Our interview with North Kildonan Councilor Jeff Browaty ⁠went so well⁠, we took it into overtime to get his thoughts on the biggest regional story of the summer for Episode 25! The collapse of the Winnipeg Metropolitan Region's vaunted Plan20-50 started with ⁠Marty Gold's column in the Winnipeg Sun alerting the public⁠ of the serious flaws stakeholders exposed at first Public Hearing. Then when 600 concerned citizens showed up for the next hearing in Niverville- ⁠the WMR postponed the session until a bigger venue could be found. But the tide had turned. Rural municipalities spoke out with ⁠their own concerns about the WMR itself⁠, the power grab to control elected RM councils, and the 'Winnipeg veto'. Winnipeg councillors were remarkably silent about Gillingham not bringing the plan back to City Council for their review and approval- something Gillingham voted for when Brian Bowman was mayor. And so did Jeff Browaty. We need your help! Then you'll hear why the RM of Macdonald has also rejected Plan20-50. That is 12 (out of 18) Metro members to turn thumbs down on it. ⁠⁠⁠ 14.10 Part 2- An EPC member, Browaty doesn't recall if Council was briefed on the Open House held by the WMR last November- and was not aware of the proposed 10 year hold to making changes to Plan20-50. He says the problems of the "well intended plan" are rooted in being a "creature of the Brian Pallister regime." "Their communications were abhorrently bad. It was all concentrated power in the Premier's office, he didn't like talking to people whether it was his Ministers, to the media, to the public." Browaty addresses what he calls "conspiracy theories" of Plan20-50 opponents - "Is there going to be some shock collar or toll gate or Checkpoint Charlie to prevent you from going beyond your area? Nooo... these Capital Region reeves are not these WEF folks, they're good Joe Lunchbox municipal leaders." 21.40 - Regarding the City Transportation2050 plan which is subject to any over-riding Metro blueprint, "I don't think most residents have any interest or care." The large crowd in Niverville was drawn under "false pretences", Browaty insists. "We aren't going to be restricting peoples movements," and will table a motion to confirm it: "Yes yes, if it makes people feel better, absolutely." Agreeing that any revised plan needs to have proper public consultation, he's focused on protecting "the Winnipeg advantage", and mentions the surrounding RMs need to pick up some of our "heavy costs". 27.30 - Meanwhile, dissenting RMs mentioned WMR fees and costs- and Browaty agrees. "You're right, those consulting dollars were not small." He describes getting earlier briefings about Plan20-50 but he saw "nothing eye-pokingly problematic" and as for feedback from NK residents, "the concerns were about stuff I don't think are going to see the light of day." Browaty calls Plan20-50 "basically dead in the water" but maintains, "there's a big advantage to better coordinating the Capital Region." "Let's find a way where we can sell the Region," he concludes, after agreeing to ensure Council will vote on any future blueprint. 36.20 Part 3 - Marty has a bit about Pallister, more about Browaty's comments, and a lot about how the local media can't give credence to the Hail Mary PR blitz of Plan20-50 supporters or call the rebellious RMs misinformed. David McLaughlin, political insider with experience in multiple Canadian governments; he is the CEO of the Institute on Governance. He discusses the Israeli-Hamas conflict, noting the lack of clear solutions and the importance of understanding the region's history, and the irony of Israel being surprised by attacks on Jewish holidays, and the ongoing challenges in intelligence gathering, and the lack of transparency and accountability in Israel's intelligence community has led to concerns about the reliability of intelligence gathering and the potential for political interference. David believes there is a deep connection between Iran and Hamas, with Hamas being funded by Iran and taking instructions from them. McLaughlin is wary of drawing conclusions about Iran's involvement in the recent massacre in Israel, as there is limited information and the risk of driving conflict with Iran. In the second half of the show, they discuss the election results and campaign strategies of the recent Manitoba election. David headed up Brian Pallister's election campaigns in 2016 and 2019. Charles Adler questions the accuracy of Marni Larkin's claim that the Manitoba PCs were threatened with losing 45 seats in the legislature, which David dismissed Larkin's claim as "windmill size spin," as the PCs actually retained 15 seats instead of losing 45. Manitoba votes on September 10th in its 39th Provincial election to fill the 57 seats of the Legislature. But despite a fixed election date law, Premier Brian Pallister has chosen to go to the polls over a year earlier than necessary. Why you may ask? Some opinions lean towards the Conservative brand gameplan of solidifying enough Provincial governments to enable the possible amendment of the Canadian Constitution with a Federal Conservative win this October. Some opinions point to the building protests and resistance against his austerity measures requiring a new mandate to continue with any seeming legitimacy. There is no question about the turmoil the Pallister government has caused in three years. Healthcare has seen strikes and consolidation as facilities close and wait times grow. Education has seen ideological interference linked to funding. Environmental policy has disappeared with little regard. Social programs have been slashed, addiction grows and adequate housing and services disappear as privatization spreads. Indigenous policy has hit a low point as issues continue to grow. Nothing has been immune as the "Premier of Costa Rica" plays the role of "Father Knows Best". Is there a viable alternative? Canada's Federal election nears and we have never seen this current level of collusion between the Federal and Provincial conservative-based political parties. On many fronts, with corporate press assistance, there is a common narrative but it is not credible to oppose the suggested targets of the overall campaign. At first, things such as a Constitutional challenge to the policy of Federal Carbon Pricing seemed legitimate, if somewhat over-dramatic. Coincidentally it was only conservative based Governments elected since the Federal win by the Liberal Party in 2015 that were pursuing the strategy that was given little chance of success by constitutional experts. And those experts were proven correct. First the Saskatchewan Court of Appeal ruled that Ottawa is within their jurisdictional authority to impose a federal price on carbon. The exact same exercise continues on in Ontario. The litigation for show was not recommended to the Manitoba government after assessment. New Brunswick stands with their blue buddies ready to intervene on their behalf wherever and whenever necessary. Enter the ringleader Jason Kenney in Alberta, fresh off electoral victory and ready to fight for the sake of fighting on anything not a conservative idea. Yes this will go to the Supreme Court and yes it will be defeated. Piles of money wasted on a lost cause. Why? Now we have progressed into refusals to negotiate agreements between Ottawa and Provincial capitals which is preventing funding of many programs that benefit ALL Canadians. Of course the narrative is it's the Libs' fault. Finger-pointing abounds, as expected with zero progress. The end goal that may be correct is a defeat of the Liberals this October may clear the way to meet the requirements to amend the Canadian Constitution. The impossible formula is now within reach of one ideology in their collective minds. The ideology of the past - Conservatives. Ominous indeed.

