We talk about his love for music and how he never gave up on his dream, while still being a local District Court Judge. More on Ed Scales, III Ed's show—oddly named “The Ed Scales Show”—airs on US-1 Radio most Sundays from 11am-2pm. The show has aired on US-1 Radio for over two decades and continues the station's tradition of nontraditional radio, Florida Keys-style. No one (other than Bill Becker) has been on-the-air at US-1 Radio longer. Management of the station is as puzzled as everyone else as to why this is the case. No matter how often we change the locks to keep Ed out, Ed finds a way into the studio to do his show. Trust us, if it weren't for his impeccable musical taste, we'd call the cops! While it's hard to describe Ed's show with any particularity, suffice to say that he plays a wide variety of great rock and roll. Ed regularly sneaks down into the US-1 Radio music vault to play stuff you just don't hear every day, and he also mixes in the hits so that there's truly “something for everyone”. He even peppers the show with entertaining features like “Ed's Peeve of the Week” and “This Date in Rock and Roll History”. So, tune in on Sundays for “The Ed Scales Show”…..and give us a shout if you know a good locksmith. Now on to the Judge part... On October 18, 2013 Governor Rick Scott appointed Judge Edwin A. Scales, III to the Third District Court of Appeal, making him the first Monroe County attorney ever appointed to the Court. Before his appointment, Judge Scales was a sole practitioner in Key West, Florida. His practice concentrated in the areas of appellate litigation, commercial and real estate litigation, administrative law, and mediation. Additionally, through his “of-counsel” affiliation with the GrayRobinson law firm, Judge Scales served as the General Counsel to the Florida Citrus Commission. Prior to moving to Key West, Judge Scales was a shareholder in the Lakeland, Florida law firm of Lane, Trohn, Bertrand, & Vreeland, P.A. In 1998, Judge Scales became the General Counsel for Historic Tours of America, Inc., a national site-seeing company with headquarters in Key West, Florida. From 2011 thru 2013, Judge Scales served on the Florida Commission on Ethics and was its vice chairman. In 2005, Monroe County's attorneys elected Judge Scales to serve on the Florida Bar's Board of Governors, and he was re-elected to that position four times. He served on the Bar's Executive Committee for three years and chaired both the Bar's Legislation Committee and Citizen's Forum. In 2006, Judge Scales was appointed by Florida Governor Jeb Bush to the Board of Trustees of the Florida Keys Community College. He was reappointed to the Board by Governors Crist and Scott. He chaired the Board from 2007 to 2009, and again in 2011 and 2012. From 2000 to 2005, Judge Scales served on the Federal Judicial Nominating Commission for Florida's Southern District. In 2009, he was appointed by Governor Charlie Crist to the Judicial Nominating Commission for Florida's 16th Judicial Circuit, and was reappointed to the JNC by Gov. Rick Scott in 2012. In 2001, he was elected to serve a four-year term on the Key West City Commission, and in 2003 was appointed to the Florida Keys Tourist Development Council, where he served two years as Treasurer. Since 1999, Judge Scales has hosted the weekly "Ed Scales Show" heard on Keys radio station US-1 (104.1 FM - www.us1radio.com). He has an extensive background in both radio and television, hosting "The Legal Beagles" radio program in the Tampa Bay area from 1996 to 1998. Since joining the Court, Judge Scales has been appointed by the Florida Supreme Court to represent Florida's judiciary on the Florida Bar Foundation Board of Directors, where he chairs the Foundation's Audit Committee. Chief Justice Charles Canady appointed Judge Scales to serve on Florida's Judicial Management Council, the long-range planning committee for Florida's judicial branch of government. Judge Scales also served on the Board of Directors of the University of Florida Alumni Association, taught the complex civil litigation courses at Florida's College for Advanced Judicial Studies, has taught courses as part of the faculty of the National Judicial College, and regularly presents continuing legal education seminars to local bar associations. Judge Scales was born in Birmingham, Alabama, and was raised in Lakeland, Florida. He received his B.S. in Telecommunications with Honors from the University of Florida in 1988. While an undergraduate at the University of Florida, he was appointed by Governor Bob Martinez to serve on the Florida Board of Regents from 1987 to 1988, and was tapped into the Florida Blue Key leadership honorary. He also served as the "mike man" for the Florida Gators and is a 2-year UF Varsity Letterman. In 1988, he was named the University of Florida's outstanding male graduate and was named to the University of Florida Hall of Fame. In 1991 he received his J.D. from the University of Florida College of Law. While in law school, Judge Scales served as President of the University of Florida Student Body, he received the Bill Fleming Memorial Award for outstanding service to the University of Florida community, and he received the Book Award for Florida Administrative Law demonstrating academic excellence