He served in the 155th Security Forces Squadron of the Nebraska Air National Guard from 2001 – 2007 including time on active duty in support of Operations Noble Eagle & Enduring Freedom. He joined the Lancaster County Sheriff's Office in 2007 and graduated from the Nebraska Law Enforcement Training Center's 167th Basic Training Academy. During his career, Captain Vik has served in all sworn divisions within the Lancaster County Sheriff's Office, including assignments as a Patrol Deputy, Field Training Officer, Criminal Investigator, Crash Reconstructionist, and Instructor. He was promoted to Sergeant in 2013 and then to Captain in 2017. Today, Captain Vik commands LSO's Patrol Division, overseeing uniformed patrol operations throughout Lancaster County.Captain Vik has a bachelor's degree in psychology from the University of Nebraska–Lincoln. On today's episode, Dennis talks with USMC Veteran and Texas Law Enforcement Officer, Ann Carrizales. Officer Ann Carrizales began her career in the Military with the United States Marine Corps. In 1997 Ann made history as she became the first female to represent the USMC in amateur boxing. In 1999 she became the U.S. Women's National Champion in her weight division and was ranked #1 in the country. As a Sergeant, Ann attended Leadership Training at the Marine Corps Institute, served as a Criminal Investigator and a Field Training Officer, receiving multiple meritorious awards for superior achievement and performance. In 2010 Ann joined the Stafford Police Department working special assignments such as FTO, Rape Aggression Defense Instructor, Police Trainer and worked as a Crisis Negotiator on the East Fort Bend County Regional SWAT Team. On October 26, 2013, during a vehicle stop, Officer Carrizales found herself in a gunfight for her life. Shot in the face and chest, Ann was not going to quit. She shares her story with us as a role model and inspiration to Law Enforcement Officers throughout the country. Ann has received the LE Purple Heart, the Congressional Badge of Bravery, the IAWP Medal of Valor and many more awards for her heroic acts. David C. Reed Chief, Force Protection Training Division Directorate of Training & Education, US Army Military Police School Mr. David ‘DC' Reed served as the Chief of Force Protection Training Division (FPTD) having responsibilities for three USAMPS training branches; the Law Enforcement Operations Branch, the Antiterrorism Training Branch, and the Advanced Military Working Dog Training Branch. In all, FPTD trains in excess of 7800 US Army and other DoD personnel annually. Mr. Reed is a retired career law enforcement officer and started with USAMPS in 1996 as a Special Reaction Team instructor at Ft. McClellan, AL. He is a charter member of the International Law Enforcement Educators and Trainers Association (ILEETA), a past member of the International Association of Chiefs of Police (IACP), and past member of both the Missouri Sheriffs Association and the Missouri Police Chiefs Association. Prior to his appointment as FPTD Chief Reed was Chief of the US Army LE Operations Branch since its inception in 2003. He led the development of courses for the Military Police Corps to include the US Army Civilian Police Academy, the LE Senior Leaders course, the Conservation LE Officer course, and a broad range of special projects, including analysis of Army operations world-wide. He was the principal training and operations advisor from 2003-2019 to the DoD Undersecretary of Defense for Personnel and Readiness, (later Intelligence and Security) Office of Policy and Support. Before working as a senior Army civilian, Reed was the Chief Deputy and lead Criminal Investigator of Metropolitan Moore County, Tennessee. He also served as Commander for the 17th Judicial District Major Crimes Task Force from 1993-1996, working multi-jurisdictional violent crime, white collar crime, and attorney/ medical malpractice investigations. From 1991 to 1993 he was a homicide investigator for Bedford Co. and later Metro. He started his police career with Prince George's County Police, Maryland in 1979 and served in a variety of roles to include patrol and SWAT. Mr. Reed retired from the US Army Reserve having been assigned to special duties with the DoD, serving from 2003-2019. He is also a veteran of the US Air Force (‘79-85) where he served as Special Agent to Specially Designated Secure Air Mission (SDSAM) aircraft including Air Force One. Reed served worldwide from Andrews AFB under President Reagan as an airborne counter threat agent for four years. He is also a veteran of the Tennessee Army National Guard where he served as a Captain of the state NGB Service Rifle Competition team. Mr. Reed is a 1980 graduate of Prince George's County, Maryland Police Academy and a 1985 graduate of the Tennessee Law Enforcement Training Academy. He received his Bachelor of Science in Criminal Justice Administration from the University of Tennessee in 1986 and is a 1996 graduate of the Southeast Law Enforcement Conference, Leader's Training Academy. Thompson served over 25 years in the field of Law Enforcement as a dispatcher, patrol officer, and a detective, focusing on crimes against at-risk individuals. In 2013, Thompson became a Criminal Investigator with the State of Colorado and later worked at the Attorney General's Office where she investigated allegations of abuse and neglect of at-risk persons. In 2020, she started Pulse Line Collaborative Training and trains first responders on Interacting with People with Disabilities.Thompson is also the proud mother of two children with significant disabilities. On today's episode, Dennis is back with USMC Veteran and Texas Law Enforcement Officer, Ann Carrizales. Officer Ann Carrizales began her career in the Military with the United States Marine Corps. In 1997 Ann made history as she became the first female to represent the USMC in amateur boxing. In 1999 she became the U.S. Women's National Champion in her weight division and was ranked #1 in the country. As a Sergeant, Ann attended Leadership Training at the Marine Corps Institute, served as a Criminal Investigator and a Field Training Officer, receiving multiple meritorious awards for superior achievement and performance. In 2010 Ann joined the Stafford Police Department working special assignments such as FTO, Rape Aggression Defense Instructor, Police Trainer and worked as a Crisis Negotiator on the East Fort Bend County Regional SWAT Team. On October 26, 2013, during a vehicle