “But it is also important now to basically for your small projects that are just getting into this overlay, in determining what your base level is, you’re going to be setting those levels implicitly, right? So if general residential allows triplexes, if you’re building a fourplex, you’re saying that it has to be 25 percent affordable, which might preclude fourplexes all together. So I think that while the bulk of the details should be pushed out later, there is some amount that you should need to be thinking about now.” The consultants with Rhodeside & Harwell continue to go through the feedback from the official community input process, which ended on June 13. The next official meeting with the Planning Commission is tentatively scheduled for August 31. Jennifer Koch is the project manager for the Cville Plans Together initiative and she said they will take the proposal into consideration as it fits in with the overall strategy. “We have met with at least Dan and Sunshine a couple of times just to make sure we understood what was being proposed,” Koch said. “Like Sunshine said, some of these thoughts about an overlay we have in the chapter of Comprehensive Plan as part of the next step was zoning.”  Mitchell said he wanted to complete the Planning Commission’s role in the Future Land Use Map this by October so the currently elected Council could take a vote. Two Council seats are up this November.  Draft language in the Comprehensive Plan draft calls for an overlay for affordable housing. “It’s also referenced under Goal 4, Strategy 4.1.,” Koch said. (read the chapters)*But we’re not done with the Cville Plans Together initiative just yet today! This past Monday, Council held the first of two readings on approval of additional $165,000 to expand the scope of the project. Specifically, they’re to be directed to study how the Charlottesville Affordable Housing Fund is used, as well as a further study of inclusionary zoning. Some of the funding would come from the Charlottesville Affordable Housing Fund, which was created in 2007 as a dedicated account for housing projects. Alex Ikefuna is the director of the Department Neighborhood Development Services. “This request is essentially a fund transfer to enable staff to complete a couple of related projects designed to implement the affordable housing plan that was endorsed by the City Council a couple of months ago,” Ikefuna said. The work will include a review of the performance of the past ten years of the Charlottesville Affordable Housing Fund.  “The program is designed to evaluate whether the city’s investment is actually producing the desired outcome,” Ikefuna said. Ikefuna said the additional funding for the inclusionary zoning study is not related to the affordable housing overlay presented by Habitat for Humanity and the Piedmont Housing Alliance. He did offer this caveat to Council about expectations for this process.“Everything that comes out of the Future Land Use Map and perhaps the zoning ordinance and maybe portions of the overlay that would be integrated into the Future Land Use Map has to be what the market can respond to,” Ikefuna said. “We have to be cognizant of that.”Councilor Heather Hill has been a member of the Housing Advisory Committee and is glad to see the review of the Charlottesville Affordable Housing Fund will be conducted.“I just think this is really long overdue,” Hill said. “I know the Mayor and I have discussed throughout our time on Council and just making sure we have a process in place that does have that accountability but also just looking back historically and understand what has and hasn’t been working so that we can have the most effective use of city dollars moving forward.”I’m in the midst of conducting my own review of the Charlottesville Affordable Housing Fund, and if you’re a paying Substack subscriber, you’ll get that report as soon as I’m done with it. Pollocks Branch is the waterway in blue flowing to the southwest from downtown CharlottesvilleEarlier in the Charlottesville Planning Commission meeting, Commissioners voted unanimously on a proposal from the Charlottesville Redevelopment and Housing Authority to alter one of the conditions in a critical slopes waiver they were granted in early 2019 for the first phase of the redevelopment of South First Street. Carrie Rainey is a planner with the city of Charlottesville.“The previously granted critical slopes waiver allows for construction and land disturbing activities within critical slopes for a development that would include 62 multifamily residential units in three buildings and a community resources center,” Rainey said. City code defines a critical slope as one that has a grade of 25 percent or higher, and also contains either a horizontal run greater than 20 feet or is within two hundred feet of a waterway. The idea is to prevent erosion and prevent sediment from entering waterways, which kills macroinvertebrate life. The waterway Pollocks Branch is within the latter. After construction at South First Street began, CRHA notified the city it would not be able to comply with a condition of the slopes waiver that required a phased construction so that two buildings on First Street would be built first “in order to create a better stabilized site during construction and to facilitate more effective erosion and sediment control measures.” “The purpose of that is building three is placed on the trap that serves to treat the sediment from the areas