in that area. And – bad news for him – it involves the Federal Bureau of Investigation. Meanwhile, a United Nations report from Libya reveals that, possibly for the first time, a drone powered by artificial intelligence selected, pursued and attacked human targets – all on its own. That'll be enough about the wonders of technology, thanks. And lastly, the Biden administration is stepping up US shipments of coronavirus vaccines to foreign countries in a big way. It's an overdue but welcome measure to fight the virus in places where it's still spreading out of control. THESE ARE THE STORIES YOU NEED TO KNOW: He's one of Trump's last holdovers, but maybe not for long. The Washington Post reports that the FBI is investigating Postmaster General Louis DeJoy in connection with campaign fundraising activity involving his former business. FBI agents in recent weeks interviewed current and former employees of DeJoy and the business, asking questions about political contributions and company activities. Prosecutors also issued a subpoena to DeJoy himself. A DeJoy spokesman confirmed the investigation but insisted DeJoy had not knowingly violated any laws. The inquiries could signal legal peril for the controversial head of the nation's mail service – though DeJoy has not been charged with any crimes. Asked yesterday whether President Joe Biden believed DeJoy should step down, White House press secretary Jen Psaki said Biden would leave the process to the Department of Justice. The Post says DeJoy – who was appointed to run the Postal Service by its board of governors last May – has been dogged by controversy for almost his entire time in office. Soon after starting in the job, he imposed cost-cutting moves that mail carriers blamed for creating backlogs across the country. Democrats accused the prominent GOP fundraiser, who personally gave more than $1.1 million to Trump's reelection campaign and the Republican Party, of trying to undermine his own organization because of Trump's distrust of mail-in voting. And they were totally right about that. But it seems it'll be other, previously hidden misdeeds that bring down this dastardly saboteur. Hey, whatever does the trick. UN Report: AI Drone Attacked Humans This preview of the next Terminator movie comes from the New York Times. A military drone that attacked soldiers during a battle in Libya's civil war last year may have done so without human control, according to a recent report commissioned by the United Nations. The drone, which the report described as a lethal autonomous weapons systems, was powered by artificial intelligence. It was used by forces backed by the government based in Tripoli, the capital, against enemy militia fighters as they ran away from rocket attacks. The fighters were hunted down and remotely engaged by the drone, according to the report. It did not say whether there were any casualties or injuries. The weapons systems, it said, were "programmed to attack targets without requiring data connectivity between the operator and the munition: in effect a true fire, forget and find capability.: The Kargu-2 was built by STM, a defense company based in Turkey. The Times says the report has been sent to a UN sanctions committee for review. The drone, a Kargu-2, was used as soldiers tried to flee. Once in retreat, they were subject to continual harassment from the drone, according to the report, which was written by the UN Panel of Experts on Libya. Zachary Kallenborn, a researcher who studies drone warfare at the University of Maryland, said the report suggested that for the first time, a weapons systems with artificial intelligence capability operated autonomously to find and attack humans. What a landmark. Oh boy. Biden Boosts Overseas Vaccine Shipments This global pandemic update comes from the Associated Press. President Biden announced yesterday that the US will donate a first tranche of twenty five million doses of surplus vaccine overseas through the UN-backed Covax program. The donation promises infusions for South and Central America, Asia, Africa and others at a time of glaring shortages abroad and more than ample supplies at home. The doses mark a substantial – and immediate – boost to the lagging Covax effort, which to date has shared just seventy six million doses with needy countries. The announcement came just hours after World Health Organization officials in Africa made a new plea for vaccine sharing because of an alarming situation on the continent, where shipments have ground to a near halt while virus cases have spiked. The AP says that overall, the White House has announced plans to share eighty million doses globally by the end of June. Of the first nineteen million donated through Covax, approximately six million doses will go to South and Central America, seven million to Asia and five million to Africa. The remaining six million in the initial distribution will be directed to US allies and partners. In a statement, Biden said, "As long as this pandemic is raging anywhere in the world, the American people will still be vulnerable. And the United States is committed to bringing the same urgency to international vaccination efforts that we have demonstrated at home.". Remember, this isn't over until it's over everywhere. AND NOW FOR SOME QUICKER