Ces dernières semaines, les autorités ont lancé une vaste opération de déguerpissement à Conakry pour libérer les routes et trottoirs occupés par les marchés informels. Si beaucoup d'habitants saluent une circulation plus fluide, la question de l'avenir des vendeurs reste entière. Sans nouveaux espaces pour les accueillir, beaucoup craignent un retour progressif des étals sur les voies. De notre correspondant à Conakry, On peut de nouveau circuler sur les routes autour du marché de Madina, le plus grand de Conakry. Les étals détruits sont encore visibles sur les bords des voies. Le mois dernier, la police est intervenue pour libérer la circulation, renversant les installations qui occupaient trottoirs et chaussées. Mariama, vendeuse de chaussures, en a fait les frais. Elle est encore sous le choc. « C'est là que je travaille, que je gagne un peu d'argent. Les policiers sont venus, ils ont cassé tous les étals. Je suis en colère. Je viens ici pour pouvoir payer la nourriture et la scolarité de mes enfants. Maintenant, je dois faire comment ?, s'indigne-t-elle. « Le gouvernement doit nous aider, poursuit la vendeuse. Il n'y a pas assez de place pour tout le monde dans le marché de Madina, donc on est bien obligé de se mettre sur la route. Je comprends que ça gêne la circulation, mais on n'a pas le choix. On n'a nulle part où aller. Si on part d'ici, on va aller où ? » Une réforme urbaine à construire Cette question, beaucoup se la posent à Conakry. Si de nombreux habitants saluent la libération des routes, qui devrait permettre de fluidifier la circulation dans une ville régulièrement paralysée par les embouteillages, certains doutent de la durabilité de l'opération. Tidiane Barry, économiste, estime que la création de nouveaux marchés aurait peut-être dû précéder les déguerpissements : « Moi, je voudrais attendre peut-être 6 mois pour me prononcer et voir si l'opération a été vraiment réfléchie. On verra ce que l'État fera des artères libérées et les alternatives crédibles qu'il proposera aux vendeurs. Quand nous prenons les villes qui ont réussi cela, car Conakry n'est pas la première, elles ont combiné fermeté et organisation. » L'économiste pointe du doigt que, pour l'instant, c'est la police qui est mise en avant : « Une réforme urbaine ne doit pas se faire que par la police. Surtout que cela touche plusieurs dimensions : l'urbanisation, l'emploi et la gouvernance. Ces trois instruments doivent communiquer pour trouver une solution durable. » À lire aussi[Vos réactions] Déguerpissements : après Abidjan, Brazzaville, Libreville, c'est au tour de Conakry Trouver de nouveaux marchés Le Premier ministre Bah Oury reconnaît lui-même la nécessité de trouver rapidement des solutions pour les vendeurs expulsés. Il a demandé aux autorités municipales de chaque commune de Conakry d'identifier des espaces pour accueillir ces commerçants. « Ceux qui n'ont pas pu relocaliser les déguerpis, qu'on le sache, et qu'on cherche une solution alternative le plus rapidement possible dans la commune, ça c'est l'urgence, assure Bah Oury. Ça ne sert à rien de régler les questions comme des sapeurs-pompiers et de ne pas éteindre définitivement le feu. D'où la nécessité absolue pour les collectivités locales d'indiquer les espaces à aménager pour la construction de véritables marchés dignes de ce nom, parce que c'est ça la solution définitive. Il faut trouver l'espace et, à partir de là, on trouvera les financements pour construire des marchés dignes de ce nom. » La balle est désormais dans le camp des autorités municipales. Leur capacité à créer rapidement de nouveaux marchés dira si cette opération peut transformer durablement l'organisation de la capitale. Sans solution concrète, beaucoup redoutent que les vendeurs ne reviennent progressivement s'installer sur les routes, comme lors des précédentes opérations de déguerpissement.
