As our country heads into a pivotal 2024 election, we unpack the creation and the legacy of one of the most significant legislative achievements in American history, the 1964 Civil Rights Act. The 60-year-old Civil Right Act – bold, imperfect at creation, and controversial – demanded a fundamental fairness in American life that today remains an unfinished task. In June 1963, President John Kennedy urged Congress to enact a comprehensive civil rights bill, driven by widespread resistance to desegregation and the murder of civil rights activist Medgar Evers. Following Kennedy's assassination, President Lyndon Johnson championed the bill, ultimately securing its passage the following year, despite intense resistance that included a 54-day filibuster by opponents. At the bill's signing on July 2, 1964, President Johnson was joined by Dr. Martin Luther King, Jr. and other civil rights crusaders. The Civil Rights Act barred unequal voter registration requirements, banned discrimination on the basis of “race, color, religion, or national origin” in places of public accommodation, in public education and in federally-assisted programs, banned discrimination based on “race, color, religion, sex, or national origin” in hiring, and expanded the U.S. Commission on Civil Rights. The passage of the Civil Rights Act was a watershed moment in American history. It effectively ended the era of notorious “Jim Crow” laws, previously upheld by the Supreme Court, which permitted racial segregation under the pretext of “separate but equal.” Since 1964, Congress has expanded the Civil Rights Act to strengthen the protection of essential civil liberties. Author Richard Kahlenberg's new book offers an indictment of America's housing policy by revealing the social engineering underlying our segregation by economic class, the social and political fallout that result, and what we can do about it. His new book, Excluded: How Snob Zoning, NIMBYism, and Class Bias Build the Walls We Don't See, published in 2023 by PublicAffairs, closely examines America's “new redlining,” restrictive single-family zoning that carefully controls what types of housing can be built and where. While ostensibly created to maintain good qualities in neighborhoods, single-family zoning has instead been used to steadily inflate property values and is greatly exacerbating America's deepening housing crisis and economic inequality. Kahlenberg's new book shows that housing choice has been socially engineered to the benefit of the affluent, and that the most restrictive zoning is often found in politically liberal cities where racial views are progressive. We unpack the nationwide implications of single-family zoning and zoom in on Columbus for an exploration of how exclusive zoning in Central Ohio is shutting thousands out from the benefits of home ownership. New York City signaled plenty of virtue over its “sanctuary city” status, though it has been overwhelmed with thousands of illegal immigrants being bused in from Texas, and the costs are skyrocketing. In another interesting development, NYPost reported Mayor Eric Adams is securing a deal with the Norwegian Cruise Line to house the migrants on a luxury cruise ship. Sources tell NYPost Adams is finalizing a deal with Norwegian to rent a massive cruise liner for six months to house and process migrants before entering the city's overwhelmed shelter system. The vessel would be docked at Staten Island's Homeport. Migrants would be allowed to come and go as they please while staying on the ship. Sources explained the cruise ship rental would be much cheaper than building out another tent city in the metro area. The one in the Bronx, at the Orchard Beach parking, is slated to open soon and will cost $15 million per month to operate. Adams is even holding talks with another ship operator, Tallink, to house Ukrainian refugees who fled their country earlier this year after the Russian invasion. Fox News estimates around 15,500 illegal immigrants have flooded NYC since May as a record number of migrants are crossing into the US, with over 2 million migrant encounters by Customs and Border Protection this year. Texas Gov. Greg Abbott sent busloads of migrants from his state to NYC to raise awareness of the nation's southern border crisis, thanks to the Biden administration's inability to secure the border. Fair warning: the first three chapters hit both of us in the feels so hard, it almost killed us so, thanks for that, Nora. We love you, but f*ck you! (kidding). Anyway, we go through the basic timeline for this book, giving you our impressions along the way, BUT...we stop before we tell you the end, just in case some of you haven't read it yet. Then we read your comments on the book. THEN...we give you a very short "We Review the Reviews" where we realize some people just need to Stop Being a Nitpicky Bitch! If you are a fan of Nora's romantic suspense stories, we HIGHLY recommend "Nightwork"!!

