Beginning July 1, Illinois will have a new state agency set to roll out over the next three years to handle all things early childhood development. Gov. J.B. Pritzker signed Senate Bill 1 Tuesday in Chicago. He said transferring early childhood services from three different state agencies to a new one will streamline things for parents. “The Department of Early Childhood, our first ever unified state agency dedicated to supporting Illinois' youngest children and their parents,” Pritzker said.

In a board meeting held on January 24th, the Wisconsin Department of Natural Resources (DNR) board voted unanimously in favor of a new set of rules, prominently featuring a ban on public nudity on state natural lands. The state agency, which is appointed by the Governor to oversee environmental and recreational policies, voted to pass the rule changes unamended, despite a strong public response opposing the ban. Beyond its adverse implications for naturists and advocates of nude recreation, this decision significantly diminishes any hopes of reinstating the once-nudist-friendly Mazomanie Beach. This decision gravely impacts the naturist community and dashes hopes of reviving Mazo Beach as a nude-friendly site. Coupled with two pending anti-nudity bills in the state legislature, this ruling by the DNR positions Wisconsin to establish one of the most restrictive stances on nudity of any state in the USA, setting a potentially alarming precedent nationwide.

City lawmakers in Brazil have enacted what appears to be the nation's first legislation written entirely by artificial intelligence — even if they didn't know it at the time. The experimental ordinance was passed in October in the southern city of Porto Alegre and city councilman Ramiro Rosário revealed that it was written by a chatbot, sparking objections and raising questions about the role of artificial intelligence in public policy. Rosário told The Associated Press that he asked OpenAI's chatbot ChatGPT to craft a proposal to prevent the city from charging taxpayers to replace water consumption meters if they are stolen. He then presented it to his 35 peers on the council without making a single change or even letting them know about its unprecedented origin. "If I had revealed it before, the proposal certainly wouldn't even have been taken to a vote," Rosário told the AP by phone. The 36-member council approved it unanimously and the ordinance went into effect on Nov. 23. "It would be unfair to the population to run the risk of the project not being approved simply because it was written by artificial intelligence," he added. Porto Alegre, with a population of 1.3 million, is the second-largest city in Brazil's south. The city's council president, Hamilton Sossmeier, found out that Rosário had enlisted ChatGPT to write the proposal when the councilman bragged about the achievement on social media. Sossmeier initially told local media he thought it was a "dangerous precedent." The AI large language models that power chatbots like ChatGPT work by repeatedly trying to guess the next word in a sentence and are prone to making up false information, a phenomenon sometimes called hallucination. In an article published on the website of Harvard Law School's Center of Legal Profession earlier last year, Andrew Perlman, dean at Suffolk University Law School, wrote that ChatGPT "may portend an even more momentous shift than the advent of the internet," but also warned of its potential shortcomings. Short-term rental hosts in New York City have to comply with stricter regulations now that a new law has hit the books. Some owners of one- and two-bedroom apartments are concerned about meeting expenses if they can't list their property. “I'm very concerned about being able to afford our home and our expenses without the short-term rental,” Gia Sharp said while sitting in her Brooklyn walk-up. The new rules are intended to effectively end a free-for-all in which city landlords and residents have been renting out their apartments by the week or the night to tourists or others in town for short stays. Under the new rules, platforms such as Airbnb, Vrbo, and others are not allowed to process rentals for unregistered hosts. Sharp says she is unable to register because she doesn't live in the area of the home she is renting out. Under the new system, rentals shorter than 30 days are only allowed if hosts register with the city. Hosts must commit to being physically present in the home for the duration of the rental, sharing living quarters with their guests. More than two guests at a time are not allowed, either, meaning families are effectively barred. Sharp said she switched her rental to comply with the 30-day rule because she didn't want to break the law. No one has booked Sharp's rental yet. Officials and housing advocates who had pushed for the restrictions said they were necessary to stop apartments from becoming de facto hotels. “We're in New York City. Everything is super small, and the rules don't really make sense if they're saying that I have to share my apartment and they have to have access to every room in my house and I have to have access to theirs.” Sharp is considering alternatives like business travelers and traveling nurses that may be more flexible to ensure the apartment is available for when a family is in need. McCarthy and the Republicans got their wish – the framework of a Joe Biden Impeachment and in less than 72 hours they have so COMPLETELY obscured it and overshadowed it and knocked it off the front pages that not even the right wing outlets are talking about IT, they're talking about McCARTHY. It's going so well for Soon-To-Be-Former-House-Speaker Kevin McCarthy that a senior Republican lawmaker has now told Semafor