The UK has a new Prime Minister, and one of his first acts will have been to write letters to the captains of our nuclear missile submarines, telling them what to do in the event that the UK gets obliterated by a nuclear strike. But what else might happen after a full-scale nuclear war? Charles Moxley is the principal of Moxley ADR, a law firm specializing in arbitration and mediation. He is an Adjunct Professor of Law at Fordham Law School. His recent treatise on “Nuclear Weapons and International Law” highlights the major challenges with nuclear weapons. The UN's Nuclear Nonproliferation Treaty has kept the numbers down somewhat; however, some countries are looking at upgrading their aging nuclear stockpiles that will cost trillions of dollars. Years ago the US spent $150 million per day on maintaining the aging nuclear stockpile. 90% of the 13,000 nukes today are held by Russia and the USA. Media, educational system, and Members of Congress must be educated regarding the potential threat. Several Congresspeople and politicians put out misinformation that we could do a limited nuclear exchange. As an example, former president Donald Trump cavalierly said he would destroy North Korea with nuclear weapons, which displays his ignorance of the issue.

The main thrust of his book is that while damage and destruction of nukes is real, their utility and importance have been exaggerated. The United Nations has been in the forefront in promoting treaties, such as the Non-Proliferation Treaty, to limit or eliminate nuclear weapons. Izumi Nakamitsu, Under-Secretary General of UN Disarmament Affairs, leads the effort to forestall a new nuclear arms race. In 2017, the UN began a process on a treaty for the prohibition of nukes.

This week holds anniversaries for two important milestones in nuclear warfare. On November 1, 1952, the United States detonated a massive hydrogen bomb in the Marshall Islands. The new weapon vaporized a whole island, leaving behind a mile-wide crater. That bomb was around 700 times more powerful than the one dropped on Hiroshima seven years prior, and it renewed fears of nuclear annihilation, which would grip the world for generations to come.Three decades later, on October 30, 1983, millions of Americans flipped open the Sunday paper to find a shadowy, apocalyptic photo with the words: “Would nuclear war be the end of the world?”Legendary scientist Dr. Carl Sagan, writing for Parade Magazine, introduced the world to “nuclear winter,” the terrifying climate changes that might be brought on by nuclear war.Sagan conducted some of the first research on nuclear winter, and he spent years warning politicians, world leaders, and the general public about it. Nuclear winter is a topic that many have heard about, but where significant confusion can occur. I certainly knew little about the topic beyond the superficial prior to working on nuclear issues, and getting up to speed with the recent research is not trivial. Even then there are very large uncertainties around the topic, and different teams have come to different conclusions, which are unlikely to be resolved soon. However, this does not mean that we cannot draw some conclusions on nuclear winter. I worry that the fact there are still uncertainties has been taken to the extreme that nuclear winters are impossible, which I do not believe can be supported. Instead, I would suggest the balance of evidence suggests there is a very serious risk a large nuclear exchange could lead to catastrophic climate impacts. Given that the potential mortality of these winters could exceed the direct deaths, the evidence is worth discussing in detail, especially as it seems that we could prepare and respond. This is a controversial and complex topic, and I hope I have done it justice with my overview. Throughout this article I should however stress that these words are my own, along with any mistakes. Headline results, for those short on time This is a very long post, and for those short on time the thrust of my argument is summarized here. I've also included the relevant section(s) in the post that back up each point for those who wish to check my working on a specific piece of analysis. Firestorms can inject soot effectively into the stratosphere via their intense plumes. Once there, soot could persist for years, disrupting the climate (see "The case for concern: Firestorms, plumes and soot"). Not every nuclear detonation would create a firestorm, but large nuclear detonations over dense cities have a high risk of causing them (see "The case for concern: Firestorms, plumes and soot"). Not every weapon in arsenals will be used, and not all will hit cities. However, exchanges between Russia and NATO have the potential to result in hundreds or thousands of individual detonations over cities. This has the potential to result in a large enough soot injection that catastrophic cooling could occur (see "Complexities and Disagreements: Point one"). The impacts of soot injections on the climate are nonlinear, and