where [buildings] two and three are being built,” said city engineer Jack Dawson. CRHA officials maintain that because of supply issues, they need to construct all three buildings at once in order to lock in costs. On the day of the Commission’s discussion, CRHA’s engineers suggested that a combination of enhanced silt fences and placement of mulch to slow the flow of stormwater runoff that would go to Pollocks Branch, which flows into Moores Creek, which flows into the Rivanna River. “That’s mostly not acceptable for this type of application and there are sort of some further concerns I have with that as well,” Dawson said. After spending a few minutes detailing what he felt was problematic about the plan, Dawson reached a conclusion, though he said he understood the importance of this project. “It’s going to be difficult to ensure that what’s done here is actually enforceable and carried out,” Dawson said. “There’s been significant problems on the site so far with conforming with the erosion and sediment control scheme.”City Attorney Lisa Robertson said the critical slopes waiver process happens at the legislative level, sometimes long before a site plan will be submitted.  “So the situation you wind up with is that you vote on these things and you adopt conditions such as let’s sequence the buildings to make sure we provide extra protections for the critical slopes areas and minimize disturbance and then you find out when you get closer to construction through the process of doing the erosion and sediment control plan that certain things can or can’t be done with that,” Robertson said. Robertson said if the Commission granted the waiver, CRHA and city staff would still have to work to ensure the plan complies with Virginia’s erosion and sediment control regulations. “What you really need to decide tonight is whether or not you’re going to get rid of the construction sequencing condition and whether or not you need to get rid of any other conditions,” Robertson said.Robertson suggested this is one area to review as the zoning code is updated. Ashley Davies of Riverbend Development led the CRHA’s presentation. The request is centered on a need to build all three buildings are materials are found due to supply chain issues related to the availability of lumber during the pandemic.“We certainly don’t have any ill intent and we are just as committed to protecting Pollocks Branch as anyone else,” Davies said.Davies said the disturbance of slopes has all occurred and stabilization methods are in place, but the condition on phasing does not work in order to meet the project schedule. “We’ve also think I spent a lot of time working with staff to try and make adaptations on site as we’ve discovered issues but basically what we found is that staff is like, ‘well, we can’t make any of these recent adaptations because this was a Planning Commission and City Council condition’ so it doesn’t really allow the [erosion and sediment process] to adapt or be amended with staff,” Davies said. Davies said she did not feel Pollocks Branch would be in any danger of environmental harm. Scott Collins, a civil engineer working on the project, said the sediment trap would still be in place during construction. “We are still achieving 100 percent stabilization on the site from the parking lot up,” Collins said. “For everything that would go to that sediment trap, before we remove that sediment trap we are stabilizing that per Virginia stormwater and erosion and sediment control standards.”  Dawson said in a recent site visit, he saw sediment being discharged into Pollocks Branch and that construction was outside of the limits of disturbance outlined in the plan. Dawson also said he chose not to take immediate action.“We certainly could have issued a stop work order immediately,” Dawson said. “That’s not what we did.The Commission voted unanimously to recommend dropping the waiver. (Virginia Department of Education Map) The Virginia Department of Health reports another 836 cases of COVID-19 this morning, and another two deaths. The seven-day average for positive tests has dropped to 7.5 percent down from 7.7 yesterday. There are another 13 cases in the Thomas Jefferson Health District, with eight from Charlottesville, three from Albemarle, one from Fluvanna and one from Greene. The district-wide percent positive rate dropped to 6.4 percent from 7.1 percent reported yesterday. The University of Virginia COVID-19 Tracker was updated late Monday afternoon and the official tally increased to 227 positive cases reported since August 17, with 186 of those listed as students. There were 18 positive test results reported for September 4, two for September 5 and six on September 6. Numbers for September 7 were not available at production time. *Efforts to bring more passenger rail service to Charlottesville came one step closer last week. The Virginia Department of Rail and Public Transportation and other governmental entities completed paperwork for the expansion of a bridge that crosses the Potomac River. “Currently, there is insufficient capacity, resiliency, and redundancy to accommodate the projected demand in future railroad services,” reads the executive summary for the Final Environmental Impact Statement for the Long Bridge Project. “The Project is needed to address railroad service demands and to ensure the Long Bridge Corridor continues to serve as a critical link connecting the local, regional, and national