If you can only do meaningful AI work in one city, then AI has failed to generalize meaningfully.As non-Americans working in the US, we know what it's like to see AI progress so rapidly here, and yet be at a loss for what our home countries can do. Through Latent Space we've tried to tell the story of AI outside of the Bay Area bubble; we talked to Notion in New York and Humanloop and Wondercraft in London and HuggingFace in Paris and ICLR in Vienna, and the Reka, RWKV, and Winds of AI Winter episodes were taped in Singapore (the World's Fair also had Latin America representation and we intend to at least add China, Japan, and India next year).The Role of Government with AIAs an intentionally technical resource, we've mostly steered clear of regulation and safety debates on the podcast; whether it is safety bills or technoalarmism, often at the cost of our engagement numbers or ability to book big name guests with a political agenda. When SOTA shifts 3x faster than it takes to pass a law, when nobody agrees on definitions of important things, when you can elicit never-before-seen behavior by slightly different prompting or sampling, it is hard enough to simply keep up to speed, so we are happy limiting our role to that. The story of AI progress has more often been achieved in the private sector, usually in spite of, rather than with thanks to, government intervention.But industrial policy is inextricably linked to the business of AI, which we do very much care about, has an explicitly accelerationist intent if not impact, and has a track record of success in correcting for legitimate market failures in private sector investment, particularly outside of the US. It is with this lens we approach today's episode and special guest, our first with a sitting Cabinet member.Singapore's National AI StrategyIt is well understood that much of Singapore's economic success is attributable to industrial policy, from direct efforts like the Jurong Town Corporation industrialization to indirect ones like going all in on English as national first language. Singapore's National AI Strategy grew out of its 2014 Smart Nation initiative, first launched in 2019 and then refreshed in 2023 by Minister Josephine Teo, our guest today.While Singapore is not often thought of as an AI leader, the National University ranks in the top 10 in publications (above Oxford/Harvard!), and many overseas Singaporeans work at the leading AI companies and institutions in the US (and some of us even run leading AI Substacks?). Researchers from Moorfields Eye Hospital and University College London (UCL) have identified markers in the blood that may predict which Glaucoma patients are likely to continue losing vision despite treatment that aims to lower the pressure that causes their sight loss. Philippe Vogeleer is a chartered director specialized in partnerships between companies, governments, and international organizations. Until March 2024 he was the Global Head of Corporate Business Development for Vodafone. Prior to joining Vodafone, Philippe held senior positions for Ooredoo, Orange, and Deloitte. He has lived in 10 countries and worked in more than 100. He holds a master's degree in law, a master's degree in media and communications, and an Executive MBA. Philippe now advises a small number of companies as Non-Executive Director and supports the work of international charities, including Global Citizen. He is also a Visiting Lecturer at INSEAD. We start our conversation by learning about Philippe's international background, his early interest in human development, and how he discovered the importance of mobile phones and satellite technology. We then take a stroll through the decades with Philippe highlighting the big business opportunities for the Information and Communications Technology (ICT) sector in each time period - from radio waves in the 1980s and 90s, to networks and services in the 2000s and 2010s. He also reminds us that most people don't have a laptop, accessing digital tools only on mobile phones, and that today's opportunity lies in bringing access to the devices. We then shift to discussing how we can define the ICT sector and what we mean by digitalization. Also, we ask Philippe to help us understand what fragility looks like on the ground, from an ICT perspective, and how the ICT industry and digitalization can help counter fragility. China has unveiled a plan to promote digital development through 2035. What does a "digital China" mean? What is driving the digital economy for the world's second-largest economy (00:42)? Since the easing of Covid-19 restrictions, China's economic recovery is gathering pace. We spoke with Wang Dan, chief economist of Hang Seng Bank (China), about her view on China's market and economy in 2023 (18:32).
Our guest today is Michael Kende. He has a Ph.D. in economics from MIT and is a Digital Development consultant at the World Bank Group, a Senior Advisor at Analysys Mason, and the Board Chair of the Datasphere Initiative and until recently Chief Economist of the Internet Society. He has done a significant amount of work on promoting Internet development in emerging regions around the world. He works on the economics of cybersecurity, as a means to reduce data breaches and increase trust in the Internet. The Internet has brought us numerous free services like contacting people, creating online content, video conferencing, sharing videos, communicating, and working online, but it comes at a price, as the data we put online, some of it very personal, raises privacy issues, makes us vulnerable to cyberattacks and results in a concentration of power in large companies and governments. He talks about trust and the privacy paradox and the “flip side” of free services that internet provides. The way to grow trust is through technology and regulation, giving the example of the automobile industry where in the 60ties there were no safety regulations until Ralph Nader's book in 1965 “Unsafe at Any Speed”. He talks about the European GDPR Directive, the Data Sphere Initiative, the privacy paradox, and contact tracing apps like the Ehteraz app Qatar required people to use during the Soccer World Cup. Asked about the Internet of Things (IoT), says Michael that he doesn't think all of the lessons of the Internet of websites and services online have been learned.

The Principles for Digital Development were created over a decade ago as international development and humanitarian practitioners began integrating accessible digital technology in programming. And while the Digital Principles didn't quite revolutionize the field, their establishment created a common language and vision around how to institutionalize lessons learned. That was in 2016. Fast forward and a lot has changed: digital technology is accessible, commonly adopted into programming, and we are witnessing new kinds of technology emerging that have incredible potential to both help and harm economies, societies, and the way we work and live. Helen Wilson has worked in the digital community for over 20 years as a Digital development and Web designer, Learning Technologist, Digital Design FE Teacher and more recently in local authority digital content at Worcestershire County Council. Helen has Masters degree qualifications in Education, as well as Online and Distance Education. Her passion is focused on the experiences of the end-user and those everyday practitioners who create content. This could be documents created by local authority staff for residents or handouts and guides created by teachers for their learners on a VLE.She is the creator of SCULPT for Accessibility that came out of research she conducted at Worcestershire County Council. Her aim with SCULPT was to support a whole workforce approach to wider awareness of digital accessibility and digitally inclusive practice.
