Officer Folinusz sustained a non-fatal gunshot wound, was treated at a hospital, and later released. Misdeeds, an investigative series produced by Atlanta News First from September 2023 through June 2024, exposed a loophole in Georgia law that left local families robbed of their most valued asset: their home. Our reporting uncovered a pattern of deed thefts at the center of real estate fraud. It's a crime that often goes unpunished. Misdeeds got immediate results, creating a new state law. Previously, state policy did not require ID to file a deed on a house.   Clerks were not even allowed to ask for IDs.  The more metro Atlanta became a hotspot for real estate, the more deed theft seemed to happen—thieves exploiting the loophole in state law to steal and transfer the title of homes. In December of 1979, Paul Bennewitz, a man who wrote he had been studying the UFO phenomenon since 1948, was told by his wife that she heard a high-pitched buzzing sound right over their house after being woken up by their small dog who was barking before dawn one morning. Bennewitz had been recently seeing strange lights over Archuleta Mesa in Dulce, New Mexico, and thought to himself (not wanting to alarm his wife) that maybe what he had been observing was now observing him. His house, in the Four Hills neighborhood east of Albuquerque, had a second-floor observation deck with a view of the Manzano Weapons Storage Area at Kirtland AFB to the south. He began watching the skies nightly and managed to capture images over the MWSA of what he was convinced were brightly lit objects with unusual characteristics. This set off a train of events that involved the Air Force Office of Special Investigations, a self-proclaimed CIA-trained disinformation agent, and a well-known author and UFO researcher. Introduction Tom Fargione joined FEMA in 2009 and served as Team Leader (SES) for the National Incident Management Assistance Team Blue from 2017 until his retirement in April of 2023. Tom was responsible for ensuring the team had the capability and capacity to respond immediately and effectively to the worst disasters likely to befall the country. In this role, he regularly engaged with the FEMA response organization to develop and promulgate doctrine, policy, and procedures to support the Agency's mission to reduce suffering for all disaster survivors. Additionally, he is responsible for creating and maintaining a dialog with similar teams at the state and local level, and to participate in programs to continuously improve the Incident Management Team system at FEMA and elsewhere in the country as requested. Tom was previously the team's Operations Section Chief, charged with ensuring a synchronized, integrated, strategic, and tactical approach to federal response in support of survivor needs. Similar to this previous position, as Team Leader, Tom worked with other federal agencies and regional partners to assure operational integration and coordination through planning, training and exercise. Experienced in responding to incidents and threats throughout diverse geographic, cultural, and demographic areas – from NYC to the Pacific and Caribbean U.S. territories and commonwealths – Tom has worked several benchmark disasters while, including the 9/11 World Trade Center response, Hurricane Sandy, and the historic 2004 and 2017 hurricane seasons. During the 2017 Hurricane season, Tom managed the response for assigned states and territories during the 2017 hurricane season and served as the Operations Section Chief for Hurricane Sandy in New York. Mr. Fargione has supported FEMA disaster response in numerous key leadership positions including: Federal Coordinating Officer; Deputy Federal Coordinating Officer (FCO) for Response; Assistant FCO charged with overseeing and directing the Operations and Planning functions; Operations Section Chief; and Assistant Operations Chief for Planning (Planning Ops). Tom also spent six months as the Acting Regional Administrator for FEMA Region II (NY, NJ, PR, USVI) during the height of the COVID epidemic, and was the FCO for all 4 states. Tom has commanded significant numbers of responders (20,00+) utilizing the concepts of Unified Command and Unified Effort across a wide range of incidents including: wildfires; large vessel capsize; missing person searches; human and animal disease identification/control; landslides; dam failure; severe flooding; snow emergencies; bridge failure; hurricane relief; mass fatality incidents, and major police tactical operations. Before joining the National IMAT, Tom was the FEMA Region II IMAT Team Leader, where he was responsible for overseeing the development and maintenance of IMAT capability and capacity for the Region, including the development of deployment strategies that balanced response needs against the requirements for running the Regional Response Coordination Center. Tom has also participated as a subject matter expert on working groups charged with developing doctrinal manuals for the FEMA Qualification System, Incident Response and Incident Action Plans. In addition to his federal service, Tom has worked in various capacities as an emergency manager and first responder at both the state and local levels. Tom joined FEMA after serving as Deputy Director for Response for the New York State Office of Emergency Management and Incident Commander for New York State's Type 2 (All-hazard) Incident Management Team. Prior to his state and federal emergency management career, Tom served as a Police Officer for 31 years, spending 18 years in Special Investigations and 10 years in Critical Incident Management. His father was an officer with the Air Force Office of Special Investigations. Michael knew almost nothing of his father's career at the time, but there were a lot of clues that he was involved in some very important and very secretive work. Years later, Michael embarked on a quest to learn more about his father's work and put it into the larger context of the Cold War. Fair is Just a Weather Condition with Marc Junkerman Marc “Junk” Junkerman joins us on today's episode of the First Responder Wellness Podcast. Marc is a retired law enforcement Lieutenant from Maryland who gave 28 years of active service. His diverse assignments included tours in Patrol, Special Operations/SWAT, Special Investigations, Warrant/Fugitive Apprehension, Planning, and Training. He also served for nearly a decade in the US Army and US Army Reserve as both an enlisted soldier and commissioned officer. He hails from a service family and is proud to be a fourth generation US military veteran, to be married to a retired police officer, to have two daughters in the nursing field, and a son serving as an active police officer. He now operates as an independent consultant whose primary focus is in assisting clients with the design, implementation, and sustainment of wellness and resiliency cultures. His approach is best reflected in the US Army's leadership mantra of “Mission First, People Always” and is rooted in practical, holistic leadership and management applications. Marc is a faculty member and outreach ambassador with the International Critical Incident Stress Foundation (ICISF) headquartered in Maryland and has been fortunate to consistently support local, state, national, and international clients and audiences. He has been tapped on numerous occasions to brief or testify in front of state and federal lawmakers, serves regularly as a keynote speaker, and is the creator of the CISM 360© and S.O.A.Ring with CISM programs. He was a certified law enforcement and corrections instructor for the State of Maryland for over 20-years during which time he taught various courses to include blocks for his state's mandated First Line Supervisor and First Line Administrator trainings.