The City of Whitehall views affordable housing not only as a moral issue, but certainly as an economic development issue. And that's why we wanted to dedicate an episode talking about this topic. As economic development professionals, people see us as really focusing on the business side. But it is also important for us to have that sustainable community and the diversification of our housing stock. As public sector employees and as economic development professionals, we hear the term affordable housing a lot. But, it can also be called low income housing or workforce housing. If a family pays more than 30 percent of their income on housing, it's considered a cost burden on that household. That's according to the US Housing and Urban Development Department. Depending on a family's income levels, these high housing cost options can cause some problems for residents. They have to make hard choices between paying their rent or mortgage. Versus having to pay for other basic needs, like food, childcare or health care. We talk to https://www.homeportohio.org/ (Leah Evans from Homeport) in this episode. Homeport is committed to closing the housing gap by at least 250 individuals per year through profitable Low-Income Housing Tax Credit development. We discuss the idea that we aren't building fast enough. And that creates additional problems that, as a region, we have to really step up and figure out. We need to work on our partnerships, and work on our collaboration to really tackle these kind of issues. Over the last decade or so, Whitehall has actively participated in what now is the creation of over 300 affordable or workforce housing units, supporting low income housing tax credits to actually working on land acquisition for projects. Our administration's policy, which we set in 2019, is that 20 percent of all future housing developments will be affordable or workforce housing. We coupled that with our Whitehall Works Development Blueprint plan that was adopted in 2019. And so combining those two things, both our overall comprehensive plan on how to increase density and mixed use, but also do it in a way that ensured we were leaving no one behind. And we're obviously pleased that our city council viewed it as importantly as we did. Alex confirms that affordable housing is Franklin County's absolute number one built environment priority, meaning things in development that they can affect in place and in the built environment. They concentrate on efforts of economic development incentives and partnership with the https://columbusfinance.org/ (Columbus Franklin County Finance Authority), the https://cocic.org/ (COCIC Franklin County Land Bank), the Central Ohio Community Land Trust, and all these other low income housing tax credit developers in a grand strategy partnership. This is led by the county commissioners efforts, both through the poverty blueprint. One of the four pillars of the Franklin County Commissioners' poverty blueprint was affordable housing. And the top priority in their economic development strategic plan from 2019 was affordable housing. For our upcoming podcast next month. Bruce Luecke, President and CEO of Homeport, discusses affordable housing needs in Central Ohio and explains why the $50 million set aside in $1.03 billion bond issue on the May 7 ballot in Columbus will address these needs.
As the BIA announced at a CMC forum in January, Central Ohio has a massive shortage of affordable housing. To meet the coming need, there should be 14,000 housing units added per year instead of the 8,000 that are actually being built. And the housing that is available is skyrocketing in price due to supply and demand. The causes of this shortage aren't simple ones. A dearth in skilled labor plus increases in material costs (largely due to tariffs) are hampering the construction business. And the lot size requirements and zoning rules in the various municipalities are two other huge problems. To define and discuss Central Ohio's on-going issues with affordable housing, we welcome Curt Moody (CEO of Moody Nolan), Steven Schoeny (Director of the Department of Development at the City of Columbus), Leah Evans (Vice President of Real Estate Development at Homeport), and host Andy Chow (Journalist with the Ohio Statehouse News Bureau). -Originally aired on 08/01/2015- Episode 26 of "In The Oil Patch" This week on "In The Oil Patch": host Kym Bolado and her co-hosts Alvin Bailey and Roy Holley have Eddie Martinez, the General Cargo & Information Representative at the Port of Corpus Christi. Eddie explains that the Port of Corpus Christi is ranked number five in the nation. He's expecting the Port to be ranked number four very soon due to the plethora of commerce that sails in and out of the Port on a daily basis. The Port's mission is to leverage commerce and drive prosperity, and with people like Eddie that allow the day to day operations to run as smoothly as they have been, the growth rate of the Port should come as no surprise. Eddie also tells our listeners what can be brought in and out of the Port, how the operations are funded, economic development and sustainability in the Eagle Ford Shale region and how many countries come in and out of the Port on a monthly basis. From the Port of Corpus Christi's website: "All Port Commissioners have served without pay and, over the years, except for $5,300,00 in bonds paid through ad valorem taxes for certain improvements, the Port has acquired and owns many millions of dollars of Port facilities. In 1985 a bond issue of $25,000,000 was approved for Navy Homeport facilities. Except for the "Homeport" tax bonds, all other tax bonds have been paid many years ago. "Although the statutes under which the Navigation District was organized and operates authorizes the voters to authorize a tax for operating the Port and for maintaining its facilities and although many Ports have such a tax, the citizens of Nueces County have never asked for such authorization. Except for tax bonds issued to construct facilities as above mentioned, the Port has been self-supporting. "Said another way, Nueces County Navigation District No. 1 (now the Port of Corpus Christi Authority of Nueces County, Texas) is unique in Texas political history, not only because of the relatively few in number of the Port Commissioners who have served over the 75 years of its life but because it has been self-supporting from its inception. The District has never had a tax for operations. It owns over 21,000 acres of land, of which approximately 16,000 acres is submerged land, 8 cargo docks an 11 oil docks worth millions of dollars, and, except for the Homeport bonds, has only issued $5,300,000 in tax bonds."