News that this ends when quote, “The whole family kills each other. I think we're close to that right now. We are in maybe the Godfather TWO stage.” McCarthy that he met with his House Conference, dared them to oust him as Speaker, and then swore at them. “Go ahead. I'm not (effing) scared of it… move the (effing) motion.” And a Republican Congressional aide says that the Freedom Caucus members are quote “hellbent on losing the majority” for the GOP in the House. McCarthy, who was not smart enough to KNOW the story of Newt Gingrich's implosion under similar impeachment circumstances in 1998 (let alone use it as a template to avoid creating his current drama in which he is not only the hostage but the guy who showed the hostage takers how to TAKE the hostage) is probably not smart enough – when it comes to this - to quit. So the House will suspend while they hose down what's left of him off the walls and then if we're all real quiet, through our windows and doors will come the faint but unmistakable sound of President Biden laughing his ass off. Meanwhile, the Kristen Welker “Big Splash” sitdown for her Meet The Press Debut was arguably WORSE than expected. They throw clips on Nightly News with Lester Holt and in one he says to her he could've pardoned himself and he makes up stories about legal authorities and she smiles vapidly at him and instead of saying “You do know we all know you're lying” or even just “honey please” she says “even if you were re-elected?” as if she were asking some nitwit on Dateline whether or not he'd go to the prom with the murder victim again. And she asks him what he thinks about Hunter Biden which is like seeing “For my next question, President Trump, free topic! Say whatever you want!” And THEN HE says “You mean because I challenge an election, they want to put me in jail?” and instead of saying something like – well, anything – she stares vapidly and they cut to Lester and Lester stares vapidly and then says “He had a pretty interesting answer” and you are reminded that Lester reached the apogee of his journalistic career in his cameo at the end of the movie “The Fugitive” in 1993. And as the GOP implodes, I sit here and I almost pray that somebody in the Democratic Party has the vision to say “the Republicans are in trouble, let's make sure we make it far worse for them. THIS is the time: release the Comer," As the prospect looms that McCarthy will be ousted and somebody - maybe Oversight Chairman James Comer - will succeed him, now is the moment to push the 2015 allegations that surfaced when Comer ran for governor: He was credibly accused ago of physically and mentally abusing his college girlfriend from the early 1990's, and credibly accused calling her mother and threatening the girlfriend's life. And credibly accused of becoming “enraged” after finding that she had written-in his real name on the paperwork at the abortion clinic the quote “Pro-life” unquote Comer had driven her to, to end THEIR pregnancy oh and she still had that paperwork in a safe deposit box. A committee of seven women in rural West Fork in Washington County drafted an ordinance amending the town's property maintenance code allowing for increased cultivation of wildflower meadows, pollinator plant gardens and even small orchards on private yards and properties — possibly the first municipal ordinance of its kind approved in Arkansas.
The Centers for Disease Control and Prevention (CDC) is putting itself in a better position to handle future health emergencies with its new data-driven Moving Forward strategy. CDC Deputy CIO Jason Bonander said the goal is make it easier for state and local partners as well as health care providers to share data in one centralized place rather than delivering the information through multiple formats and systems. Bonander highlights the role culture plays in public health decision-making and how the agency's data efforts are addressing health equity and bridging the gaps.
President Biden said Friday he feels disappointed after the Supreme Court struck down his student debt forgiveness plan and blames Republicans for forcing the issue all the way to the high court. Speaking from the White House, he outlined steps his administration is taking to help ease the burden of millions of borrowers. First, the president said he's directing the Department of Education to use the Higher Education Act of 1965. "Now, that will allow [Education] Secretary [Miguel] Cardona, who is with me today, to compromise, waive or release loans under certain circumstances. This new path is legally sound. It's gonna take longer. And in my view, it's the best path that remains to student debt relief to as many borrowers as possible as quickly as possible." President Biden said. Second, while it does take a long time to put in place, he's implementing a 12 month repayment program. "That's why we're creating a temporary 12 month, what we're calling on-ramp repayment program. But if you cannot, if you miss payments this on-ramp temporarily removes the threat of default or having your credit harmed, which can hurt borrowers for years to come." President Biden explained. The Snoqualmie Tribe has instituted a new Land Protection Tax that's believed to be the first of its kind in North America.
New York is set to become the first state in the country to ban natural gas and other fossil fuels in new buildings through legislation. Enacted on Tuesday, the ban will affect most new smaller buildings starting in 2026 and larger buildings in 2029. It's part of the state's effort to switch to cleaner energy sources and reduce carbon emissions. Climate advocates applaud the legislation, but it could also spark pushback and challenges from fossil fuel interests and Republican lawmakers.