transportation network.”A series of recent transportation projects known as the Route 29 Solutions initiative included funding for a second daily train to come through Charlottesville on its way between Roanoke and D.C., but the current crossing cannot handle additional traffic. That has delayed the start of that services. The new structure will be owned by the state of Virginia and will carry two tracks adjacent to the existing bridge. The project also includes a new bike and pedestrian bridge. (Long Bridge FEIS)*While work continues on the long-running update of the Charlottesville Comprehensive Plan, the city is launching a review of the Strategic Plan, a document that guides “decision and policy-making” in city government. “The City Manager evaluates the performance of each department against their specific objectives, performance measures, and initiatives,” reads a press release announcing a series of five public meetings where the update of the current plan will be discussed. The current plan has five goals, one of which is to be an “inclusive, self-sufficient community.” Each goal has a series of metrics to see if the goal is being met. A dashboard for the current plan indicates the city is not meeting its goal to create more subsidized affordable housing units. The Comprehensive Plan is a different document that is mandated by state law that is more about government overall. “The Comprehensive Plan guides decision-making processes for matters related to land use, community facilities, housing, transportation, environment, economic sustainability, historic preservation, urban design, and more,” said city Communications Director Brian Wheeler in response to a question. “The two plans work together and the goal for increased affordable housing is a good example,” Wheeler added. The firm Rhodeside and Harwell is currently overseeing a review of the Comprehensive Plan while also drafting a new zoning ordinance and affordable housing strategy. That process is known as the C’Ville Plans Together initiative. City Council will hold a six-hour work session on the strategic plan next Tuesday from 11 a.m. to 5 p.m. *But first, City Council will meet tonight beginning at 6:30 p.m. for a long meeting that includes a public hearing on the issuance of $27 million in bonds, a rezoning for a car wash off of Long Street, and a resolution to prohibit firearms on city property.  There’s also a special use permit for a nine story building at 218 West Market Street that was deferred by the last City Council at their penultimate meeting in 2019. In Albemarle, the Architectural Review Board will consider a proposal that involves a car dealership replacing the Hardee’s at the southwest corner of Rio Road and U.S. 29. This project went before the Places29-Rio Community Advisory Committee late last month and Scott Collins is its engineer. “The applicant is looking to move his dealership over to this site and utilize a lot of the existing facilities on the site but make some improvements,” said engineer Scott Collins at the August 27 meeting of the Places29-Rio Community Advisory Committee. “The building itself would be reused with some minor modifications such as removing the drive-through canopy and removing the refrigeration on the back.”Buffering and landscaping appear to follow elements of the Rio Road Small Area Plan, which seeks to guide the redevelopment of Albemarle’s commercial strip area.  On Saturday, September 12, the Confederate markers in Court Square will come down. At 5 p.m. today, the Albemarle Board of Supervisors will meet to select an entity that will receive the statue, the cannon and the stack of cannonballs. “To date, Albemarle County has received offers from the Shenandoah Valley Battlefield Foundation, the Petersburg Federal Correctional Complex, a private citizen, Gordonsville Grays, Isle of Wight County Historical Society, Sons of Confederate Veterans, Civil War Museum at the Exchange Hotel, Trevilian Station Battlefield Foundation, and Hampstead Farm,” reads the staff report for the item. “A final list will be provided to the Board on September 8.” This is a public episode. Yianni Papoutsis was the co-founder of the Meatliquor. He started as one of the first street food trucks in the U.K., the Meat Wagon. Yianni was doing street food before it was fashionable and explained why the U.K. just doesn't have street food like they do in the U.S.  After teaming with Scott Collins and opening a pop-up restaurant, they opened thirteen restaurants, including twelve in the U.K. and one in Singapore (now closed).  It was so good to talk to Yianni about his thoughts on the current COVID pandemic. But those days are gone forever. Scott shares the data Gartner has compiled regarding the modern B2B buyer journey and drives home the reasons it is vital for sales professionals to adapt their approach. The changes we’re talking about are much more than just a fad. For example... Gartner’s research shows that in a self-reported survey, B2B buyers report that they are spending 27% of their time during the purchasing process independently researching solutions to their needs on their own, online. They are researching early and often and doing so right alongside any conversations they might be having with sales reps. 22% of their time is spent driving consensus with bosses or stakeholders within their own organization. 