Episode sponsor: Eastern Washington University Episode URL: https://planning.org/podcast/critical-conversations-in-transportation-planning-wes-marshall-and-trung-vo-aicp/ In this episode, co-hosts Divya Gandhi and Em Hall were excited to take the podcast show on the road, recording episodes at the 2025 National Planning Conference in Denver. This dispatch of Critical Conversation in Transportation Planning kicks off our safety series and features Wes Marshall, PhD, PE, a professor of civil engineering at the University of Colorado Denver, and Trung Vo, AICP, PE, Denver Office Director, Senior Planner, and Owner at Toole Design. Our speakers highlight how many traffic engineering standards are based on flawed assumptions rather than science, specifically pointing to problems with level of service metrics, automatic traffic growth assumptions, and designing for peak hours rather than community needs. They emphasize the need for courage to tackle arterial roads where most fatalities occur, challenging the reactive approach of waiting for crashes to happen instead of proactively designing safer streets for all users. He plays a pivotal role as director of the CU Denver Human-Centered Transportation program and the Transportation Research Center at CU Denver. Wes is a licensed Professional Engineer and focuses on transportation teaching and research dedicated to creating safer and more sustainable transportation systems. Wes is the author behind the 2024 book Killed by a Traffic Engineer. He also has more than 80 peer-reviewed journal publications and book chapters to his name and has received millions of dollars in research funding. Wes was the winner of the campus-wide CU Denver Outstanding Faculty in Research Award. He also has a passion for teaching and mentoring students and is the only three-time winner of the CU Denver College of Engineering Outstanding Faculty in Teaching Award. A native of Watertown, Massachusetts, Wes is a graduate of the University of Virginia (BS) and the University of Connecticut (MS and PhD). He is a recipient of the Eisenhower Transportation Fellowship, Australia's Endeavour Fellowship, and the Transportation Research Board's Wootan Award for the outstanding paper in policy and organization. About Trung Vo: Trung serves as a Senior Planner and our Denver Office Director. In his work, he leverages his certification as a planner, licensure as a Professional Engineer, and experience in both the public and private sectors to help communities become safer, more connected, and more resilient. Trung specializes in multimodal planning and design, public engagement, and design guidance. Outside of the office, Trung enjoys photography, bicycling, snowboarding, and spending time with his wife and two sons.

Tenille Hoogland's mission is to transform how female athletes experience sports and reach lifelong health and athletic excellence.  Her athletic journey began as an Olympic hopeful in synchronized swimming. In her late 20s, she became a professional triathlete. On the surface, her athletic career looks stellar. She represented Canada at International Triathlon Union (ITU) Pan-American Championships, long course events and at IRONMAN World Championships several times, winning numerous titles along the way. However, the method to achieve success had a tremendous cost.  She trained relentlessly, unknowingly developed disordered eating and lost her period for 5 years. This led to several injuries and significant hormone challenges. Mentally, she lost joy in sport and retired from triathlon in 2013. Her struggle to find health and her athletic self spanned several years; first, she overcame 2 years of fertility challenges, learnt how to move again without pain and then to move consistently with joy. It came through deep curiosity, education, and trial and error. This journey led her to create the Mindset, Nutrition, Training, and Recovery Integrated Training System (MNTR-ITS), which she uses alongside her coaching practice. This accessible, step-by-step, evidence-based system empowers female athletes to establish a foundation of health for excellence, performance, and resilience. It works through the physiological life stages of the female athlete, from pre- to post-menopause. Professionally, Tenille was a Senior Planner at the 2010 Olympic and Paralympic Winter Games Federal Secretariat, managed numerous IRONMAN events, held a Management position at Triathlon Canada and was recognized by her national federation and Canadian Olympic Committee as a Future Sports Leader. Now, through her company, Tenille Hoogland Applied Athletics, Tenille coaches female athletes in perimenopause and beyond. She owns the Element Race Team, an amateur women's cycling team whose mission is to get more women on the start lines at cycling events. Campaign Group Predicts Crusheen Railway Station Will Reopen "Sooner Rather Than Later"

