October 20-26, 2024 is America's Safe Schools Week. This is a time where we highlight the extensive system of adults, structural elements, educational efforts, and protocols at HSD that work together to ensure our students, staff, and schools are as safe as possible.  One thing to highlight is the significant work that was done through our 2017 capital construction bond to bring every building to a consistent level of safety. Thanks to the investment of approximately $21.6 million in security infrastructure across the district, each campus now has a customized system that fits its individual needs and balances security requirements with the building's unique workflow and learning environment.  The bond projects included: physical infrastructure, such as fencing and gates, secure entry vestibules, and window security film; security trio systems, including access control, intrusion alarms, and security cameras; and communication systems. These structural assets are complemented and strengthened by our human assets - agency partnerships, responsible behavior, and community vigilance.  Learn more about all of the other ways we work to ensure safety, such as bullying prevention, threat assessments, partnerships with law enforcement, and much more, by visiting hsd.k12.or.us/keepingstudentssafe.  Our featured activity is our first-ever Hispanic Heritage Month Event, which was held on Tuesday, October 15, at South Meadows Middle School. The event drew approximately 125 attendees, and was filled with cultural activities, such as an interactive historical timeline and tissue paper flower-making, as well as performances by Unidos en Ritmo from Hilhi and Glencoe High School's Ballet Folklórico. Delicious food was provided by local favorites Los Girasoles, Rosas' Churros, and La Loteria. One highlight of the evening was La Danza de los Viejitos, a folkloric traditional dance from Michoacan, Mexico, that celebrates the wisdom of the elder community with a touch of humor and resistance. Resource tables offered valuable information for families, while festive decorations and treats added to the vibrant atmosphere. The night concluded with a raffle, book giveaways, and community togetherness that left everyone excited for the event's future growth. A local BC Legend joins us on A Hoops Journey today; Mr. Chris Porteous. Chris's basketball life is literally a “journey”, one that is full of ups, downs and so many in-betweens. The 2-time Provincial Champion and former MVP goes back to tell us about his early life, growing up in Whistler and then moving all the way to Montreal. From there Chris finds himself back in Vancouver at the age of 12 and stepping into the historical program at Kitsilano Secondary. Chris took off and built a huge name for himself in the hoops world, filling the bucket and being one of the best players in the Province for a two-year dominant run. Alongside many great teammates Kits was able to be one of the few programs to win back-to-back Championships. The important part of this episode is how Chis reflects on his struggles with school, and how being able to go to post-secondary wasn't as easy for him as it might be for many. In the end, Chris found himself at Cap University College under Paul Eberhardt. Chris dominated the league in his rookie year being the leading scorer and helping guide the Blues to the Nationals. After Cap Chris then has a turn with basketball where he tries to find himself as a person, working hard and trying to figure out what his future might be. Today he is an employee for Safe Schools and coaching with one of the local clubs in Vancouver, knowing he will have and is having an impact on kids means the world to Chris. AB 5: The Safe and Supportive Schools ActAs LGBTQ+ rights across the country come under attack, from book bans to outlawing instruction on sexual orientation and gender identity in schools, California is leading the way in preserving the rights of LGBTQ+ students across the state. While the state is making progress, LGBTQ+ students still experience harassment, violence and lack of affirmation in school settings far too often.This is why I introduced the Safe and Supportive Schools Act on my first day in the State Assembly. AB 5 provides high quality, professional development opportunities to educators in order to help foster inclusive classroom environments and appropriately address the unique challenges that LGBTQ+ and all students face. The bill would yield significant benefits for educators that directly transfer to the success of LGBTQ+ students and advance overall educational outcomes.