18% of their time is spent doing further research offline. That accouts for 67% of the time spent in a B2B buyer’s journey and they may not have even spoken to a sales rep yet. What does that mean for sales professionals? It means that when those buyers finally initiate a connection they’ll be knowledgeable about what the provider offers, and will come with very specific questions. Here’s the important question you need to answer as a sales rep: “Can you respond to their needs in a way that makes them glad they reached out and that truly helps them make a buying decision?” Scott equips you with the tools you need on this episode. Today, Sales Teams Must Be Transparent Or They Will Be Found Out In a recent purchase decision my team here at Vengreso was engaged in, we did our homework in finding the main providers who could offer a solution for our needs. Part of our process included speaking with people we know who are using the solutions we were considering. In that process, we became aware of a customer service challenge one of the providers was experiencing. But when we asked the sales team about the issues, they assured us all was well. You could say they erred by not being honest. I’d agree with you. But I go farther to say that they didn’t do their homework by taking note of who we are as a company and what other companies we are connected with. I never saw that any of their sales team looked at my LinkedIn profile even once, which would have given them all that information. They would have seen that we are closely connected with one of their clients and could safely assume we might have information that informed our questions. Scott says that example illustrates one of the most important points for sales professionals to get from this conversation: If you have challenges going on in your business, be forthright about them. In the modern world, savvy B2B buyers will find out about those things. You want to hear their concerns so you can address them honestly and be transparent about your progress in addressing them. That’s what builds trust and opens the door to another conversation. Sales Reps Can’t Increase Time With Buyers, So They Must Increase Value In this conversation, Scott reveals that the overall time sales reps are getting with buyers these days only amounts to 17% of the time they invest in their purchase process. For that reason, it’s vital that they make the most of the time they do have. That’s not going to be done through slide decks and rehearsed sales presentations. It will happen by listening, understanding their specific needs and questions, and resourcing them to find the answers that are preventing them back from making a buying decision. Research shows that in many cases, the sales process that is least difficult and cumbersome is the one that winds up winning. Ease of understanding and ease of purchase is the grease that lubricates the wheels of sales conversations. As a sales rep, it’s your job to make sure every conversation you have with buyers turns their journey into a pleasant and helpful engagement. If you are a sales professional, understand this: You need to become a customizable information machine for your buyers. Since that party and numerous times since, the stunned reactions on peoples faces has become normal for him. The irony is that he had been in training his entire life and just didn't realize it. Scott Collins is the personification of the Austin music scene. That's because he is a person and he's always playing music in Austin. For the first time since Hurricane Irma, people who live in the lower islands of the Florida Keys are returning home. For many, that means arriving at a home to no power and no running water. And for some who live in Marathon, Summerland and Big Pine Key — islands hard-hit by Irma — found their homes no longer livable. When Hurricane Irma made landfall on Cudjoe Key last week, it carried winds of 130 miles per hour. For islands like Marathon Key on the "dirty" — more powerful — side of the storm, the storm surge was even more damaging than the winds. When Scott Collins and his family returned home to the southern edge of Marathon Key, they found their home — with its million-dollar view just steps away from the turquoise blue southern Atlantic — devastated. He, his wife and two daughters evacuated to Orlando before Irma struck. The aluminum hurricane shutters covering the house's doors and windows facing the ocean had been crushed and peeled away by the powerful storm surge. "The back wall gave out into the Florida room here," Collins says. All the family's furniture, household items, even the children's toys are against the walls, mixed with seaweed. "Everything was jammed into the front of the house in just one giant pile." Even a granite countertop from the kitchen was washed into another room by the storm surge. Now, Collins says, it's too heavy for him to move. Collins works as a fishing guide, specializing in fly fishing for tarpon and bonefish. He took his boat with him when he evacuated but he lost a lot of fishing gear in the storm. "All this fishing stuff, it doesn't bother me," he says. "It's more painful when I see my kids' stuff and personal items that have just been soaked and ruined. That gets to me more." They don't think they've been looted. Perhaps a spray-painted sign across their front door reading "Looters Will Be Shot" helped. Although, Collins adds, there's not really anything to take, unless you really dig in the muck. Several family members have come down to help, and now that cell service is