Chair Latz, Senator Limmer, and members, thank you for inviting me to be here today.I am glad that we are here when, if the federal government is to be believed, Operation Metro Surge will soon be winding down. Tragically, whenever the real end to this surge finally comes, it will come too late for Renee Good and Alex Pretti and all who loved them. We will continue to seek justice for them. The surge will end too late for Liam Conejo Ramos and the other children who will have to live with the trauma of their detention. It will end too late for everyone who was wrongfully and illegally detained. It will end too late for Minnesotans who have endured racial profiling, for businesses that have closed, for children that couldn't go to school, for the people who have fallen behind on their rent because they couldn't safely go to work. The unprecedented, unconstitutional, and unnecessary exercise of force that is Operation Metro Surge leaves much pain in its wake.Despite this pain, when this surge ends, it will be a victory. It will be a victory for the rule of law, for the power of creative, lawful resistance, and for the strength of unity over division. Minnesotans organized themselves. They exercised their legal rights to observe and protest, by the tens of thousands, in sub-zero temperatures. They helped their neighbors who needed help. In the face of a massive display of force and acts of intimidation and violence, they held their — and our — constitutionally protected ground: bravely, creatively, and peacefully.I promised during the surge that I would match Minnesotans' bravery. My office and I did much to hold ICE, DHS, and the Trump Administration accountable under the law and the constitution.* On January 9, just two days after the death of Renee Good, my office joined forces with the Hennepin County Attorney's office to create a portal for witnesses to submit evidence.* This was necessary because almost immediately after ICE agent Jonathan Ross shot and killed Renee, the federal government made the extraordinary announcement that it would not include the state in its investigation or share evidence with state investigators.* It is normal and routine for state and federal law enforcement and investigators to work together: in Minnesota, it happens all the time. The trained investigators of the Minnesota BCA are completely professional and non-political. I cannot stress enough how extraordinary it is for federal law enforcement to refuse to work with state investigators on this case.* On January 12, we filed a lawsuit in federal court to end the surge.* We argued — and continue to argue — that the surge is unconstitutional, violating the First and Tenth Amendments to the constitution and the Equal Sovereignty principle.* On January 15, my office launched a form on our website for Minnesotans to share the impacts of federal government actions, including DHS actions have had on them personally or someone close to them, or that they have personally witnessed.* To date, we have more than 1,500 submissions.* And on January 24, the day that Alex Pretti was killed, my office represented the BCA in filing a lawsuit along with Hennepin County to compel the federal government to preserve evidence.* We won a temporary restraining order just two hours after we filed the lawsuit.* Disappointingly, the FBI has announced that it will not cooperate with the BCA in the Pretti matter, either.Allow me to make clear that although the surge is winding down, the two lawsuits we filed during the surge continue. We will keep challenging the constitutionality of the surge, so that this administration — or any administration — cannot ever again attempt to compel a state to kneel to its policy demands. And we will keep fighting for truth and accountability for the killings of Alex and Renee.Minnesotans had a right to expect that their federal government would have a credible, rational basis for sending more than 3,000 federal agents to our state for the largest immigration-enforcement action in our nation's history. The federal government has never deployed as many immigration agents to one place at one time as it has here.Instead, every rationale the Trump Administration has offered is a pretext. The government has said the purpose of the surge is to fight unauthorized immigration. Yet Minnesota ranks 28th among all states in the percentage of undocumented immigrants: Florida and Texas alone have nearly as many undocumented people as the entire population of Minnesota. The federal government has said the purpose of the surge is to fight fraud in government programs. I abhor fraud, and my office is already in this fight: We have convicted 300 Medicaid fraudsters in the last seven years. But the government did not surge forensic accountants or computer scientists who could actually help us fight fraud. Instead, it sent 3,000 masked, armed men.In fact, the surge has harmed the fight against fraud in Minnesota. Because of it, the federal government's work of fighting fraud in Minnesota has ground to a halt. The surge has triggered a wave of experienced prosecutors resigning from the U.S. Attorney's office in Minnesota, and the remaining staff are drowning under a flood of habeas corpus petitions. The government has also said the purpose of the surge is to fight violent crime and rid our streets of “the worst of the worst.” Yet violent crime rates in Minneapolis were falling before the surge. Furthermore, ICE's own data shows that 67% of those it has detained in Minnesota have no criminal records, and only a very small percentage have a record of committing violent crime.Notoriously, some of those detained have