The inmates run the asylum, with schools allowing them to talk back to teachers, be physically violent with teachers, and with grading standards being erased. Parents no longer back the teachers, and the Teacher's Union is the one empowering the students over the teachers. Teachers need to give feedback to their unions and threaten to stop paying dues if they don't start to back them. That said, Minnesota School Resource Officers (SRO's) are being pulled from schools by the police and sheriff departments because a new law from Walz and the MN Legislature have made it impossible to restrain students, even if they pose a danger to themselves or someone else. For fear of being sued, these departments have pulled their officers. Some conservatives are clamoring for a special session, but do we really believe that will change things? We don't trust any of 'em. We also remember Bob Barker passing away at the age of 99 by discussing a little game show history. Have you checked out our Spotify playlist? A subsequent international experience showed him first-hand how geography and other social factors were involved. I'm joined on this episode by the founder and CEO of CommSafe AI, retired Navy SEAL, and long-time friend, Ty Smith to talk about school safety. As a high school teacher, I spend almost more time in the classroom than I do at home, and with an increasing number of school shootings over the last few years, I wanted to talk with Ty to find out what school systems and teachers can do to make our schools, students, and ourselves safer.Some background to the discussion: In January of 2023, Tennessee's state legislature introduced SB1325 and HB1202 that, if passed, would allow teachers to “possess and carry a firearm while on school grounds” provided that the teacher possesses an enhanced handgun carry permit, have written permission from the school system director and principal of the school, have undergone a psychological examination, and have successfully completed 40 hours of basic training in school policing each year.Recalling Ty's video he released a few year ago on LinkedIn addressing the topic of arming teachers, I wanted to have him join the show to find out if his opinion had changed since then, get his advice for teachers who might choose to arm themselves if their states allow them to, and to get any other thoughts on increasing the safety in our schools.On the topic of safety, few are better qualified to weigh in on the topic. Ty retired from the U.S. Navy after a 20 year career which included several years as a military police officer prior to 9/11, and over 15 years as a Navy SEAL following 9/11. While in the Teams, Ty had six combat deployments to Iraq and Afghanistan, where he was awarded a Bronze Star and a Navy Joint Commendation Medal, both with honors for heroism and valor.After a successful career is the SEAL Teams and earning a graduate degree from the University of Southern California's Marshall School of Business, Ty founded Vigilance Risk Solutions with the aim of helping businesses and organizations provide enhanced security for their employees. According to Education Week's school shooting tracker, there have been 18 school shootings this year alone. With the increasing number of these violent incidents, what's being done to make schools safer?School Safety Today's host, Michelle Dawn Mooney, is joined by Max Schachter, the Founder of Safe Schools for Alex, to discuss his advocation for policy change to better safeguard students. Schachter's youngest son Alex was one of the 17 victims of the 2018 Parkland school shooting. Since then, Schachter channeled his pain to be a national school safety advocate. He discusses what his organization does to ensure school safety and what their goals are now and for the future. Listen to today's podcast to learn:• New policies at the state and federal levels focused on safer educational settings• How to use data to reduce violence in school communities• Recommendations for how district leaders and law enforcement officials can work best togetherSchachter was appointed to the Marjory Stoneman Douglas High School Public Safety Commission where they were tasked with investigating and analyzing information from the Parkland school shooting to develop recommendations to prioritize safety and security in schools. He highlights the successes in working with the Florida Department of Education to create data points that school districts and parents can use to make informed decisions and policies about school safety. The collaboration was the impetus for the School Safety Dashboard where districts, parents and all stakeholders can access this data on a user-friendly platform to help create a safer environment for all. Some other developments that have come from the commission include the creation of an Office of School Safety, a school safety specialist in every Florida district, an anonymous threat reporting system statewide, a panic app for teachers, a threat assessment team, and a mental health coordinator in all Florida school districts. Additionally, Schachter pushes for law enforcement to prioritize preparedness and training. “You can't start the process in the middle of a tragedy or after a tragedy. Now, law enforcement has access to cameras in an emergency. There are reunification plans in place and we now have mandatory active shooter drills on all campuses…and a minimum of at least one, armed officer on every campus throughout the entire state.”Max Scratcher is the Founder and Executive Director of Safe Schools for Alex. He's one of the nation's leading school safety advocates, serving as a corporate and governmental advisor on matters related to school shootings and security. Schachter works alongside members of Congress, leaders of federal agencies, and Presidents of the United States which has led to the creation of the Federal School Safety Clearinghouse at SchoolSafety.gov. He's interviewed with many media outlets including CNN, MSNBC, Fox, and ABC.