Around 400 Nurses and healthcare workers filled the front steps of the Manitoba legislature on May 1, 2019 to protest government cuts to public services, citing forced overtime and burnout among healthcare workers. In addition to these health care changes, Brian Pallister is attacking the structure of unions themselves. Bill 29 is a forced reorganization of health care bargaining units according to different classes of workers, like Professional-Technical/EMS workers, Facility Support workers, Community Support workers, Nurses, Doctors, Medical Residents, Physician Assistants and Clinical Assistants. This reduces the number of bargaining units from 183 to 7. The seven new bargaining units will be determined through votes, where workers choose which union they would like to represent them. The First Ministers Conference. A wonderfully Canadian creation where Provincial and Territorial Premiers try to use their 13-to-1 advantage to extort/persuade/embarrass/browbeat the Federal government into delivering on aims not necessarily in the "national interest" despite all claims to the contrary. There is no real purpose to these gatherings in reality. Federal governance is determined by the House of Commons, where all voters in Canada have a say (in theory). Provincial and Territorial governance is determined by voters in those specific jurisdictions only under the same premise. Nothing at these events could not be accomplished via teleconference, administrative co-operation and/or smaller meetings based on actual solutions being proposed and debated. But that would do little to tackle the main purpose, which is politics. Where else can a Premier get the national spotlight to pitch their specific pet project or peeve to the voters at home and from coast-to-coast. The premise of common goals allows all attendees to speak on their angle and try to convince everyone it is a national cause. Which is the true purpose of the First Liars Conference. Rachel Notley spending tax dollars for her TMX propaganda campaign en francais. Doug Ford threatening to not show because...he's Doug Ford. Scott Moe hating everything and proposing nothing. Blaine Higgs leaving no doubt where he worked for over two decades. Brian Pallister trying to head off the next hydro dam PR disaster because it's an opportunity you see. Rookie Francois Legault making it clear he represents Quebec and everyone else can pound sand, with a smile. The end-of-conference communique, which was signed by all 14 parties, looked conspicuously like the original Federal agenda despite the apparent unacceptability of it for most of the week prior to the event. This week, the Union of Canadian Transport Employees has called for the government to buy back the Canadian Wheat Board from the Saudi-U.S. joint venture, Global Grain Group. The Harper government sold 50.1% of the CWB to the joint venture, which is now known as G3 Canada Limited. UCTE President Dave Clark highlights that grain shipments through the Port of Churchill were vital to Churchill’s livelihood. He also notes that the port itself and the Hudson Bay Railway leading up to the port were both privatized in 1997 by the federal Liberal government and sold to Denver based company OmniTrax. The privatization of the port, railway and wheat board has lead to the perfect devastating storm for Churchill. ----------- Basia Sokal is a proud member of the Canadian Union of Postal Workers Local 856 and a letter carrier in Downtown Winnipeg. She is a Former VP and acting President of her local, and current president of the Winnipeg Labour Council. She started activism early on, working at Superstore while in high school where she became steward and worked on organizing campaigns with the United Food and Commercial Workers (UFCW) Local 832. She was born in Poland and came to Winnipeg with her family in the late 80s as political refugees. In this episode, Sokal discusses the impact Unifor’s disaffiliation with the Canadian Labour Congress has had on local organizing in the province and on the Prairies. She also addresses the need to bridge the gap between unionized and non-unionized workers, and the challenges facing the Manitoba labour movement under the Brian Pallister’s austere, union-busting Conservative government.

It is a rough time to be a transit driver in Winnipeg. In February 2017, a transit driver was stabbed and killed after waking a sleeping rider. Last week, a bus was briefly hijacked by a man spraying bear mace. The Workers Compensation Board release numbers that showed a dramatic increase in drivers on stress leave to cope with the day to day harassment and violence they experience on the job. This all comes in addition to the struggles Winnipeg transit has had delivering reliable service. The PC government led by Brian Pallister cut the 50/50 funding agreement, which had been in place since the 70s, where the province and municipalities split funding for transit. The federal government recently announced 530 million dollars in infrastructure funding, but that funding does not go towards actual service - increasing the number of routes and their frequency. According to a comprehensive study released by McGill university, service is the number one factor to increase ridership. The city threatened to cut 22 routes last year citing low ridership but, after sustained organizing led by Functional Transit Winnipeg and other groups, agreed to keep them running. They did however, increase the fare by .25 cents. These factors are all important to the conversations you’re about to hear, which is whether Winnipeg Transit needs its own police presence to keep drivers and riders safe. These are just a few of the many conversations that need to be had about transit and policing in the city, especially as the municipal election approaches this fall.