been children. Is five-year-old Liam Conejo Ramos the worst of the worst? Or 10-year-old Elizabeth Zuña Caisaguano? The federal government has also said the purpose of the surge is to gain cooperation from state and local officials in immigration enforcement. Other elected officials in Minnesota have echoed those claims, saying that if only Minnesota had “cooperated” with ICE, the surge would not have been necessary and Renee's and Alex's lives would have been spared. So let me be perfectly clear: Minnesota already fully complies with the law when it comes to federal immigration enforcement. The Minnesota Department of Corrections already follows the state law — Section 631.50 — that requires it to notify federal authorities when a non-citizen convicted of a felony nears their release date. The federal government had to back off their false claims to the contrary when DOC presented the facts.Minnesota sheriffs and county attorneys already comply with state law that they may not keep someone incarcerated on an immigration detainer longer than they are otherwise legally allowed to incarcerate them. In February 2025, I issued a legal opinion that restated the law, which is supported by a noted Minnesota case called Esparza vs. Nobles County, as well as cases from other states. When I met in person with Border Czar Tom Homan, he acknowledged that this is the law.So Minnesota already follows the law. After dismissing all the pretexts, it's clear: This surge is about what President Trump said it was about. In a Truth Social post on January 13, he wrote that “retribution and reckoning” was coming to Minnesota. Operation Metro Surge was Trump's retribution for our policies, our values, and how we vote.In the face of Donald Trump's campaign of revenge and retribution against Minnesota, we as a state stood for the rule of law and our constitutional rights, and stood for what we believe in our beloved state: that we are stronger when we stand together, that we all do better when we all do better, and that everyone deserves to live with dignity, safety, and respect — no exceptions. Now, our attention turns to healing and to ensuring that what happened here over the past several weeks can never happen again — not to us, and not to any state, city, or neighborhood in this country. In the two months Minnesota has been under siege by federal agents, immigration officers have shot and killed two U.S. citizens, poet and artist Renee Good and ICU nurse Alex Pretti. Local and state law enforcement say they've been blocked from properly investigating the shootings of Good and Pretti. “The federal government has blocked our state BCA, so that's the Bureau of Criminal Apprehension. They are the state law enforcement agency that has authority to investigate any kind of deadly use of force involving police,” says Hennepin County Attorney Mary Moriarty, who is leading local investigations into the killings of Good and Pretti. “We've not gotten anything from the federal government,” Moriarty says. “To tell you how odd this situation is, we are getting our information from the media ... we are not getting that from the federal government.” This week on The Intercept Briefing, host Akela Lacy speaks with Moriarty, whose office has jurisdiction over both killings. Moriarty says federal agents have blocked local and state law enforcement from properly investigating the killings. Even Moriarty, the top prosecutor in Minneapolis, does not know the identity of the agents who killed Pretti. In response, Moriarty says, “We set up a portal and asked the community to send any kind of videos or any other kind of evidence so that we could collect absolutely everything that we possibly could.” The BCA, she says, was even “blocked physically, actually, by federal agents from processing the scene where Alex Pretti was shot.”Meanwhile, attacks by the administration on Minnesota's Somali citizens persist. At her first town hall of the year in Minneapolis, an attendee sprayed Rep. Ilhan Omar with an unidentified substance on Tuesday. Trump has backtracked on some of his bluster and removed Border Patrol Gregory Bovino from Minnesota, replacing him with border czar Tom Homan. None of that has changed things on the ground yet in Minneapolis, says Moriarty. “Minnesotans care about their neighbors. They're delivering meals to people. They are there and they do not approve of the fact that their federal government is attacking them and their neighbors.“We hear a lot of people talking to us about how they understand the threat from the administration or from DHS on their neighbors and on their communities, and it's really much more rooted in an understanding that they think their freedoms are under threat, even if they are not an immigrant or even if they don't really have deep ties to immigrant communities, that this really matters to them and it really bothers them,” says Jill Garvey, co-director of States at the Core, an organization that leads and runs ICE Watch training programs. “So we hear a lot from folks who just haven't been engaged previously. But this for all those reasons is enough for them to step up.”Garvey says her organization is training community members in how to properly document ICE. “We also know that we can't stop all this aggression,” Garvey says. “The aggression is the point of these operations. So we can't guarantee that people aren't going to be targeted with violent actions from federal law enforcement. What we can say is, if you're doing this in community, other people are going to be watching.”Listen to the full conversation of The Intercept Briefing on Apple Podcasts, Spotify, or wherever you listen.

