Each year approximately 3,500 individuals return to Cuyahoga County after serving time in prison or jail. These individuals face collateral sanctions (both state laws and administrative rules) that can limit their ability to find employment. Exacerbating the situation, employers are hesitant to hire somebody with a record due to false assumptions and misconceptions. However, the data shows that being employed post-release provides much-needed income and purpose, and in turn, reduces the chance a returning citizen will recidivate.rnrnStill, the conversation is beginning to shift in response to a deeper understanding of the racial inequities embedded in the criminal-legal system, and the growing need for employees. Yet, work remains to demonstrate the immense value that returning citizens provide to an organization's culture and productivity.rnrnJoin Andre Ward, Associate Vice President of the David Rothenberg Center for Public Policy at the Fortune Society, for a conversation on the importance of lessening institutional and legal barriers to employment for returning citizens, and how such changes can create stronger and more equitable communities. It's Part 2 of our discussion of the Supreme Court's affirmative action cases, with Harvard and the University of North Carolina defending their procedures  We play clips from the oral arguments, with every justice chiming in along with the advocates, and our analysis follows.  This time we address themes that recurred during the arguments - how does one determine an endpoint for racial preferences in admissions?  How can we measure or pinpoint the educational value of diversity?  What is the appropriate level of diversity - is it necessarily identical to the proportional representation in the population?  And importantly, what might take the place of the “checkbox” that currently appears on most college applications, designating one's race?  Professor Amar's 1996 article, co-authored with Neal Katyal, somewhat prophetically touched on these and other themes, and it is referenced frequently in these discussions.

The use of inhalant chambers has been around for a long time, and some believe that this technique is safer for the staff and the animal, however, we now know so much more about the physiological and psychological risks this technique poses to both animals and humans along with alternatives.  This week, Tabitha is joined by Tasha McNerney, BS, CVT, VTS to discuss why we should ban the box.  We will discuss the risks of using this technique with both humans and animals, safer and stress-reducing alternatives, and how to help advocate for this change. Tasha McNerney, BS, CVT, VTSTasha is a Certified Veterinary Technician form Glenside, PA. She is also a Certified Veterinary Pain Practitioner and works closely with the IVAPM to educate the public about animal pain awareness. Tasha became a veterinary technician specialist in anesthesia in 2015. Tasha loves to lecture on various anesthesia and pain management topics around the globe and was recently named the VMX 2020 speaker of the Year for veterinary technicians. Tasha has authored numerous articles on anesthesia and analgesia topics for veterinary professionals and pet parents. From criminal records to background checks, there are numerous places where a candidate’s chances for a job can be squandered. But can second chance hiring be as beneficial to businesses as it will undoubtedly be for those given this opportunity? Daniel Okonkwo — attorney, public policy expert, and market manager for community engagement at JPMorgan Chase thinks so, and he’s working hard to reframe how (and who) the hiring process can benefit.   Key Takeaways: [2:46] The “Ban The Box” movement has been around in the US since the 1990s, advocating for the removal of the “Do You Have a Criminal Record” box. It’s a movement in favor of second chance hiring. While Daniel and JPMC banned the box already, they have also found that they were losing prospective talent due to the background check. Daniel explains how they are working with the FDIC to try and get around these regulations. [4:50] When people are employed, there are ancillary benefits including community building and public safety advances. [5:20] Daniel’s work has always been about helping those in need. He worked as a public defender in Miami that then brought him to be part of the team that founded DC Lawyers for Youth. This led him to JPMorgan Chase to which he lends his experience and passion for helping people get back on their feet and showing them that someone does care and believe in them. [8:07] For every person that walked through the door that got hired, they’ve had many other doors shut in their face. The significant barriers to employment are often built on bias, and Daniel sees firsthand how we miss out on a lot of talent and growth. [10:24] Daniel talks about how he measures success and growth. First, how can we expand the options for people with some criminal record, and second, are there policies that can help certain offenses be stricken from your record. [11:32] Daniel discusses the biggest challenges he faces as a leader including the huge scope of the problem, creating institutional commitment, and continued stigma around those with a criminal record. [14:28] What is Daniel’s call to action for how we can help? More discussion regarding the issue, automatic expungement, and getting involved at a policy level. [16:28] Daniel stays grounded and motivated by seeing the impact he makes on people that otherwise may have had a real issue with getting hired. The state's largest historically black university teams up with a top health official to address community concerns about the coronavirus vaccine.Then, a “Ban the Box” criminal justice reform bill falls short in the Senate.Plus, after a Southern Remedy Health Minute, HUD awards Mississippi nearly six million dollars to address homelessness.Segment 1:Mississippi's Black residents are getting vaccinated at a disproportionately low