In a new effort to enhance communications in the Catskills, the New York City Department of Environmental Protection (DEP) is partnering with New York's ConnectALL initiative to expand wireless and broadband access throughout the New York City watershed. The initiative was motivated by operational challenges faced by DEP staff due to poor cell coverage, and a recent Request for Information (RFI) seeks input from telecommunications providers and other stakeholders on how to eliminate cell phone dead zones. In this episode, DEP Commissioner Rohit "Rit" Aggarwala and Water Supply Deputy Commissioner Paul Rush join host Brett Barry for a discussion about the RFI; why a robust communications network is increasingly crucial; and how a network could be built to benefit everyone in the region.To put the complicated NYC/Catskills relationship into context, we check in with Lize Mogel––producer of the podcast series, Views from the Watershed––for a fascinating historical perspective. It further asks the court to order the federal government to dispose of those lands. The federal government counters that the constitution permits the continued federal ownership of these lands, and confers upon it the right to determine when, how, and if it should dispose of these lands. Today we're going to try and help you understand one of the most vexing components of the climate challenge — namely, the overlapping, interlinking, and contradictory land titles that determine control of so many tropical forests — in this case, the Amazon, the lungs of the planet. With no clarity over control and no realistic way of enforcing it, there's no way to sustainably manage and protect this massive bulwark against climate change. Today's episode centers around a few individuals, most notably a Japan-born physician named Jonas Morioka, who migrated to Brazil in the 1980s, purchased timberland in the 1990s, pivoted to conservation in the 2000s, and is now embroiled in a title fight over a transaction that may or may not have taken place a century ago. Do you know that having title to your property is not full ownership of your property? Allodial signifies ownership without limitation. An allodial title gives you absolute right to land, without any obligation to any landlord, sovereign or government. If you have allodial title to land, it cannot be seized; no government, agency or bank can place any lien, attachment or encumbrance on land secured by allodial title. But, you must follow a specific method for obtaining allodial title to your property. Getting allodial title is sometimes called getting a land patent. Title only proves your right of possession.
