Five years ago, Kansas and Missouri reached a truce in the long-running “border war,” ending the poaching of each other's businesses across the state line. Everyone's been a winner, especially taxpayers, so why is that agreement now at risk of ending?
The Kansas-Missouri border splits Kansas City, and divides the metro region more evenly, and sometimes problematically, than any American metro region cut in two by a state line. It affects how public transit and emergency services work — and puts the metro in the middle of a tug-of-war for business.

Severe weather and heavy rain chances shift into the Mid-Mississippi,Ohio and Tennessee valleys today before progressing into the Mid-Atlantic,Southeast, and Gulf Coast on Memorial Day......Dangerous and potentially record-breaking heat continues across partsof Texas, the western Gulf Coast, and southern Florida......Active weather returns to the southern Plains on Tuesday withadditional chances for severe weather and flash flooding...An organizing storm system over the central U.S. is responsible fornumerous thunderstorms stretching from Kansas/Missouri to the EdwardsPlateau of Texas. Boundaries aiding this convection include a drylineextending southward through the southern Plains and a slowly lifting warmfront stretching from the central Plains through the Ohio Valley. Currentstorms are expected to grow upscale and merge into a larger complex ofthunderstorms by morning while swinging through parts of Missouri,Illinois, western Kentucky, and neighboring states. Damaging wind gusts,large hail, and tornadoes are possible. Additionally, heavy rain may leadto scattered instances of flash flooding with this initial burst ofthunderstorms. By the afternoon hours another round of showers andthunderstorms are expected to develop along a cold front and impactsimilar regions, with the severe threat shifting further east across theOhio Valley overnight. More chances for all modes of severe weather arepossible, with repeating storms potentially increasing the flash floodingthreat throughout parts of Kentucky and Tennessee. Area of heavy rain mayalso lead to flash flooding concerns near the low pressure center as itprogresses toward southern Wisconsin tonight.As the center of the storm system enters the Great Lakes on Monday and theattached cold front extends from the Ohio Valley to the southern Plains,severe weather and heavy rain chances will focus along the eastern U.S.and Gulf Coast States. More specifically, the greatest chances for intenserainfall rates leading to flash flooding exists across easternPennsylvania and neighboring section of southeast New York and northwestNew Jersey, where a Slight Risk (level 2/4) of Excessive Rainfall is ineffect on Memorial Day. Severe thunderstorms are most likely across theMid-Atlantic as well as an area stretching from the Lower MississippiValley to the Southeast. Damaging wind gusts and hail are the primarypotential hazards. Residents and visitors planning to enjoy outdoorholiday barbecues and parties should remain weather aware and havemultiple ways to receive warnings.

Frank White III is a strong advocate of Transit Oriented Development (TOD) and has a track record of making it happen. He oversaw TOD for Kansas City Area Transportation Authority (KCATA) before becoming CEO nearly two years ago, now faced with a fiscal cliff, Frank is pushing KCATA into the future of transit and TOD.KCATA was one of the first systems to go fare free during the pandemic, but that decision to keep people riding has a clear cost--KCATA doesn't have farebox revenue to close funding gaps, but TOD could change that. Developing land managed by the agency could bring in not only more revenue for the agency, but also an economic boost for the region. Already the KCATA MAX BRT (Bus Rapid Transit) line is connecting parts of the city cut off from one another, and combined with KC Streetcar (a separate but cooperative agency), brings real economic development to both sides of the Kansas-Missouri border.To make this all happen Frank has to undo decades of KCATA neglecting its role to manage and oversee transportation and development for the entire two-state, seven-county region. Kristen Epps, an associate professor of history at the University of Central Arkansas, argues that there is much more to the region’s story in Slavery on the Periphery: The Kansas-Missouri Border in the Antebellum and Civil War Eras (University of Georgia Press, 2016). Epps provides in-depth detail about the social history of slavery in the border region, from the institution’s roots in the early nineteenth century up through the chaos and bloodshed wrought by the Civil War in this divided region. Along the way, Slavery on the Periphery shows how the mobility of enslaved people within a system of smaller scale slavery allowed them greater autonomy while also creating unique challenges. Rather than an afterthought, the American West was a crucial battleground for American slavery not just ideologically, but also materially, and Epps rightfully places the lives of people caught in its midst at the center of the story. Stephen Hausmann is a doctoral candidate at Temple University and Visiting Instructor of history at the University of Pittsburgh. The Kansas-Missouri border holds a place of infamy in the history of American slavery as the chief battleground of the Bleeding Kansas crisis of the mid-nineteenth century. Kristen Epps, an associate professor of history at the University of Central Arkansas, argues that there is much more to the region's story in Slavery on the Periphery: The Kansas-Missouri Border in the Antebellum and Civil War Eras (University of Georgia Press, 2016). Epps provides in-depth detail about the social history of slavery in the border region, from the institution's roots in the early nineteenth century up through the chaos and bloodshed wrought by the Civil War in this divided region.