QUICKIES: The Guardian reports that the Ethiopian government has brushed aside international calls for a ceasefire in the province of Tigray, saying its forces will soon eliminate all armed opposition. The UN said earlier this week that more than ninety percent of people in Tigray need emergency food aid. Between the starvation and the atrocities, it's a true horrorshow. ABC News reports that workers at a South Dakota meatpacking plant that became a coronavirus hotspot last year are considering a strike after contract negotiations between Smithfield Foods and the union have stalled. The Sioux Falls chapter of the United Food and Commercial Workers Union said workers have risked their health and lives throughout the pandemic, arguing the company should do more for its employees. Who can argue? According to Politico, federal prosecutors are examining whether Representative Matt Gaetz obstructed justice during a phone call he had with a witness in the sex-crimes investigation of the Florida congressman. The obstruction inquiry stems from a phone call the witness had with Gaetz's ex-girlfriend. At some point during the conversation, the ex-girlfriend patched Gaetz into the call. Awkward! The AP reports that George P. Bush this week launched his next political move: a run for Texas attorney general in 2022. Bush, who has served as Texas' land commissioner since 2015, is the son of former Florida Governor Jeb Bush. He is the last of the Bush family still in public office. Now that's worth a good clap. Andrea Macdonald, founder of ideaXme interviews Craig Fugate, former Administrator at FEMA, USA, (2009-2017), reporting to President Barack Obama. Craig, now Chief Emergency Officer, One Concern, provides his perspective on the recent crisis in Texas - the power grid outage, the current Mexican border refugee challenge (9,500 unaccompanied children at the border in February 2021) and his perspective on working together across nations to build international planetary-wide resilience. Towards the end of the interview he even provides some tips on how we can as individuals all get through these tough and pressured times to build resilience. Craig Fugate's Official Biography: Mr Fugate served as President Barack Obama’s FEMA Administrator from May 2009 to January 2017. Previously, he served as Florida Governor Jeb Bush’s Emergency Management Director from 2001-2009. Fugate led FEMA through multiple record-breaking disaster years and oversaw the Federal Government’s response to major events such as the Joplin and Moore Tornadoes, Hurricane Sandy, Hurricane Matthew, and the 2016 Louisiana flooding. Prior to his tenure at FEMA, Fugate was widely praised for his management, under Governor Jeb Bush, of the devastating effects of the 2004 and 2005 Florida hurricane seasons (Charley, Frances, Ivan, Jeanne, Dennis, Katrina, and Wilma). During his tenure, Fugate focused not only on restoring FEMA’s response capabilities but on promoting emergency management as a community and shared responsibility. Fugate instituted a permanent effort to build the nation’s capacity to stabilize a catastrophic event within 72 hours. He drove completion of Presidential policy on national preparedness and implemented the National Preparedness System to build unity of effort to address the nation's most significant risks. On Fugate’s watch, FEMA awarded more than $19 billion in preparedness grants, supported more than 700 drills and exercises in 47 states, and had more than 40 million participants take part in grassroots community preparedness drills. During Fugate’s tenure, rates of adoption for disaster resilient building codes nationwide increased from 40% in 2009 to 63% in 2016. Fugate also provided Federal Government-wide leadership on reducing disaster risk through efforts to develop for President Obama’s approval executive orders that reduce the Nation’s flood, earthquake, and wildfire risk through managed Federal investment in hazard-prone areas. FEMA’s use of technology to support operations and enable decision-making flourished under Fugate’s leadership. Prior to his service in the Obama Administration, Fugate served as Florida’s Emergency Management Director. As the State Coordinating Officer for 11 Presidentially-declared disasters, he managed more than $4 billion in Federal disaster assistance. In 2004, Fugate managed the largest Federal disaster response in Florida history as four major hurricanes - Charley, Frances, Ivan and Jeanne - impacted the state in quick succession. In 2005, Florida was again impacted by major disasters when three more hurricanes - Dennis, Katrina, and Wilma - made landfall in the state. The impact from Katrina was felt more strongly in the Gulf coast states to the west but Florida launched the largest mutual aid response in its history in support of those states. Under Fugate’s stewardship, Florida’s emergency management program became the first statewide program in the Nation to receive full accreditation from the Emergency Management Accreditation Program. In 2016, he was the National Emergency Management Association (NEMA) Lacy E. Suiter Award honoree for lifetime achievements and contributions in the field of emergency management. In 2017, Fugate formed Craig Fugate Consulting LL. and joined One Concern as Chief