A recent New York Times article shed light on how some fishing communities are grappling with opioid abuse and overdoses in fishing communities. Overdoses at sea are much more difficult to stop than on land. A program founded by Oregon State University in partnership with Oregon Sea Grant called “Fishermen First Aid and Safety Training” (FFAST) trains communities in general first aid including instructions on how to use Narcan, a drug used to rapidly reverse the effects of an opioid overdose. Upon completion of the training, boats are then supplied with a full first aid kit which includes Narcan. Angee Doerr, who works with fishing boats to implement these trainings, joins us to share more.

More fishing boats are now required to have on-board cameras to monitor for rare dolphin deaths and other bycatch. Since mid January, surface longline vessels operating near our shore are required to have cameras on board , with the aim of getting a more accurate picture of bycatch, in particular Hector's and Maui dolphins. The Ministry for Primary Industries is part way through rolling out cameras on a range of fishing vessels - so far they are required on inshore vessels, not large deepwater vessels. MPI's Director of Fisheries Compliance, Steve Ham says there are a range of measures and restrictions on set nets and trawling across the North and South Island to protect rare dolphins. But critics, including Zoology Professor Liz Slooten say there are too few cameras, and not enough monitoring of the footage captured.

Chinese authorities announced plans to remake Mao Zedong’s Rectification Campaign, which was the Party’s bloodiest internal purge. Chen Yixin, Secretary-general of the Central Political and Legal Affairs Commission, who also directs the National Political and Legal Affairs Team Education and Rectification Pilot Office announced that the first stage of the campaign has already been completed. The official announcement cites Mao, and states the Chinese government has again started a campaign to purge “corrupt elements” in order to create an “ironclad army” of law enforcement agencies. Mao’s Yan’an Rectification Campaign, which lasted from 1942 to 1945, focused on internal indoctrination in the party to “unify their thinking” and killed an estimated 10,000 in purges mainly focused on party members. The new campaign will look to ensure that police, judges, and state security agents stay unconditionally loyal and in line with party policy, and to Xi Jinping. And while it will function as a party purge, it will also be viewed as Xi proactively fighting corruption in China’s legal systems. The Fisheries Minister Stuart Nash says he was wrong to point the finger at New Zealand First for delaying plans to rollout cameras on fishing boats. Newshub last night played an audio recording from February 2018 where Nash talks about New Zealand First leader Winston Peters and MP Shane Jones. In the recording the then new minister said Peters and Jones have made it very clear they don't want cameras on boats. RNZ political reporter Charlie Dreaver spoke to Nash and started by asking him if his position had changed since the recordings were made. We asked to speak to Jones but he declined.
The introduction of cameras on commercial fishing boats has been delayed for 15 months, with no explanation. In 2017 the then National Government introduced legislation requiring cameras, but it has since been repeatedly delayed by the Labour-led coalition government. Cameras were supposed to be on board the boats from July the first, but this week a regulation was quietly introduced to parliament, pushing the date back to October, 2021. National Party spokesperson for Fisheries Ian McKelvie speaks to Kim Hill.
The introduction of cameras on commercial fishing boats has been delayed for 15 months, with no explanation. National introduced legislation requiring cameras that was finally passed a year and a half ago. This has been repeatedly delayed by the Labour led coalition government, much to the consternation of environmentalists who say they represent the best chance of stopping rare seabirds and dolphins getting caught in fishing lines and nets. They were supposed to be on board the boats from July the first, but on Tuesday a regulation was quietly introduced to parliament, pushing the date back to October, 2021. Fisheries reporter Conan Young spoke to Greenpeace's Jessica Desmond. In response to RNZ, a spokesperson for Fisheries Minister Stuart Nash released a statement saying the July 1 date and the new October 2021 date were just "holding dates" and that no change will be possible until the proposal is consulted on. It says it will be a minimum of 15 months before the one thousand vessels targetted by this change are in a position to have cameras installed. Seafood New Zealand, representing the fishing industry, has been approached for comment.