rate compared to their white counterparts. State health officials and leaders within the Black community are confronting the issue by addressing concerns of trust and access regarding the coronavirus vaccine. Dr. Stephanie Miles-Richardson is an Associate Dean of Public Health at the Morehouse School of Medicine. During a virtual town hall event last night hosted by Jackson State University, she said for many in the community, the question boils down to trust.Segment 2:A criminal justice reform bill designed to help former inmates secure employment is facing challenges in the state legislature. Yes, you can build a successful and productive life after incarceration. Today’s episode discusses tips and tools on how to overcome barriers to employment and build a life for yourself and your family. Justin and Jamal Hannibal grew up in a 2 parent, solid middle-class family with more opportunities than most. Despite having this advantage, these twins changed the direction of lives when they moved from college to incarceration. Listen as they share their struggles and celebrate their victories. Things learned during and after incarceration that set them up for success: You cannot do the same thing and expect different results. While incarcerated, it was repeated frequently that engaging in the activities that brought them there would only ensure that they would return. No one ever wins in the crime game. Prisons are set up for recidivism and not rehabilitation. Although is possible to obtain your GED if you have not graduated from high school, the jobs you are being trained for are not found in the communities you are going to have to return to. Class and social status have nothing to do with the tendency to commit a crime. You are driven by your desire for instant gratification. Education is key. Mentors are needed in the community. It takes more than 2 parents to raise a child successfully. No one owes you anything we you are released. If anything, you owe the people who sacrificed to support you while you are away. Secure a driver’s license as soon as you get home. You need to have the ability to move, even if you do not have a car. Background checks become prevalent after the attack on September 11. Since that time, marking the box asking if you have a criminal history automatically excluded many from even getting the first interview. Today, over 35 states and 125 cities and counties have enacted Fair Chance and “Ban The Box” laws to reduce some of the barriers to gainful employment. If you have anything on your record, face it head on. Prepare a well- written document regarding the situation and be prepared with a well- rehearsed explanation of the situation and the lifestyle changes that have occurred since release. It is possible to get a job, but you will have to work hard to get a desirable one.

I wrote it to highlight some great work being done by the Integrated Recovery Network as a part of the Add Us In initiative. Over and over, it has been reiterated that many of the people going in and out of our prison system have some sort of mental health condition. Some estimates are as high as 50%. But I have to admit, I have not heard much from the disability community about these individuals. When the nation is talking about the school-to-prison pipeline, this is a population at risk. When we talk about living independently with appropriate supports etc. these are not usually the people mentioned. But they need to be. Unless both aspects are looked at, and until both communities can recognize the multiple facets and identities  - the intersectionality - of this population, we will continue to fail people with disabilities who are connected to the criminal justice system. Over the past few years, a growing list of city, state and local governments; organizations; and private companies have come forward to support Ban the Box. It's an initiative to persuade employers to remove the question Have you been convicted? from job applications and delay that inquiry until the final stages of the hiring process. The goal is for employers to make hiring decisions based on a candidate's skills and qualifications, not their past transgressions. This month, President Obama took an historic step by directing the Office of Personnel Management to take action to ban the box in federal employment. As a result, OPM will modify its rules to delay inquiries into criminal history until later in the hiring process. Encouraging employers to make this shift is critical. An estimated 70 million Americans €” one in four adults €” have a criminal record. Employment is a stabilizing factor in anyone's life, providing a sense of structure and responsibility, and it's strongly correlated with reduced recidivism for those reintegrating into the community following incarceration. Because employers often hesitate to hire an ex-offender, not having to check that box can make a massive difference. Marsha Temple, of Los Angeles' Integrated Recovery Network, knows well the stories of many of the individuals for whom the box is a major barrier. For more than 15 years, she has worked to improve mental health services for people who are homeless and/or have mental health disorders €” about 44 percent of whom have spent time in jail, prison or community corrections. In California alone, there are about 33,000 prisoners with mental health disorders, roughly 30 percent of the incarcerated population. As a part of the Add Us In initiative funded by the Department of Labor's Office of Disability Employment Policy, Temple has spent the last five years focusing on providing employment services to difficult-to-place candidates with disabilities, including those who have a history of addiction and other mental health disorders, which are so often intertwined with homelessness and incarceration. One example is K.L., a 38-year-old Latina who at an early age became involved with drugs and gangs, eventually landing in prison. Upon release, she was determined to turn her life around.