Clare FM - Podcasts

A campaign group that has long advocated for the reopening of the Western Rail Corridor has expressed hope that Crusheen Railway Station will come back into use sooner rather than later. It comes as the findings of an extensive investigation into the potential for the defunct railway stop to be reinstated have been presented to the public. Once a consistent component of the village's soundtrack, the sound of a train stopping in Crusheen hasn't been heard for several decades. Now however, the prospect of commuters being able to avail of rail transport in the North Clare settlement seems closer than ever. Crusheen Railway Station was first built in 1869 and served the area for over 100 years before being closed to passenger traffic in 1976, and to freight traffic in the 1990s. The line subsequently reopened in 2010, as part of the Western Corridor rail project, but the station remained closed. Hopes were reiginited in 2013 when Irish Rail secured planning permission for the station's reopening, with plans drawn up for a new 90-metre platform, but no progress was made. In March of this year, Clare County Council commissioned Repucon Consulting to undertake an independent socio-economic appraisal of the benefits of reopening the station and rail stop. As part of this effort, the local authority has purchased lands to provide a publicly-owned strategic landbank to be used for a platform, passenger bridge and any other necessary infrastructure. Executive Director of Repucon Consulting, Mark O'Connell, says the station would be a "phenomenal service for County Clare". A local resident survey taken as part of the socio-economic analysis yielded 1,244 responses, 1,029 of which were incorporated into the report, as the remaining 115 were from respondents living outside the immediate catchment area. Of those whose responses were factored into the analysis, 92% were "very strongly" in support of the station's reopening and 53% of commuters said they were "very likely" to use the local rail service. The estimated current commuter market audience for the station is between 1,100 and 1,700. Senior Planner with the Killaloe Municipal District, Brian McCarthy says the level of engagement from the general public shows how important having a railway station would be to Crusheen. The report states that reopening the station would cost roughly €4.5 million. With its 15-year employment income impact estimated at €25.5 million, the return on investment would be €5.65 for every €1 spent on bringing it back into use. Colmán Ó Raghallaigh from community-based campaign group West on Track believes in light of the evidence presented, reopening the station is an inevitability.

This episode is part of a series Mississippi By Nature that explores how nature based solutions are helping the river and its communities. For the past 200 years, no single entity has had more influence on the Mississippi River than the U.S. Army Corps of Engineers. Since 1824, the federal agency has been responsible for maintaining navigation, promoting commerce, and preventing flooding along the waterway. This responsibility has primarily involved the construction of rigid infrastructure such as levees and spillways, effectively constraining the river from its natural behaviors. In this episode, Tim Axtman, a Senior Planner at the Army Corps, delves into this rich history and its outcomes. He also explains how the agency is working to adopt an engineering with nature approach in the Mississippi, which often entails allowing the river to flow more freely and transport sediment as it did in the past.waterloop is a nonprofit media outlet. The Mississippi By Nature series is supported by the Walton Family Foundation and outfitted by Patagonia.

Should Recidivism Be a Trial Court Performance Measure?

October 17th Court Leader's Advantage Podcast Episode In the middle of last month's episode, the question was asked, should recidivism be a trial court performance measure? All the panelists responded negatively, but the reasons they gave are worth hearing. We have all heard the criticism that the criminal justice has turned into a “revolving door.”  Defendants are arrested and tried, most are convicted and sentenced.  Some are incarcerated, others are placed on probation. The recidivism rate for incarcerated defendants is nearly 50%; almost one out of every two incarcerated defendants is rearrested.  The recidivism rate for defendants on probation is not much better.  43% of probationers are rearrested within 3 years.   Traditionally, there are four main purposes of criminal justice sentencing. 1) Incapacitation, 2) punishment, 3) deterrence, and 4) rehabilitation.  Rehabilitation as a goal is not easily measured and yet it seems as if it is one of the standards by which the public gauges the success of the criminal justice system. In the simplest terms, the purpose of rehabilitation is to ensure defendants stop committing new crimes and become productive citizens.  Recidivism is therefore an accepted measure for success in rehabilitation.   One of the reasons why recidivism is difficult to measure lies in the system itself.  The criminal justice system is made up of multiple components: police, courts, defense and prosecution, the sheriff and state prisons for the incarcerated, probation departments for other defendants.  What is the degree of responsibility each of these components bears in rehabilitating defendants?  Is rehabilitating defendants even really a goal anymore?  We're only going to scratch the surface in today's discussion.  This month we're looking at one of the basic purposes of criminal justice and if we should use recidivism to measure that purpose.           Today's Panelists Rick Pierce, Judicial Programs Administrator for the Pennsylvania Administrative Office of the Courts Cheryl Stone, Court Administrator for the Superior Court, Clark County, Washington Greg Lambard, Trial Court Administrator for the Superior Court, Middlesex Vicinage, New Brunswick, New Jersey Kent Pankey, Senior Planner, Judicial Services Department, Supreme Court of Virginia Liz Rambo – Trial Court Administrator for the Circuit Court in Lane County, Oregon