Emergency Management Officer. Our conversation here takes place at the National Summit for Excel In Ed - from their website, Launched by former Florida Governor Jeb Bush in 2008, the Foundation for Excellence in Education (ExcelinEd) supports state leaders in transforming education to unlock opportunity and lifelong success for each and every child.I was grateful to join my colleagues from NAF (known widely as the National Academy Foundation) in hosting a roundtable discussion at the conference aimed at illuminating new practices in credentialing, in this case one that is local to where we gathered in San Diego, CA. My guests, Alec and Carissa, represent Del Lago academy, only 30 minutes north of where we sat together in a windowless ballroom only a hundred yards or so from the harbor. My first episode with Alec - number 28 - was titled "If Grades Were Hyperlinks" and is one of the most downloaded episodes of the show. When I found out that we'd be in San Diego to discuss credentialing, I had to reach out and see if we could get an update and hear - more than a year after the initial episode - how Del Lago is fairing with this project, which even in the most forward-thinking school district would be a scuffle to reframe the purpose and tactics with which we recognize learners' acquisition of skills. He completed a social justice-based Education Doctorate in Leadership for Educational Equity with the University of Colorado Denver. Dr. Barron leads Competency X, an assessment practice for workforce-informed performance tasks that was developed to broaden access to college and career opportunities. The “X” is how learners choose to curate evidence of their learning and reflect on how it represents success with competencies. The idea was developed at Del Lago Academy in Escondido, California, to help students access the life science workforce. insurance markets.Show Notes:Real estate creation and increased sales create more property insurance sales and activity in related lines, such as automobile insurance.   A recent study by the National Association of Industrial and Office Properties (NAIOP) shows Florida's commercial real estate sector contributed nearly $190 billion to the state's economy in 2017, the third most of any state in the country.John Sebree of the Missouri Realtors® talked about the connection between real estate and the economy, something he learned while on a trade mission to Germany with former Florida Governor Jeb Bush, a commercial realtor, while John was with the Florida Realtors®.  “He knew real estate wasn't a widget,” said Sebree about Governor Bush, “and that if we're going to bring jobs to our states, we need to be able to talk to them about quality of life, cost living, cost per square foot, so there is a natural connection.”Countries including those in Latin America and the Caribbean are natural markets for Florida, followed by Europe, because it's relatively close by being within a day's airplane trip.  Real estate drives economic development and the insurance sector is one of the beneficiaries.   Sebree said he's applied the same principle to his current work in Missouri, which is in the center of the U.S., has two rivers servicing coastal ports, and more rail lines than any state in the U.S.  The lesson: every state has international interests and potential to develop international markets.Sebree shared with podcast host Lisa Miller his ideas on how to encourage that international investment and overcome challenges.  “Often times, they're looking for a safe place to put their money,” he said.  Rather than focusing on selling property on these overseas missions, he said he focuses instead on promoting jobs and investment, because the property sales and insurance on those properties will naturally follow.   Looking at things as economic development opportunities creates more economic development.He and Miller also discussed the impact of taxes and regulation on attracting economic investment.   Florida's beaches, beautiful weather, navigable waterways for transportation, and no state income tax are all in the state's favor.  Missouri's selling points focus on its advanced manufacturing and agriculture technology, in which the Show-Me state is a leader, as well as in logistics.To make it easier for foreign investors to do business in the U.S., the National Association of Realtors® has created a Certified International Property Specialist designation (CIPS).    A Realtor that has this designation is specially trained in helping foreign investors through a variety of real estate transactions and related needs.  The association's website Craig Fugate served as President Barack Obama’s FEMA Administrator from May 2009 to January 2017.  Previously, he served as Florida Governor Jeb Bush’s Emergency Management Director from 2001-2009.  Fugate led FEMA through multiple record-breaking disaster years and oversaw the Federal Government’s response to major events such as the Joplin and Moore Tornadoes, Hurricane Sandy, Hurricane Matthew, and the 2016 Louisiana flooding.  Fugate set a clear and compelling vision, mission, and priorities for FEMA and relentlessly drove the Agency to achieve better outcomes for survivors.  