Today's episode is the last of our At The Beach series, recorded live from the Montagu Bathing Pavilion, known by the regulars as the GASA Bathing Pavilion. Christine Doolan celebrated National Day at the Pavilion, and took advantage of the earlier opening time by decorating the space with red and white. By all accounts there was a lovely community atmosphere. The Supported Needs and Disabilities Office work hard to make sure that our most popular bathing sports are accessible to all. Jenny Victory told us what changes have been made this summer. At yesterday's National Day Rally the Chief Minister read out a letter from King Charles III, in which His Majesty commended Gibraltar on its conservation efforts. Chief Executive of the Department of the Environment Stephen Warr spoke to us about his reaction to the King's warm words. Kenneth Avellano is considered by regulars as the unofficial boss of the Pavilion. He loves the convenience of the place and how family friendly it is. He described how he goes looking for starfish and other creatures in the area with his grandchildren. And, Denise Bossino interrupted her lunch to tell us how much she loves the Pavilion, and goes there every day regardless of the weather! We ask Indranee Rajah - Minister in the Prime Minister's Office - to explain the mindset shift aim of the enhanced parental leave scheme, announced on Aug 18. Synopsis: The Usual Place host Natasha Ann Zachariah hunts for new perspectives on issues of the day, and finds out about what young people are talking about. When it was announced at the National Day Rally that the parental leave scheme would be enhanced starting in April 2025, Ms Indranee recalls young parents being happy to hear the news.  Employers, she adds, on the other hand, are cautiously welcoming the news as they put forth their concerns about managing schedules and workloads. Ms Indranee talks about the need for a well-designed workplace to make shared parental leave work for all, not just parents of newborns.  This would mean fathers giving advance notice of when they want to take their leave or compensating those who take on a parent's workload - with the money freed up by the government-paid paternity leave. A first-of-its-kind financial aid targeted at workers who lose their jobs involuntarily was launched by Singapore's Prime Minister Lawrence Wong at the National Day Rally recently. Under the SkillsFuture Jobseeker Support scheme, lower- to middle-income individuals who have been retrenched can receive up to S$6,000 over six months, with payouts starting at a maximum of S$1,500 in the first month and declining subsequently. To qualify for the scheme, Singaporeans and permanent residents must be unemployed due to involuntary reasons such as retrenchment or illness, have earned S$5,000 or less per month, be actively engaged in searching for a new job, among other conditions. The scheme will be rolled out for citizens in April 2025, and for permanent residents in the first quarter of 2026. Singapore's Gifted Education Programme (GEP) in primary schools is set to be overhauled to become more inclusive. This was announced during Lawrence Wong's maiden National Day Rally speech. The school-based programmes for higher-ability learners, which now cater to 7 per cent of each cohort, will expand to take in 10 per cent, or 3,000 students a year.  There'll also be after-school supplementary modules aimed at further developing students in their areas of strength and interest, that are not intended to replace regular curriculum. These are part of a series of changes to the 40-year-old GEP. Under the new SkillsFuture Jobseeker Support Scheme, lower- and middle-income workers who have lost their jobs would get up to S$6,000 over a period of up to six months. Four weeks of government-paid paternity leave will be made mandatory from April 2025. And additionally, a new Shared Parental Leave scheme will also be introduced, comprising 10 extra weeks of paid leave, shared between both parents. Synopsis: Every second and fourth Monday of the month, The Straits Times takes a hard look at social issues of the day with guests. At the National Day Rally recently on Aug 20, 2023, Singapore's Prime Minister Lee Hsien Loong announced an overhaul of the current housing estate classification system. The current mature and non-mature system will end by the second half of 2024, and from then on, new Build-To-Order (BTO) flats will be split into three categories - Standard, Plus and Prime - under a new framework with tiered buying-and-selling restrictions. (05:19) It's a very interesting mix of priorities. You mentioned SERS for the older bunch, they want to stay where they are typically, whereas the other bunch want to see higher prices. So there's a very tough balance, right? (06:19) Looking at the May Day Rally, Walter, we had DPM Lawrence Wong, he said, "When you think about affordability, please don't just look at the headline price of the BTO flat; also consider how the price relates to income, as well as the proportion of income that's needed to service the housing loan." How does that pair up with how income is moving? Law and Home Affairs Minister K. Shanmugam has said that it will be irresponsible of the Government to not act following the most recent court challenge to Section 377A, which criminalises sex between men. Speaking to ST's Tham Yuen-C and Hairianto Diman for a special Monday (Aug 22) edition of The Big Story, Mr Shanmugam also elaborated on how the Government will uphold and safeguard the definition of marriage between a man and a woman.