back, those who aren't here have been "blowing up" their phones with concern. Collin's brother-in-law, Josh, is here, helping mom Gayzel through the painful task of trying to salvage her 9-year-old daughter Addison's room. Amid the destruction in the room, the white letters that spell her name still hang with clean pink ribbon on the wall. Collins says they plan to spend the foreseeable future sorting through the mixture of debris and belongings by hand — clearing what they can — and hoping to stave off the inevitable corrosion from the items' extended "bath" in salt water. Most of Collins neighbors also have damage — though only a few have returned to inspect. Laura Welliver, who lives next door, is in a good mood as she walks us through her house. She points out dead, embattled flowers in a vase on the kitchen counter — they were freshly cut when she evacuated last week, and despite their color — they seem to be the most intact thing in the room. On Facebook, she posted photos of the damage with the caption: "This is the new design of our home. Our free flowing kitchen, our open air living room. Fully furnished with seaweed." "I can make jokes," she says, "because I've already had my good, long cry." Local and state officials are encouraging residents not to return to the Keys until the infrastructure and services are ready for them. Florida Gov. Rick Scott says at least 10,000 Keys residents are now homeless. But over the weekend, Monroe County gave residents in the lower keys, including Marathon, the OK to come back. As of today, checkpoints to enter the Keys have been shut down, but officials are still asking vacationers and visitors to stay away. On Marathon Key is without running water, sewer or power in many areas. But businesses, like the Home Depot, Publix supermarket and some restaurants have reopened. At Brutus Seafood, manager Elise Mucha opened as soon as residents were allowed back. It was an unusual day she said. There were no tourists, only locals, but she was doing a brisk business selling burgers and hogfish sandwiches. "It's been interesting. We have no computer or credit card," she said. "But we're making it work." Just across the bridge from Marathon, at the Sunshine Key RV Resort, the scene is less upbeat. Trailers are upended, many on their sides with windows and walls blown out. On Monday, the park was deserted except for one resident, Jandi Perez, who was working with friends on his trailer. He showed us the damage — a broken window, and the trailer had moved a few inches over on its blocks. He says he's planning on staying. But throughout the lower Keys, mobile home parks like this one took severe damage. As we drive the Overseas Highway — the main road down the Keys — piles of debris line the roadside — downed trees, patio furniture, freezers, ice machines, even jet skis covered in seaweed, carried over land when the surge washed over the island. Cleaning up the mess comes first, then replacing the signs and gas station canopies torn apart by the high winds. But rebuilding Marathon and other hard-hit areas in the Keys will take longer. While older, one-story homes took a lot of damage from the storm, most two-story concrete block houses constructed more recently were relatively unscathed — a testament to the updated Keys building code, one of the strictest in the nation. Scott Collins had plans before the hurricane to build one of those houses — just a few miles from the property devastated by Irma. As a fishing guide, he says his livelihood is here. He has no plans on leaving. But he knows from past storms, many who work in the Keys' service economy may have little choice now but to go elsewhere. After the hurricane, many in the Keys now are asking whether rebuilt homes in communities like Marathon will be affordable to the people who work here. "They may not want to [leave] but they're not going to be able to stay here," Collins says. "Whatever they used to do before in the service industry, it's closed and they don't know when it will reopen. They may not have a place to live. They just can't recover. Tonight's special guest is Steve Collins from Atlanta, founder and president of Adults Protecting Children which trains adults in how to prevent, recognize and react responsibly to child sexual abuse. Steve writes, "We also help communities establish prevention initiatives to reduce the number of children in that area who are abused." He explains, "We have 4 core values: .. 1. The adults in a child's life must bear the responsibility to protect that child. Therefore our training is adult focused. .. 2. There must be a new emphasis placed on prevention, without taking away resources for treatment. This problem will end only when we prevent it. .. 3.  Communities must build a coalition of key leaders, organizations and residents that work to bring about county-wide prevention initiatives. .. 4. A cultural shift is needed that moves our communities from denial and fear of child sexual abuse, which keeps children vulnerable, to one where the issue is openly discussed and adults are putting in place procedures and polices that will not allow abuse to continue." Steve's specialties include Child Sexual Abuse Prevention Training, Stewards of Children training, Safe Kids at Church, Safe Kids at School and public speaking on CSA prevention. Mr. Collins is also a Certified Facilitator for Darkness to Light's Stewards of Children, an adult-focused prevention-training course.