About Our Guest — Courtney A. Barber Courtney A. Barber is a retired U.S. Navy Master Chief Petty Officer, motivational speaker, three-time published author, and certified life purpose coach with over 25 years of military leadership experience. A Fayetteville, North Carolina native, Courtney is the founder of Sapphire Veteran HR, a nonprofit organization dedicated to helping women veterans in Hampton Roads transition from service to civilian life with confidence and community. After a decorated Navy career, Courtney transformed her journey of adversity, faith, and resilience into a personal mission to empower others through her brand, Unapologetically Favored—a movement and mindset that encourages people to walk boldly in their truth. She has authored multiple books including Unapologetically Favored, Wake Up. Turn Up. Bless Up., and Never Be Afraid to Eat Alone, each blending leadership, spirituality, and personal growth. In December 2023, she served as part of the MyNavy Coaching Team, leading a five-day Coaching Master Course in San Diego to develop the next generation of Navy leaders. Today, Courtney continues to mentor, teach, and inspire through her speaking engagements, coaching programs, and advocacy for authenticity, representation, and emotional intelligence in leadership. Learn more about her work at UnapologeticallyFavored.net or follow her on social media at @unapologeticallyfavored. About This Episode: In this episode, Damo and Aaron sit down with retired Master Chief and author Courtney Barber—North Carolina native and writer of Unapologetically Favored—for a raw, funny, and deeply human conversation about faith, identity, leadership, and redemption inside the U.S. Navy. The guys open with barbershop energy, debating Dave Chappelle vs. Eddie Murphy, fresh off Damo catching Chappelle live, before pivoting into Courtney's early life in the South, her family dynamics, and how her upbringing shaped the way she learned to love, trust, and lead. She opens up about her father figures, teenage pregnancy, abortion, and the boundaries she had to build to protect her peace. Courtney reflects on her early Navy journey—boot camp, A-school, and those unforgettable early days in uniform—sharing stories of laughter, adversity, and lessons learned. Aaron delivers a hilarious breakdown of “honch monsters,” and the crew swaps memories of Great Lakes and the RDC grind. Courtney discusses the mentors who taught her the value of training your reliefs, the importance of accountability, and what ultimately inspired her to write Unapologetically Favored after a viral post questioning empty “thank-you for your service” gestures. Listener questions about leadership spark a powerful exchange on the role of First Class Petty Officers and why leaders must trust their people enough to let them lead, fail, and grow. From being married against her nature and struggling with instinct to finally embracing her truth and telling her mom, Courtney walks listeners through the courage it took to live authentically under Don't Ask, Don't Tell. She shares the impact of good mentorship, the value of grace after mistakes, and how faith and resilience helped her rise through adversity. Damo introduces the idea of giving Sailors “scarlet letters” for their failures, which leads to a discussion about forgiveness, perception, and leadership growth. Courtney also reflects on what she learned from a failed BCA. It's three hours of honesty, humor, and hard-earned wisdom—laughter, confession, mentorship, and faith woven into one conversation. From barbershop debates to leadership lessons to spiritual redemption, this episode captures everything Permission to Speak Freely stands for: real people, real leadership, and real conversations that matter. Emergency episode time!Caley and Ronan dive into a story that started with chainrings and cogs, and ended up in court. The BCA has ordered the UCI to suspend its new Maximum Gear Ratio Standard, siding with SRAM in a dispute that could reshape how cycling's rules are made. What began as a “safety test” for rider speed has become a battle over who really governs the sport, and whether the UCI is still above competition law.

