In this podcast we explore the experience of one litigator advising FEMA Incident Management Teams (IMAT) and also dealing with damages and reimbursement processes for individuals who own property.  For two decades, LLRA, LLC owner Linda Litke served the United States, first in the U.S. Navy and then as a senior attorney within the Department of Homeland Security/Federal Emergency Management Agency. Her work placed her at the center of some of the nation's most complex emergencies, disasters, and national security incidents—first as Deputy Associate Chief Counsel for Louisiana and Mississippi, where she led multiple legal offices across the Gulf Coast after Hurricane Katrina, and later as a Trial Attorney handling litigation tied to Public Assistance projects and the National Flood Insurance Program.  Her final federal role for the last six years—Legal Counsel to the National Incident Management Assistance Team (NIMAT–Red)—was among the most demanding in the emergency‑response world. Therefore, we'll also examine the anticipated challenges moving forward as FEMA reduces their support of states and local governments before, during and after disasters.  Maj. Gen. Gent Welsh is The Adjutant General, Washington National Guard, at Camp Murray, Wash. Maj. Gen. Welsh was appointed as The Adjutant General of Washington on 29 June 2024. General Welsh is the commanding general of all Washington Army and Air National Guard forces and oversees the State's Emergency Management and Enhanced 911 programs. He also serves as Homeland Security Advisor to the Governor of Washington and as State Administrative Agent for all United States Department of Homeland Security grants awarded to Washington's state, local, tribal and non-profit agencies and organizations.  General Welsh enlisted in the United States Air Force in 1988. He transferred to the Air National Guard in 1992 and was commissioned as a 2d Lieutenant in 1994. He has held a variety of positions in air support operations and combat communications units, including command positions at the squadron, group, and wing levels. The Trump Administration has been making statements since January 2025 that they, meaning both the President and the Secretary of Homeland Security, want to shift disaster costs, beginning with disaster preparedness and then also disaster response and recovery more to states and local jurisdictions. PEW Charitable Trusts recently released a report, What Waning Federal Disaster Aid Would Mean for State Budgets This is the subject of this podcast. How will a reduction in federal funding for disasters impact state budgets.  As states face growing disaster costs, declining revenue, and an uncertain federal funding landscape, the need to build more disaster-resilient budgets is greater than ever. At the same time, as federal policymakers weigh proposals to reduce disaster assistance to states, they will need to account for the availability of state resources relative to the federal aid they have historically received and recognize that even modest changes in state budgets can have significant effects on other key initiatives.  The podcast guest is Colin Foard. He directs Pew's managing fiscal risks initiative, which helps state policymakers prepare for new and emerging risks to fiscal stability and manage uncertainty by strengthening budgeting practices across several areas. Previously, Foard worked for Pew's fiscal federalism initiative, contributing to research and technical assistance on natural disaster spending and other aspects of the federal-state fiscal relationship.  Before joining Pew, Foard spent five years on the staff of a senior member of the U.S. House of Representatives' appropriations and budget committees, handling committee work as well as a broad policy portfolio that included homeland security, transportation, housing, and immigration issues. The Los Angeles fires will likely be the costliest natural disaster in our history. While they started as wildfire, they changed into an urban conflagration. Thousands of homes were destroyed along with other building structures, including businesses. In this podcast we'll look at these impacts fires their destruction from the perspective of a private business that specializes in disaster recovery efforts.  The podcast guest is Joel Wish, CEO of Bright Harbor, a leading disaster recovery company that has been on the front lines of wildfire recovery efforts across the country. In this podcast we will be learning about disaster community in Europe and more specifically in Switzerland. That will be in the first half of the podcast. In the second half, we will be talking about a more focused conversation about data and its role in integrated disaster risk management. The link provided will give you more information.  The podcast guest is Jurgena Kamberaj a Senior Researcher in the Risk and Resilience Team at the Center for Security Studies (CSS), ETH Zurich, where she focuses on disaster preparedness and how hazards affect individuals, communities, and ecosystems. Her work aims to strengthen resilience in the face of increasingly complex emergencies.  Prior to joining CSS in 2023, Jurgena worked at the Joint Research Centre (JRC) of the European Commission, specifically within the European Crisis Management Laboratory. In this role, she was responsible for real-time monitoring and impact assessments of major disasters worldwide, contributing to the development of the EU's global disaster response strategies.  Jurgena holds an MSc in Environmental Science from Christian-Albrecht University of Kiel in Germany, specializing in ecosystem services and environmental protection. Really large projects require a huge investment in time and other resources to be successful. No one plans on failing, but there have been some very public failures in the past. Disaster volunteers come in many shapes and sizes. They can be individual citizens but typically are aligned with an organization that is offering aid to their fellow citizens. However, sometimes emergency managers have found that these well-intentioned volunteers seem to cause more headaches than they solve. Donated goods, for example can cause a mountain of work with many of the donations eventually going into a landfill.In this Disaster Zone Podcast David Wells, the Director of Disaster Relief for Disaster Relief for Texans on a Mission will dialog with the host about how best to be ready to volunteer and work with other government agencies. David began his response journey as a Baptist pastor in Wyoming, leading his congregation to provide aid to travelers trapped by routine interstate closings due to snow. He later became state director for Disaster Relief for the Wyoming Southern Baptist Convention. As a pastor in Missouri, he led shower, chainsaw, laundry, and feeding response team among Missouri Baptists, eventually becoming associate director for Disaster Relief for the Missouri Baptist Convention. Technology is a driving force in public safety today. There are multiple challenges that come with considering which technologies should be adopted and fielded within an organization. Before that can happen, we need to collectively overcome self-imposed barriers to technology adoption, which is the subject of this Disaster Zone Podcast.  The podcast guest is Garry Briese who has had a distinguished career in the fire service. Only recently retiring in January 2025 as the Executive Director of the Colorado State Fire Chiefs. Previously Garry served for 23 years as the Executive Director/CEO of the International Association of Fire Chiefs (IAFC) in Washington DC and prior was the Executive Director/CEO of the Florida College of Emergency Physicians for 14 years.   Additionally, he was appointed as the Regional Administrator for Federal Emergency Management Agency (FEMA) Region 8 of the Department of Homeland Security/Federal Emergency Management Agency in the administration of President George W. Bush. The Federal Emergency Management Agency (FEMA) has been predominantly in the news for many months. Most recently as both President Trump and the Secretary of Homeland Security have made remarks that FEMA should be abolished. More recently a 20-person council has been established to examine how best the federal response and recovery efforts to disasters should be accomplished. This then is the topic for this podcast.Craig Fugate the podcast guest served as President Barack Obama's FEMA Administrator from May 2009 to January 2017.
