Parliament is at the heart of democracy—it's where voters are represented, laws are debated, and key decisions are made. But who really controls what gets discussed and how time is allocated? In the UK, that power lies overwhelmingly with the government, leaving most MPs with little say over what they debate. That seems odd—after all, parliament is supposed to be sovereign. So why does it allow the government, a supposedly subordinate body, to set its agenda? To unravel this, Prof Alan Renwick is joined by Dr Tom Fleming, Lecturer in British and Comparative Politics at UCL and a member of the UCL Constitution Unit. Mentioned in this episode:Fleming, Thomas G., Simon Hix and Radoslaw Zubek. 2024. “ The Origins of Centralized Agenda Control at Westminster: Consensus or Controversy?” Legislative Studies QuarterlyThe controversial origins of centralised agenda control at Westminster. We are so thrilled to introduce Alexandra (Ali) Niles, a masters runner who will be toeing the line in the Professional Women's Field at the 2024 Boston Marathon. Ali, a former competitive college gymnast who is now a gymnastics coach, started running in her 20's after college. Ali quickly fell in love with running and hired coach Tom Fleming, a legendary runner who won the 1973 and 1975 NYC Marathon and placed second in the 1973 and 1974 Boston Marathon. Tom helped Ali break three hours and set a goal to qualify for the Olympic Marathon Trials. Sadly, in 2017, Tom died of a heart attack. Devastated, Ali continued chasing the OTQ and in 2018, with the encouragement of her friend, Sika Henry, Ali achieved her goal at the One City Marathon and ran the 2020 Olympic Marathon Trials. This year, Ali will be running in the Boston Marathon Professional Field for the first time (her third Boston Marathon) and couldn't be more excited to run in the field as a masters runner. We loved hearing Ali's story and look forward to seeing her crush Boston on Marathon Monday. You can find us on Instagram and Facebook @runfartherandfaster. Looking for coaching? This week we look at parliament's role in shaping Brexit-related legislation between 2017 and 2019. We ask: What role did parliament play in Brexit? More particularly, how much influence has it had over Brexit legislation? And has it done harm or good? Politics in the UK is in a state of turmoil. Every time we think it can't get any crazier, it finds a way of doing just that. Many of the roots of the trouble can be found in Brexit. Whatever you think of Brexit, it's clear that the referendum of June 2016 forced parliament to implement a massive switch in the direction of the country that most MPs thought was wrong, and split the main parties – particularly the Conservative Party – down the middle. The politics of ideology trumped the politics of competence. This week we look at a new piece of research by two researchers here at UCL, which sheds light on an important aspect of the story. It assesses just how much influence parliament had in shaping the various laws that had to be passed to make Brexit a reality and put alternative arrangements in place. The authors of the study are: Dr Tom Fleming, Lecturer in British and Comparative Politics here in the UCL Department of Political Science and a member of the UCL Constitution Unit, and Lisa James, Research Fellow at the Constitution Unit and co-author of the forthcoming OUP book, The Parliamentary Battle over Brexit. In May of 2021, two ultrarunners named David Kilgore and Margot Fleming were invited to a unique event whose only rules are there are no rules and there are no spectators.  In the spirit of Hunter S Thompson's mind-expanding trip across the desert in the iconic book Fear and Loathing In Las Vegas, The Speed Project is a race from Los Angeles to Las Vegas.  The route is anywhere from 300 to 340 miles and is a journey just as counter culture as Thompson's book, just without the drugs. David and Margot were each supported by their crews on this multi-day race and to make things more interesting for all of us data-lovers, they had their biometrics measured the whole time by a wearable technology device called WHOOP.  WHOOP measured their heart rate, heart rate variability, sleep quality, recovery and more. You would think that after 50 to 80 mile days of running in the desert, all biometric trends would progressively get worse as each athlete deteriorated with the effort.  But that's not what happened. A little background, David Kilgore is an accomplished ultrarunner, who ran for the University of Colorado and on Team USA in the Trail and Ultra Running World Championships in 2019. Today, he leads marketing for On Running in New York City, where he now lives and trains.  Margot Fleming is an ultrarunner and marathoner, has worked with Nike as a global brand manager, and now heads the global footwear marketing team at Lululemon.  She is also the daughter of famed marathoner and 2 time NYC Marathon winner Tom Fleming who tragically suffered a heart attack at age 65.  Margot is deeply ingrained in the NY NJ run scene and has worked closely with New York Road Runners in honor of her father's legacy. Claire Bartholic sits down with David and Margot to learn what it was like to push yourself to such limits through running, what it was like to race through the desert for days, how they fueled, and how they recovered. For those of you that already love the world of ultra running, this one will hit the spot and for those of you who cannot even fathom such a journey, David and Margot will help paint the picture of what it's really like. Domino Records mainstays Wild Beasts have been messing with rock 'n roll norms and reinventing their sound for five albums now. Hayden Thorpe and Tom Fleming chat with host Chris Payne about new album "Boy King" and recount a decade making music: sharing a bill with a young Adele, trolling lads in their hometown of Kendal, and how Britpop never quite happened in America. Washington and Jefferson hated each other. What? Washington and Jefferson hated each other? How can that be? That was our reaction when we read what Tom Fleming had discovered and made the central theme of his great new book “The Great Divide“. It seems anathema to everything we’ve come to believe of our founding fathers…

For almost four years, Bob has been speaking about his uncompromising admiration for the work of the Founders. They drafted the Constitution and in getting it ratified by the colonies, created the United States of America. James Madison, George Washington, John Adams and their colleagues were above reproach. However, Bob has recently been drawn to the arguments of the Founders, of equal stature, who opposed Ratification. The arguments of those “anti-federalists” seem more compelling than those of the supporters of the Constitution. Who was right, especially given where the country is today? Hard question. In this episode, Tom Fleming joins Bob to discuss this intriguing issue. Tom is perhaps America's greatest historian and most prolific writer on the subject of early American history. This show cannot be missed.

In this episode, Bob interviewed our first president, George Washington. Well, not quite. But close. With great pride and excitement, we welcomed Thomas Fleming, one of our nation's leading historians, biographer of Washington, Jefferson and Franklin, past President of the Society of American Historians and author of the popular blog “Channeling George Washington”, to our show. Bob and Tom discussed money and politics, then and now. What did the Founders intend to be the relationship between the two? Is money a political pollutant, or its lifeblood? Tom Fleming shared his lifetime of study to the important and timely issue, and put it all into keen historical perspective.