Vito J. Borrello is the first Executive Director for the National Association for Family, School, and Community Engagement (NAFSCE), appointed in September 2014. Since its founding, NAFSCE has addressed systemic issues to advance family, school and community engagement as a strategy for child development, student achievement and school improvement. Initiatives include Reframing the Family Engagement Conversation and the establishment of the National Alliance for Family Engagement; the 18-state State Consortium on Family Engagement in partnership with the Council for Chief State School Officers; and its Family Engagement Consortium on Pre-service Educator Preparation. Prior to his current position, Mr. Borrello served as the 19-year president of Every Person Influences Children, a New York-based organization providing parenting education, and family engagement in education programs. Current National Advisory Board Member roles include Scholastic, and the Center for Education Equity. Recent previous national roles include membership on the National Family, School and Community Engagement Working Group; and two completed terms as both an Appointed and At-Large Board Member for National PTA, where he also served on committees for finance, legislation, resource development, strategic planning and leadership recruitment. He is co-founder and Chairman Emeritus for the NY State Family Engagement Coalition. Prior to his NAFSCE appointment, Mr. Borrello was Chairman of the NY State PTA Urban Initiatives Task Force, Steering Committee member of the NY State Parenting Education Partnership, and a past appointee to NY State Education Department workgroups for Teacher Standards, Striving Readers, and Safe Schools. I did a previous episode with C4LL collective member, Nicole Bates, and organizers Jewel Patterson at COPE and Edgar Ibarria at CADRE, where we focused more on the organizing approach, but in this episode, we get more into the movement lawyering work. Ashleigh and Ruth talk about how they use legal strategies in conjunction with organizing models and push the legal profession to use legal work in service of community liberation. They discuss how law and policy can be used as part of a larger organizing strategy to improve the material conditions for Black, Brown, Indigenous, disabled, and other marginalized students and families. They explain, using examples, how policy change is often not enough, without an organizing approach to ensure the policy change is upheld, as well as addressing harm that happens yet is considered legal. Ashleigh and Ruth talk about their shift from working in legal direct services, representing students and families being negatively impacted by the school-to-prison pipeline to their shift to movement lawyering in coalition with organizers, and the distinction between civil rights and education as a human right, where power must be built not just from a legal framework, but from a community shared-governance power model. His son Alex is one of the 17 victims murdered in the Parkland school shooting on Valentine's Day 2018.Max is the founder and executive director of Safe Schools for Alex 501(c)(3). Their mission is to provide most current school safety best practices and resources to students, parents, school districts and law enforcement so that all children can learn in a safe environment. Since the heartbreaking day that changed Max's life forever, he has been advocating for policy change at the highest levels of the United States government.He has worked alongside members of congress, leaders of all major federal agencies, and Presidents of the United States to make schools safer. Max has testified as a subject matter expert before the United States House and Senate and multiple state legislatures.In August 2018 he advocated for the creation of a federal agency to house national school safety best practices. In June 2019, Max's vision became a reality when President Trump created the Federal School Safety Clearinghouse at SchoolSafety.gov.In July 2022 Max attended the White House ceremony where President Biden announced the most significant gun safety legislation in 27 years, the Bipartisan Safer Communities Act, which made SchoolSafety.gov permanent and law. Max has also worked to improve the safety and security of Florida's 2.4 million students through his appointment to the Marjory Stoneman Douglas (MSD) High School Public Safety Commission.The MSD commission, established by former Governor Rick Scott, was tasked with leading the statewide investigation into the Parkland school shooting and developing recommendations to protect Florida's children.Max has advised the Federal Bureau of Investigation Behavioral Threat Assessment Center, the U.S. Secret Service National Threat Assessment Center, and the Ohio Attorney General's Office on threat assessment policies and procedures.He is a member of the National Sheriffs' Association School Safety and Security Committee and the International Association of Chiefs of Police Mass Violence Peer-to-Peer Advisory Team. In June 2019, Max was awarded the U.S. Department of Justice Attorney General Citizen Volunteer Service Award by Attorney General William Barr. Local jurisdictions have very limited control over regulating local pesticide use. New legislation introduced by Assemblymember Damon Connoly would return some local control. Assembly Bill 99 would require Caltrans to respect resolutions passed by counties banning the roadside spraying of pesticides. This legislation builds on decades of work by anti-spray advocates, who have continuously pushed on the agency to reduce its reliance on the nozzle. The EcoNews talks with Patty Clary of Californians for Alternatives to Toxics, Patty Mayall of Protect Our Watershed San Mateo County, and Megan Kaun of Sonoma Safe Ag, Safe Schools about their experience working to reduce roadside spraying and their thoughts on the proposed legislation. Support the show

Aging classrooms, leaky roofs, broken toilets and nonexistent fences. That's what supporters of Measure C-22 hope to fix with a local school bond proposal that voters in the San Luis Obispo Coast Unified School District will weigh in on in the Nov. 8 election. I spoke with Jay Beck, a community banker who is one of three co-chairs on the “Taxpayers for Safe Schools" committee, to find out how school bonds work and what C-22 would do. UPDATE: Since this interview was recorded, I learned that there was a typo on the Nov. 8 ballot. A percent sign was used instead of a cent sign in the description of the school bond Measure C-22. The correct bond rate is 4.9 CENTS per $100 of assessed value (not 4.9%—oops). Action Item: When your ballot and voter guide arrive in the mail, read the section on Measure C-22 to get acquainted with the full text of the measure. You can find the same information online at the County Clerk-Recorder's website. Conveniently, that's also where you can make sure you are registered to vote at your current address.
