Set up in early 2018, the Institute works across all risk disciplines, with Jo's focus to date on climate risk management and scenario analysis, stress testing and operational resilience. Her career began at the Bank of England where she worked in a variety of roles across macroeconomics, statistics, supervision and risk. Her last role was as a Director of the Supervisory Risk Specialists Division within the Prudential Regulation Authority, where she was heavily involved in the design and execution of the UK's first concurrent stress test in 2014. She left the Bank in 2015 and joined HSBC as their Global Head of Stress Testing. She has also worked as an independent stress testing consultant, advising firms on how to get the most value out of stress testing. Dr. Maxine Nelson is a Senior Vice President at the GARP Risk Institute, GARP's research and thought leadership arm, where she focusses on climate financial risk management.  She has extensive experience in risk, capital and regulation gained from a wide-ranging variety of roles, including Global Head of Wholesale Risk Analytics and Head of Capital Planning at HSBC, significantly expanding counterparty credit risk management at the UK Financial Services Authority during the last financial crisis, leading the credit risk team at KPMG London, senior credit risk consultant at Oliver Wyman, and embedding operational risk analytics globally at National Australia Bank. Maxine has a degree in mechanical engineering and a PhD characterizing how best to apply probability theory to real world problems.

Hear from Cristian deRitis, deputy chief economist at Moody's analytics, about the evolution of stress testing, current trends, and the biggest challenges facing banks and regulators. Regulatory stress tests play a vital role in ensuring that large banks hold enough capital to withstand extreme recessions, while internal stress tests at banks are used for everything from capital and liquidity planning to risk monitoring, risk identification and operational resilience. The 2023 failures of a group of mid-sized U.S. banks, however, have led some critics to question whether the Federal Reserve's annual stress test is broad enough, comprehensive enough and sufficiently proactive – particularly with respect to emerging threats and rare tail risks. Globally, meanwhile, we've seen stress testing expand beyond capital and liquidity and into areas like climate risk, which has created a whole new set of hurdles for regulators and banks. In the future, to address perceived flaws, it's feasible that we could see a broadening of regulatory stress tests and changes to central banks' approaches to scenarios. Banks, meanwhile, may consider increasing the frequency of their internal tests and expanding their use of AI models to rapidly factor in a wider array of scenarios. The paper is by Ryan Greenblatt, Fabien Roger, Dmitrii Krasheninnikov and David Krueger. This post was written by Fabien and Ryan, and may not reflect the views of Dmitrii and David. Scheming models might try to perform less capably than they are able to ( sandbag). They might do this to make evaluations underestimate danger, slow down promising safety work, or cause issues with debate or recursive oversight more generally. You might hope that you can avoid this issue by eliciting capabilities, for example by fine-tuning on demonstrations and then using RL. In principle, this elicitation might fail. It could fail due to having too few (or no) high-quality demonstrations (i.e. sample efficiency is too low) or because RL fails to explore good actions. We're uncertain how this goes in practice. It could be the case that simple countermeasures prevent sandbagging in most of the important cases such that it isn't a big problem for safety. But it could also turn out that even high-effort approaches can't rule out these issues. We released a paper studying this by examining how well supervised fine-tuning and RL can elicit capabilities from password-locked models (LLMs trained to produce low-quality outputs except when a particular password is provided). We find that: If you have some high-quality demonstrations, supervised fine-tuning usually recovers the hidden capabilities with very few samples. Elicitation on password-locked models generalizes well across domains (even when we made password-locked models using techniques that we thought might prevent generalization). Using RL on password-locked models recovers hidden capabilities, except when the weak model RL starts from is extremely weak. While we target cases where AIs intentionally produce low-quality outputs and they could easily produce higher quality outputs, we also think our results have some relevance to other cases where AIs produce low-quality outputs despite being able to produce better ones. Here are the main takeaways: We think our results are a moderate update against scheming models being able to sandbag effectively (given countermeasures) for the kind of tasks we studied here, though there are differences between password-locked models and actual scheming models. We think this should be a bigger update for people who are relatively more pessimistic than us about sandbagging (at least insofar as their views make pessimistic predictions about current architectures). (We think this is also a small update against scheming, since scheming models might still try to sandbag, and if elicitation fine-tunes sandbagging out, it may partially erode scheming.) People interested in studying sandbagging or similar elicitation failures should consider using a methodology similar to the password-locked models methodology we use here. More generally, they should consider using some sort of adversarial methodology in which a red team constructs a model organism. This is: Introducing Alignment Stress-Testing at Anthropic, published by Evan Hubinger on January 12, 2024 on The AI Alignment Forum. Following on from our recent paper, "Sleeper Agents: Training Deceptive LLMs that Persist Through Safety Training", I'm very excited to announce that I have started leading a new team at Anthropic, the Alignment Stress-Testing team, with Carson Denison and Monte MacDiarmid as current team members. Our mission - and our mandate from the organization - is to red-team Anthropic's alignment techniques and evaluations, empirically demonstrating ways in which Anthropic's alignment strategies could fail. The easiest way to get a sense of what we'll be working on is probably just to check out our "Sleeper Agents" paper, which was our first big research project. I'd also recommend Buck and Ryan's post on meta-level adversarial evaluation as a good general description of our team's scope. Very simply, our job is to try to prove to Anthropic - and the world more broadly - (if it is in fact true) that we are in a pessimistic scenario, that Anthropic's alignment plans and strategies won't work, and that we will need to substantially shift gears. And if we don't find anything extremely dangerous despite a serious and skeptical effort, that is some reassurance, but of course not a guarantee of safety. Notably, our goal is not object-level red-teaming or evaluation - e.g. we won't be the ones running Anthropic's RSP-mandated evaluations to determine when Anthropic should pause or otherwise trigger concrete safety commitments. Rather, our goal is to stress-test that entire process: to red-team whether our evaluations and commitments will actually be sufficient to deal with the risks at hand. We expect much of the stress-testing that we do to be very valuable in terms of producing concrete model organisms of misalignment that we can iterate on to improve our alignment techniques. However, we want to be cognizant of the risk of overfitting, and it'll be our responsibility to determine when it is safe to iterate on improving the ability of our alignment techniques to resolve particular model organisms of misalignment that we produce. In the case of our "Sleeper Agents" paper, for example, we think the benefits outweigh the downsides to directly iterating on improving the ability of our alignment techniques to address those specific model organisms, but we'd likely want to hold out other, more natural model organisms of deceptive alignment so as to provide a strong test case. Some of the projects that we're planning on working on next include: Concretely stress-testing Anthropic's ASL-3 evaluations. Applying techniques from "Towards Monosemanticity: Decomposing Language Models With Dictionary Learning" to our "Sleeper Agents" models. Building more natural model organisms of misalignment, e.g. finding a training pipeline that we might realistically use that we can show would lead to a concrete misalignment failure.