Leading in Tough Times: Can We Stay Savvy About Statistics?

Court Leader's Advantage

September 19th, 2023, Court Leader's Advantage Podcast Episode As court leaders, we are inundated with statistics and research.  We have all been taught to have a healthy skepticism of statistics.  We are given advice that includes: ask questions, go to the source of the research, and expose the assumptions behind the analysis.  We have seen what happens when research is not properly evaluated.  As a consequence, we are compelled to ensure that statistical analysis is objective and unbiased, valid and reliable, able to be replicated, and relevant to the work of your court.   Having a healthy skepticism is all the more important in this day and age of polarizing misinformation.  Most of us have heard that old joke “73.6% of all statistics are made up on the spot.” We don't want to be the one who is naïvely hooked by questionable statistical research.  This advice is all so easy to give, but just how do we hone our critical thinking skills?   Imagine this common scenario, you are in a session with 500 attendees at a national conference.  The presenter describes an exciting but controversial concept.  At some point, that presenter voices that time-worn introduction “as studies have clearly shown . . .”  How do you, as a critical thinker, react?  How do you overcome some of the very real logistical issues this scenario presents?  For example: · In the Q&A at the end of the session, do you stand and challenge the presenter to describe the referenced statistical research?  Many find this kind of challenge awkward or possibly even rude. ·Do you simply assume someone else in the audience will assess those studies and get back to you? ·Do you spend the time to locate the studies and try to understand them?  What if you are curious about the topic? Do you start to think that it is a drain on your work time? ·  What if you actually locate the studies and spend the time analyzing them.  You end up with some legitimate questions.  The sample size seems small or the consultants doing the evaluation were paid by the very program they were evaluating.  Do you tell your judges; do you tell your fellow professionals in other courts?  How do you do that? · Or do you just regress into becoming generally negative about all information and default to Mark Twain's popular adage, there are “lies, damn lies, and statistics”?      This month we're looking at how we can remain savvy critical thinkers about statistics without ending up cynical and jaded.      Today's Panelists Rick Pierce, Judicial Programs Administrator for the Pennsylvania Administrative Office of the Courts Cheryl Stone, Court Administrator for the Superior Court in Clark County, Washington Greg Lambard, Trial Court Administrator for the Superior Court in Middlesex Vicinage, New Brunswick, New Jersey Kent Pankey, Senior Planner, Judicial Services Department for the Supreme Court of Virginia; and Liz Rambo – Trial Court Administrator for the Circuit Court in Lane County, Oregon.