Step right up and get your tickets for Chaos Trivia! Team LMSU is joining forces with the fabulous folks from Currently Speaking for a blockbuster crossover event, with special guests, the NEMchat Singers! Chaos Trivia is set for the first night of the All Energy Conference on Wednesday 29 October in Melbourne. There will be trivia! Role playing? Musical interludes! Food! Drinks! And Tennant in some wizard cosplay, which should frankly be reason enough! All proceeds go to the First Nations Clean Energy Network and we reckon tix will sell like hotcakes, so - run, don't walk and snag tix for you or a whole trivia team.—Targets! Targets! Targets! Have we reached peak 2035 target fever? You betcha, and it's a smorgasbord with climate and business groups serving up their preferred target. Which one is just right? From the bottom-up analysis from EY with practical can-do actions to achieve 65-75% to Deloitte's top-down analysis for Business for 75 suggesting a 75% target would grow the economy more than a 65% target, there was one bit of modelling the subject of much chatter, and that didn't recommend a particular target at all! McKinsey's modelling for the BCA took a look at modelled costs for achieving 50, 60 and 70% targets but omitted any analysis of benefits, didn't consider global impacts and seemed to make some drastic assumptions about the impact on gas exports (but hard to know as no assumptions were published). The verdict? BCA seems to be trying to thread the needle in navigating different members' views and… it could have been worse! Our main courseThis week your intrepid hosts pack the passports and FIFO into that GST-sapping, resource-rich, beachy utopia that is WA as we soak up Marian Wilkinson's Quarterly Essay, ‘Woodside vs The Planet: how a company captured a country'. This cracker of an essay unpacks the complex relationship between Woodside, successive WA and Federal governments, and local communities. A particularly nuanced and sensitive account of impacts to the Murujuga people's struggle for influence in the preservation of their cultural heritage is contrasted with accounts of shareholder action and activists calling out the cognitive dissonance from Woodside in claiming support for climate action while expanding plans for fossil gas extraction and export well beyond 2050. This was not the policy solutions paper Tennant wanted it to be, but we debated the merits of supply-side activism to shut down fossil fuel exports and whether the WA community would even be on board with that. This essay paints a vivid picture of Woodside's omnipresence in WA and for a bunch of blow-in east coasters, we learned a lot!One more thingsTennant's One More Thing is: the International Maritime Organisation's upcoming vote on a global carbon pricing scheme for shipping— even with the US reportedly opposed, the vote is expected to pass. Yay for rare moments of multilateral innovation! Frankie's One More Thing is: the Investor Front Door is officially open! Or at least ajar for a couple of pilot projects. This could grease the wheels for Future Made in Australia projects OR could add more layers of helpful bureaucracy. Implementation matters!Luke's One More Thing is: for the fans of good periodicals out there, a solid vote for the latest edition of Foreign Affairs, which features essays on US-China tech competition, critical minerals, AI, and Australia's role in the Pacific. And that's it for now, Summerupperers. And Minnesota state investigators say they have retrieved video from the phone of a man killed in a federal operation in 2021. The summer of 1998 was coming to a close when two young women disappeared from the St. Cloud area of Minnesota. April Geyer was 21 years old, and Roseanna Forcum was just 15. April and Rose had only recently become acquainted. Although they ran in the same social circle, it wasn't immediately clear that the girls had vanished together. At that time, we were approaching the end of an era when most people didn't own cell phones. You had to wait until you reached your destination or found a pay phone to call home and inform your parents about your plans and when you would return. As April and Rose's families independently searched for them, they eventually realized they weren't alone. Two years later, an informant came forward with information indicating that April and Rose were together when they disappeared, even identifying a suspect believed to be their killer. Despite extensive searches, April and Rose were never found. Now, twenty-six years later, their families are determined to bring their stories back into the light, hoping to finally uncover the truth. If you have any information regarding the disappearance of April Geyer and Roseanna Forcum, please contact the BCA tip line at 877-996-6222.If you have a missing loved one that you would like to have featured on the show, please fill out our case submission form.Follow The Vanished on social media at:FacebookInstagramTwitterPatreonSee Privacy Policy at https://art19.com/privacy and California Privacy Notice at https://art19.com/privacy#do-not-sell-my-info.