stop, Officer Carrizales found herself in a gunfight for her life. Shot in the face and chest, Ann was not going to quit. She shares her story with us as a role model and inspiration to Law Enforcement Officers throughout the country. Ann has received the LE Purple Heart, the Congressional Badge of Bravery, the IAWP Medal of Valor and many more awards for her heroic acts. In November of 1987, 49-year-old Fred Wilkerson, a truck driver, last seen on Thanksgiving night, vanished. Fred's car was found a month later in the Atlanta airport's parking lot with two uncashed checks in the car. Years later, Fred's remains were found in ex-girlfriend, Connie Quedens well. On the morning of August 3rd, 1970, Gwendolyn Moore was hoisted out of a dry well just outside of Hogansville, Georgia. Chief Officer Buddy Bryant was at the scene along with then-fifteen-year-old, Clay Bryant. The case was deemed an accident… until thirty years later. JD Stevenson got his start as a patrol officer for the Paragould Police Department in 1982. Two and a half years later, he joined the Criminal Investigation Division (CID) where he served for 18 years. He was appointed Chief of Police by Mayor Mike Gaskill in 2001, and he continued in that role until his retirement in 2009. JD has some wild stories from his 3 decades of public service. On today's episode, Dennis is back with USMC Veteran and Texas Law Enforcement Officer, Ann Carrizales. Officer Ann Carrizales began her career in the Military with the United States Marine Corps. In 1997 Ann made history as she became the first female to represent the USMC in amateur boxing. In 1999 she became the U.S. Women's National Champion in her weight division and was ranked #1 in the country. As a Sergeant, Ann attended Leadership Training at the Marine Corps Institute, served as a Criminal Investigator and a Field Training Officer, receiving multiple meritorious awards for superior achievement and performance. In 2010 Ann joined the Stafford Police Department working special assignments such as FTO, Rape Aggression Defense Instructor, Police Trainer and worked as a Crisis Negotiator on the East Fort Bend County Regional SWAT Team. On October 26, 2013, during a vehicle stop, Officer Carrizales found herself in a gunfight for her life. Shot in the face and chest, Ann was not going to quit. She shares her story with us as a role model and inspiration to Law Enforcement Officers throughout the country. Ann has received the LE Purple Heart, the Congressional Badge of Bravery, the IAWP Medal of Valor and many more awards for her heroic acts. Lafayette Parish Sheriff Mark Garber joins Discover Lafayette to discuss his career and the scope of responsibilities of his office. He is the 27th Sheriff to serve Lafayette and has served in that capacity since January 2016. A native of Iota, Sheriff Garber graduated from LSU-BR and SMU Law School in Dallas. While in undergrad school, he worked with the Acadia Parish Sheriff's Office as a dispatcher before moving up to corrections. He then worked as a game warden with the Louisiana Department of Wildlife and Fisheries. Sheriff Garber joined the City of Arlington, TX Police Department where he spent ten years, being chosen for the prestigious motorcycle unit. He also gained enforcement experience in patrol, traffic enforcement, field training, police sniper, and SWAT (Special Operations). It was while Sheriff Garber worked in Arlington that he realized he wanted a Ph.D. level education and pursued law studies. He jokingly recalled if he knew how hard it would be to juggle so many responsibilities he may not have chosen law school; but he did well and looked at each law course as a financial investment as he had to put himself through school, not qualifying for assistance due to his income as a police officer. Sheriff Garber next served in the U. S. Air Force Office of Special Investigations as a Civilian Special Agent, Criminal Investigator in Iraq, earning a Bronze Star Medal for his actions. His time in Iraq included deployment as a Battlefield Interrogator which put him in the war zone alongside frontline shooters. He recounted that he spent several tough weeks at Fort Huachuca in Arizona learning prescribed interrogation techniques and was able to meld them with his own experiences and talents from serving in law enforcement. On his service in Iraq, Sheriff Mark Garber said, "Your perspective changes when you work with people who are getting killed. You want to survive and you want to protect each other. That's what the goal is. But I never saw circumstances where torture would produce reliable information to give to a ground commander that could be trusted. I preferred other methods. My role was to give advice and to get senior leadership of al-Qaeda taken out." Upon returning to the U. S. Sheriff Garber continued service with the U. S. Secret Service, then returned to Lafayette where he served as an Assistant DA prosecuting felonies for the 15th JDC before being elected in 2015 to serve as Sheriff. This year, in 2022, Sheriff Garber became an FBI National Academy Graduate. Lafayette's Sheriff is the Chief Law Enforcement Officer of the Parish under the Louisiana Constitution. The Sheriff shares jurisdictions with the other cities' police departments (Broussard, Carencro, Duson, Lafayette, Scott, Youngsville.) Its Narcotics Division works extensively with the Lafayette City Police Department. When needed, the other police departments call upon the Sheriff for assistance and resources. "What are our core functions to serve the community? We incarcerate people. We investigate crimes. We answer calls for service. These are the three pillars of our service that directly influence and affect safety. Safety is our basic need and you can't engage in commerce or education until you are secure. That's our #1 concern." When Sheriff Garber took office in 2016, there were 900 prisoners being housed in the downtown Jail, a facility designed to hold about 300. "People were sleeping in unsecured common areas. The overcrowding led to health issues and staff morale was low. Garber implemented strict protocols to turn around the situation and improve safety for all. Today the jail holds approximately 600 prisoners and the Sheriff's Annex can hold about 150 individuals. We spoke of the backlog of untried criminal cases as a result of the COVID shutdown. Garber pointed out that Pre-Covid, these cases were already way behind, and then the district court was shut down for 18 months.