Fishing Boats and Trusting God Be strong and courageous. Do not be frightened, and do not be dismayed, for the Lord your God is with you wherever you go. Joshua 1:9 A few years back, I had just gotten a new boat in which to fish. And I really didn't know much about boats or fishing from a boat. I mean virtually nothing. So a friend of mine invited me to go out fishing with his friend, Art. I accepted the invite, knowing this would be a great opportunity to learn about boating and fishing. The appointed time to meet was 5:30AM. When I arrived at the dock to meet Art and Mike, the wind was blowing pretty hard. The lake we were going out on was big and wide, which meant the waves would be high. Art was a fisherman and guide by trade, so the wind didn't bother him. But it sure bothered me. In the boat we went and as soon as got in, I put on my life jacket! Once we got out of the harbor, the waves really picked up. The boat would rise up and then crash down, splashing all of us in the boat. I noticed Art was unconcerned, but kept making small adjustments to the steering wheel. I went up front to ask him how things were going. His answer, as typical of a native Mainer, was fine. After a few minutes I asked him if the lake was rough. Again he answered with one word, yes.So I finally asked the question I silently had been wondering; are we okay out here? This time I got more than a one word answer; Yes, I am steering into each wave, I have slowed the boat and put the prop way down.

Indonesia is known for its beautiful beaches and clear ocean waters that are visited by millions of people every year. They are also known for blowing up boats who fish illegally in their waters, or so they used to be...maybe...we aren't sure yet. A new Fisheries Minister is contemplating the rule of blowing up boats is they are caught fishing illegally and replace it with boat seizures that are either auctioned off or given to local fishers. Some environmental groups are worried that the latter won't be much of a deterrent for illegal fishing. What say you? The fish you eat may have been caught by slaves. Most Thai fishing boats operating in the South China Sea are dependent on migrant labor. But many of those vessels are essentially floating slave ships in which migrant workers are forced into a kind of debt bondage from which they cannot escape. Journalist Ian Urbina covered this issue for years as a reporter for the New York Times. He reported from land and sea to offer a first hand account of both the conditions on these ships and the broader economic, political and environmental forces that propel slavery on fishing boats in the South China Sea. Ian Urbina is on the podcast today to discuss his reporting on this issue, which is included in his new book the Outlaw Ocean: Journeys Across the Last Untamed Frontier. We kick off discussing the plight of these debt-bonded laborers before having a broader conversation about the issue of slavery at sea. Support the show! https://www.patreon.com/GlobalDispatches

National Gallery of Australia | Audio Tour | Turner to Monet: the triumph of landscape
Luce used landscape compositions such as Camaret, moonlight and fishing boats to explore formal issues of colour and light as well as his own political concerns. The painting depicts fishing boats at night in the protected harbour of Camaret, a small fishing village in Brittany on the Atlantic coast. It is executed in Luce’s characteristic divisionist style, distinguished by the building up of the painted surface using separate brushstrokes of colour. The artist employs varying shades of green and periwinkle blue, along with pink and yellow for the night sky. Violet, blue, turquoise and deep pink splotches, along with green and lemon-yellow strokes serve for the areas of shadowed and moonlit water. Deep blues, purples and near-blacks make up the silhouetted shapes of the fishing boats. By 1887 Luce had adopted the divisionist technique first developed by Seurat, a fellow French Neo-Impressionist artist. The technique was based on theories about colour and seeing, which asserted that the eye would blend colours juxtaposed on the canvas. The adjacency of complementary strokes of colour would produce a brilliant effect, closely approximating the appearance of natural light. This effect was well suited to Luce’s project here, of representing the luminosity of moonlight on calm water. Luce also began showing with other Neo-Impressionists in 1887, contributing to their third independent exhibition in Paris. In addition to a commitment to colour theory, Luce shared with some of these artists a dedication to the tenets of Anarchism. The form of Anarchism he endorsed was an idealistic socialism, involving precepts of social harmony and the absence of a centralised government.1His convictions included an abiding interest in the condition of the working class, whose members and places of employment occasionally appear in his paintings. Luce often portrayed modern industrial work sites as locations of strenuous labour or intrusion into the landscape.2In Camaret, moonlight and fishing boats, however, he depicts the boats as representatives of a more traditional livelihood. They are presented in a moment of quiet restfulness, fully integrated with the other elements in the scene. The repeated forms of hulls and bare masts become a decorative pattern against the variegated colours of the sea. Janeen Turk 1 Joachim Pissarro and Eliot W. While staying at Brighton Constable made a number of excursions along the coast, to places such as nearby Hove. Hove was less populated than Brighton, without the bustle of tourists, and gave Constable the opportunity to concentrate on the beach, sea and sky. In this painting, and Hove Beachc.1824 , Constable handled his paint expressively and used the figures on the beach, the buildings and boats to provide a contrast to the natural elements. There are numerous pentimenti, which indicate that Constable altered the position of the boats on the skyline.