FEMA’s effectiveness in dealing with more than 500 Presidentially-declared major disasters and emergencies under Fugate’s leadership restored the faith of the American people in the Federal Government’s ability to respond to disasters.  Prior to his tenure at FEMA, Fugate was widely praised for his management, under Governor Jeb Bush, of the devastating effects of the 2004 and 2005 Florida hurricane seasons (Charley, Frances, Ivan, Jeanne, Dennis, Katrina, and Wilma). Charles P. Garcia is the CEO of the Association of Latino Professionals for America (ALPFA), whose mission is to empower and develop Latino men and women as leaders of character for the nation in every sector of the global economy.  Founded in 1972, ALPFA is the nation’s largest Latino professional organization with 43 professional chapters and 144 student chapters.  He also chairs the TIGER 21 South Florida Chapter, the premier peer-to-peer group for ultrahigh-net-worth individuals, which is in 17 cities, and its 320 members control over $30 billion in personal assets. Mr. Garcia’s career spans a broad spectrum of industries, all focused on leveraging his in-depth understanding of Hispanic consumers.  In 1997, Mr. Garcia became the CEO of Sterling Financial Group, a privately held financial services firm which he grew from a small business to 60 offices in seven countries, 20,000 Hispanic clients and $2 billion in assets prior to selling it in 2005.  The company was named by Inc. magazine as the # 8 fastest growing privately held company in the country and Charles was named Entrepreneur of the Year by three national organizations. With an expertise in retail operations, marketing, finance, strategy, and international business, he served for six years (until the company was sold in 2012) on the Board of Directors of Winn-Dixie Stores Inc. (Fortune 500), one of the largest supermarkets in the southeast with nearly 500 stores and 400 in-store pharmacies.  He served on the Audit Committee, as a financial expert under SEC rules, and on the Nominating and Corporate Governance committee.  He also chaired an Advisory Board for Aetna Inc. (Fortune 100), reporting directly to its CEO, focused on growing the Hispanic market share of this diversified healthcare company.  Mr. Garcia was also a Hispanic market strategy advisor for Amway, a $13 billion private company in the direct selling industry. Mr. Garcia has worked for four Presidents, both Democrat and Republican, and served on high profile federal and state government boards.  He was the Chairman of the Board of Visitors of the U.S. Air Force Academy, appointed by both President Bush and President Obama, to oversee all operations at the Air Force Academy.  The fifteen member board is composed of four U.S. Senators, four U.S. Congressmen, and seven Presidential appointments.  The Secretary of the Air Force awarded him the Distinguished Public Service Medal for leading “a historic transformation to ensure it operates more like a corporate board of directors.”  Florida Governor Jeb Bush appointed him to the State Board of Education, which oversees all public education in Florida. Mr. Garcia has a J.D. from Columbia Law School, where he was the first student in his class to publish on the Columbia Law Review.  He has an M.P.A. from the University of Oklahoma; and a B.S. from the U.S. Air Force Academy, where he was awarded the Class of 1983 Honor and Ethics Trophy given to the graduate who “most personified the ideals of personal integrity.”  In 1988, he was awarded a White House Fellowship by President Reagan.  He served in various high level positions in the federal government, receiving the Congressman Henry B. Gonzalez Public Service and Integrity award. The book Hispanics in the USA: Making History chose Mr. Garcia as one of fourteen Latino role models for the nation, and both Hispanic Business and Latino Leaders magazines recognized him as one of the “100 most influential Hispanics in the United States.”  He has authored two best-selling leadership books:  A Message from Garcia (John Wiley, 2003) and Leadership Lessons of the White House Fellows (McGraw Hill, 2009).   He writes regularly for CNN, Fox News and the Huffington Post. Gregory Palast is a New York Times-bestselling author and a journalist for the British Broadcasting Corporation as well as the British newspaper The Observer. His work frequently focuses on corporate malfeasance but has also been known to work with labor unions and consumer advocacy groups. Notably, he has claimed to have uncovered evidence that Florida Governor Jeb Bush, Florida Secretary of State Katherine Harris, and Florida Elections Unit Chief Clay Roberts, along with the ChoicePoint corporation, rigged the ballots during the US Presidential Election of 2000 and again in 2004 when, he argued, the problems and machinations from 2000 continued, and that challenger John Kerry actually would have won if not for disproportional "spoilage" of Democratic votes. He is considered to have begun reporting for the BBC/Observer due to media bias/reporting restrictions in the US. How the Patriot Act has sent a nation crazy with fear? How ballot stuffing and black voter snuffing meant John Kerry actually won in '04, and the Republicans have 08 in the bag? And, how no child is left behind in the queue for jobs cleaning toilets, that is? This title reveals several such questions.
