In this Saturday edition of the Daily Signal Podcast, Mary Theroux discusses her work of trying to improve the plight of the homeless in San Francisco with methods that attempt to heal the problems in their lives that have led them to such a condition.She notes that the Housing First policy approach that treats the homeless as if they just need housing doesn't work. Theroux observes "this one size fits all policy that the federal government is imposing, does not address the underlying issues. So people may get into housing, but they're still traumatized, they may still be addicted, they may still be suffering for mental illness. And so they'll likely fall out of housing. They're not prepared to live independently. Plus they may be living in an apartment complex with other people who have very serious problems, and it turns out to be a very unpleasant place to live. Forty years ago the writer Paul Theroux hoisted his knapsack on his back and set off on a journey on foot around the coast of the United Kingdom; the effects of Thatcherism were being felt in earnest and the Falklands War was in progress. The Kingdom by the Sea, Theroux's grumpy, funny account of this journey, was published the following year (1983) and caused outrage in many of the seaside towns the author had passed through and seemingly written off. There have always been homeless people in the United States. As economic circumstances and demographic forces have fluctuated, so have the size and composition of the homeless population, although relatively permanent skid rows where homeless people congregate have long been a feature of many large cities. In the past decade, however, the problem of homelessness has increasingly captured public attention. Not only has the number of homeless people increased dramatically within the last several years but the composition of the homeless population has also changed appreciably during that period. Growing public awareness of homelessness is also connected to changes in the geographic dispersion of homeless people, who are becoming more visible in neighborhoods and communities that would not have imagined their presence in the past.