even if the highest thresholds in the literature are not met there still could be serious cooling. My personal estimates are that around 20-50 Tg of soot could be emitted in the event of a full-scale exchange between Russia and NATO with extensive targeting of cities. This is less than the upper threshold of 150 Tg from other sources, however that would still cause catastrophic crop losses without an immediate and effective response (see "Synthesis"). There are disagreements between the teams on the dynamics of nuclear winters, which are complex. However, to date these disagreements center on a regional exchange of 100 weapons of 15 kt each, much smaller than Russian and NATO strategic weaponry. Some of the points raised in the debate are therefore far less relevant when looking at larger exchanges, where fuel loads would be higher, weapons are much more powerful and firestorms more likely (see "Complexities and Disagreements: The anatomy of the disagreements, followed by Synthesis"). This means that nuclear winter is not discredited as a concept, and is very relevant for the projected mortality of nuclear conflict. There are uncertainties, and more research is needed (and possibly underway), however it remains a clear threat for larger conflicts in particular (see "Synthesis"). This is a crosspost for Nuclear Winter by Bean from Naval Gazing, published on 24 April 2022. It argues Toon 2008 has overestimated the soot ejected into the stratosphere following a nuclear war by something like a factor of 191 (= 1.522(1 + 2)/2(2 + 3)/2(4 + 13)/2). I have not investigated the claims made in Bean's post, but that seems worthwhile. If its conclusions hold, the soot ejected into the stratosphere following the 4.4 k nuclear detonations analysed in Toon 2008 would be 0.942 Tg (= 180/191) instead of "180 Tg". From Fig. 3a of Toon 2014, the lower soot ejection would lead to a reduction in temperature of 0.2 ºC, and in precipitation of 0.6 %. These would have a negligible impact in terms of food security, and imply the deaths from the climatic effects being dwarfed by the "770 million [direct] casualties" mentioned in Toon 2008. For context, Luísa Rodriguez estimated "30 Tg" of soot would be ejected into the stratosphere in a nuclear war between the United States and Russia. Nevertheless, Luísa notes the following: As a final point, I'd like to emphasize that the nuclear winter is quite controversial (for example, see: Singer, 1985; Seitz, 2011; Robock, 2011; Coupe et al., 2019; Reisner et al., 2019; Pausata et al., 2016; Reisner et al., 2018; Also see the summary of the nuclear winter controversy in Wikipedia's article on nuclear winter). Critics argue that the parameters fed into the climate models (like, how much smoke would be generated by a given exchange) as well as the assumptions in the climate models themselves (for example, the way clouds would behave) are suspect, and may have been biased by the researchers' political motivations (for example, see: Singer, 1985; Seitz, 2011; Reisner et al., 2019; Pausata et al., 2016; Reisner et al., 2018). I take these criticisms very seriously - and believe we should probably be skeptical of this body of research as a result. For the purposes of this estimation, I assume that the nuclear winter research comes to the right conclusion. However, if we discounted the expected harm caused by US-Russia nuclear war for the fact that the nuclear winter hypothesis is somewhat suspect, the expected harm could shrink substantially. As Luísa, I have been assuming "the nuclear winter research comes to the right conclusion", but I suppose it is worth bringing more attention to potential concerns. I have also not flagged them in my posts, so I am crossposting Bean's analysis for some balance. Nuclear Winter When I took a broad overview of how destructive nuclear weapons are, one of the areas I looked at was nuclear winter, but I only dealt with it briefly. As such, it was something worth circling back to for a more in-depth look at the science involved. First, as my opponent here, I'm going to take What the science says: Could humans survive a nuclear war between NATO and Russia? from the prestigious-sounding "Alliance For Science", affiliated with Cornell University, and the papers it cites in hopes of being fair to the other side. Things don't start off well, as they claim that we're closer to nuclear war than any time since the Cuban Missile Crisis, which is clearly nonsense given Able Archer 83 among others. This is followed with the following gem: "Many scientists have investigated this question already. Their work is surprisingly little known, likely because in peacetime no one wants to think the unthinkable. But we are no longer in peacetime and the shadows of multiple mushroom clouds are looming once again over our planet." Clearly, I must have hallucinated the big PR push around nuclear winter back in the mid-80s. Well, I didn't because I wasn't born yet, but everyone else must have. Things don't get much better. ...
