In 1677, the longtime residents of the old and remote county of Albemarle in northern Carolina, a collection of cranks and dissidents who had fled from Maryland and Virginia and were used to living free of interference from the Carolina proprietors and the Crown’s tax collectors, revolted against new attempts to collect duties on tobacco. Quite astonishingly, they succeeded! And not without some history comedy along the way. In the long history of the Americans, it is easy to ignore Culpeper's Rebellion. Virtually all surveys of American history do. Albemarle was small, a literal backwater, and not even the most important part of Carolina. Historians of North Carolina, however, see it as a truer reflection of the American Revolution, a century later, than the other colonial upheavals of the 1670s. The Albemarle rebels were an early example, in their democratic tax-avoiding free-trading don't-tread-on-me resistance, of ideas that would later be taken up throughout English North America.  Subscribe to my Substack! How can a play devised by enemies, performed in four locations across a peace wall in the middle of a war zone help provoke lasting peace?In November 1999, in Belfast, Northern Ireland, a community play called The Wedding brought Protestants and Catholics together to rehearse a shared future in the fragile aftermath of the Good Friday Agreement. It wasn't a feel-good arts project. Lilly Bests Novo Again, Rare Disease Week Goes Regulatory, More CDC Leadership Upheaval

Eli Lilly notches another win over Novo Nordisk, as Zepbound bests CagriSema in a head-to-head trial sponsored by Novo; The FDA kicked off Rare Disease Week, providing draft guidance on its new plausible mechanism pathway, while a bipartisan senate hearing on Thursday will focus on the authorization process for rare conditions; Another leadership change shakes up CDC; and Gilead acquires CAR T partner Arcellx for nearly $8 billion.  Everything is coming up Lilly. The Indianapolis-based pharma bested its chief rival, Novo Nordisk in a head-to-head test. In a Phase 3 trial initiated by Novo itself, Lilly's Zepbound generated 25.5% weight loss while the Danish pharma's CagriSema elicited 23%. The results sent Novo's shares plummeting by an unprecedented 20% to a pre-Wegovy valuation while Lilly's market cap continues to climb.   Novo attempted a comeback on Tuesday, announcing that its triple-G agonist UBT251 scored almost 20% weight loss after 24 weeks in a Phase 2 trial in China. By comparison, Lilly's own triple-G competitor retatrutide led to 17.5% weight loss over the same timeframe, according to BMO Capital Markets analysts. Novo also sweetened the pot, announcing that it would slash the prices for all three of its GLP-1 medicines starting in 2027.    Meanwhile, the FDA kicked off Rare Disease Week with draft guidance on the new Plausible Mechanism Pathway for personalized therapies that was first teased in November. Jumping off last summer's Baby KJ success story, the new pathway is aimed at advancing treatments for ultra-rare diseases. And a bipartisan senate hearing on Thursday will focus on the authorization process for rare disease therapies.  While the rare disease space has enjoyed recent regulatory progress, funding these vital therapies remains a challenge. Companies like the Orphan Therapeutics Accelerator (OTXL), a non-profit biotech, are trying to change this with creative approaches including tax exempt status and unique partnerships with CDMOs and CMOs. Finally, in a move that also has implication for the rare disease space, the FDA's official pivot from a two clinical trial requirement to just one for new drug applications is lighting up biopharma social media.   And over at the CDC, there is more upheaval on the leadership front as National Institutes of Health Director Jay Bhattacharya replaces acting director Jim O'Neill as head of the agency, and principal deputy director Ralph Abraham steps down, citing “unforeseen family obligations.”    On the business front, Gilead inked the biggest M&A deal of the year so far, acquiring CAR T partner Arcellx for nearly $8B. And Merck's Keytruda should have a few extra years of dominance thanks to a web of patents, with billions on the line. Caught between conflict and crisis, Syria faces 'incredibly fragile moment'

After more than a decade of war, a surge of violence in northern Syria is forcing thousands of people to flee – even as others return to a fractured country under a fragile interim government. With two-thirds of the population in need of urgent assistance and the UN humanitarian response underfunded, the Danish Refugee Council's Charlotte Slente tells RFI why aid groups fear catastrophic consequences as cold weather and economic collapse push millions to the brink. Clashes in and around Aleppo have displaced around 170,000 people since mid-January, as the Syrian army seeks to extend its control over previously Kurdish-controlled areas. Ongoing hostilities between government forces and armed groups continue to trigger displacement in several parts of the country, according to the UN. While political transition is underway after the fall of Bashar al-Assad at the end of 2024, reconstruction and recovery efforts are hindered by instability and lack of funding.  Access to healthcare remains unreliable, and basic services are severely disrupted. A harsh winter and long-term drought are exacerbating the crisis. More than 16 million Syrians are expected to need humanitarian assistance in 2026 – yet the UN's response plan is only 33.5 percent funded, leaving a $3.2 billion gap. "It is an incredibly fragile moment for Syria," said Slente, secretary-general of the Danish Refugee Council (DRC), speaking to RFI on a visit to the Syria, including areas in and around Damascus.  "This is a country where two out of every three Syrians need humanitarian assistance, and 90 percent of the population lives below the poverty line." A year after Assad's fall, Syrian hopes for transitional justice are fading Returning to ruins, landmines Around 3 million Syrian refugees and internally displaced people have returned home since the fall of the Assad regime, over 1 million from other countries and nearly 2 million from within Syria. "Syria has had a new government in place for the last year," Slente said, "and it's time to sort of recap on our programming here and adapt our programming to the new realities on the ground. A vast percentage of the population here are in dire need of humanitarian assistance on the ground." Many people are returning to their homes to find almost nothing after more than 13 years of civil war, she added. One of the DRC's priorities now is to work on getting rid of the landmines that still litter areas where fighting took place, and pose a deadly threat to returnees. The organisation recently finished training local teams to help clear mines, Slente said. "We are helping build the capacity here of the National Mine Action Centre in the Ministry of Emergencies that needs to coordinate that very big endeavour of clearing Syria of unexploded ordinance and landmines. It means that now we can get more jobs done on the ground with the clearing of mines, getting them out of fields and villages, so that people can actually be safe when they move around the territory." As Syrian workers return home from Turkey, local businesses feel the loss Upheaval in Kurdish north In north-eastern Syria, near the border with Turkey, civilians say they are still fearful. After months of tension, Kurdish-led forces have ceded swathes of territory to advancing government troops. Under a deal agreed last week, Kurdish forces and administrative institutions are to be integrated into the state. It is a blow to the Kurds, who had sought to preserve the de facto autonomy they exercised after seizing swathes of territory in battles against the Islamic State jihadist group during the civil war. "We are afraid that they will attack our regions and that massacres and genocide will occur," one woman told RFI's reporter in the Kurdish-majority city of Qamishli, where government forces entered on Tuesday. Another resident said he was hoping for "a positive resolution to the conflict, so that no more bloodshed occurs". This episode was mixed by Nicolas Doreau.