We are constantly being fed that “consistency breeds results”, but if the activities we are attempting to be consistent in do not align with who we say we are, we will consistently be met with failure. So, how do we self-check ourselves? And finally feel at home in our bodies, when met with the internal and external shifts during our perimenopausal (and beyond) stage of life? Former professional athlete and founder of Element Sports Coaching, Tenille Hoogland, explores this in today's podcast. Breaking through the idea that if we identify self with specific principles, that the output is predetermined by our existing beliefs and therefore does not allow for flexibility and expansion. Tenille proposes a simple question to help us stay grounded in integrity - what's the point? And rewires our perspectives on what it means to be and act like an athlete in this stage of life. (PS- if you don't think you are an athlete, listen to this episode). Tenille is a well-filled vessel of personal and professional education; starting her career en-route to the Olympics as a synchronized swimmer, all while obtaining degrees in Psychology and Public Administration. This eventually landing her as a Senior Planner for the 2010 Olympic and Paralympic Winter Games in 2005. It was here she shifted her focus to triathlete, completing her first sprint triathlon and winning her age category, followed by her first Olympic triathlon winning first overall woman. Tenille says there was no going back after that and she dedicated herself to the sport. Continuing in her pursuit of triathlon, her interest into the science of athletics further bloomed; she obtained her INSCYD, nutrition (METS-1 Certified), Dr. Stacy Sims “Women Are Not Small Men” certifications, and continues the growth of knowledge to best serve her coaching community. In 2013 Tenille retired from professional sport, but still plays a vital role in athletics, working as a Race Director for IRONMAN, and leading Age-Group Team Canada to World Championships for Triathlon Canada. Very recently Tenille was recognized by the sport community as Triathlon Coach of the Year by the Outspoken Awards - which aim to acknowledge the monumental contribution of women in endurance sports. The Toyota Prius has been called many things through the years. But “sexy” has typically not been one of them. After its complete re-do for the 2023 model year though, it is hard not to call the new Prius sexy. It looks good from every angle. And the good news is its good looks haven't compromised its leading-edge fuel economy. But don't let us be the only voices to tell you about the new 2023 Toyota Prius. Our special guest this week is Thomas Sondej, Toyota's Senior Planner of Product Education and the expert on the all-new hybrid. Host Jack Nerad sat down with him at the recent first drive of the vehicle, and he has special insight on Toyota's goals for the vehicle. We'll have that interview coming up later in the show. In the road test segment, AOTR Co-host Chris Teague will take a long look at the 2023 Chevrolet Bolt EUV battery-electric crossover utility. Of course, battery-electric vehicles like the cold about as much as palm trees do, so we'll see what Teague says about his week in the vehicle. Did it survey the rigors of late fall in Maine? Did the spotty New England EV infrastructure ruin the Teague family's experience with the affordable EV? We'll tell you all that and more coming up. The 2023 Hyundai Elantra HEV was the other vehicle we road-tested this week. Host Jack Nerad put the hybrid version of the Elantra to the test over the course of a lengthy trial period in Southern California. With fuel economy topping the 50-mpg mark, the Elantra has efficiency going for it. But does it have the stuff to be a pleasant everyday driver? Jack Nerad and Chris Teague will give you their opinions on that key question later in the show. In the news, the CEO of a major car company says the auto industry will rebound strongly next year. But a survey of auto dealers indicates they are pessimistic about their prospects for 2023. We'll have our thoughts on all this coming up. And though many politicians claim that a shift to green cars will add jobs to the American auto industry, a vehicle manufacturing plant in Illinois is about to close. And the company that owns and operates claims the expenses involved with electric vehicles are responsible for the closure. In a related story, the Swiss government's proposed regulations on energy use are stopping electric-vehicle sales dead in their tracks. We'll tell you what the Swiss are proposing and how similar regulations could be instituted right here in America. And you could be the loser.

October 18, 2022 Court Leader's Advantage Podcast Episode What do we know about how the public views our courts? We know that the public's trust and confidence in courts has been slipping over the years. The 2021 National Center for State Courts State of the State Courts survey found that public trust in the courts along other institutions has been declining for some time. In that survey 64% of respondents said they had either a great deal of confidence or some confidence in their state courts. But that is down from a 2018 high of 76%. That same survey asked, "How much do you agree with the phrase that the state courts provide equal justice to all?" For the first time, state courts were slightly 'under water.' 46% said the phrase described the state courts well or very well, while 47% disagreed. In addition, this year, public confidence in The U.S. Supreme Court (symbolically the paragon of our court system), sank to 25%, down 31 points from its 1988 high. That year 56% had confidence in the Supreme Court. We've asked five individuals, both judges and court administrators, how do their friends and neighbors view the courts and why. We asked them about people they know; people who do not work in the courts. What are we looking to find out? · Has trust and confidence in the courts truly been decreasing? · Do people still rely on the fundamental fairness and impartiality of the courts? · If trust and confidence is decreasing what are the reasons?
